The Chuich Association was formed on the 19tli Jun«, 1873, when thirty-seven clergymen and lay members of the Church of England, in the Dioceso of Toronto, signed the de- claration of its organization. So soon as its formation became known, additional meraljeis eont in their names and expressed their hearty sympathy with the purposes in view. At the preliminary meeting held thereafter in the school- room of St. James' Cathedral, the Very 1 ev. the Dean of Toronto was called to the chair; J. Gillespie, Esq., was requested to act as Secretary, and on the motion of the Hon. James Pat- ton, Q.C., seconded by William Magrath, Esq., D.C.L., it was resolved that the name of the Ass^ociation shall be tbf f -hnrch Aflflociation ol the Diocese of Toion" o. On the motion of the Hon. Vice Chancellor Blake, seconded by A. H. Campbell, Esq., a comnnttee was named to draw up a Constitution and Eules for the guidance of the Association. At aa adjourned meeting held on the 14th August — the Very Rev. the Dean of Toronto in the chair — the Association was fully organized by the election of the following officers and Executive Committee : — Presidftnt — The Hon. On tho resignation, at a siibsoquont period, of Mr. filom- field, the Rev. Kural Deau H. C. Cooper, B.A., Rector of Isling- ton, was elected to fill the vacancy. Immediately on tho completion of the 'Constitution and Rules, before finally adopting them and printing them, the Very Rev. the Dean of Toronto, the Hon. Chief Justice Draper, the Hon. Vice Chancellor Blake, and Prof. D. Wilson, LL.D., were appointed a deputation to wait on the Lord. Bishop of the Dio- cese, to submit them for his consideration, and to requt-st his Lordship to become patron of the Association. They accord- ingly waited on him on the following morning, when the Hon. Chief Justice, as President of the Association, informed his Lordship of the object and purposes aimed at, and having pro- duced the Constitution and Rules as already adopted, he, with his Lordship's permission, read tho principal parts of it which referred to the purposes of the Association. He explained that the Constitution had been framed with an earnest desire to avoid anything which could justly give offence ; and that the members of tho Association believed that it contained nothing to which any sincere and loyal member of the Church of England could not cordially assent. That before making public this declaration of their organization they had unanimously resolved to solicit his Lordship to become their Patron, and thereby to give them the influence and weight which his sanction of their purposes would carry with it. He further stated that they would gladly Avail themselves of any suggestions his Lordship might l^ pleased to offer, with a view to render it still more onexceptioiir able. With this explanation, the President, in the name of the deputation, and on behalf of the Association, earnestly requested his Lordship to become their Patron. After a prolonged interview, in which all the members of the deputation look part, his Lordship stated that he was not then prepared to give an answer, but would take the request made by the deputation into his most serious consideration, and reply in writing. The deputation then retired. After much careful deliberation an address was prepared, approved of at a general meeting, and printed. The Executive Committee, in the fulfilment of the duties intrusted, to them, aimed at giving it the widest cir- culation. Up to this date 7,000 copies have been printed and nearly all distributed ; in addition to which it has been reprinted in leading papers in Toronto, Montreal, St. John's, Newfound- land, Hud elsewhere, so that its circulation thus far probably exceeds 25,000 copies. . The atterition which thi« address excited has been proved in many ways. Members hastened to join the Association ; leading clergymen and laymen in other dioceses wrote expressing their hearty sympathy ; and among those the Deans, both of Montreal and Huron, sent in their adherence, the former with a liberal donation and the latter becoming a life member. The importance of the movement thus inaugurated wasi further shown by his Lordship, the Bishop of the Diocese, issu- ing a pastoral in reply. The unfeigned respect which the members of this Associa- tion bear towards tiieir Bishop, alike personally and by reason of his high office, was manifested by their desire to obtain his countenance as their Patron. The same spirit has guided the Executive Committee in every allusion they have made to his Lordship's pastoral. But they would have failed in their duty, alike to this Association and to the Church, had they neglected to correct misconceptions to which it was calculated to give rise. They accordingly prepared and issued an Occasional Paper, en- titled " What is Ritualism f" in which they aimed at setting dearly before their fellow members of the Church in Canada the real question at issue, and the dangers which have to be averted. This paper has been welcomed by many as well suited to the times ; and of this already 7,000 copies have been printed, and the greater number put in circulation. Since then three additional papers have been prepared and printed — one entitled, ^'^ Ritual vm, and endeavoring to dif- fuse information on all subjects Hpeciaily affecting thewelfare of the Church ; to aim at uniting all her members in a hearty and un- compromising maintenance of our most holy faith — alike against Tractnrianism, Ritualism, Kationalism, or whatever other move- ments threaten to undo the great work of the Keformation ; to resolutely defend the doctrines for which so many noble martyrs of our Church — bishops, clergy and laymen — witnessed a good confession in the dungeon and at the ttake ; and to resist all un- authorized changes or innovations in the services, and all nov- elties in vestments, decorations or practices, whether borrowed from the Church of Rome, or introduced as rites and ceremonies hitherto unknown amongst U3 as a Church. While your Committee trust that the approval which has been already accorded to their course thus far by many of you individually, will be confirmed by the united action of this As- sociation, they beg leave to remind you that tho work cannot be carried on on the scale already indicated without funds. The liberality of the members has hitherto amply met all require- ments; and it will not be thought unbecoming, they trust, if they remind the members that the preparation and circulation of the Association's papers involves a large sicrifice of time and labor on the part of those to whom this work is committed. All this, including the preparing the papars, tho writing and replying t« numerous correspondents, and addressing and posting many thousand copies of the papers, has been cheorfully done, and we doubt not members will bo equally willing to contribute the funds for further prosecution of the good work. The Association numbors at the present time 525 members,* including ten life mombsrs. To those they doubt not fresh ad- ditions will continue to be made ; and tneir hearty co-oppration cannot fail to promote the objects which, under the Divine blessin'jf, it U tha aim of this Assotjiation to accomplish. * At the tt.aj of goui'j (o pre.* the uu^aosr of members is nojjrly 80J. il One other subject specially inviting attention is the propo- sition which has been made inviting a union of tho Church As- sociation with the Church Union of Toronto. On the 4th of November a communication from that body was laid before the Executive Committee, setting forth that the object proposed by them was " the combination of Churchmen of all shades of •pinion in such works of piety and charity as must approve themselves to the understanding and heart of every member of mu Church." Thoy accordingly invited the Church Association to make ''at least an attampt to aot in hirrnony," ani a^ketl for a com- mittee to be appoiuted to confer with one of thoir own body. To this a reply was sent reciprocating kindly feelini;, but pressing on their notice the special distinctive object for which the Church Association had been formed, and asking them to state what ob- jections, if any, they had to the Constitution of this Association; and in what respect it would require to be moditied so as to be acceptable to them. To this the Church Union replied, declin- ing to state any objections to the Constitution, but pressing anew for a Committee of Conference. In reply, your Com- jnittce stated that while thoy still believed that their original proposal was the true preliminary with a view to any effort at mnited or harmonious action, they would not press it further ; and the President and three Vice-Presidents were accordingly nam^d a committee to confer with any commitioe which the Church Union might name. The Church Union thereup »n nom- inated the Venerable Archdeacon Fuller, the Rev. tho Provost, and the Hon. G. W. Allan. The two committees h6ld successive meetings, and received •oramunications in writing, all of which have been communi- •ated to tho quarterly meetings of this Association. It is sufficient, therefore, for your Committee to state that ♦he only delinite proposals submitted by the Church Union, with Ihe professed aim of bjgetting harmony of action between the two bodies, so manifestly pointed to the abandonmanb of the ac- tive wark of this Association in its appeals to the Church ihrough tho agency of the press, and in its eflforts to expose and arrest growing evils before they come to a height, that they •ould not have approved of them without virtually abandoning ihe ends for which the A<)sociation has been formed. 80 little indeed did the members of the Church Union appear to realize ihe importance which this Association attaches to the timely eoping with the evils which, owing to timid and temporizin|^ I v! li:- r ' it 1 1, counsels in England/now threaten the ruin of the mother Churoh^ that in their final letter they charge against this Aisooiation, as though it were a grievous evil, that its avowed principle " is not to wait until there has occurred an undouhtod and deliberate infringement of the doctrine, discipline, or ritual of our Church, but to anticipate any such evil by a system of prevention," which, they say, " cannot fail to produce endless unseemly contests." The Executive Committee venture to hope that it will nol be left to this or any other Association to interfere in cases of undoubted and deliberate infringement of doctrine, discipline, or ritual. That is the work of the Bishop of the Diocese ; and with a body of Archdeacons and Rural Doans, a Mission Board, and other organized provision for the 8{ipervision of the Diocese, there must be a culpable want of will for the performance of their duties by the legitimate heads of the Church, when they have to be supplemented or superseded by any other action. But the experience even of the past year shows that not only unfaithful and unwise clergy, bat guilds, confraternities, and lay teachers, actuated by a " zeal without knowledge ;'" Church Depository agents, selfishly pandering to the tastes of weak and designing men ; and secular booksellers meeting the requiremente which are developed amongst us as the inevitable accompaniment of a ceremonial ritual, fancy altar-cloths, processions, and the like imitatioDs of the worship of Komo, can accomplish the greatest evil without any breach of occlesiastical authority. Our Sunday School libraries are baing insidiously poisoned with Kitualistic and Romish literature ; our schools are affected with the same evil ; and in many other ways the work is being begun here which aims at subverting the principles of the Reformation, and dragging down our Church to the bondage of childish forms and degrading superstitions, from which it wai only rescued with the life-blood of its noble martyrs and con- fessors. This Association does indeed desire to anticipate evil by a system of prevention. But if the result of their exertions should be — as in 8om« cases it has already been — to excite the wrath of those wboM unfaithful dealings it becomes a duty to expose, and to disturb the false peace into which our Church was sinking whilst on tha verge of such dangers as we have proved her to be exposed to — the members of this Associaticn cannot recognize in that any just ground for censure. Had the Reformers of the 15th and 16th centuries dreaded the disturbance of the peace of a Church then abandoned to sacramentarian superstitions and idolatrous p'-' :|- 'W'F ■' ofaft, the Pope would still be the head of the Church in Eng- liBd, and the Bible would have remained a sealed book to its people. Tour Committee have thus endeavored to lay before the Aaaooiation an account of their work during the past year.
