 The entire Harbour and the basin up to ordinary hi^h 
 water mark are public property and are under the control of 
 the Dominion Ciuvernmeut. As in most of the large harlM)urs 
 in Canada, the innuediate nianaj^ement of the Montreal 
 Harbour is placed in the hands of n local ctMumission called, 
 in this case, the Harbour Connnissioners of Montreal. 
 
 The Connnissioners have the nianajiement of the affairs of 
 llie Port >;enerally, including the nuiking and enforcing of 
 by-laws, the fixing of Harbour dues, the aptxirtionment of 
 wharf space, the construction and maintenance of the whar\*es 
 and other works, tlie collection of dues and disbursement of
