WHEREAS Charles Barin and others, being a majority of the resident owners of the Lots numbered 18 and 19, the south-east haWes of Lots numbered 20 and 21, in the 15th Concession ; Lots 17, 18, 19, 20 and 21, in Ooncession 16; and lots numbered 137, 138 and 139, Talbot Road, in the Township of Raleigh, hare petitioned the Municipal Gouncil of the Oorporation of the said Township of Ra- leigh, ptaying the Oouncil to cause a Drain or Water Course to be opened, com- msncing on the easterly side of the 138 and 139 side road, at a point southerly of the big Ridge, thence north-west following the side road in rear of the Talbot Road Lots, thence easterly along the southerly side of the same to the easterly ■ide of the 18 '.h and 19th side road, thence north-west along the easterly side of •aid tiide Road 18 and 19, to the line of road between Concessions 14 and 15; also for a Branch Drain from the 18 and 19 Side Road across lots numbered 19, 20 and about sixty rods on the westerly side of Lot 21, on the southerly side of the line of road between Concessions numbered 15 and 16. And whereas, this Council being of the opinion that it would greatly benefit that portion of the Township to make, said Drain, have ordered the levels to be taken, land hare received a report thereon, with an estimate of the costs, amount- ing to the sum of $1,299. Be tt therrfore enacted by the Municipal Corporation of the Council of the Town- ship of Raleigh, in Council assembled, under and by virtue of an Act, 32nd YicL, Cap. 43, passed by the Legislature of Ontario, A. D., 1869. I. That the aforesaid Drain and Branch shall be made in accordance with the report and estimate of the same, furnished to this Ooiincil by A. Jones, Provinnial Land Surveyor. That there shall be raised, levied and collected upon all the rateable real and personal property in the Township of Raleigh, the sum or rate of four mills on every dollar thereof, for the aforesaid County purposes ; the sum or rate of four mills on every dollar thereof, to meet the current expenses of the Township of Raleigh for the currrent year; the sum or rate of one mill on every dollar thereof, for the aforesaid School purposes, (except the property of certain Romon Catholic supporters of Separate Schools) ; the sum or rate of one dollar upon the owner or harburer of every dog, and the sum or rate of two dollars upon the owner or har- borer of every bitch entered upon the Assessment Roll of the Township of Raleigh, for the year 1869. II. Tuat if the above sums of money so raised and collected by the said rates, shall exceed in any case the amount so required for the said purposes, respectively, the Treasurer of this Corporation shall pass such excess to any deficiency that may arise to any or either of the purposes mentioned in this By-Law, and if no sach deficiency shall happen, then all such excess, if any, shall be kept by the Treasurer and appropriated to the ' general purposes of the Township, under the direction and control of the Council thereof, as all the monies are which may come into his hands. III.
