" The Colonial Life Assurance Company was established after a long and diligent inquiry as to the value of life in the Colc.\ief'., and the soundness of the basis has been proved by the results. Great competition has since sprung up by Local Institutions and H(jnie OtRces doing business in the Colonies, following in our footsteps, and, in many ciises, those Offices have availed theinsolves of the results at which we had by our own in- quiries arrived, adopting onr Tables of Hates as their own. But the Colonial has held its ground against all opponents by a gradual and most satisfactory jirogress. Here let me cite the Income and Accumulated Fund at the different periods of Investigation. " There is one point, however, to which I beg your attention for a few minutes. We luive l)een urged, from various ipiarters, to reduce our rates in certain places. Now, it is a notable fact, that when I occupied this chair, eighteen ytuirs ago, the Colonial was considt-red rather a doubtful experiment from the reduced rates it proposed U) charge for foreign climates. No doubt these I'ates were low compared with the arbitrary chai'ges made by the Home Assurance OtHces of th(jse days in the case of per- sons going abroad ; but they were founded, as has been proved, on reliable data, and we have stood our ground ; so much so, that our success has given conlideiice to other institutions, and they are now c(nn]ieting with us in every (quarter. That the whole of these Livestments a])pear to the Cop^iiiittee to be extremely satisfact(jry, and yield a much higher return than the rate on which the calculations of the Company are basetl ; and. Boforo conoluding, the Directors think it necessary to ask your particular attention to the Statements referred to in a previous pai't of this Keport, rehitin^ to the INIortality of th(! Company, as bewaring more particuhirly on the Rates ciiarged for Assurance. The Directors have been frequently urged to reduce their Iiat(\s for various clinuites, and they have, as tlu'y were bound to do, given these appeals their most serious consideration ; but after weighing well the arguments brought forward, and studying with nuich care the results of theii- own INlovtality, they have come to tht; conclusion that they have not sufficient data to authorise their making the pro- posed reduction. There is no doubt that other Offices are transacting business at lower Premiums, in many phices, and prove formidable rivals to the Company ; but that is not an argument, taken by itself, which has any influence with your Directors, as thev are satisfied that the Colonial Rates, as far as jH-esent reliable knowledge extends, are fair and etpiitable. But jus soon, as they are satisfied, by the result of sound observation, that these Rates are unduly in excess, they will promptly give the Assured the l)enefit. Small Institutions, making large rates of Interest on comparatively small sums, locally invested, and rt^stricting their operations to a narrow circle, may transact business on lower Rates, trusting to the fortunate continuance of such results during the lives of the Assured, ])ut Avith th<'se Institu- tions the Directors do not place themselves in competition. They have their local advantages, and may be preferred by those more especially who can take })ai"t in their management and watch over their local proceedings. But in the cas(? of any one who looks for- ward with prudent anxiety to the future, long deferred as the lifetime of an individual may l)e, the Cohjnial seek a preference as standing on a wider basis, their chai'acter and ])osition being as well known and I'ecognised in every British Colony as in Edinburgh, London, or Dublin. In coming to the, resolution not to reduce Rates, the Directors have proceed(Ml on the advice of their Actuary, and the Investigation into the Ccnnpany's Mortality has been the basis of that resolution. It would l)e premature to publish these cunous and instructive re- sults, as the Directors are anxious to add to their experience before THE COLONIAL I-TFK ASSURANCE COMPANY 15 giving them to the world ; but it may he stated that the pro- portion whicli the actual nundx-r of J)('aths hore to the expected number had increased very consicU'rably (hiring the p(!riod oi" tive years from 1859 to 1804, l)eyond that exhibited during the period of thirteen years fronr 184G to 1859 in (Jreat Britain, in Anu'rica, in th«! East Indies (civil life), in Ceylon, and in the AVest Indies — sinewing that the Moitality increases relatively in a greater degree as a Company advances in age, — that is to say, the Mortality among lives which have been connected with the Company f(»r ten, fifteen, or twenty years, will be increasingly greater than am(»ng lives of the same age in the hrst five years of their connection with the Company ; or otherwise, that the Mortality among a certain imnd)er of persons of the same age, in the second, third, <»r fourth periods of five years respec- tively, after joinirig the Institution, will have gradually increased, ali'ording less favourable results as wt; recede from the period at which the lives were accepteil. It is on thes(; grounds tiiat the Directors have declined to reduce their Rates. These Kates were originally adopted after much study and nuicli incjuiry. No Institution has had access to better sources of information than the Colonial, and the Directors have determined not to run any hazard foi' the purpose of popularity or to swell tlieir amount of business. These are the results of the Investigation, and the Directors hope they may now return to the chord first struck as tlu; key-note of their Report, and rei)eat their congratulations on the success which has attended the Company's operations during the last five years, jis well as during the whole period of the Company's existence. But we have u douhle secuiity in this res])ect, for not only do we recpure every case to he investigated hy the local Medical Othcers, but we require the reports of every cas(>, and all the papers connected with them to he leferred, as to a court of ap2)eal, to Professor Christison our chief Medical OHicer ; and vou mav easilv sup- ])ose that this duty devolves on Pi'ofessor Christison a large anioinit of labour, while I have no doubt he also feels it invcdves a large amount of responsibility.
