OBJECTS. 2. — The objects of this Society shall bo, (1) to con- tribute towards the maintenance of the Clergy and Licenced Lay-Readers, (2j to assist in the erection, enlarp:ement, or repairs of Churches, Parsonajrcs, or School-Rooms, and in the purchase of Land for Glebe or other Church purposes, (3) to provide for sale a supply of Bibles, Praycr-Books School-Books, and other Religious Books aud Tracts, and (4) to create and maintain a separate fund for assisting the Wid- ows and Children of deceased Clergymen of this Diocese. MEMBERS, 3. — The members of this Society shall be, (1^ all persons who shall have paid to their Clergyman or the Treasurer the two prcccdiug years the annual 6 Slim of ton shillings for the objects of the Society ; and (2) all Clergymen who shall havo olTiciatcd in New- foundland or Labrador the two preceding years with the JJishop's licorice. 4. --All members shall have power to vote at tho annual and other general meetings. OFFICERS. h. — Tho Onicera of this Society shall bo CI) tho Lord J?isho]i of the Diocc^e, President, (2) llio Vene- rable the Archdeacon and the llural Deans, VicePre- sidents; (3) a Treasurer; and (4) a Secretary; the last two to be chosen by tho members of the Society at the annual general meeting. MANAGERS. C. — Tho Committee of Management shall consist of the Oflicers of the Society, and certain Lay-Members, elected as Representatives in each of the Deaneries ; viz., four elected by Members of the Society resident in the Deanery of Avalon ; three by Members resi- dent in the f)ciuicry of Conccption\13ay ; three by Members resident in tho Deanery of Trinity Bay; three by Members resident in the Deanery of Notre- Damc Bay ; two by Members resident in the Deanery oC Placentia Bay ; and two by Members resident la tho Deanery of Fortune Bay. 7. — Tho election of Representatives shall be as follows: — On some day in Easter Week, in the year 1850, and in every pucceeding fourth year, a Meeting of the Members resident in each Mission, shall bo convened by tho Clorfyman in charge, at some conve- nient hour and plue > of which notice shall be given (with the Bishop's consent) in each Church in the Mission, (if possible,) on some Sunday in the previous month; at which Meeting the Clergyman, or in his absence, some other person then to be chosen by the Members shall preside; and tho Members present shall r ft '^> i ¥ vote seriatim loi* the proacribcJ number oT Represen- tatives. GKNFJIAI. MEETIXGS. 15. — xVn annual general meeting of the nicmbcra and friends of the Society shall be holden in St. John's on the second Thursday after Trinity Sunday, or as soon after as the Bishop may appoint. The Se- cretary shall give notice to each of the Clergymen in St. John's, who shall publish it (with the Bishop's consent) in his Church on the previous Sunday. IG. — At the annual general meeting a report on the state of the Society, with the Treasurer's account duly audited, shall bo submitted by the Committee, to bo jirinted, or otherwise, as shall be then and there determined by the members. 17. — A special general meeting may bo convened at any time, (1) by the President; (2) by a Vice-Pre- sident and six members of the Committee; or (3) by any twelve members of the Society whose payments are not in arrear; provided notice of such meeting be duly given as in the case of annual general meet- ings. 18. — The Chairman shall not vote at any general meeting, except in the case of an equality of votes. COLLECTIONS. 19. — It is exDccted that a Collection for the various objects of the Society will be made every year by every Clergyman in the Diocese, from every head of a fami- ly, and every adult member of tlie Church in his Mis- sion, assisted if need be by his Churchwardens and other respectable Members of his Congregation. ^ •- C ■ * ! N.B - -This Rule does not apply to the Clerp:y of St. John's, who shall send in the whole of their Col- lections to the Treasurer. 21. — All Clergymen who have collected, as far as possible, from every head of a family, or from every adult Member of tho Church in their Mission, towards tho objects of the Society, for the two years imme- diately preceding, and who have remitted to the Trea- surer one-fourth of the whole Collections, shall be entitled to assistance from the funds of the Society towards any of its objects in their own Mission ; pro- vided that no Clergyman shall make a collection for his own maintenance separate from or independent of tho general collection; and provided always that pew-rents and assessments be not considered as part of tho said collection or collections. GRANTS. 22. — It shall bo the duty of the Committee to deter- mine from time to time on the appropriation of tho Funds, by making grants towards the objects of the Society under the recommendation and sanction of the President. 23. — No Clergyman declining or neglecting to col- lect for tho Society, or to transmit a list of the con- tributors and their payments and a fourth part of his collection (as directed in Rule 20) shall be entitled to receiv ) any grant from the Society, for himself, or for any of tho objects of the Society in his mission ; pro- vided that -where a collection has been duly made, and the list with the fourth part of the collections I 10 I transmitted for the two previous years by his prcdc- cessor, any Clergyman newly in charge may. before sending his first annual collection, ask and receive for any of the objects of the Society, execptinpj only his own maintenance. 24. — If a Clergyman leave his mission before tiic time for sending in his annual collection, the Com- mittee shall have power, on the recommendation of the President to grant him a svmi which shall appear equitable. DUTIES OF OFFICERS. 25. — In the absence of the President, the Archdea- con, or, in his absence, the Senior Vice-President, shall take the Chair at all meetings of the Committoo or Members, and shall have a casting vote. 26. — The Treasurer ehall receive all monies for- warded to him for the objects of the Society, and shall pay or disburse the same as determined by the Committee, and shall furnish to the President and Committee a statement of accounts up to the day ap- pointed for auditing the same. 27. — No money shall be paid or disbursed bv tho Treasurer except on a written order, specifying the amount to bo paid, and its object; which order must be signed by the Chairman of the Committee at which the grant was made, or in his absence by the Senior oflBcer of the Society in St. John's. 28. — Tho Committee shall meet for despatch of bu- siness in St. John's, on tho first Thursday after every quarter day, at 2 o'clock, p.m. 29. — A special meeting of tho Committee may bo convened at any time, cither (1) by the President, or [2] by two Vice-Presidents; or [3] by any five members of the Committee; provided due notice of such meeting with its object be given the day before to all the other members of the Committee in St. John's. ^ M» \ 33- V 11 30. — At a special meeting to bo holdcu seven days before the annual meeting, the Coniniittec shall ap- point two of their number to examine the Treasurer's account up to that season, which account exauiincil, approved, and signed by the auditors as correct, shall be submitted to the Couimittcc to be by thcra incorporated in or appended to the next yearly Ro port, and so presented to the members at the next' annual general meeting. 31. — The Committee shall fix the s« alary of the Se- cretary, and shall provide for all the contingent ex- penses of the Committee and the Society. DUTIES OF THE SECRETAllY. 32. — The Secretary shall summon and attend all meetings of the Committee and Members, and shall arrange the business, and record minutes of tlic same, to be signed by the Chairman. He shall prepare the annual report, and superintend the printing of the same; shall conduct the correspondence ^/ith the Clergy and others ©n behalf of the Committee ; and shall be responsible for the safe custody of all books, receipts and papery belonging to the Society. PRAYERS. 33. — All meetings of the Society, or of the Com- mittee, shall be opened and closed with the prayers used at the meetings of the Society for the Propaga- tion of the Gospel, or others provided for the purpose by the Bishop of the Diocese. ALTERATION OF RULES. ^ 34, — These Rules may be altered, repealed, or ad- ded to by Ihe Members assembled at any general meet- ing; provided the proposed alteration has been stat- ed in writing, by the person intending to propose it, to the Secretary at least a month before, for the infor- mation of the President and Committee, and that 'J' I ••Wf* i-'Tf»'"'T- ! 12 1 t I I I I I f .i assent has been given to it by the Presidnnt and a ma- jority of the wliolc Committee convened for it3 consi- deration ; and provided also, that it shall bo compe- tent to the President to proposo any alteration to a general meeting, notwithstanding such alteration may not have received the assent of tho Committee. NEW DEANERIES. 35. — New Deaneries created by the Lord Bishop of the Diocese shall bo allowed to elect Representatives; provided that in every Deanery there shall be at least two resident Clergymen, and ten Churclies and Congregations. Note. — While it is expected that every Clergyman in the Colony will make a yearly collection for the promotion of the objects of tho Church Society, and impress upon every individual under his Pastoral charge, tho obligations by which he is bound to con- tribute thereto, year by year, — tho system of the Church Society does not require any Clergyman to withhold the ordinances of tho Church in any case of refusal or neglect to pay towards his support. In presenting their Report for tlie year which is how brought to a close, the Committee of the New- foundland Church Society desire to express their gra- titude to Almighty God for the measure of success which has attended their proceedings during the past twelve months, and their hope that, as time goes on, they may still have cause for congratulation, that the objects of the Society arc more generally under- stood and its operations more widely extended. Last year it was the privilege of the Committee to be allowed to allude to the formation ot new Colonial Sees in connexion with the Unglish Chur(;h, and the consequent wider spreading of our pure and holy religion. This year has seen the establishment of another Bishopric in North Australia, and the for- mation of a mission to Central Africa by a band of men from the two Universities of Oxford and Cam- bridge. These are now mentioned that we may hero in Newfoundland understand that the sympathies and support of the Church at home are being continually enlisted on behalf of newly formed Dioceses or of missions to the heathen; and that consequently the measure of support which has hitherto been so generously given to this country by our fellow church- men at home, becomes year by year more urgently re- quired elsewhere. In connexion with this, your Com- mittee feel that they would be wanting in their duty if they did not continually remind the members of tlio Church of their obligation ; viz., to provide for the maintenance of tiio worship and Minister.? of God, among themselves. This duty has never yet been adequately discharged, and perhaps never fully ua- 16 dcrstood, iu Newfoundland ; and, while tliia is llio cnpo it must be felt that at least one oltjcct ol the !^o- ciety has not been accGiiipliftlind. It is to be i-Pinarkcd that the venerable Society for the Propagation of the Gospel has actually to a very considerable extent reduced its annual grant to the Diocese of Newfoundland durinf* th.^ last four years. It would have been a still greater pleasure to be able to speak of the establishment of new missions in those many parts of the island, which, alas 1 are and can bo but seldom visited by the Cler- gy, for the performance of the ministrations of religion. Gladly would your Committee report the appropriation of funds for such an object. And it is a occasion of great thankfulness that on Trinity Sunday his Lordship the Bishop was enabled to Ordain the Missionary at King's Cove to the Priesthood, and Messrs. E. IJot- WOOD, and W. J. Milner, of tlie Theological Institu- tion, to the Diaconate. These fresh additions to tlio ranks of the Clergy, together with Mr. GABRiKr. or- dained last October, will, it is hoped, not only supply any existing vacancy but also enable our revered Diocesan at length to put into execution his proposal made two years ago, — at once to increase the number and decrease the size of some of the most extensive and laborious missions. In connexion with this subject it is hoped that the Committee may be permitted again to allude to what must have occurred to those who have thought at all npon the matter, — the small number of natives of the Diocese who present themselves as candidates for Holy Orders. As a fact, the ranks of the Clergy are, and always in Newfoundland have been, nearly entire- ly recruited from England; and the consequence has been, that the Clergy, not being botmd to the place by the feeling that this is their home, h^ive continually removed away, to the great injury of the Church, and the embarassment of endeavours for t!ic permanent extension of our ilisssionary operations. Poubtless, among other things, this is one iLH-cat cauac of tho com[)aratively more lasting ties which arc formed by the Clergy of other Colonial Dioceses, — that they arc doing the woik of Cod in their native land, and arc therefore much more close- ly attached to their spheres of labour than can other- wise be expected. Perhaps it is not generally known by the laity that in St. John's there is and has been for years maintained by the A'enerable Society for the Propagation of the Gospel a College for the edu- cation of candidates for lloly Orders, in 'vhich young men of piety, who are otherwise qualified, may receive, free of expense, a good general Theological education, to fit them for the work of the ministry in this country. Any applications, properly recommended, his Lord- ship tho IJisnop is at all times prepared to receive ; and the Committee would again press upon the mem- bers of the Church, in St. John's as well as in tho country, the importance of endeavouring to serve God and increase his kingdom, not only by their larger con- tributions towards religious objects, but still more by . J M ' 20 giving tlioir sons, whose hearts may bo moved by tho Iloly Spirit of Goi), to tiic liighcst, most honorable and most blessed of all objects,— tho ministry and service of the Lord Jesus Ciiuist. Tho Fund for the Widows and Orphans of tho Clergy continnca to receivo support both from tho Clergy, generally, and from their congregations. Tho iiiconio of tho Fund, from subscriptions and coUec- lions, and the interest of the capital, has this year exceeded X200. At the same time, it must bo press- ed upon all tlio Clergy who expect to participate in the benefits of the Fund, that it is of tho utmost con> seijuencc to its stability and welfare that their sub- scriptions and collections should be regularly trans- mitted to the Treasurer. During tho past year seve- ral of tho Clergy have omitted cither to subscribe themselves or to forward contributions from their con- gregations : bnt it must be evident, that tho Fund, kindly formed for the benefit of all, can only ho sus- tamed by tho active co-operation of all those who aro interested, and by a close adherence to its rules.—- Your Committee have to mention that tho removal by death of a valuable and devoted Clergyman, after a lingering and painful illness, has this year made tho first claim upon the Fund ; and they cannot but feel thankful to God that it was in their power at onco to make some provision towards tho support of his Widow and three Orphan children, by a pension of £40. The great desirability of such a Fund has more than onco been felt during tho past few years, and tho Committee would ex- press their earnest hope, that being now firmly and as they think safely established it may everywhere meet with that liberal support which its pious and charitable purpose demands. Your Committee regret that thoy have received so few reports from tho Clergy in tho Outharbours, as 5? The fol- lowing are all that have been forwarded siuoo the last report. The Ilev. W. K. And I have no doul)t that the amount this year would havo l)oen greater if I had been able to carry out my intention of visiting every individual fiettlcment. In the Spring, speaking of n\y plans to a friend ho very handsomely oH'ered me the use of his yacht and three bands, in Au- gust and Se])teml)er, free of all expense, and I should qladly have availed myself of the generous ofler but for the delay in the arrival of the i^ishop. I did make use of the yucht for n short time, and the Church in general in much indebted for this kindness. " 1 cannot sav I meet with muoh dilKculty and unpleasantness in making the collections, the difficulty and unpleasantness arise frJin my inability to cruise when and where I ought, and to carry out tho work I feel necessary to ba done." The Rev. J. Moreton, of Grccnspond thus writes : — •' I beg to furnish you with a list of contributions in this Mission to the general Church' Collection for 18J9. The number of contribu- tors and the amount contributed are much larger than in any year hitherto, though still much below what may and ought to bo, and I trust will be, the yearly return from this large and generally prospe- rous flock. For this year's improvement in the collection, I acknow- ledge myself much indebted to the cordial co-operation of my Church- wardens' and some other influentu'l members of my flock. lam most happy also to testify that there is an encreasing right feeling in the Church members generally, of which the collection is a true cri- terion. The new Church in Greenspond was aided in its erection by a grant of money from the Church Society. I am able now to report with thankfulness, that the building is complete and furnished in al- most every particular, and has been kept clear of debt. I believe it capable of accommodating about 700 persons. It awaits Consecra- tion by his liOrdshij) the Hishop, but has been in use for Divine Ser- vice since Sept. 18o8 ; and the result of its erection has been that -T \ ;} 2^ \\hich I hoped and anticipated : it lias afforded the means for a more becoming? ceiein-ation of all the acts of Divine Worship than was pos- fiiblc in the former unMiitahle building; and the regular and o^)nstant attendance of worship])er.s is nearly doubled. " My flock in Groen^pond ha"^ been culled upon for some other con- tributions besides tlie general Cliurch Collection in the past year ; and 1ms responded to the call ; so as to give hope of yet better things. A collection has been made quarterly in Church, for the Society for the Propagation of the (jiosj)(>l, the Society for Promoting Chris- tian Knowledge, the Clergy's Widows and Orphans Fund, and the Church'ft Widows and Orphans Asylum in St John's, each iii turn. I am now remitting to t'le Trcisurer £;j Vs. OS collected in the Church for the last named object." The Deporiitory in St. Johns, for tlic supply of Bibles, Testaments, Prayer IJooks, Dooks of J)evotion, School Books, and other works of a useful character, is still continued, and it is hoped is found of great service to the Diocese generally. Any sug;;'cstions as to books which might be useful for circulation would be gladly received at Air. Burton's and as far as pos- sible attended to by the Ilcv. J. F. Phelps, who is en- trusted With the care of the Depot. It is still a matter of great sorrow to the Com- mittee that any of the missions, or rather the Clergy, do not avail themselves of the means of union for Church purposes offered by the Constitution of the Society. It was hoped that the alteration of the Rules made two years ago would have had the effect of bringing all to join heartily in visible union and active co-operation for tho great objects which we all have at heart. Again the Committee would earnestly put to all who really have the welfare of tho brethren at heart, to consider whether they can more effectually extend the ministrations of the Church and of puro religion than by uniting their alms as well as their prayers in behalf of the Church Society. Mr. Pkarson*, who has been constantly resident in his district: — a new, lar'jje, and handsome Ciiurch at Lower Burgoo, in the Mission of tiic Rev. Mr. Cl\nn'I.V(;ham, built almost entirely by the contributions of the inhabi- tants: — and the beautiful Cliapcl in tlio St. John's Cemetery, for whicli wo a^o indobtcd to the devotion and charity of a private individual. Ills Lordship also in his last Voyairo of Visitation, in wiiich ho circumnavigated the Island, consecrated fourteen new Cemeteries; and confirmed in twenty-eight settle- ments, in several of them for the first time. Many harbours also were visited for the first timo and the Services of the Church celebrated in them on, board the Church-ship, of which the inhabitants availed themselves most gladly and thankfully; — many couples who never before had the oppor- tunity presenting themselves to bo united in iHoly Matrimony, and brini'ing their children with them in great numbers for Baptism. The amount of spiritual de.-^titution discovered in these visits and which was bricily related in a short summary of the voyage published in our lo^al Newspapers, was truly aflccting, and would we trust move all who read or heard it to exert themselves for the relict of all those perishing for lack of knowledge ; —a famine as the Prophet speaks, not of bread nor of water, but of hearing the Word of the Loiio. The Bisho;* ha=; informed the Committee that some extracts from the Journal of his late Voyage, chiefly relating to the condition of the inhabitants of White Bay and the Bay of Inlands, have be-M printed by the Society for the Propa:!;ation of tlic Gjspcl in asc[)ai'ate form, and will shortly be put in circulation. The Church at narb^Jf" Grace has been doubled in size, and more than dou* bly improved in appearance and accommodation. In conclusion your Committee would urge upon all to think upon the present great needs of the Church, in this Diocese, and the necessity which exists for great exertion and self-denial on the part of all licr Members. There are many settlements which arc still but scantily, some not at all, provided with the ministrations of religion; and it should be the earnest endeavour of those who have the privilege of living where the means of grace regular and frequent, not only to sustain them with all willingness, but also to contribute towards their continual progress and ex- tension.
