At Montreal, and ivithin the Victoria Hall there; Tucs' day, the fifteenth day of June, one thousand eight hundred and seventy -five years : — Which day the General Assembly of the Canada Presbyterian Church, the Synod of the Presbyterian Church of Canada in connection with the Church of Scotland, the Synod of the Presbyterian Church of the Lower Provinces, and the Synod of the Presbyterian Church of the Maritime Provinces in connection with the Church of Scotland, met according to appointment for the purpose of con- summating the union of their respective Churches. The Rev. George M. Grant, M. A., Moderator of the Synod of the Presby- terian Church of the Maritime Provinces in connection with the Church of Scotland, gave out the hundredth psalm, which was ruuk- The Rev. Principal Snodgrass, D. D., Moderator of the Synod of the Presbyterian Church of ('anada in connection with the Church of Scotland, read appropriate passages of Scrip- ture, and the Rev. Principal Caveu, D.D., Moderator of the General Assembly the Canada Presbyterian Church, engaged in prayer. The minute, adopted by each Synod, agreeing to the consummation of union and instructing its Moderator to sign the articles of union, was read by the Clerkb of the respective Suprem J Courts in succession. This minute in the case of the Canada Presbyterian Church, dated this, the fifteenth day of June, is as follows : — The General Assembly of the Canada Presbyterian Church, at its meeting in the month of November last year, having, after taking the necessary constitutional means for ascertaining the mind of the Church on the subject, resolved to unite with the Presbyterian Church of Canada in connection with the Church of Scotland, the Presbyterian Church of the Lower Provinces, and the Pre-sbyterian Church of the Maritime Pro- THK ACTS AND PRCCKKDINGS Of vincoM in oonneotion with tlie Church of Scotland, on the ground of the articles of union agreed upon by the Supreme Courts of the negotiating Churches ; and having, by the help of Qod, completed all preliminary arrangements, does now— whilHt recounting with fervent gratitude all the goodness and mercy vouchsafed to this Church in the past — humbly trust- ing that the Divine Hnnctioii will bo given to the solemn and important step about to be taken — and earnestly praying that the Holy Spirit in all His quickening and sanctiflying influences may descend largely on the united Church — Resolve, and hereby does record its resolution, to repair forthwith as a constituted Assembly to the Victobia Hall, the appointed place of meeting, for the purpose of consummating thu Union with the aforesaid Churches, and of forming one General Assembly, to be designa- ted and known as The (ieneial Assembly of the Presbyterian Church in Canada,— and does at the same time declare that the united Church shall be considered identical with the Canada Tresbyterian Church, and shall possess the same authority, rights, privileges, and bonetits to which this Church is now entitled.— And further, with the view of ratifying the act of Union, the General Assembly does empower its Moderator to sign in its name the Preamble and Basis of Union, and also the UesolutionB- adopted in connection therewith. The Minute, adopted by the Synod of the Presbyterian Church of the Lower Provinces and the Synod of the Presbyterian Church of the Maritime Provinces- in connection with the Church of Scotland, is of the same date, and couched iu the same terms, the names of the Churches being simply transposed. That, adopted by the Synod of the Presbyterian Church of Canada in connection with the Church of Scotland, is dated Monday, the fourteenth day of June, and varies from the foregoing only in the following particulars, in addition to the trans- position of names, viz : — Instead of the words "to repair forthwith as a consti- tuted Assembly," insert •' to repair on the adjournment of the Court to-morrow morning." Also, after the words " and benefits to which this Church is now entitled," add " excepting such as have been reserved by Acts of Parliament." The Preamble, Basis and accompanying Kesolutions, which form the Articles- of Union, were read by the Rev. William Reid, M. A., one of the Joint Clerks of the General Assembly of the Canada Presbyterian Church. These are a» follow: — PREAMBLE. The Presbyterian Church of Canada in connection with the Church of Scot- land, the Canada Presbyterian Cluirch, the Presbyterian Church of the Lower Provinces, and the Presbyterian Church of the Maritime Provinces in connection with the Church of Scotland, holding the same doctrine, government and discip- line, beUeving that it would be for the glory of God and the advancement of the cause of Christ, that they should unite and thus form one Presbyterian Church in the Dominion, to be called the "Presbyterian Church in Canada," independent of all other Churches in its jurisdiction, and under authority to Christ alone, the Head of Hi? Church, and Head over all things to the Church, agree to unite on the following Basis, to be subscribed by the Moderators of the respective Churches in their name and in their behalf. BASIS. 1. The Scriptures of the Old and New Testaments, being the Word of God,, are the only infallible rule of faith and manners. THE FIRST (iKNKRAL ARHEMDLY. 2. The Westminster Confession of Faith shall form the Huhordinatfl stan- dard of this Church ; the Larger and Shurter Catechimus Hhall bo adopttul by the Church, and appointed to be used for the inHtruction of the people ; it being dig. tinotly understood that notliing contained in the aforeHaid Confession or Cate- chisms, regarding the power and duty of the Civil Magistrate, shall be held to sanction any principles or views incouHistunt with full liberty of conscience in matters of religion. 8. The government and worship of this Church shall ho in accordance \>'ith tho recognized prineiploH and practice of Presbyterian Chiirches, as laid down generally hi the " Korni of i'reshyterian Church (Joverument " and in •' Tho Directory for the PubUc Worship of God." ACCOMPANYIN(t RESOLUTIONS. in HELATIONS TO OTHEIl CUIIU'UES. L This Churcli cherishes Christian affection towards tho whole Church of God, and desires to hold fraternal intercourse with it in its several branches, as opportunity offers. 2. This Church shall, under such terms and regulations as may from time to time bo agrooi on, receive Ministers and Probationers from other Churches, and especially from Churches holding the same doctrine, government and dis- cipline with itself. MODES OP WORSHIP. With regard to modes of Worship, the practice presently followed by Con- gregations shall be allowed, and further action in connection there\vith shall be left to the legislation of the united Church. FUND FOK WIDOWS AND OBPHANS OF MINISTERS. Steps shall be taken, at the first meeting of the Oeneral Assembly of the united Church, for the equitable establishment and administration of an efficient Fund for the benefit of the Widows and Orphans of Ministers. COLLEOIATE INSTITUTIONS. The aforesaid Churches shall enter into union with the Theological and Literary Institutions which they now have ; and application shall be made to Parliament for such legislation as shall bring Queen's University and College, Knox College, the Presbyterian College, Montreal, Morrin College, and the Theo- logical Hall at Halifax, into lelations to the United Church similar to those which they now hold to their respective Churches, and to preserve their corpor- ate existence, government and functions, on terms and conditions like to those under which they now exist ; but the united Church shall not be required to elect Trustees for an Arts' Department in any of the Colleges above named. Me(iregor, Modera- tor of tho Synod of tho Presbyterian Cliurch of the Lower Provinces, solemnly doolarod as follows : — The Moderators of the Synod of tho Presbyterian Church of Canada in connection with tho Church of Scotland, of tho General Assembly of tho Canada I'rosbytorian Church, of the Synod of the Presbyterian Church of the Lower Provinces and of the Synod of the Presbyterian Church of tho Maritime Provinces in connection with tho Church of Scotland, having signed tho terms of Union in name of their respective Churches. I declare that these Churches are now united and do form one Church, to be designated and known as tho "Presbyterian Church in Canada." The Moderators of the four Courts gave each other the right hand of fellow- abip, after which Psalm cxxxiii was sung. Tho General Assembly of the uaited Church was then constituted with prayer by the Kev. P. G. McGregor. Tho rolls of tho Supreme Courts of the four Churches were read by thti Clerks of the respective Courts, and these were declared to constitute the EoU of the First General Assembly of tho Presbyterian Church in Canada. It was agreed to hold the future sederuuts of this Assembly in Erskine Church. An invitation to a social entertainment to he given this evening in this place by the Members of the Church in Montreal, for the purpose of celebrating the consumruation of Union, was accepted. It was unanimously resolved to hold a diet of prayer this afternoon at four o'clock in St. Paul's Church. The Assembly adjourned to meet in Erskine Church to-morrow morning at eleven o'clock, of which public intimation was made, and this Sederunt was closed with praise and prayer. In accordance with the resolution of the Assembly, a Diet of Prayer was held in St. Paul's Church at four o'clock, p.m. The Moderator presided. Devo- tional services were engaged in. Judge Blanchard, Mr. John McKinnon, Dr. Ormiston of New York, Professor Mowat and Dr. Burns led the Assembly in prayer. The meeting was closed with the Benediction. SECOND SEDERUNT. The minutes of the First Sederunt were read and sustained. REPORT OF COMMITTEE ON XIUSINESS. Dr. Topp, Convener of the Committee on Business, presented a report. The Assembly resolved to consider its recommendations seriatim. It was agreed to adopt the following recommendation : — That, until rules for regulating the business of the Courts of the Church are adopted, these shall be governed by the well-understood principles and practice of Presbyterian Churches ; it being understood that no rule or prece- dent of any one of t)'~ four Churches just united, inconsistent with the prin- ciples or practice of any of the other Churches, shall be of binding force, until it has been re affirmed by the Asseiubly. Morris, Thomas McCrae, James Croil, David McCurdy, Charles Eobson, and Dr. Gordon. REPORT OF COMMITTEE ON RE-OROANIZATIOX. Mr. Moore, Convener of the Committee apppointed to prepare a plan for the re-construction of Synods and Presbyteries, presented and read a report. It was, on motion to that effect, resolved to receive this report and proceed to con- sider its recommendations. Said report is of the following tenor : — I. — That it would not be advisable to divide the Lower Provinces into two Synodical districts, and that in the meantime these should be con- stituted into one Synod, to be called the Synod of the Maritime Provmces. That this Synod be divided into the followmg Presbyteries : — 1. Sydney — To be the same as the presont Presbytery of Cape Breton. 2. Viitoria and Richmond— To be bounded as the present Presby- tery of that name. 3. Pictou — To include the congregations in the Counties of Anti- gonish, Guysboro' and Pictou, except those of lUver John and West Branch Eiver John. 4. Wallace — To include the congregations in Eiver John, West Branch Eiver John, Earltown, Tatamagouche, New Annan, Wallace, Pug- wash, Goose Eiver, Amherst and Spriughill. 5. Truro — To be bounded as the Presbytery of that name in con- nection with the Presbyterian Church of the Lower Provinces. 6. Halifax — To be bounded as the present Presbytery of Halifax iu the Presbyterian Church of the Lower Provinces, except Newfoundland. 7. Lunenburg and Yarmouth — To be bounded as the present Presby* tery of that name. 8. St. John — To include the same territory as the Presbytery of that name in connection with the Presbyterian Church of the Lower Provinces. 9. Miramichi — To include the present Presbyteries of that name and Eestigouche. 10. Prince Edimrd Island-— To include the Province of that name. 11. A^'nv/oundland—To include the Island of Newfoundland. II. — Synod of Montreal and A'ingston — To comprise all the Pro\ince of Quebec, with the exception of the territory occupied by the congvega- tion of New Carlisle of the Canada Presbyterian Church, which should be transferred to the Synod of the Maritime Provinces and be united with the Presbytery of Miramichi, the Presbyteries of Ottawa, Brockville and Kingston of the Canada Presbyterian Church, and the Presbyteries of (ilengary, Ottawa, Perth and Kingston of the Presbyterian Church of Canada in connection with the Church of Scotland. >2 THE ACTS AND PROCEEDINGS OF III. — Synod of Toronto — To be coterniiiif)U8 with the present Sjnod of Toronto of the Canada PreHbyterian Churcii, and to include also the boundaries of the present Presbyteries of Guelph and Durham of the aforesaid Church. IV. — Symni of Hamilton and London — To be coterniinous with the present Synods of Hamilton and London of the Canada Presbyterian Church, with the exception of the territory embraced by the Presbyteries of Guelph and Durham of the aforesaid Church. V. — Synod of Manitoba — Tc embrace the Province of Manitoba, uU the Territories of the North- West and the Province of British Columbia. The Synod of Manitoba to meet in the Presbyterian Church, Winnipeg, on the second Wednesday of July, at ten o'clock in the f6renoon, to define the boundaries of Presbyteries and attend to all other competent business. That it be remitted to Synods to prescribe the boundaries of Pres- byteries in the Western portion of the Church, subject to the following general instructions : — 1. That, being duly convened, the first item of business shall be the definition of the boun'aries of Presbyteries. 2. That each Presbytery, with the Ministers and Churches within its limits, be dofintd as to boundaries by geographical lines, or with respect to the most convenient lines of travel. 3. That the formation of small Presbyteries be discouraged. 4. That when two or more congregations, on different sides of a Rynodical or Presbyterial line, arc under one pastoral charge, they shall for the time belong to that Presbytery with which the Minister is con- nected, but only so long as such congregational relation continues. That the Synods and Presbyteries heretofore existing, which shall lose their present organization l.\v consolidaticm under these arrange- ments, shall be considered and designated as continuing their succession in that Synod now defined, or Presbytery to be constituted, which includes the largest portion, counting both Ministers and Churches, of said Body, as existing at the date of Union, to attend as may be found necessary to its business and interests. That the Clerks of all Ecclesiastical Judicatories, except Ku'k Sessions, procure new Minute Books, in which to record their proceedmgs from and after the date at which the Union takes effect in such Judicatories ; that all newly-arranged Presbyteries be instructed to place the Records of their predecessors in safe keeping until the General Assembly acquire a secure and fire-proof building or apartment in which to deposit them ; and that the Assembly take immediate steps to obtain such a building or apartment in connection with the Agency of the Church. The Assembly unanimously adopted the paragraph relating to the Synod of the Maritime Provinces. With reference to the paragraph anent the Synod of Montreal and Kingston, it was moved by Mr. Coulthard and duly seconded, That the recommendation of the repoit be adopted. To this it was moved in amendment by Dr. Jenkins ^nd seconded by Dr. Snodgrass, That this Synod be called the Synod of Mon- treal and Ottawa, and that it extend no farther West than the eastern boundary of the present Kingston PresbyteHes. A vote having been taken, the amend- ment was carried over the motion, and became the judgment of the Assembly. The next paragraph was taken up, when it was moved by Dr. Topp and seconded by ^[r. J. It was moved in amendment by Mr. Andrew Wilson and seconded by Dr. Suodgrass, That the recommendation of the Committee be adopted, with the addition of the Presbyteries of Kingston, and that the Synod be called the Synod of Toronto and Kingston. These having been put to the House, the motion was carried over the amondment, and the Moderator declared accordingly. The Assembly proceeded to the consideration of the next section, when it was moved by Dr. Jenkins and seconded by Dr. Proudfoot, That the recommen* dation of tlie report as to the Synod of Hamilton and London be adopted. To this it was moved in amendment by Mr. McCall and seconded by Mr. Dawson, That ihe rccommcnd&tion be adopted with the exception of the name, which shall be the Synod of Hamilton. A second amendment was proposed by Mr. Goldsmith and seconded by Mr. McTavish, That the recommendation of the report be adopted, except that the Synod shall be called the Synod of London. A vote having been taken, the motion was carried successively over the second amendment and the first amendment, and became the judgment of the As- sembly. The Synods, thus constituted, were instructed to meet for organization this afternoon at three o'clock in the following places, viz. : — The Synod of the Mari- time Provinces in Stanley Street Church ; the Synod of Montreal and Ottawa in Erskine Church ; the Synod of Toronto in St. Paul's Church ; and the Synod of Hamilton and London in Knox Church. In each case the oldest ordained Minister present shall preside as Moderator. Consideration of the paragraph referring to Manitoba was deferred. Dr. Topp and Mr. lleid were appointed a Committee to rei)ly to this communication, as well as that which had been received from Ireland. FRENCH EVANGELIZATION SCHEME. Professor Campbell presented and read a memorial, suggesting a scheme for the organization and conduct of the work of French Canadian and Acadian Evangelization, submitted by a Conference of the Committees on French Cana- dian Missions of the several Churches now merged in this Church, and embracing the following reecmmiendations, viz. : — 1. That the work of French Evangelization hitlierto carried on by these Churches be united under a General Assembly's Board of French Canadian Evangelization, whose otHce shall be in Montreal. 2. That the members of the said Board, resident in Montreal, con- stitute an Executive Board for the cimduct of the Board's operations in the Provinces of Quebec and Ontario ; and that the members resident in the Maritime Provinces constitute a similar Executive Board, having its seat at St. John, N.B., for the conduct of the same in the said Provinces. ;-5. That for the successful prosecution of the work a (leneral Secre- tary be appointed, who can speak and preach in French and English, and whose duties in addition to raising funds shall be defined by the General Assembly. 4. That the training of French Ministers and Missionaries in the Presbyterian CoUege, Montreal, bfe made, as heretofore in the Canada Presbyterian Church, a first charge upon the Fund for French Evan- gelization. 5. That schools and mission-stations be planted, wherever openings can be made for them, throughout the wide extent of the French Cana- dian and AcacUan fields. To this it was moved in amendment by Professor McLaren and seconded by Mr. Glllios, That the report be 'received, and the arrangement of Presbyteries recommended be confirmed ad interim ; that it be remitted to the Synod of Montreal and Otta \ to describe the proposed Presbyteries by geographical boundaries and report to next Assembly ; and that the Synod liold its next meeting in St. Paul's Church, Montreal, on the second Tiaesday of May,' 1876, at eleven o'clock in the forenoon. The Assembly confirmed the action of the Synod. A vote having been taken, the aniendnient was carried over the motion by a majority of G'J to y'J, and the Moderator declared accordingly. Said Draft Act, thus udopti-d, is as follows : — 1. That the members of Assembly shall be appointed by each Presbytery at an ordinary meeting held at least thirty days before the meeting of Assembly, 4. That eaeh Presbytery shall grant to Ministers and Eldeis, on their appoiutnieut as niciiibers of Assi'mbly, Counnissions in due form, attested by the Clerk, who shall forward them to the Clerk of Assembly, at least eight days before its meeting ; and that from such I'omniissions the Cloik shall prepare an Interim lloU, to be called at the opening of As- sembly, and which, being amended if necessary, shall be confirmed as the Koll of Assembly. 5. That any twenty-five of these Commissioners, of whom at least thirteen shall be Ministers, being met on the ilay and at the place ap- pointed, shall be a quornm for the transaction of business. It was fui-tlier resolved to send down the aforesaid Draft Act to Ti-esbyteries for consideration, with instruction to report thereon to next meeting of Assembly. On motion of Mr. Ross (Dundee), the (leneral Assembly resolved to recom- mend to all the Churches under its care to offer special prayer duriug the devotions of the Sabbath preceding its annual meeting in each year, and entreat nil its members to continue their supplications in their domestic services during its session, that God of His groat mercy would so give the Generid Assembly the light of His countenance, the power of His wisdom, and the life of His Spirit, as to promote His own glory and advance the k'ngdom of Jesus in th.j earth. FUNDS FOR MANITOBA COLLEGE. A reference from the late General Assembly of the Canada Presbyterian Church, bearing on the desirableness of at once pro df; and that the first meeting beheld at Barrie, and within the Presbyterian Church there, on the sixth day of July next, at eleven o'clock a.m. VII. PRESBYTERY OP OWEN SOUND. That a Presbytery be formed, to be called the Presbytery of Owen Sound ; that the bounds thereof be the same as those of the late Presbytery of Owen Sound, in the Canada Presbyterian Church, with the exception of the western, which shall be coterminous with the county-line between Grey and Bruce, as far north as the gravel road leading westward to Southampton, and then along said giavel road to Lake Huron, and further, that the cougiegation of Tara, which is situated south of the gravel road, be included in this Presbytery ; that the first Moderator be Mr. D.
