 ernment of Canada for the purpose of showing them the 
 importance of making the Western Terminus of the Cana- 
 dian Pacific Railroad on Vancouver Island.

 obviously rc){arded as by far the greatest. 
 
 That we firmly believe that this R ill way, in order to prove o success, must bo intended to 
 serve not onlv tlic interests of the Domininn. but alio, itiid perhaps in a higher Uoxrcc, those of 
 tlie Mother Country, particularly ta fucilitatiiig coinmunicaiiun with Japan, China and other 
 Asiatic countries. 
 
 That Vancouver Island, possosiinir as she dons a most advant!\;roi)us and nn envied 
 gcocrraphical position upon the North Puciflc, the mo'tt convenient and suitable harbors, thechiel 
 cominrreial ('ity, the lartrcr populiition, the seat of (fovcrnment, the station of Her Majesty's 
 Fleet jud proposed Dry Dock at Ksquimalt, cxionsivc deposits of coal aiid iron, as well us other 
 invaluable natural resourooit. must be considered as the most desirable, us it is, perhaps, the 
 intended, route for the proposed Rnilwiy to the Pacific. 
 
 Whilst fully convinced that Vanconv.^r Island offuri the best and most desirable route for 
 the Railway, wn at tin- some time truly believe it to be a pcrl'i'ct'.y pruulicable one, and the only 
 one by which the fullest amount of advantajro can bu >;aiiiud, in time of war iis well as peace, bat 
 as in conseqneni e of tilt imperfect surveys of a portion of tlic ititcrvcnini; country, some now 
 unknown obstacio may yet prevent the immediate coristruotiim of the Railway tliroujih that 
 particular part of the route, we have to ask that the portion of the Railway on Vancouver Island 
 may not on tiiis account be delayed. 
 
 That almost all the import and export trade of the Colony is at proicnt carried on at 
 Victoria and Ksquimult, the cliiel City of the Cohmy, where u largo amotini of capital has been 
 iiivfited. That a Urire numlier of her Citizens and Property-holders f'ar. that Hhould the Rail- 
 way terminate elsewhere than on the Island, ond thore not bo any connecting link between Vic- 
 toria or Esquimult and the Railway, it may, if our sui^gestioiig are not adopted, be the means of 
 di.drtin); the trade and doing irreat injury and injustice to the inliabitaut.s of Vancouver Island 
 without yielding them any compcnsatinK benefits 
 
 In order to carry out our guggcstions. to obviate or remove any obstacle to the immediate 
 confirmation of union, and to promote the best interests mid prosperity of tlie Dominion, as also 
 those of British Columbia, we humbly pray that the following may be inserted in the Terms of 
 Union, namely : 
 
 "If after the necessary Surveys for the purpose of the Railway shall hare been made, it be 
 found impracticable to bring it at present to Vancouver Island, then a Railway upon the same 
 terms and conditions as the other portion of the Railway shall be constructed between Victoria, 
 Eiqnimalt «nd Nanaime." 
 
 And we respectfully pray that your Excellency will place yourself in immediate communi- 
 cation with the Qoverpiient of Canada, to learn whether the Dominion Government will accept 
 the above odditiun as part of the Terms of Confederation, and we further hope that your Excel- 
 lency will support the Prayer of this Petition. And as in duty bound, we will ever pray, Ac.
