It b published with the Icind permission of the Postmaster General, and it is hoped will be useful to the public as well as conducive to the interests of the Pott Office. The short and imperfect sketch of the progress of the po*t office in Canada, which has been co.i.piled from authentic source., will bo found interesting. It extends over a period of one hundred years, and serves to mark a rapidity of improvement which, m a country purely agricultural, has seldom been surpassed. As the regulations of the post office are subject to constant change, it is proposed to issue new editions of the Camadia« Postal- Guide, revised and corrected to the latest date, half- yearly, or yearly, as circumstances may appear to require. In the year 1792, 1793, and 1 794, the mail was carried once per month betireen Montreal and Kin^fston by a French Canadian named Morisette ; between Kingston and York it wu carried by Alex. Anderson ; and between Toric and Niagara by a Mohawk Indian. The rate of travel was probably about 20 milea per day ; the route bein^ eitlier by a path through the woods or along the shorei of the River St. Lawrence and Lake Ontario : no r^pilar road having been •( that time in existence. In the summer eeason the mail was carried between Kingston and Niagan bf the Government vessels, — Caldwell, Mohawk, Oneida, and Speedy. Between Canandaigna, in the State of New York, and Niagara, the oudl waa «anied once per week at a cost of $200 per annam. In the year 1796 there were precisely the same number of office«|, andgenenOj the same nmount of mail accommodation, as in in 1791. Mr. Finlav waa succeeded \n the year 1800 by Mr. George Beriot. |n ISQQ Upper Canada had 8 post offices, but the mails were not more frequent than in 1701. Tho following extract from tho Montreal Cournnt, of September 2, 1829, deaci-iboa the improvement which had at that date been effected in the poatal eomiiiimicHtion between that city and Proacott : — " ExrBuiTioua 'l ravulino. — On Saturday last tho Upper Canada line of ■tagea performed tine journey from Proacott to this city ni about 17 hours, leaving tho former place at a littlo before 3 A. M, , and arnving hero a few minutes before 8 in the evening. Not many years ago this journey occupied two and somotimes three days, but owing to tho groat improvenionta made by Mr. Dickinson, the entorprisnig proprietor, by putting steam boats on the Lakes St. Francis and St. Louis, and keeping his h ^raea in excellent condition, it is now performed in littlo more than one- third of tho time." The following advertisement, which appeared in the year 1833 in the Cotoniai Advocate, published at Queenston by the late Mr. W. L.Mackenzie, will give ■ome idea of the postal facilities in the Upper Province at that period : — "POST RIDER WANTED IMMEDIATELY. "The proprietor of this newspaper wLihes to contract with a steady man (who ma find and uphold his own horse), to deliver it to tho subscribers once a week during the winter, on tho route between York and Niagara vid Ancaster." Regular steam communication was established across the Atlantic in the year 1841, and about that time the rate of postago on letters between any p«rt of Oans[da and any part of the United Kingdom was, on the recommendation of Mr. Stayner, reduced to a uniform charge of Is. 2d. sterling, per half ounce, nius, it is believed, was first recoffnixed the principle of a uniform E%te of posta^fo — irrespective of distance — which has since been so universally adopted. In 1848 there were 639 post offices and 0896 miles of post route ; the annual transportation of tho mail was 2,225,009 miles ; the estimated number of letters carried in a vear 2,000,000 ; and the gross rovenue $200,000. On the 0th April, 1861, was effected the transfer of the post office in Canada from the control of the Imperial authorities, to the Colonial Qovemment. Mr. Stayner retired from office, and the Hon. James Morris, the first Canadian Postmaster Ooneral, assumed charge of the department. In 1851 postage, which had previously been charged according to the distance the letter was carried, which it was computed averaged 16 cents on each letter, was reduced to a uniform charse of 6 cents per ^ oz. , the decrease being equiva- lent to f or OOf per cent, on the former rate. A very considerable reduction was also effected in the rate of postage on newspapers. The increase in the nnmber of letters transmitted through the post, within a year after the lednc- tton of the rate, was 75 per cent. Lawrence of the lino of Canadian Hteamers, under oontnict with Hugh Allan, Ettti., of Montreal. for the conveyance of the mails between Quelle and Liverpool in summer, and Portland and LiveriKiol in winter.
