' NAME. 1.- The name of this Society shall bo " The New- foundland Chubch Sogibtt." OBJECTS. 2.— The objects of this Society shall be, (1) to con- tribate towards the maintenance of the Clergy and Licensed Lay-Readers, (2) to assist in the erection, enlargement, or repairs of Churches, Parsonages, or School-Rooms, and in the purchase of Land for Glebo or other Church purposes, (3) to provide for sale a supply of Bibles, Prayer-Books, School Books, and other Religious Books and Tracts, (4) to assist in creating and sustaining a Special Fund for the Endow- ment and Support of the Theological College in St. John's, and (5) to create and maintain a separato Fund for assisting the Widows and Children of de- ceased Clergymen of this Diocese. MEMBERS. 3.— The Members of this Society shaU be, (1) all persons who shall have paid to their Clergyman or tbo Treasurer the two preceding years the annual 6 sum of ton Bhillings for tho objects of tbo Society ; and (2) all Clergy men who shall have officiated in New- foundland or Labrador tho two preceding years with the Bishop's licence. 4. — All moinbors shall have power to vote at the annual and other grneral meetings. OFFICERS. 5.— The Officers of this Society shall be (I) the Lord Bishop of tho Diocese, President; (2) the Vene- rable the Archdeacon and the Rural Deans, Vice-Pre* sidents; (3) a Treasurer; and [4] a Secretary; the last two to be chosen by the members of the Society at the annual general meeting; but in case of resig- nation of office, or remoTal, ot either Secretary or Treasurer, during the interval between two Annual Meetings, the Committee shall appoint a person to act in either case, until the next Annual Meeting. MANAGERS. C. — The Committee of management shall consist of the officers of the Society, and certain Lay-Members, elected as Representatives in each of the Deaneries ; viz., four elected by Members of the Society resident in the Deanery of Avalon; three by Members resi- dent in tho Deanery of Conception Bay ; three by Members resident in the Deanery of Trinity Bay; three by Members resident in tho Deanery of Notre- Da:ne Bay ; two by Members resident in the Deanery of Placentia Bay ; and two by Members resident in the T^eanery ol Fortune Bay. i.— Tho election of Representatives shall be as fol- lows:— On some day in Easter Week, in the year 1859, and in every succeeding fourth year, a Meeting of the Members resident in each Mission, shall be convened by tho Clergyman in charge at some conve- nient hour and place, of which notice shall be given [with the Bishop's consent] in each Church in the Cv i ^' I Mission, on some Sunday in tlio previous month; Rt which Mcotioi; the Clergyman, or in his absoncc, Boine other person tlicn to bo chosen by the Mem- bers shall proaide, and tho Members present shall vote seriatim for tho proscribed number of Represon* tativos. 8. — When tho voting (which may bo continued, if necessary, six hours, but not longer) is completed, tho presiding Officer in each Mission shall report the re- sult to the Rural Dean, and the persons who bavo ob- tained a majority of votes In the Deanery, shall bo elected Representatives ; provided that every person to be a member of tho Committee must bo a Commu- nicant of the Church ol England. 9. — The Rural Dean shall report the result of tho election in his Deanery to the Secretary in St. John's, the first convenient opportunity. 10.-~The new Representatives shall be convened by the Secretary at tho Michaelmas Quarterly Meeting ; until which time the former Representatives shall con- tinue in office. 11. — As often as it shall become necessary, from the death, absence from the Colony, resignation, dis- qualification, or refusal to serve, ot any of the Repre- sentatives! to appoint another or others in their place, a special meeting of the Members, in the Deanery where the vacancy has arisen, shall (as soon as the Rural Dean, or, in his absence, the Clergyman next senior in standing in tho Diocese may in his discretioa appoint) be convened in like manner as the Easter meeting, when the required Representative or Repre- Bontatives shall in like manner be elected. 12. — The President, or a Vice-President, and six other Members of the Committee shall be competent to manage the business at every meeting duly con- vened. I- 13. — ^11 Clergymen of the Diocese holding the Biahop'a license, shall be ex-officio honorary Members of the Committee with the right of speaking, but not; with the exception of the Officers, of voting at its Meetings. TRUSTEE. 14. — The Lord Bidhop of the Diocese shall be the Trustee of this Society, and shall have power to let or to take houHes or lands, and to receive all rents and interest of monies as the same shall fall due, and shall pay the same to the Treasurer for the time being, taking his receipt, and handing it over to the Com. mittee. GENERAL MEETINGS. 15. — A.n annual General Meeting of the members and friends ot the Society shall be holden in St. John's on the second Thursday after Trinity Sunday, or as soon after as the Bishop may appoint. The Secre* xws hhall give notice to each of the Clergymen in St. John's, who shall publish it (with the Bishop's con- Hout) in his Church on the previous Sunday. 1(5. — At the annual general meeting a report on the state ol the S<'ciety, with the Treasurer's accounts duly itudited, shall be submitted by the Committee, to be printed, or otherwise, as shall be then and there dctornilTied by the members. 17- — A special general meeting may be convened a' any time, (1) by the President; (2) by a Vice- Pier'ident and six members of the Committee; or (3) hy any twelve members of the Society whose payments are not in arrear; provided notice ot such meeting be duly given as in the case of annual general meetings. 18. — The Chairman shall not vote at any general meeting, except in the case of an equality of votes. JLi.,= L^ COLLECTIONS. 19. — It if) expectod that a Collection for the various objects of the Society will be made every year by every Glergyman in the Diocese, from every head of a fami- ly and every adult member of the Church in his Mis- sion, assisted if need be by his Church-wardens and other respectable Members of his Congregation. 20. — Every Clergyman shall transmit to the Secre- tary, a list of the Contributors to the objects of the Society in his Mission, with the amount ol their seve- ral payments, and to the Treasurer one-fourth at least of his whole Collections on or before the last day in every year, or as soon after as practicable. N.B. — This Rule does not apply to the Clergy of St. John'?, who shall send in the whole of their Col- lections to the Treasurer. 21. — All Clergymen who have collected as far as possible from every head of a family, and from every adult Member of the Church in their missions, towards the objects ot the Society, for the two years imme- diately preceding, and who have remitted to the Trea- surer one-fourth of the whole Collections, shall bo entitled to assistance from the funds of the Society towards any of its objects in their own Mission; pro- vided that no Clergyman shall make a collection for his own maintenance separate from, or independent of the general collections; and that pew-rents and as- sessments be not considered as part of the said col- lection or collections. GRANTS. 22. — It shall be the duty of the Committee to deter- mine from time to time on the appropriation of the Funds, by making grants towards the objects of the Society under th? recommendation and sanction of the President. 23. — No Clergyman declining or neglecting to col* ■i ; t 10 loot for tlio Society, or to transmit a list of tho con- tributors, aad their payments, and a fourth-part of hia Goltectiun (as directed in Rule 20) shall be entitled to receive any grants from the Society, for himsolf, op lor any of tho objects of the Society, in iiia Mission ; provided that where a Collection has been duly made, and the list with the fourth part ol tho collections transmitted for tho two previous years by his prede- cessor, any Clergyman newly in charge may, before sending hia first annual collections, ask and receive for any ot the objects of tho Society, excepting only hia own maintenance. 24. — It shall be competent to the Committee to make grants in the usual manner to any Mission, in connection with the Society, which supports its own Clergyman ; and any such Mission shall be held to be in connection with the Society whoso Clergyman sub- scribes ten shillings, and makes a collection in his Mission, annually towards the general funds of the Society. 25. — If a Clergyman leave his Mission before the time for sending in his annual collection, tho Commit- tee shall have power, on the recommendation of the President, to grant him a sum which shall appear equitable. DUTIES OF OFFICERS. 26.— In the absence of the President, tho Archdea- con, or, in his absence, the Senior Vice-President shall, take the Chair at all meetings of the Committee or Members, and shall have a casting vote. 27. — The Treasurer shall receive all monies for- warded to him for the objects of the Society, and shall pay or disburse the same as determined by the Com- mittee, and shall furnish to tho President and Com- mittee a statement of accounts up to tho day appoint- ed lor auditing the same. «' 4 w n •^, 28. — No money shall be paid or disbursed by tiio Treasurer except ou a written order, spccilyiug the amouut to bo paid, and ita oojcct; which order uiust be signed by the Chairman of the Committee at which the grant was made, or in his absence, by the Senior Officer of tlio Society in St. John's. 29. — The Committee shall meet for despatch of budiiio«8 in St. John's, on the first Thursday after every quarter day, at 2 o'clock, p.m. 30. — A special meeting of the Committee may be convened at any time, either (1) by the President, or (2) by two Vice-Presidents, or (3^ by any five Members of the Committee; provided due notice of such meeting with its objects be given the day before to all the other Members of the Committee in St. John's. 31. — At a special meeting to be holden seven days before the annual meeting, th^^ Committee shall ap- point two of their number to examine the Treasurer's accoouts up to that season, which accounts examined, approved, and signed by the auditors as correct, shall be submitted to the Committee to bo by them incorporated in or appended to the next yearly Report and so presented to the members at the next annual general meeting. 32. — The Committee shall fixjthe salary'of the Se- cretary, and shall provide for all the contingent ex- penses of the Committee and the Society. DUTIES OF THE SECRETARY. 33. — The Secretary shall summon and attend all meetings of the Committee and Members, and shall arrange the business, and record minutes of the same to be signed by the Chairman. He shall prepare the Annual Report, and superintend the printing of the same; shall conduct the correspondence with tho Clergy and others on behalf of the Committee; and 12 shall be responsible (or tiin safe custody of all books, receipts and papers belougin i PROCEEDINGS At tho Twontylifth Anniver8f\ry of tho Newfound- land Church Society holdea at St. John's in the Cathe- dral Sunday School Building on Thursday June 2&, 1866. The chair was taken at half-past seven o'clock, p. M., by his Excellency the Governor, supported and assisted by the Right Rev. the Lord Bishop, President, ■who requested the Rev. G. M. Johnson to open the meeting with the usual prayers. After prayer, the business of the evening? comraonced •with the reading of the Report and of the Treasurer's acooants, after which the following Resolutions were proposed, seconded, and carried unanimously : — Moved by Rev. Thomas Boone, seconded by John Bowring, Esq. 1. That the report now read, with the Treasurer's accounts, be adopted And printed. Moved by Rev. T. M. Wood, seconded by Dr. Crowdy. 2. That this meeting desires to acknowledge with reverence and gratitude the mercy and goodness of God to the Church Society du- ring the past year. Moved by the Rev. W. W. LeGallais, seconded by A. Harvey, Esq. 'i. That the circumstances of many of the Missions in this Diocese are such as to require increased provision for their Spiritual needs, and that this meeting pledges itself to do its utmost on behalf of the Church Society to supply the great wants under which ao many Missions are labouring. That in the opinion of this meeting steps ought to be taken .to raise an endowment fund specially for tlie Theological College in this Diocese, in order to provide, and maintain a supply of duly qualified candidates for the work of the Ministry. That the thanks of the Newfoundland Church Society he given to the Right Reverend the President for his counsel and assistance, and to the Treasurer, Secretary and Committee for their services du- ring the past year, and that W. U. Mare, Esq., be Treasurer, and the Kev. 0. M.Johnson, Secretary, for the ensuing year. Tho Bishop then proposed the following additions to the standing rules ot tho Society on tho suggestion of the Hon. Judge Kobinson : — (1) At each annual meeting there shall he appointed three mem- bers of this Society, who shall be requested to examine all securities belonging to the general funds of this Society, or belonging or apper- taining to the Clergy Widows' and Orphans' Fund, or to any other fund over which the Society has, or shall have control, and to report in writing to the President, or, in his absence, to the Senior Vice- President in St. John's, their opinion upon tho sufficiency or insulli- ciency of the same, and, if necessary, a special meeting of the Com- mittee shall be convened to consider such report, and to take such action upon it as shall be deemed requisite. (2) All Title Deeds, Mortgages and other Securities belonging to the Society, or over which it has control, shall be deposited, and pre- served in a suitable muniment box to he provided by the President for the time being, at the expense of the Society, and to be always kept in his charge for the use of the Society. And the additions proposed were unanimously adopted. It was then agreed that the meeting at its closo should be adjourned till the next day, (Friday) thou again to assemble in the same place lor the considera- tion of an alteration the Rt. Rev. the President desired to propose in Rule 2 of the Standing Rules of tho Chnrcli Society, and for determination upon the no- tices of motion given at tho last annual meeting of tho Society by the Rev. After the words " Religious Books and Tracts," to be insi rted as follows : — (4) to assist in ^creating and sustaining a special fund for the endowment and support of the Theological College in St. John's, and (o) to create and maintain, &c., &c., to the end. Annual subscriptions shall be payable in advance on the lit day of January in each vear : — provided that Clergymen on entry shall for that year pay only a rateable proportion of the annual subscription up to the first day of January following. Thirty days grace shall be allowed, but every Clergyman, neglecting to make payment within that time, shall forfeit his claim upon the Fund, to be recovered only upon payment of arrears, with ten per cent thereon, before the fol- lowing first day of January. Any Clergyman neglecting to subscribe according to Rule 4, or to pay his annual subscription within the time limited by Rule 5, may, if the Committee see fit to admit or re-admit him, secure the benefit of the fund by the payment of two pounds ten shillings (£2 10) if married or a widower with a child ; and one pound ten shillings (£1 10) if unmarried or a widower, without a child, from the day on which the last annual subscription he paid was due, or (from the day of his being licensed by the Bishop, and from the date of such admission or re-admission he shall come under the operation of Rule 4. B. — These Rales are to bo inbstitated for those bearing tho same numbers in the old table of Standing Rules for the management of the Clergy Widows' and Orphans' Fund. i > % o, REPORT FOR 1865. /f-, t; *.^ o. i At the last Annual meeting of the Newfoundland Church Society, the Committee opened their Report with an expression of regret at not being able to con* gratulate those assembled, as they had done at previ- ous meetings, on the generally satisfactory and pro- mising condition of the affairs and prospects of the Church Society. On the present occasion your Com- mittee rejoice that there is no longer any necessity to speak of the present position of tho Society, as not being one of progress and improvement. Your Committee cannot even now report, as they greatly should desire, any large accession to the number of Missions in connection with the Church Society, a circumstance which is still and always has been the subject of disappointment and regret. During the past year twenty-five Clergymen and their Mis- sions in addition to those belonging to St. John's have sent contributions, thus placing themselves in a posi- tion to be assisted by the Committee as occasion shall arise. Last year the total number of Clergy and Missions co-operating with this Society was twenty- four. The Missions however composing the former number are different, Portugal Cove having lor the present disappeared from the Society's list, while White Bay and Bay of Islands have been added. Your Committee cannot but remark here, that, while 20 thd Church Society dcBires to embrace as it eeclcs to benefit every Midsioa in the Inland, and believes ihiit in former years it has so benefited all in onunection with It, upon examination of the last year's roll of Clergy ii is found that out of forty-five Clergy which the list comprises, there aro still fifteen who for various reasons, at the end of near a quarter of a century of the existence of the Church Society, refuse to allow their Missions to derive the advantages offered, not the least of which it is believed arises from unanimity in a good and holy cause. Your Committee draw tho^ especial attention of the Clergy who may now be present, to tho above remarks, and commend them to their consideration, believing that still greater benefits would accrue, if all could be induced to hearty co-operation in the work for which the Church Society has been constituted, the blessings of which your Committee desire to see extended through all the still destitute and neglected portions of the Diocese. Your Committee thankfully report an iocrease of X14L 15s. lOd. on the amount contributed by the various Missions which have made returns to the Church Society aince the last annual meeting, betok- ening it hoped an improvement in the circumstances of the people generally, and proving so far, that it was no want ot either zeal on the part of the Clergy, or willingness among their flocks, which caused last year a diminution of the amounts returned but that the late distress was the cause of the deficiency regretted in tho Report read at this meeting last year. Nine Missions during the year 1865. have however fallen short in the amount raised among them as compared with the year 1864, and tho increase which it is the pleasure of your Committee to mention, arises therefore entirely from the contribu- tions of the sixteen remaining Missions, and St. John's. •s ^k. Hutchinson aud Dubio, made a second circuit o( White Bay, besides visiting many places on tlic French Shore, and confirmed aud performed such other episcopal acts as were required in the Northcri» Missions, beginning with Twiliingate, and ending at Heart's Content in Trinity Bay. Ilis Lordship has lately visited Conception Bay, and has thus completed the Visitation of the whole of the Northern portion of this too extensive Diocese. Your Committee regret to learn that owing to the absence on account ot ill- ness, of the Bev, Mr. Jones, no confirmations could take place in Harbor Grace, and that absence in one case, and lack of a Clergyman to take regular charge ia another, have also prevented the usual confirma- tions being celebrated in the settlements belonging to Portugal Cove Mission, and that of the rft. John's Oat-Harbours. Your Committee desire to remark upon these statements, as shewing that men are no less than means wanting for the service of the Church in this Diocese, that these Misions are now thus vacant ior the first time during the past twenty years. It will thus bo seen that while in some directions the Church is happily extending herself in new and important spheres, her operations are crip- pled in older Missions, at least temporarily, through the difficulty of keeping up the requisite supply of duly ordained Ministers. The Theological College Las been, and is suffering in like manner since the departure of the Rev. Mr. Harris at this time last year, whose place, though no effort has been spared to procure a competent successor, still remains vacant. Under these circumstances your Committee deem it a matter of great satisfaction that the Rev. Your Committeo have much pleasure in recording Mr, Kelly 3 appointment to the high office of Arch- deacon in the Diocese, vhich they hope bo may con- tinue to exercise for many years with honor to him- Hclf and advancago to the Church. Tho only other ad Jitioa to the number of the Clergy, sinco tho last annual meeting of this Society, has been by tho ordination of one deacon on All Saints Day last year. Nor does tho number of the Clergy seem likely at present to be increased, as although an ordination took place on Monday last, at which lour clergymcu wero advanced to the priesthood, no deacons were added to the clergy of the diocese, whose numerical strength therefore remains still the same as before that event. At the last annual meeting of the Church Society, announcement was made of the establishment of a new mission at Bay of Islands in charge ot the Rev. Mr. Rule, of a similar character to one undertaken by tho Rev. Mr. Temple for the benefit of White Bay, during the previous year. At tho request of the Secretary, for the information of this meeting, both these gentie- men, who are now among us in attendance at the Bishop's Visitation, have furnished written accounts of their labours in their respective missions ; and these your Committee are assured will be listened to with peculiar interest. The Rev. Mr. Rule is one of the newly ordained priests, Mr. Temple being al- ready of the higher order. The Rev. Mr. Temple writes as follows : — Rev. and Dear Sir,— You have requested the Missionary in White Bay to furnish you Vflth some account of his work in that distant outpost. He desires to inform you, ufter an absence of two years, that he sees cause of thankfuhiess and hope. No great results have been reached or expected ; no buildings or other marks of an estab- lished mission have been attempted ; but he has contented himself with striving to gain the confidence and good will of every one of the Bcuttered families of that coast, who were Avilling to receive him and contribute to his support, living as they live, and watching for op- portunities of being useful. He begs to report considerable increase of income during the past, compared with the first year : £47 instead of £3'4 : and thin he looks upon as a token that his services are valued by his peo- ])le, even more than the constant professions of attachment made by word of mouth. Kut there is yet one greater cause for gratitude to Almighty God, which is, the evident improvement and change of character in many ; their respect and desire for the services of reli- gion, and their uniform attachment to the Church of their fathers, though not recognized as members of that Church so long. From Little Bay to Englee, are scarcely 350 souls ; men, wo* men and children, collected in groups at irregular distances. — Some of these are able to see the Missionary at their homes twice, some three times, some (as matters remain at present) four times a year. Yet many are not contented with this, but if weather permit, will follow him nrom Sunday to Sunday in their boats, to partake in the simple services. The largest congregation yet gathered, was on Advent Sunday, as may be seen by the following extract from the Journal. : — Dec. Z.— Advent Sunday.— J ACKSoa's Arm. This day I had a congregation of seventy-six persons ; completely filling up the ground floor of the house ; that is, both kitchen and bedroom ; which, being a summer house t-nd the family removed for the season, were for- tunately cleared of nearly all their furniture. There was no possi- bility of obtaining anything like arrangement, we were so much crowded. I myself, during the sermon, was obliged to stand on a block in the doorway between the two rooms thai I might be seen and heard by all ; being literally surrounded on all sides. — This large congregation consisted chiefly of people from the south, Tvard, who are accustomed to reside in White Bay, during the winter, for the benefit of the sealing voyage. Sometimes the Missionary finds (as might be expected) great ig- norance of the real nature of his office, and the duties to be perform- ed by him, as follows : — Dec. 9. — Refused a young man, who had lately arrived from the southward, permission to be married by a layman. They had juBt given us uj), but were the more glad we did not disappoint thoni. After tea I held my usual evening service, and was glad and thankful that my week of events and a journey of more than seventy miles, so late in the fall, had not resulted in mishap, or delay of any consequence, but that every effort for His Glory had been furthered by a gracious God. About Christmas, travelling becames impossible in White Bay. The water is in a semi-frozen state called " slob," and boats are unable to make their way through it; while on the land the snow is not suffix ciently settled even for rackets. Therefore the Missionary settles down, until February arrives, in a winter tilt ; not a very picturesque residence, but suttieiently comfortable with a good fire, and employs himself in teaching the few pupils he can find. On February Ist the ice was pronounced safe, and he commenced his winter circuit. Walking on ice is very dangerous sometimes, especially if there is any "sea." February 12/ft. — As soon as it was light, I heard one boy call out to another that; the "sea" was ''making"; sol began to fear we should not get away. A fine bridge of ice has been thrown across the Bight for the last fortnight, arid it would be a pity to lose our opportrn'ty on the very day we wanted io return. So as there was only a slight creaking mid lifting alony shore, we started home. But when we liad crossed the Jjight as far as Middle Arm Point, large pans of ice were detached all along the rocks, and were moving in and ont with the surf. March 20lh, — For the last few days the wind has been chioUv at N. E. having raised a frigluful sea along shore; here at Itivc!.' Head we feel nothing of it but the ice is cracked and broken up, j-.nd further down the Bay the surf (as we afterwards heard) was f ly Ii as had not been seen these ten years. Twenty-six fine seals wora washed off the rocks, where they had been 1:^.id in apparent safety, and the punts were scarcely saved.
