The Oj:.cning S3i'vic03 were held this day in the Cathedral, and commencad at half past ton o'clock a.m. Morning Prayer was said by the Rev. Canon Balch, and the Rev. Canon Loosemoro. The first Lesson was read by the Rev. Canon Bond, and the second by the Rev. Canon Bancroft. The Ante-Communion service by the Bishops of Quebec and Toronto. The sermon was preached by the Ven. Archdeacon Leach. The Holy Communion was administered by the Bishops of Huron, Quebec and Toronto, and the Dean of Montreal. At 2 p. m. the Synod met for business in the Cathedral School Room, the Dean of Montreal presiding. After Prayer the roll of tha Clergy was called by the Clerical Secretary, and that of the Laity by the Lay Se- cretary. A quorum of Djlogates being present, The Dean theu delivered the foUovviug address : "Bbterbno Brbturbn and BnETUREN OP THE Laity,— It is not taj province nor have I personally the inclination to iu- quire into or discuss the cause, much less to attempt to ascertain on whom lies the blame of the failure of this Synod to elect a Bishop and Metropolitan at the meeting convened fur that purpose in the month of November last. Su£Bce it to say we did fail to carry out the object for which wo then assembled — and we arc now met again to endeavour, by 'the assistance of the Holy Spirit, to select a Brother fit to be fln overseer in this portion of the Church of Qod, which we ought to remember was purchased by the precious blood of Jesaa Christ. Althotigh I deem it to be both unbecoming and unneceBsary for me ■even to allude to the cause which unhappily prevented us, in November last, from being of one mind on the subject which we met to decide, my age and position may nevertheless entitle mn to venture to offer a few words of advice on this solemn and important occasion. In doing so, I would remind you, in the words of St. Paul, that a " Bishop must be blameless, the husband of one wife, vigilant, sober, of good behaviour, given to hospitality— apt to teach, not given to wine, no striker, not greedy of filthy lucre, but patient- -not a brawler, not covetous — om; tliat ruleth well his own household, uot a novice — and having a good report of them that ere without." These brethren, ai* the divine directions which the Holy Spirit, by St. Paul, gave to Timothy, concerning the qualifications of a Bishop, and have been truly said to describe all the virtues which they of that sacred order ought to be imbued with, as well ■ as the vices from which they should be clear. Strive then to keep these directions in view, and to discard from your minds all party spirit aad prejudices, to feel the deep responsibility imposed upon you — and de- ' termine not to separate, on the present occasion, without making choice of some one to preside over as as our Chief Pastor, and thus maintain amongst us the order and discipline of God's Holy Church, to the over- throw of Satan's power, and the final establishment of Christ's Heavenly Kingdom. On Motion of the Bishop of Maryland the following Preamble and" Minute, reported by the Bishop of Connecticut, as chairman of the com- mittee apppointed to recommend Suitable action in relation to the death' of the Bishop of Montreal, were adopted. Whereas, This convention has received information of the lamented death of the Most Rev. Francis Fulford, D.D., Bishop of Montreal, and Metropolitan of Canada, it is ordered by this House, with the concurrence of the House of Clerical and Lay Deputies, that the following minutes be adopted and entered in the Journal. The Bishops, Clergy and Laity of the Protestant Episcopal Church in- the United States of America, in General Convention asssembled, offer to their brethren, the Bishops, Clergy and Laity of the United Church of England and Ireland in the Dominion of Canada, the assurance of their sympathy and prayers under the afQiclive bereavement which, in the losa of their Metropolitan, it has pleased Qod to send upon them. Intimately connected with our own Episcopate, by having united in several Episcopal consecrations, well known and honored among U3 privately and in public aa the preacher at our last General Convention, we cordially unite with his brethren, his clergy and his people in bearing our tes'imony to 'jis zeal and devotion as a minister of God's word, and to the piety and godliness of hi3 private life. But as the question which has been raised i? undoubtedly one of very considerable importance, we feel it to be our duty now to state as briefly as possible what transpired. The Committee, as I mentioned yesterday, was received by the House of Bishops with the utmost possible kindness and courtesy, and were per- mitted to have a very full and frank discussion with that House upon the subject before us. Mt the Bishop of Rupert's Land would be received by this House if his name were sent down by the House of Bishops. The Bishop of Huron stated to us distinctly that he had all along pro- posed that the name of the Bishop of Rupert's Laud should be sent down with the other bishops. The Bishop of Huron told us further that he had all along protested against the name of the Bishop of Rupert's Land not being sent down, and that he had also protested against sending down the names of Pres- byters from England about whom this House could have no possible knowledge. I think now, Mr. Dean, that I have stated in substance what passed in the House of Bishops. If I have said anything incorrectly or have not given full enough explanations, the other members of the Committee can supplement what I have said. I should also add that when the House of Bishops told us distinctly that they would not send down the names of any Presbyters of the Diocese of Montreal, the Bishop of Quebec expressed some slight dissent from that opinion I stated very distinctly, I thought, that after the House of Bishops refused to send down the n.iraes of any Presbyter from the Diocese of Montreal, they threw out the suggestion in the shape of a question ^0 us, as to how the name of a Presbyter from any other diocese in Canada would be received. The Committee therefore adopted the following reso- lution: — " That this Committee being unable to make a unanimous report, re- commend that the Synod proceed with the balloting,and that if after two or more ballots there is no election this Committee have an interview with the House of Bishops." Mr. Brydges, on behalf of the Committee, said they bad not yet had a conference with the House of Bishops. On going to their chamber they were met by the Secretary of the House of Bishops, who said that he had a communication from the House of Bishops to the Synod, and he thought that it ought to be laid before the Synod before they had a conference with the Bishops. The Clerical Secretary read the message, which was as follows : The House of Bishops transmit to the Synod the following names, from which to elect a Bishop of Montreal and Metropolitan : Rev. In making this announcement, we think it proper to mention, tha in view of the conflicting interests of the Diocese of Montreal, Individ ually, and of the House of Bishops and of the other Dioceses, collect ively, very considerable difficulty has been naturally experienced i; making choice of a fit and proper person to fill so distinguished a pes; tion in the Church. So great indeed has been the difiiculty that tbi eflforts attendant on the first meeting of the Synod, held in the month c November last proved entirely fruitless, and even at the adjourned meet ings held during the present month, the pioapects of an election seeme equally hopeless.
