He should have a sincere love and veneration, for Ills Almighty Maker ; a firm and steadfast faith, in the Saviour of ihe world ; convinced that he is the only Mediator, between a sinful creature, and an offended Creator; he should be zealous in promoting the honor, happiness, and prosperity of his Queen and Country ; prudence should guide all his actions; temperance, sobriety and honesty direct his conduct ; and the laudable objects of the Society, be the motives of his endeavours. G ROLES AND REGULATION* DECLARATION. We whose names arc undnrsigncd, do sincerely pro- mise and declare, thnt we will be faiilifid and bear true allegiance to Her Majesly Queen Victoria, as the lawful Sovereign of the United Kingdom of Great Britain and Ireland, and of these Provinces dependant on, and belong- ing to the said Kingdom; that we will defend Her to tho upmost of our power, against all traitorous conspiracies and attempts whatever, which shall he made against Her Person, Crown, or Dignity; that we will do our utmost endeavours, to disclose and make known to Her Majesty, Her Heirs, or Successors, all treasons and traitorous con- spiracies and attempts, which we shall know to be against Her, or any of them ; that we will steadily maintain the connexion between the Colonies of British North America and the Mother Country, and be ever ready to resist all attempts to weaken British influence, or dismember the British Empire; that we will be aiding and assisting tho Civil and Military powers, in the just and lawful discharge of their official duties, when called on ; that we will as- semble with our Brethren, in their Lodge Room, on the 12th day of July, in every year, (if in our power, and re- quired so to do,) and lastly we do solemnly promise and declare, that we will do cur utmost to support and main- tain the Loyal Orange Institution, that wo will obey its rules and ordinances, and that we will never, in any way whatever, disclose the whole, or any part of the signs, words, or tokens of that Institution, without permission, first had and obtained, from the proper authorities of the Order. GENERAL RULES. 1st. This Society shall be called the Loyal Orange Institution jf British North America; and the admission of lis Members shall be regulated in strict accordance with the** Objects^^^ ^^QualiJicationSy*^ and ^^ Declaration^^* OF THK ORANGH INSTITUTIOX. herein heforr* slated, the Society never to bo connecled with any object merely of a party or factions nature. 2nd. All candidates desirous of admission, shall be certified to be 18 years of age, and must be proposed by one, and seconded by another Member, at one meetinj^, and admitted or rejected at a subsequent one : no election or admission to take place, unless one of his vouchers bo present, and one negative to exclude, in which latter case, the cause of complaint to be submitted to the Lodge. 3rd. Any person wishing to become a Member, must be admitted into the Lod^e nearest his place of abode, cr have a recommendation from that Lodtie, that hs is a pro- per person, before he can be admitted into any other. 4th. The number of Members in each Lodge, shall be limitted, in the discretion of the District Master. 5tli. Each Lodge shall have a Master, [).'puty Master, Secretary and Treasurer ; the Master to be appointed by the Lodge; the Deputy Master, Secretary, and Treasurer by the Master, with the approbation of the Lodge ; to be appointed at the first meeting in December, for the year, commencing the first day of January ensuing. 6lh. The names of persons rejected in, or expelled from any Lodge of this Society, shall be forthwith sent to the District Master, with the objections to such persons, in order that the District Master m;iy communicate the same to the Grand Lodge ; as those who arc unfit for one Lodge, must be so for every other. 7th. The Masters of all Lodges shall make an annual return to the District Master, of the numbers, names, and places of abode, of the Members of their respective Lodges, before the 1st day of January. 8th. All persons to be subordinate to the Master, or person presiding for him, who shall have full power of fining all disorderly persons, to any amount not exceeding five shillings, 9th. Any dispute arising, not provided for by the rulci H '■ :i' |: I li'i I";' . 8 RULES AND REGULATIONS is to be decided by the Master of the Lodge, and the par- ties must abide by his decision on pain of'expulsicn, saving the right of appeal in the first instance to the District Master, secondly, to the County Master ; and, finally, to the Grand Lodge, the decision of which must be conclu- sive in all cases. lOth. No business can be transacted except while the Lodge shall be regularly open, and dinner, supper, or drink, shall not be introduced during that period. lltli. As the laws of Religion and morality should be observed with peculiar attention by all Members of this Society, it is forbidden, under pain of being fined, that any person shall, on any account, be guilty of profane swearing or cursing, or using any indecorous or ofiensive language, or otherwise deporting himself contrary to the " Objects,^* " Qualifications^^'* or " Declaration ;" and should any Member be guilty of an aggravated repetition, after due caution, of the whole or any of those offences, the person so ofiending, shall be expelled or suspended, as a majority of the Lodge rnay think proper. 12lh. A confidential Tyler shall attend each Lodge, during the periods it may be open. 13th. No Lodge can be held without a Warrant from the Grand Lodge, countersigned by the County Master, and all applications for Warrants must be made through the District Master to the County jMaster. 14lh. No VV arrant to be exchanged, bought, or sold, for any reason, or under uny pretence whatsoever ; as all Warrants must be issued through the proper authorities, and from the Grand Lodge alone. 15th. The degree of an Orangeman, to be communi- cated only in the Lodge, when regularly open, and by the proper authority presiding : namely, the Master, Deputy Master, or Secretary ; but that no oilic person, save a Grand Officer of the Grand Lodge, shall be allowed to initiate an Orange mao. OP THE ORANGE INSlITUTiON. li 16th. As the honor and interests of the Order require that the utmost regularity and organization should be ob- served, so all District Masters, and Masters of Lodges, are referred for instruction and guidance to their respective County Masters, who shall have the power of fining all disorderly persons, or suspending them (if thought expe- dient) till the next ensuing Meeting of the Grand Lodge, RULES FOR THE GOVERNMENT OP DISTRICTS. 17th. The several Lodges in British North America, shall be divided into Districts, by the County Lodge, so as to suit the convenience of the members, and facilitate the despatch of public business. 18th. Each District shall have a District Master, and District Secretary, to be appointed by the Masters, Past Masters, Deputy Masters, and Secretaries, in the District, for one year, commencing the 1st day of January, annually. 19tb. During the absence, suspension or non-appoint- ment of a District Master, the senior Master shall act for the time. M Rules for Ithe government of counties. 20th. Each County shall have a County Master, a Corresponding and a Recording Secretary, to be chosen by the District Masters and Secretaries, for one year, commencing the 1st day of January, annually — all subject to the approval of the Grand Lodge. 21st. The Corresponding Secretary shall be resident at, or near, the seat of the Grand Lodge ; and it shall bo his duty to communicate regularly wiih the County Master, for the information of the Grand Lodge. RULES FOR THE GOVERNMENT OP THE GRAND LODGE. 22nd. The Grand Lodge shall meet once in every year; that is ^o say, on the second Tuesday in January, and pro- ceed to elect for the year, a Grand Master, Deputy Grand ■ I 10 RULES AND REGULATIONS Masters, a Grand Secretary, a Grand Treasurer, a Grand Chaplain, a D<^ptity Grand Sccrotai y, a Deputy Grand Treasurer, a Deputy Grand Chaplain, and a Grand Com- mittee ; an(J ihe persons entithd to sit ;ind vote on those occasions, shall he, all Past Grand Officers, County Mas- ters, Corresponding and Recording Secretaries, District Masters, and Masters of Lodges. 23rd. The Grand Master may, at any time, direct the fummoning of an emergent meeting of the Grand Lodge ; and he shall at all times do so, when required by a requisi- tion signed by the Deputy Grand Masters, or by any 12 Members of the Grand Committee — but for all meetings of the Grand Lodge, 12 days notice must be given. 24th. In order to establish a fund to defray the various and necessary expenses of the Order, the s'lm of ten shil- lings shall he annually paid by each Lodge to the District Master, to be by him transmitted (through the County- Master) to the Grand Lodge ; and the sum of five shillings annually, from every Grand Officer and Member of the Grand Committee, &c. which subscription must be paid ou or before the 1st day of January, in every year. ORDER OF PROCEEDINGS TO BE OBSERVED AT ALL MEBTINOt OF THE GRAND LODGE. 1. The Grand Secretary or Deputy Grand Secretary ■hall take a return of all the Members present, with the offices held by them respectively ; together with the names and offices of visiting Brothers ; all of whom shall be in- dividually examined, and duly vouched for. 2. The Chair shall be then taken by the Senior Grand Officer present. 3. The opening prayer shall be then read by the Senior Grand Chaplain. 4. A Lecture shall be correctly repeated, for the infor- mation of the Brethren. 5. The official proceedings of the last meeting of the Grand Lodge shall be read. ,^ OP THE ORANGE INSTITUTION. 11 6. All Letters and written Communications read. 7. All Reports made. 8. All applications for Warrants considered. 9. Dues received, and the Treasurer's accounts auc ited. 10. All appointments to office made. 11. All Resolutions connected with the principles, ho- nor, or prosperity of the Institution considered. 12. A Lecture, in the same order as at the commence- ment, shall be repeated. 13. The President slinll then vacate the Chair, which shall be taken by the next Senior Grand Officer present, when the thanks of the Grand Lodge shall be returned to the President for the day, if he shall be deemed worthy by the meeting ; after which the Grand Lodge shall be closed with prayer by a Chaplain, (if present) ; if not, by the Chairman. ORDER OF PROCEEDINGS TO BE OBSERVED IN A PRIVATE LODOE. 1. The Lodge opened by prayer. 2. A Lecture repeated. 3. Members initiated. 4. Members proposed. 5. Public business connected with the principles, honors, or prosperity of the Institution, discussed. 6. A Lecture repeated. 7. The Lodge closed with prayer. FORM OF INTRODUCTION. The Applicant to be introduced between his Sponsors, carrying the Holy Bible in both his hands, to the right of the Deputy Master, (all the Brethren sitting in their places, and strictly silent.) While standing a Chaplain (or in his absence, a Brother appointed by the Master) shall road the following portions of Scriptures : — " For this is the message that ye heard from the be- ginning, that we should love one another." (1 Epistle of St, John, S c, n V.) III. 12 RULES AND REGULATIONS " Beloved, let us love one another, for love is of God, and every one that loveth is born of God, and knoweth God." {I Epistle of St, John, 4 c. 7v.) " He that loveth not, knoweth not God, for God is love." (1 Epistle of St. John, 4 c. 8 u.) " And this commandment have we from him, that he who loveth God, love his brother also." (1 Epistle oj St, John, 4 c. 2 1 V.) " Now I beseech you, brethren, by the name of our Lord Jesus Christ, that ye all speak the same thing, and ihat there be no divisions among you, but that ye be per- fectly joined together in the same mind, and in the same judgment." (I Corinthians, 1 c. 10 «.) " Charity sufTereth long, and is kind, charity envieth not — rejoiceth not in iniquity, but rejoiceth in the truth." (l Cor, 3 c. 4 and 6 v.) *' And now abideth faith, hope, charity, these three, but the greatest of these is charity." (Cor. 13 c. 13 v.) [After the foregoing portions of Scripture shall have been read, the Master shall address the Candidate as follows:] Master — Friend, what do you carry in your hands'? yl wsMJer— The Word of fhe Lord. Master — Do you reverence that Word % Answer — I do. Master — Why do you carry \i in your hands ? Answer — As a visible testimony, that I carry its pre- cepts in my heart. Master — Do you solicit admission into this Association? Answer — I do, and respectfully request the same. Master — Friend kneel down. [The Candidate shall then kneel at the Table, with his left hand on the Bible, ami his right on the ^*' Declaration,^'^ which being read to him, by the Master, he shall then sign. After signing the *''' Declaration,'''' the Candidate shall stand up, and the Master shall read the following portions of Scripture.] OP THE ORANGE INSTITUTION. 13 " For this is the message that ye heard from the be- ginning, that we should love one another. Hereby perceive we the love of God, because he laid down his lifo for us : and we ought to lay down our lives for the brethren. But whoso hath this world's good, and seeth his brother have need, and shutteth up his bowels of compassion from him, how dwelleth the love of God in him 1 My little children, let us not love in word, neither in tongue ; but in deed and in truth. And hereby we know that we are of the truth, and shall assure our hearts before him. And this is his commandment. That we should believe on the name of his Son Jesus Christ, and love one another as he ^»ave us commandment," — First John, 3 chap. 13, 14, 15, 16, 17, 18, 19 & 53d verses. [The Master shall then say — Lot us pray. The Can- didate, and all prasent shall then kneel, and the following prayer shall be repeated, by the Master, or Brother ap- pointed by him.] Almighty God, Judge of all men, to whom all hearts be open and from whom no secrets are hid, look down, we beseech thee, upon us who are now assembled beneath thy all-SfH^ng eye, Thou hatest the deceitful heart ; to thee, tlie false tongue is an abomination. [Then the whole standing up, the Candidate shall be conducted by his Vouchers to the Master ; who shall take him by the hand, and address him as follows :] Master — We receive thee, dear Friend, into the Re- ligious and Loyal Association of Orangjemen, trusting th-it thou wilt abide a devotod servant of God, a true believer in his Son Jesus Christ, a faithful subject of our Queen, and supporter of our Constitution : keep thou firm in the Protestant faith; make thyself the friend of all pious and peaceable men, avoiding strife and seeking benevolence ; slow to take offence, and offering none. In the name of the Brotherhood, I bid thee welcome, and pray that thou may est long continue among them, a worthy Orangemen, fearing God and loving the Brotherhood, honouring the Queen and maintaining the Law. [The signs and pass-wordsof the Association shall then be communicated to the new Brothei-, according to rule, after which the Chaplain or Brother appointed, shall say — ] " Glory to God in the highest, and on earth peace, good will towards men."— St. Luke, 2 c. 14. v. The Brother shall then make obeisance to the Master, and all present take their seats. PRATER TO BE READ AT THE OPENING OF ALL LODGES. Almighty God and Heavenly Father, who of thy gra- cious providence and tender mercy towards us, didst wonderfully conduct thy servant King William, and brinjj him safely through many difficulties, to preserve us, f»oni the attempts of our enemies, to bereave us of our religion and laws, we humbly praise and magnify thy most gloriouii name, for thy unspeakable goodness towards us, expressed in this act of thy mercy. O God, whose name is excellent in all the earth, and thy glory above the heavens, who hast so often miraculously preserved our Church and State from the secret contrivance and open violence of numerous conspirators, we bless and ndore thy Gracious Majesty, for thy marvellous loving kindness to our Church and nation, in the preservation of our religion and liberties ; and we humbly crave, that the devout sense of thy repeated mercies, may renew and in- crease in us, a spirit of steady allegiance to our present gracious Sovereign Queen Victoria ; and a spirit of fervent T.eal for our holy religion, which thou hast so wonderfully rescued and established, a blessing to us and to our posterity ; all which we humbly bog, for the sake of our blessed Lord and Saviour Jesus Christ — Amen.
