Sec. I. — Browne Lodge No. 24 shall hold their stated communications in Masonic Hall at Farnham, Que., the Friday on or preceding the full moon in each month at 7 o'clock p. m. The Master, or in his absence the Senior Warden, and in the absence of both, the Junior Warden may call a special communication when the interests of the Lodge in his opinion may require it, but must give seven clear days notice to every member of the Lodge of such meeting. Sec. 2. — The officers of the Lodge shall be a Worshipful Master, Senior Warden, Junior Warden, Treasurer, Secretary, Senior Deacon, Junior Deacon, two Stewards, Chaplain, Director of Ceremonies, Inner Guard, and Tyler. Sec. 3. —The election of officers of this Lodge shall be by ballot annually at the stated communica- tion preceding the 27th day of December in each year, except two Deacons, two Stewards, Director of Ceremonies, and Inner Guard, who shall be appoint- ed by the Master elect. The Tyler shall be elected by an open vote of the Lodge, and the officers shall be installed on St. John's Day, Dec. 27th, (at such hour as the Master may select) or as soon thereafter as practicable, and shall remain in office until their successors are installed. 4. Sec. 4. — No one shall be eligible to the office of Master unless he has previously served as an elected Warden in this or some other Lodge. Any Master Mason is eligible to any of the other offices provided he be a member of this Lodge in good standing. ARTICLE 11. The order of business at every stated communi- cation of the Lodge shall be as follows, subject, how- ever, to be temporarily changed or dispensed with at the discretion of the Lodge : — I St. Reading the minutes of the proceedings of the last stated and all intervening communications, 2nd. Unfinished business. 3rd. Reports of committees. 4th. Balloting. 5th. Reception of petitions. 6th. New business and motions. 7th. Work. ARTICLE III. Sec. I. — All applications for initiation must be by petition in writing, signed by the applicant, slating age, occupation and residence, which shall be signed by two Master Masons who are members of this Lodge in good standing, and said petition shall be accompanied by a deposit of five dollars. If his petition is rejected or if accepted and a protest enter- ed the fee shall be returned. The fee for initiation shall be twenty dollars, the additional fifteen dollars shall in all cases be paid before the degrees are con- ferred. A petition for membership shall be treated the same as for initiation, except it shall be accom- panied by a demit and such dues as are imposed by the Grand Lodge. Sec. 2. — All petitions for initiation or member- ship shall be referred to a committee of three ap- pointed by the Master, at least two of which shall I . ft. report on the same at the next stated communication, unless further time is granted by the presiding of- ficer. If a favorable report is made the candidate shall be balloted for, but if report is unfavorable no ballot shall be taken but the candidate rejected. ARTICLE IV. Sec. I. — -All ballots for degrees or membership shall be taken in open Lodge at a stated communi- cation, and each and every member present shall vote, and none but the Master and Wardens shall inspect the ballot, and if found clear the candidate shall be declared elected, but if one black ball be cast he shall be declared rejected. Sec. 2. — A rejected petitioner cannot again pre- sent his petition to the Lodge within twelve months of his rejection. Sec. 3. — No member shall, for any cause or any pretense, disclose the rejection of any candidate to any person not a Mason under penalty of severe Masonic censure, and for a second oftense suspen- sion, and the Master, immediately on the rejection of a candidate, shall read or cause to be read this section of the By-Laws for the information of all pre- sent, and after a candidate has been rejected by the Master, no Brother shall make any motion, ob- servation or debate thereon on a penalty of Masonic censure. Sec. 4. — Each candidate initiated shall sign By- Laws adopted by the Lodge, and every member shall pay to the Secretary, on or before the first day of January of each year, the annual dues of two dollars and fifty cents for preceding year, and in case of change of residence shall notify the Secretary within ninety days. Sec. 5. — The Secretary and Tyler shall be exempt from payment of all Lodge dues. AKTICLE V. Sec. I. — If any member is suspended or excluded from the Lodge, the Secretary shall immediately give notice thereof to the Grand Secretary and the D. D. G. M. Sec. 2. — If required by the Master, any Brother presenting any subject for the consideration of the Lodge must put the same in writing, and every Brother rising to discuss a question must confine himself to the subject presented and avoid personal- ities so far as possible, and no Brother will be allow- ed to speak more than twice, or for a longer period than five minutes, on any one subject without per- mission from the Master. Should any controversy arise as to the right to the floor, the Master shall decide. No Brother shall interrupt another while speak- ing without the consent of the Master. Sec. 3. — Any member who may be found guilty of any gross acts of willful disobedience of the laws of his country or humanity may be suspended by the Lodge, after having duly notified him of the charge preferred or complaint against him, and of the time appointed for consideration and trial as provided in the Corstitution. ARTICLE VI. All the jewels and funds of the Lodge shall be vested in the Master and Wardens, and no money shall be drawn from the treasury except by order of the Master and a vote of the Lodge, ex- cept the payment of notes, which may have become due, that have been signed by the order of the Mas- ter with the consent of the Lodge, which may be paid by the Treasurer. 7. ARTICLE VTT. It shall be the duty of the Master to preside over the Lodge and to see that each and every officer per- forms his duties in accordance with the Constitution of the Grand Lodge of Quebec. In the absence of Master; the Senior Warden, and in the absence of both thie Junior Warden may preside but not confer degrees. Provided always that this section shall not be so interpreted as in any way to contravene the constitution of M. W. the Grand Lodge of Quebec. ARTICLE VIII. There shall be three standing committees of the Lodge, viz. : — A Committee of Charity, consisting of the Master and Wardens ; a Committee of Finance and of Grievances, which shall be appointed by the Master, each consisting of three members. The committee of Charity shall have power to draw on the Treasurer for such sums as may be required for immediate relief of a worthy Brother in distress (not to exceed five dollars) as any sudden contingency may demand. Ordinary cases of distress will be lain by them before the Lodge. The finance com- mittee shall examine the accounts of the Secretary and Treasurer and report thereon at the last stated communication in each year and oftener if so desired by the Master. It shall be the duty of the grievance committee to take cognizance of Brethren within the jurisdiction of the Lodge, reconcile any difficul- ties that may arise, and whiin proper, prefer charges for the action of the Lodge. Sec. 2. — The foregoing By-Laws are subject to addition or amendments, provided they are made in writing and presented at a stated communication, lie over at least one lunar month and receive a two- thirds vote of the members present, submitted to the Q. D. G. M. and approved by the Grand Master 8.- Sec. 3 —And we subscribers, members of Browne Lodge No. 24, do hereby promise by virtue of honor of Masonry that we will, to the utmost of our ability, observe, support and defend the foregoing rules and regulations as the By-Laws of this Lodge.
