TRUSTEE. 14.-^The Lord Bishop of the Diocese shall be the Trustee ot this Society, and shall have power to let or to take houses or lands, and to receive all rents and interest of monies as the same shall fall due, and shall pay the same to the Treasurer for the time being, taking his receipt, and handing it over to the Committee. GENERAL MEETLNGS. 15 An Annual General Meeting of the memberi and friends of the Society shall be holden in St. John's on the second Thursday alter Trinity Sunday, or as soon after as the Bishop may appoint. The Secretary shall give notice to each of the Clergymeo in St. John's who shall publish it [with the Bishop's consent] in his Church on the previous Sunday. 16. — At the Annual General Meeting a report on the state of the Society, with the Treasurer's accounts duly audited shall be submitted by the Committee, to be printed, or otherwise, as shall be then and there determined by the members. 17. — A special general meeting may be convened at any time, [1] by the President; [2] by a Vice- President and six members of the Committee; or [3] by any twelve members of the Society whose payments are not in arrear ; provided notice of such meeting be duly given as in the case of annual general meetings. 18.~^The Chairman shall not vote at any genara) meeting, except in the case of an tquality ol votes. t» I' 9 ♦ H V COLLECTIONS. 19 — It '8 expccU'd tliat a Collection for the yoriooei objects of the Society will be made every year by every Clerf^yinaD in the Diocese, from every head of a family and every hdnlt member of the Church in his Mit^^iou, asBiRted if need be by his Chnrch-wardiins and other rospeciable merobera of his congiegation. 20. — Every Clergyman shall transmit to the Secre- tary a list of the Contributors to the objects of the Society in his Mission, with the amount of their several payments, and to the Treasurer ono'fourth at leant of his whole collections on or before the last day in every year, or as soon after as practicable. N. B. — This Rule does not apply to the Clergy of St. John's, who shall send in the whole of their Col- lections to the Treasurer. 21. — All Clergvmen who have collected as far as possible from every head of a family, and from every adult Member of the Church In their Missions, towards the objects of the Society, for the two yeais imme- diately preceding, and who have remitted to the Trea- surer one-fourth of the whole Collections, hhall be entitled to assistance from the funds of the Society towards any of its objects in their own Mission ; pro- vided that no Clergyman shall make a collection for bis own maintenance separate from, or independent of the general collections; and that pew* rents and as- sessments be not considered as part of the said col* lection or collections. The occasion may come when it may be desirable to make a grant in aid of some important object similar to those made for the foundation of the Clergy NVidow's Fund, the Society lor promoting Christian Knowledge Depot, or the Theological College En- dowment Fund, aud it would be a matter for regret should such a call come, (as for the endowment of th« Bishopric,) and the Society be unable to meet the call. At present this would assuredly be the case since tho balance declared is not more than enough for tho Clergy standing votes and others which havo been re- ferred to of a conditional character already made, which may or will be required before the time comoa when new collections will be due. No one wbo at all thinks upon the subject nan fail to see how great its benefit must be felt to be among men, so situated that they cannot expect to be able like those in other callings to provide in any suitable degree, if in any way at all, for the wants of those whom they may leave behind as Widows and Orphans. For several years from the establi&hmeut ol the fund, one only claim arose and its capital accu- mulated rapidly. At this time last year, though a third death among the Clergy was known to have occurred, but two widows were on the pension list; since that time it is the melanclio'y duty of your Committee to report tbe removal of the Rev. O. Rouse of Bay de Vurds, by typliiis fever, taken iu the discbarge ol bis duty ol visiting the sick when fever was prevalent amonsf hie flock, after twenty-two years fauhful and laborious duty at the same post without rest or change of aBy kind; of the Rev. W. W LcGallais, drowned on the eve of S. S. Simon and Jude at Chan, nel after twelve years arduous service in that mission, with two others who were conveying him home after a visit to a sick parie>hioner; a homo he was most anxious to reach not only for the fake of a sick child, but for the services of the Church ou the day following; of the Rev. A. M. Oakley, who died of consumption at Fopo. on All Saints day last, and lastly of the Rev. H. Seo Rulo 5. r^ > S T A N D I x\ G RULES OP ||THE Clergy Widows' and Orphans' Fund, 1.— The Nrwfoundland Church Society's Spe- cial Fund, for assisting tho Widows and Orphans of deceased Ciergyraen of the Diooenc cf Newtouudland, Bhali consist of all monies paid to the Treasurer of tlic Society for that object. 2. — The Committee of the Church Society shall liuvo tho mauagonient of the Fund. 3. — Every Hundred Pounds of available surplus nhall be invested by the Committee as opportunities occur. Smaller sums shall be deposited every quarter in tile Savings' Bank. 4.~ All Clergymen in the Drocese holding the Bishop's license may secure the benefit of this Fund by contributing within six months fiom the time of obtaining their License from the Hi«hop as follows: — (I) Uumarribd Clergymen and Widowers without a child, one pound (£1) per annum: (2) Married Clergymen (and such aa shall afterwards bocomo married,) and Widowers with a child, two pounds (X2) per annum. T).— Annual subscriptions shall be payable in advance on the 1st day of January In each year: — providefJ tliat Clergymen on entry ahull lor thai year pay only ^ 1:.:. > a rateable proportion of the annual ftabscription np to first day of January followinf;. Thirty days grace shall be allowed, but every Clergyman, neglecting to make payment within that time, shall forfeit his claim upon the Fund to bo recovered only upon payment of arrears, with ten per cent, thereon, before the follow* ing 6r8t day of January. 6. — Any Clergyman neglecting to subscribe accord- ing to Rule 4, or to pay his ancnal subscription withia the time limited by Rule 5, may. if the Committee see fit to admit or re*admit him, secure the benefit of the Fund by the payment of two pounds ten shillings (X2 10) if married or a widower with a child ; and one pound ten shillings (£1 lOii.) if unmarried or a widower without a child, from the day on which the last annual subscription he paid was due, or from the date of his being licensed by the Bishop, and from the date of such admission, or re-admission, he shuU come under the operation of Rule 4. 7. — Every C/ergyman securing the benefit of this Fund will be required to make a yearly collection for the same in his Mission, and to forward the amount with his own annual subscription to the Treasurer. 8. — The Widow of every Clergyman who shall have paid his annual subscription, and forwarded an annual collection, till his death, or till incapacitated by mental or bodily infirmity, shall be entitled to receive a year* ]y Pension of thirty pounds (£30) currency, during widowhood. 9. — If the Fund should at any time permit, the Committee may increase the amount of Pension to any sum not exceeding £50 ; such an addition, however, being subject to be withdrawn wholly or in part, should the state of the Fund noi warraut its contiuu* an 00. .^4.W^^Vi-ll!f!«S^ai-T()f<,yii^; |0. — If the Widow dio or marry again, the Peji.stiofi £Lali b« paid to Tnihteea Im- the beuelit of t<.. 13. — The Pensions shall be paid half yearly b^ tho Bishop's order on the Treasurer on the first of Janu* ary and Qrst of July. The first payment to be caicu~ lated for the interval from the husband's death to the day of payment. 14. — If a Clergyman, having joined the fund after the 24th June, 1863, removes from the Diocese after having served leas than fourteen years, bis connection with the fund shall cease, and he shall be entitled to receive back half the amount of the annual subscrip-r tions he has paid. If he removes after having served fourteen years and less than twenty-on^ years, ho shall be allowed to remain in connection with the Fund by paying an annual subscription of six pounds, or nine pounds it residing within the tropics; or he may re- ceive back half his annual subscriptions, upon which bis connection with the Fund shall cease.
