The Conference began its Fodrth Sessioji on Wednesday, May 21st, 1890, at 9 o'clock a.m., in Homer Street Methodist Church, Vancouver, Rev. Joseph Hall, President of the Conference, in the chair. The Committee on Memorials report a& follows : — 1. Your Committee beg to report that, having considered the resolu- tion from the Committer on Statistics, we would recommend that the General Conference be ipquested to have the Circuit and District Schedules revised, witli a vie v to their simplification and condensation. 2. Re. recoiiimendatiop. of fc'umas and Chilliwhack Circuit, referring to the lengthening of the term of ministerial service ; we recommend that no action be taken. 3. Re recommendation of Simpson District, concerning the Superannua- tion Fund tax, we recommend that the General Conference be requested to relieve Indian Missionaries in British Columbia from the Superannua- tion Fund tax, as the amount paid to Connexional Funds on which said tax is based is contributed mostly by the ministers themselves. 4. Re recommendation of Simpson District, that this Conference memoriilize the General Conference to so constitute the Stationing Com- mittee of the Annual Conference that it shall be composed of two minis- terial and two lay delegates from each District, together with the Ohair- man thereof, we recommend that no action be taken. 5. We recommend: — 'I'hat the General Conference be menioralized to so amend the Discipline as to allow lay representatives equal voting power with ministerial, on all questions coming up in the District Meeting and Annual Conference for discussion and action thereon, except Question No. 2 in the examination of ministerial character by the District Meeting. That Article 141, page f)7, of the Discipline, be so amended as to read : " Each Annual Conference shall have a Stationing Committee, composed of the President of the Conference, who shall preside in the Committee, the Chairmen of Districts, and one minister and two laymen elected by each District Meeting. Such election shall be by joint vote of ministers and laymen, and shall be by ballot It shall not be competent for any Stationing Committee to entertain any invitjition from Quarterly Official Boards, or other communications calculated to interfere with the free action of the Committee in stationing." Your Committee are glad to report that a better observance of th& Lord's Day is becoming general throughout the Province. In some of the rural settlements, where once there was very little distinction between week day and Surday, the stores are now closed, and the ring of the blacksmith's anvil or the noise of the carpenter's hammer are seldom heard. In the towns and cities the change has also become very marked. Instead of the restive spirit that once prevailed, there is now more of the wonted quietness becoming the Christian Sabbath. Your Committee does not wish to leave the impression that British Columbia is perfect in its observance of the Sabbath, for there are many things yet to be deprecated. It is a matter of profound regret, that influential companies, such a» the C. P. R. and E. & N. R. Cos., ad the C. P. N. and E. N. N. Cos., should persist in running their trains and steamers as on other days. We had hoped that at least loading and discharging freight would be discontinued on the Sabbath Day, and indeed it was for some time ;: but Sunday work has been resumed, especially when the China steamers are in port. It is also a matt«r of sincere regret that fishing and hunting,, boating and picnic parties, are by no means on the decrease. The open saloon, the billiard room and other places of questionable amusement still exist as hindrances in the way of moral and religious reform. Yjur Committee recommend : — 1. That a committee be appointed to wait on the managers and directors of the C. P. R. and E. crease in the number of scholars, the average attendance is reported as less ll;an last year. 3 That a growing increase in missions, and local efficiency, is evicenced by tlie great increase in amount raised for the Mission Fund and for Saljiiath-school puiposes. 4. Your Conunittee regret that so few conversions take place in our Sunday-scliools, which fact ought to lead to heart-searching by our minis- ters and by the ollicers and teachers of our schools. 0. Wliile your Committee very sincerely deplore the enormity of the liquor traffic in our Province, we note with gratitude the fact that tem- perance sentiment is growing, and that public opinion is becoming stronger on the side of right i > this regard. VVe believe the present and urgent duty of the Church on this question to be : — • 1. The careful training of our young people in temperance principles in our Sunday-schools, and in the juvenile temperance societies. 2. The preaching of total abstinence as a Christian duty, the sinful- ness of the use of, and traffic in, spirituous liquors; and the responsibility of the individual for the existing state of things. We would urge the enforcement of the Discipline against members who indulge in the use of intoxicating liquors. 3. In view of the coming elections, we deem it the duty of each mem- ber of this Conference to do all in his power to secure the election of such men as will legislate in the interest-i of temperance and morality ; and to this end we would reaffirm that part of last year's report which says; " That as the ultimat'- ^Kiwer of the people to influence the Legislature is found in the ballot ax, we dfclare our purpose, by the pulpit, by the press, and by every legitimate means, to inculcate the responsibility of all Christian men and good citi/ens to subordinate p< litical party alliances to the great work of securing the abolition of the accursed liquor traffic' And further, we would reaffirm clauses 6 ftnd 7 of last year's report, which read as follows : — " 6. Your Committee deplore the way in which the Sabbath is dese- crated through the drink traffic, and would urge upon the Licensing Com- missioners and City Councils that action be taken to close the saloons from seven o'clock on Saturday night to six o'clock on Monday morning, as well as other places of business. " 7. We would also call the attention of the proper .uthoritiea to the way in whicli the law is violated by the steamboats. Liquor is sold at the landings, for which they have no license, and great trouble and annoy- ance is the consequence ; and we strongly urge upon the authorities that more stringent measures be taken to st' p this evil. " We also lament the fact, that notwithstanding the stringent Indian liquor law now in force, the Indians are able to procure large quantities of liquor in various parts of the Province, thus entailing much suffering and trouble in many ways. Treasurer's Annual Report and Statement f^^ the Year, ending July 31st, 1889. I am hapj>y to be able to report that the amount raised for the Fund on our Circuits during the past year lias been greater than that of any preceding year ; and tliat all expenses have been met, and all claimants paid in full. I cannot, however, avoid expressing my regret ihat a few of our Circuits still fail to pay in full the amounts apportioned to them ; thus placing a grievous burden on the ministers laboring on these fields, who pay the deficiency rather than allow the Fund to suffer. I hope the next General Conference will be able to provide some remedy for this acknow- ledged evil. The assessable income (consisting of amounts raised for ministerial support and connexional collections) has been increased, enough, I trust, to enable the Fund to meet all claims, without increasing the percentage above former years. I therefore recommend that the percentage be the same as in former years — 6 per cent, on assessable income. The Capital account has been increased during the year, through subscriptions, legacies, and donations, $6,352.59, and it now stands at $174,048.26. As adopted by Board. John Bredin, Secretary. The following preamble and resolution was reported to the Conference by the Stationing Committee, concurred in, and ordered to be printed in the Minutes : — Whereas the work of this Stationing Committee has been rendered more dilHcult than otherwise it would have been by the fact that the Quarterly Official Boards of some Circuits within the bounds of the Con- ference had entered into private negotiations with ministers belonging to other Conferences, with a view to securing tiieir services for these particular Stations, witiiout due consideration being given to the convenience or comfort of ministers and their families now in the field, or to such an arrangem.snt of the Stations as would ensure the most efficient administra- tion of District and Conference work ; therefore Resolved, — Tiiat while we have, on this occasion, complied as far as possible with the expressed wishes of the Circuits concerned, we desire to kindly point out to the esteemed brethren composing the Quarterly Official Board.s, that in so small a Conference as ours the pursuance of the course above referred to cannot fail to cause serious embarrass- ment to the Stationing Committee, lessen the efficiency of our Church as a whole, and disturb, to some extent, the present state of good feeling ar.d mutual confidence so happily existing between ministers and people and among the various Circuits and Missions of our Con- ference. Hall, seconded by Rev. J. P Bowell, and Ri'nolved, — That whereas, one of the great movements of the age is in the direction of removing the disabilities, social and intellectual, under which woman, as the peer of man, has been placed in past ages, as seen- in the equal status to which woman has been admitted in many oi" the higher institutions of learning, both in Europe and America ; as also in the success which woman has already achieved in professional life, and as further seen i»i the right of franchise, which has been secu:ed to woman equally with man in the constitution of some of the States in the neighbor- ing Republic ; and as still further seen in the very important place which woman now holds in furthering the missionary enterprises and temper- ance movements of the day, as in all other moral and l»enevolent agencies; .\nd whereas, the convictions of the Methodist Church are, and ever have been, foremost in the line of this great movement ; Therefore resolved, — That this Conference recommends tlie General Con- ference to give practical effect to these convictions _by constituting woman, equally with man, eligible to membership in the Annual and General Conferences of our Church. 30 M[NUTES OF THE BRITISH COLUMHIA [1890 Phintisg and Sale of Confehence Minutes. Robson introduced the following resolution : — Resolved, — That we, the ministers and laymen composing the British Columbia Conference of the Methodist Church, now assembled in tlie city of Vancouver, gladly avail ourselves of the occasion of the presence in the city of their Royal Highnesses the Duke and Duchess of Connaught on this the 71st anniversary of the birth of Her Most Gracious Majesty the Qu'-'en, to give expression to our sentiments of profound respect for, and undying loyalty to, the person and throne of Her Majesty, and our earnest prayer that God may continrMy bless herself and tier noble family, and make them a blessing to the jrld-wide empire over which she has so long and happily reigned. ' Posture at the Lord's Table. Rev. E. Robson introduced the following resolution, seconded by Rev. Jos. Hall, and Resolved, — That we request the General Conference to so amend the ritual for the Lord's Supper as to provide that the posture occupied by coniniunicants shall be that of sitting instead of kneeling, as more in har- mony with the origin and spirit of the institution. Sunday-school. The Sunday-school Anniversary was held on Tuesday evening, May 20th, Rev. J. Hall, President, in the chair. Address were given by Revs. M. J. Stevens, and S. J. Thompson. No collection. 2. Edtjcationai,. The Educational meeting was held on Wednesday evening, May 21st, tlie President, Rev. C. Bryant, in the chair. Addresses were given by Kev. J. Calvert, Sheriff McMillan, and Rev. J. Turner. Collection §17.50. 3. Missionary. The Missionary Anniversary was lield on Thursday evening, May 22nd, the President in the chair. Addresses by Revs. J. A. Woods, A. E. Green and Wm. McKay, Esq. A number of Chinese converts with their mis- sionary, Chan Sing Kai, and their devoted teacher, Mrs. Monck, were jiresent, and sang several hymns in English and Chinese. Several testi- monies were given to the faithful work done in the Chinese Mission in Vancouver, as shown by Chinese converts living in various parts of British Columbia. Collection 818.75. 4. Reception of Candidates. The Reception Service took place on Friday evening, May 23rd, the President in the chair. Walter W. Baer, Matthew J. Stevens, and Itobert J. Irwin were introduced by the Secretary, and related their tliristian experience and call to the ministry. Their reception into full connexion was moved by Rev. T. W. Hall, seconded by Rev. T. CrosVjy, and carried by a standing vote. A collection of $29.20 was taken up for the Sustentation Fund. 5. Sunday Services. Dearly Belovkd, — The return of the season for assembling in Con- ference, calls us again to the pleasing duty of addressing tu you our Christian salutation, Cirace unto you and peace from God our Father and the Lord Jesus Christ. We are bound t, thank God always on your behalf, (or you with us " hath He quickened, who were dend in trespasses and sins ; and hath raised us up together, and made us »it together in heavenly places in Christ Jesus;" therefore "unto Him that hath loved us and washed us from our sins in His own blood, and Iwith made us kings and priests unto God, to Him be glory and dominion for ever and ever." We have now closed the third year of our existence as a Conference, the review of which affords most satisfactory evidence of the efficacy of our instrumentalities, and the sanction of our Divine Head. We have been called upon to witness and record glorious displays of divine power in connect ioi! with the preaching of the Word of Lif^, and in the admin istratior. of ih ' ordinances of God's house. To many has the former been " the power ci God unto salvation," while the latter has been the very gate of V..!ik «n to them. Wo "niinot, however, beloved brethren, conceal our anxiety, lest in the joy and exultation caused by this tide of prosperity, you should cease to watch and pray, and thus lose the advantages which the gracious visitation was designed to bestow. It is a recognized principle of the divine government, that where much is given much will be required; and while our Lord is not an austere Master, reaping where He did not sow, and taking up that which He did not lay down, yet will He exact the uttermost farthing when talents and privileges have been given. Joy is the fruit of the Spirit, and as such is much to be desired, but it is not the means of Christian faithfulness, nor the standard of Christian duty. No amount of religious excitement can enable its subject to dispense with the public ordinances of God's house, nor can the power of religion be main- tained in the soul if external causes abstract the mind from watching, prayer, and intercourse with God. Permit us, then, to remind you of the great value of our established means of grace. Their efficiency and appropriateness in meeting all the wants of the faithful Christian, and their peculiar adaptation to promote the work of God, and to build up the Church of God, purchased with His own blood, is not now the subject of speculation. Both logical and divine demonstration has been given to the truth that the origin of these means 1890] METHODIST CONFERENCE. 37 was higher than human. Endeavor to be present at all our prayer and class-meetings, and do not consider theiu by any means unimportant. Amid the cares and anxieties of your worldly duties, it is essential to your coMifort and progress to renew your strength by frequent social inter- course with your brethren, bringing forth out of the treasury of a rich experience things ^oth new and old, speaking to one another in psalms Aiul hymns and spiritual songs, singing and making melody in your hearts unto the Lord, giving thanks always for all things unto God the Father in the name of our Lord Jesus Christ, submitting yourselves to one ftnother in the fear of God. Too I .uch attention cannot, be given to the young people of our congre- gations. For them, and for those whom we may gather from abroad, are our Sabbath-schools maintained. In this department of Christian exertion there is scope for the highest talent, and the most mature spiritu&lity of mind. Let there be no lack of laborers. It is not unfitting for us, in view of the tendency of these times to scepticism and free thought, to urge you to hold fast the essential doctrines which were held by our fathers, and which honored so fully the atone- ment of Christ, the agency of the Lord the Spirit, and have made our ministry efficient to the conversion and sanctitication of sinful men. You will not fail to prize the spiritual standard of our theology, the doctrines and experiences which are essentially the glory of our Church. Let us never forget that religion is nothing else than the earnest life of Uod in the soul, the present witness, by th« Holy Spirit, of a full and free salvation through the blood of Christ. If this present life of God be lost — if the witness of full acceptance be lo.*t — wo have lost the peculiar feature of our profession, which distinguished our fathers and made them worthy to suffer shame for Christ's sake. If this life of God truly abide in us, it will appear in all fruits of holiness, in the conduct, in acts of pure and exalted morality, in kindness and a liberal philanthr phy, in self-denial of all reasonable and scriptural kinds, and in consistent obser- vance of all the ordinances of the Gospel and the duties of church mem- liership. We commend to the earnest consideration of all our beloved people tlie desirability of promoting, by every legitimate means, the cause of temperance. There is not, in our estimation, any vica more injurious to social happiness, or more widely interfering with the moral and religious interests of society, than that of intemperance. Our Founder, with that far-seeing sagacity for which he was so remarkable, and in the exercise of wLsdom from above, in framing regulations for the government of his societies, and in laying the foundations of the noble and epiiitual edifice which shall bear his name to the latest period of the world's history, and in which it is our high honor to minister, so established the principles of Methodism as that even the advancing enlightenment of public opinion, and the full and zealous advocacy of total abstinence by Christian philan- throphists of the present age, cannot bring to view the necessity of more stringent or direct disciplinary requirement than Mr. Wesley's own rule includes. We remind our membership that, aa membors of the Methodist Church, we are prohibited, not only from drunkenness and from buying and selling spirituous liquors, but also from drinking them, unless in cases of extreme necessity. Let it be a delightsome day, not a day for visiting or lounging, for idle or unprofit- able conversation; but a day for worship, for meditation and prayer, for earnest and devoted labor to secure the salvation of souls. With thankful feelings we inform you that three "brethren, who have honorably fulfilled their probationary course, have been received into full connexion with the Conference, and ordained to the work of the ministry, and that two young men have been received as candidates for this holy work, But we have to regret ihe emallness of the number, while pressing calls from various portions of our work reach us for additional ministerial help in places but partially supplied with divine ordinances. " Pray ye therefore the Lord of the harvest, that He will send forth laborers into His harvest." Finally, brethren, farewell. Be perfect, be of good comfort.
