Tlie President of the Soeiety shall be the Lord Bishop of Qaebee, or Bishop ftdministerinff the Diooese, and the Vice-Presidents shall oonaist of such Chairmen of the different District Assodations, hereinafter pre- ▼ided for, as are Members of the Corporation, and such other persons as shall be nominated at the general annual meeting of the Sooiety, from among the Members of the Corporation. The President shall have the custody of the Seal of the Boele^. ART. IL Or THa TUAWTBBB. The Treasurer shall receive all subscriptions, donations, rents, iuues and profits payable to the Society, for which purpose a paid collector or eoUectors may be employed. Such moneys shall be deposited in such Bank or Banks as shall be from ' time to time Indicated, or approved of by the Central Board. No money shall be pua bv the Treasurer without the authority of a resolution of the Central Boardf, certified by the Seeretarr, expressing the name of the person to whom, and the purpose for which the money Is to be paid. Tne Treasurer shall also have the custody of all deeds, bonds, seeuritiee, and other documents relating to the property of the Society, which after registration shall be deposited in one of the approved Banks, unless otherwise specially ordered by the Central Board, and shall sul>mit his acoonnts at ue stated periodical meetings of the Board. fc«v •I* ART. ARTICLE VL Or TBS CXNTSAL BOARV. There shall be a Central Board for the management of the general bns»- ness of the Snoiety, c(inst»ting of the President, the Vice Presidents, and ether Officers of tne Society, the Incumbent, and Church-Wardens of CTcry Church or Cha el of the United Church of England and Irelaitd witbiD the Diocese, being Members of the Corp<)ration, and of such others a* shall be chosen annually at the general meeting of the Society from among tiie Members of the Cor|)oratiou. The Board shall meet four times a year at Quebec on the Wetioesdaya nearest to the 1 6th of Majr, the 1 0th of July, the 10th of October, and on the Thursday next after the Annual Meeting. Special meetings may be called by the President, or in his absence fronk the Diocese, or in the event of a vacancy in the See, by two of the Vice- Preeidents, and four Members of the Board ; and not less than seven Members present at any meeting shall form » quorum. When a sufficient somber of Members to form a quorum shall not assemble on the regular day of meeting, the Members present shall have power to adjourn to another day, a^ so on totiet quotiet, until a quorum shall be found ; and business shall and may then be proceeded with. It is one of the rule* of the Central Board that no application for a grant of money shall b* entertained, unless sudi application shall have reached the hands of the Se- cretary a fortnight at least before the next ensuing meeting of the Board. The Central Board shall have authority to make sueh rules as may be necessary for the Government of its own affiiirs, provided that none of them be contrary to, or inconsistent with, the spirit of the Constitution or By-laws of the Society. The Central Board shall be held to be accountable to the Corporatl<»- and shall report to the annual meeting a general statement of its proceed • ines, and ox all moneys received and expended during the preceding year, submitting nt the same time a Hat of Officers for theyear then commenciug. The Central Board shall make no grant of money for the benefit of any Parish or Mission unless the subscriptions for the preceding year from such Parish or Misssion shall have reaehed the hands of the Trea- surer of the Society. No portion of the Society's funds shall be employed in augmenting the stipends of officiating clergymen, in supporting schools, or in erecting Churches or Parsonage Houses, wiUon the linuts of the City of Quebec. ;• -I * cr^ 9 • iii'^ ARTICLE Va Of Distkiot Associations. la connexion and correspondence with the Central Board, there shall be formed District Associations except in the City of Quebtc and the L'anlieues thereof, to be composed of tlie Clergy, and all other Members of the Society residsnt within the bounds of such Districts, a contriimtion of five shillings per annum constituting Membership of such District As* sociations. The District Associations, exdcpt as nereinbefore excepted, shall continue as heretofore settled by the Central Board of the Society before its incorporation until otherwise hereafter determined by the CentralBoard. The Senior Clergyman holding a Pastoral charge within such bounds, and being a Member of such Association, shall, ex-qffivio be Chairmaa thereof. They may have a Secretary and Treasurer, and shall meet at such places as they may themselves determine ; at one of which meetings the Officers shall be appointed, and a report of the proceedings of the year read. The District Associations shall have authority to make rules for the government of their own affiiirs, provided such rules be not contrary to, or inconsistent with, the Constitution or By-laws of the Society. They shall report annually to the Centril Board, at least one month befort; the annual general meeting of the Society and at such other times as the Se> cretary, on behalf of the Board, shall require, a statement of their pro- ceedings, and a detailed account of the moneys received and expended bj them during the year. One-half of all the moneys paid into the hands of the Treasurers of the District Associations, respectively, and not specially appropriated hj the contributors, as provided for by Article Y. sball be transmitted to the Treasurer of the Society, to be at the disposal of the Central BoarJ, and the remaining; half of all such collections shall, when required, be expend* ed within the Parish or District in which they have been made, for such objects only as are specified in the Constitution of this Society. All moneys, remaining unappropriated at the general annual meeting of the District Ass(iciatit>n, shall be forthwith transmitted to the Treasurer of the Society, be to at the disposal of the Central Board. ARTICLE VIIL Of SuB-CoMMrrrEEs of '^hi Sociitt. For the more effectually carrying out the designs of this Society, the Clergyman and Churchwardens in every Parish and Missionary Station and the Minister and Wardens of every Chapelry within the Diocese, shall be a Sub-Committee of the Society in correspondence with the District Association within whose bounds such Parish or Missionary Sta- tion is situated, or in Quebec with the Central Board, through the Secre- tary of the Society. This C tmmittee shall meet as often, and at such periods, as they' themselves shall decide to be most convenient, inviting the co-operation of all the Parishioners in their deliberations and designs. They shall collect subscriptions and donations from the Members of the Church in such manner as they shall deem most effective, and endeavour, by evet-y means in their power, to augment the resources of the Society All moneys raised by such Sub-Committees shall be remitted to th<) Trea- surer of the District Association, or to the Treasurer of the Society, where such moneys shall have been raised within tlie City and Banlieuee of Quebee. 10 ARTICLE IZ. Of Sbbmons. Any Parish, Station or Ohapelry in which such sermons shall not have beea preached, shall not be oonsidered entitled to any grant or benefit from the Society until a •ermon shall have been so preached. ARTICLE X Or THE Lat Comuitteb or tbx Sooiitt. A Lay Committee, consisting of not less than thirteen members, shall be ( hcsen at the first meeting of the Central Board after the annual meet- ing of the Society, from among the members of the Corporation. Three members shall rorm a quorum, and they shall have power to fill up any vacancy or yacancies which may arise within their own body, and shall be eovemed by Uie constitution, rules and regulations adopted and in force before the incorporation of the Society, until the same shall be altered by the Committee, or by the Society at the general meeting. The proceedings of the Lay Committee shall be subject to the sanction of the Bishop of the Diocese. The Clerical and other members of the Central Board may attend at any of the general meetings of the Commit- tee and may propose and discuss matters therein, but shall have no vote. The committee shall report their proceedings to the Central Board at their stated meetings. The objects of this Committee shall be : Firtt. — ^The placing the Clergymen, now resident, and doing duty in the Province, upon a just footing as regards the sufficiency and permanency of their incomes. Secondly. — The providing for the permanent and adequate support of an increased number of clergymen, to that, with the least possible delay, the members of the Church, in ever^ portion of the Diocese, may kaye the means of access to a Church within a practicable distance. Thirdly. — ^The building, in every place where it may be required, a church of stone or brick, upon a well considered plan as to dimensions, external form, and internal arrangement, keeping in view the probability af its requiring enlargement. Fourthly. — The building, in a good situation, convenient to the Church, a comfortable Parsonage of brick or stone, the plan of which should be carefully considered, with reference to size and internal arrangement, and should admit of additions being made, with the sanction of the Bishop. Fifthly. — ^The insuring such Churches or Parsonages against losses by fire. Sixthly. — ^The procuring an adequate and permanent support for all the institutions, authorities and functionaries, suitable and appertaining to the establishment of the Church of England in this Diocese, Seventhly. — The investing all life subscriptions, unless so far as the ap- plication of these may be otherwise limited by the Contributors, in a per- manent and accumulating fund, of which the interest only shall be ap- plied to the general purposes of the Society. Every effort which is made for the propagation of the Gospel by in- dividual members of the Church, by associations connected with her, or by the Church herself, should be undertaken in the spirit of Faith and Hope and Prayer, for in so doing only are we authorized to expect from above the grace of Perseverance which is promised to faithful obedience, and that blessing which shall render our laoonrs instrumental in the salva- tion of immortal souls, to the glory of our blessed Redeemer. Holding this iruth in remembrance, the Central Board of the Church Society would commence in tendering this its Twelfth Report by faith- fully offering humble and hearty thanks to Almighty God for the measure of success which has hitherto been vouchsafed to the exertions of the Society, and by humbly praying to the " Father of lights from whom Cometh every good and p>M-fect gift," that He may continue to pour down upon us the dew of His blessing, that we may plense him both in will and deed, and he enabled, by en arging the borders and strengthening the stakes of the Church for which his Beloved Son died, to promote the knowledge and practice of religion and virtue. The period for which your Board has this day to render an account, being a broken one, renders it impossible to compare its receipts with those detailed in former reports, which have hitherto embraced a whole year, but they can very confideutly affirm that there is no danger of any diminution of its annual income, and that the increasing interest taken in the objects fur which the Society was organized and recent events in the Diocese connected with the government and discipline of the Church, cause them to bless God and take courage for the future, for in propoi tion as men learn to appreciate their privileges as Churchmen so will they realize their responsibilities as Christians, and remember the duty incumbent upon them, of providing, as far as lies within their power for the temporal wants of " Christ's Church militant here upon earth." The Society meets this day at an unacostomed season of the year, but we have not been called together unadvisedly or suddenly. The late zeal- ous and efficient Treasurer of the Society — than whom, no man had ite in- terests more at heart-finding that difficulties were daily arising and inaccu- racies constantly occurring in keeping the accounts, in consequence of some of the Members of the Corporation having been in the habit of paying their subscriptions in the mouth of July, and some in the month of Jan- uary, gave nolice at the gene-al meeting held on the 12th day of Januaiy, 1853 — the proceedings of which were published in the Ecclesiastical Gaz- ette — that he would move at the next General Meeting " that from ind after next July the Anuual General Mf-eting of the Society shall take place in January — that Articles 7 and 9 of the By-Laws be altered to that effect, and that for the future the financial year of the Society be from the Itt of January to the SUtof December." u la pursuance of thii notice Mr. Symes proposed his resolution at tha Ckneral Meeting in July last, whiah was seconded by H. S. Scott, Esq., and adopted without a dissentient voice having been raised against it, and in eonsequence notices were printed on the covers of the Annual Report that the meeting would be held this day, coupled with a request that tb« Reports of District Associations, the Accounts of District Ireasurers, and Lists of the Subcribers in the several Missions for the half year preceding this meeting should be transmitted to the Secret iry on or before the 10th day of December last. Subsequently a circular to the same effect was ad- dressed to each Clergyman in the Diocese by the Seeretarv, and the Lord Bishop who was in England upon business connected with the welfare of the Guurch during the time that these changes were proposed, has since, ■■ President of the Society, given his formal sanction to them. Slight inconveniences, as were to be expected, have accurred in some of the Districts in consequence of these alterations, and prevented the subscriptions for the last six months from being coUecteu. In others and especially in the city and neighbourhood of Quebec, and at Point Levi, little or nodifficultjr has been experienced.the subscribers having cheerfully paid in their contributions with the. view of relieving the Society from an irregular and complicated system of accounts. It is not anticipated that there will eventually be any pecuniary loss to the Society by tnese alter* ations, for even in the Districts where the difficulties in collecting the last half year's subscriptions have been greatest, very confident hopes hav* been expressed that the arrears will be easily obtained, together with the •ubsoriptioDS for the year upon which we have just been privileged to enter, but even should some small deficiency accrue in any District, it will b« amply compensated for by the more regular income, and a more simplo mode of keeping the accounts of the parent Society. Advantages, on the other hand, it is hoped will result to the Society from the alteration of the time for holding the annual meeting from summer, when the mercantile and agricultural portions of our population are so fully occupied, to winter, when they have more leisure from worldly con- cerns, and may be reasonably expected to give more attention to its meet- ings and its operations. without dwelling upon the near approach to completion of the Richmond Railroad, the winter snow track being in general more easily travelled over than the rough and broken roads of summer, will enable the clergy and laity in the rural Districts more conveniently to attend, and to take part in the consulations and discussions of the Society. In reviewing the operations of the Central Board during the laht six months, it will be found that though no new object has been developed, and though it has been found impossible to carry out as fully as could be wished, important measures in which the clergy and laity feel a deep and mutual interest, yet tL* Society is in a healthy and satisfactory state, proceeding gradually and tranquiUy, but it is believed, steadily and securely in publio favor, and in its le^timate course of usefulness. The Reverend Gilbert Percy, A. B., having suffered severely from his onerous duties in St. Boch's in this city, and having been advised by his medical attendant to seek for renovation in change of air and scene, left Quebec on the 29th July, for Riviere du Loup, and finding his health sufficiently restored to nndertake some Missionary duty proceeded by direction of the Bishop and under the aua^ pices of this Society, to visit the destitute settlements on the banks of the Saguenay, where he arrived on the Snd of August, and was kindly and hospitably received by Mr. Radford, Mr. David Price, and others. He occupied him- self in visiting the different settlements and families in that neighbourhood, in public worship, in preaching and adminis- tering the sacraments, until the 20th of the same month, when he proceeded to Murray Bay, and visited the Pro- testant families resident there. Mr. Percy thus concludes his Journal of this very in- teresting Missionary visit. " I shall long retain a pleasing recollection of my visit to the several stations on the Saguenay. Every where I was received by the Protestant inhabitants of every class with expressions of extreme kindness and goodwill, expres- sions certainly not called forth by any feelings personal towards myself, a stranger altogether unknown, but by the character under which I appeared amongst them, that of a Clergyman and Minister of our holy religion." ** Protestants of various denominations all eagerly attend- ed my ministrations — and from the great majority I heard but one wish : that they might have a clergyman resident among them. — They professed themselves ready to do their utmost towards the maintenance of a Minister — and I doubt not that these professions were made in full sincerity and truth. — If a clergyman was stationed either at Ghicoutimi or Grande Baie, he might hare Sunday Services alternately at those places, and in the Summer season would be able also to visit occasionally the other stations on the Saguenay." Widows and Orphans Fund. With regard to this branch of the trust confided to your Board, they have abundant caase to bless : nd praise the mercy of the Most High, that while the Dioct se has been severely visited by fearful sickness and death. His ministering Servants have been preserved amidst their labors, so that no new claim has been made upon the fund set aside for the widows and orphans of the clergy, while the contributions gathered for the purpose, together with the balance in hand from last year's ac- counts, have enabled your Treasurer to invest the addi- tional sum of jC250, retaining in his hands £193 2s. 5d. for future investment. Depository. The sales during the last twelve months have amount- ed to £38 15s. 3d. Through the medium of the Depo- sitory not only many copies of the Holy Bible, and the Book of Common Prayer have been distributed through- out the Diocese, but also many publications of a devo- tional and instructive nature, the use and study of which are calculated, under the divine blessing, to increase the knowledge of " the Faith once delivered to the Saints." Education. Whenever applications for aid towards promoting edu. catioi have heen received, your Board has deemed it a duty to answer them by grants, as liberal as the funds of th«? Jones, Gaspie ... 12 10 Owing to the illness of the Secretary ol the Society, it has been found impossible to prepare in time for this meeting, a detailed statement of the amounts raised in the several Districts and Blissions, but this will appear with the Report when published, so far as the necessary materials have been received. It is matter of much thankfulness that the state- ments of the amounts contributed in the Diocese prove incontestibly the increasing confidence reposed in your Society by the members of the Church, and your Board indulge the hope that the great objects of the Church Society will commend themselves more and more to the * minds of Churchmea and incline thern to take an active personal interest in the diffusion of *< pure and undefiled religion" through every settlement and town- ship in the Province. Though much, very much remains to be done, yet something has been effected by your Society. The field is a wide one, the harvest is abundant, the laborers alone are wanting, and the curest, and indeed it would seem the only way in which the present Missionaries can be maintained or additional Clergymen supported is by the establishment of District and Parochial Associations, which, it must be confessed, have not increased in num* ber or in activity in proportion to the expectations origi- nally entertained. Fears, it is known have been raised that if such Associations were formed they might serious- ly interfere with local engagements, but such has not bean found to be the case. On the contraiy it has been generally ascertained that where associations have been formed, and exertions made for Diocesan purposes these so far from impeding the accomplishment of objects strictly local, have excited an increased readiness on the part of the people to assist in Parochial matters. Let us then put our hands to the work in faith and in hope. The Canadian Branch of our Church must now look wholly to the free-will offerings of her children for support. Let us " Remember the words of the Lord Jesus, how He said, it is more blessed to give than to re- ceive.** Let there be fostered among us the quickening spirit of charity, and we shall be induced to labor year after year with increased earnestness for the dissemina- tion of pure and undefiled religion, being well assured that by clinging to the faith of the Apostles, Martyrs and Confessors as declared in God's Holy Word, and witnessed to by His Holy Church, we shall preserve our souls in peace, and through the merits of our divine Saviour enter into our rest ** and stand in our lot at the end of the days." aae^^^'^mKmt^: - ' 28 QUEBEC. The Annual Report of this Association, presented at a meeting held at Sherbrooke on the 18th October last, after Divine Services in the Church, exhibits a steadily growing interest in the operations of the Society, and an increas- ing appreciation of its usefulness. Some diminution may consequently be not un- reasonably expected iu the amount contributed directly to the Church Society ,as these payments are not made through it ; but the whole amount raised for Church purposes is found to be every year increasing, as will appear by the particulars given in the tabular statement. The aggregate sum thus reported for Sherbrooke, Water- villc, Hatley, Compton and Coaticook, (the reports from the other Missionaries mentioning only what has been done for the Society,) is £454 5s. 6d. The Missionary at Sherbrooke reports that *^ the cause of the Society seems to be prospering, which is evinced not only by the readiness of the people to respond to its calls, but also in the disposition manifested to do more for local Church purposes. In several instances the sub- subscribers have intimated their intention of increasing their subscriptions to the Society." Of the local contributions at Hatley that of £35 tow- ards an endowment fund seems to deserve special notice, the object being identical with those which come more directly within the sphere of the Society's operations. No contribution, however, has been made within this mission to the funds of the Society. The Missionary at Bury acknowledges with much thankfulness the amount of good which he has been enabled to effect by means of the small grant of £12 10s made by the Central Board for educational purposes. The Board, as has already been mentioned, have voted the sum of £75 towards the establishment of a new mission at Stanstead in this District, but the arrange- ment has not yet gone into effect, the necessary amount to make up a salary for the Missionary not having been; yet raised by the people upon the spot. There are, how- b2 80 ever, reasonable grounds for the expectation that it will not be long delayed. THREE RIVERS DISTRICT ASSOCIATION. No report has been received from this Association,* bnt the Amounts collected after Sermons for ge- neral purposes have been £6 9 8 Widows and Orphans' Fund 9 4 4 The Rector of Drummondville writes to the Secretary of the Society that beyond the amount of collections after Sermons his parish is unable at present to contri- bute anything to the Funds of the Society, " as every means of local assistance is pressed into use for carrying on the work of the new stone church which is now fairly started ; and the short crops and scarcity of money have ■ had the effect of throwing into arrear some even of the contributions for local objects.'' One annual subscription of twenty-five shillings has notwithstanding been receiv- ed from this parish. The Nicolet Endowment Fund has received an increase this year of j£40 6s 9d^ of which £3 158 are annual subscriptions. MEGANTIC DISTRICT ASSOCIATION. Four Clergymen in this District have sent in returns directed to the Secretary of the Society. Ross reports donations for local purposes at Riviere du Loup en bas, from friends in dif- ferent quarters, to the amount of £10 16s. lOd ,.and gratefully acknowledges the kind assistance received in this way. The Revd. H. Roe writes that at the vestry meetings held at the three Churches in his mission at Easter last, it was unanimously resolved, in every instance, to appro- priate the oflfertory collections upon occasion of the ad- ministration of the Lord's Supper, "towards the fund for the support of Travelling Missionaries in the back and destitute parts of this country." The sum of £2. 17s. 6d. has been raised in this way, (which is not included in the amount given above.) The amount of annual sub- scriptions sent in by Mr. Roe is smaller than that of last year, which is accounted for by the recent division of his extensive mission, and the consequent increase in the amounts contributed upon the spot towards the support of the Missionaries. For this and other local objects £75 have been raised in Ireland, and that portion of Inverness, which remains within the mission of Mr. Roe, besides a " considerable sum," (of which the amount is not given) subscribed towards the purchase of a bell for the Church at the former place, independently of the amount raised in the new mission of Lower Inverness and Nelson. It is worthy of mantion that the people of Ireland and upper Inverness have exceeded by more than £15, the stipulat- ed sum of £25 which they arc held bound to contribute towards the Clergyman's salary. I give and bequeath to the " Church Societr of the Diocese of Quebec," incorporated b^ a Statute of the Province of Canada, paased in the seventh year of the Reign of Her Majesty Queen Viotobia, the sum of pounds, Currency, (or Shares of Stock in the Bank of standing in my name in the Books of the said Bank,) or, (if Debentures, de scribe them briefly,) upon trust, to be by the said Church Society applied to and for the utea anapurpoiee of the eaia Society, as specified in the said Act of Incorporation, and none other. IL A Bequett of a turn of Money, or of Shares of Stock or Debentures for one or more of the specific purposes of the Society.
