Within the last few years, a godly spirit of unity has sprung up in that " pure and reformed part of Christ's Holy Catholic Church," to which we, hy God's Provi- dence, helong. Ere then, however, the vast importaxtce of union hegan to be appreciated ; nor can it be doubted, that the agitated state of the moral and sociel world for some time past, together with daring attempts to exclude sound religion from national systems of education, spoke silently, though strongly, to thoughtful Churchmen, of national pride, and national ruin ; and thus, through fear of the coming tempest, men began to draw near to one another, and to be of one mind and of one heart in their Father's house. But amid all these passing events, the Christian can look further, and read with the eye of faith, how this pure and reformed Church seems destined, in the counsels of the Most High, to plant the standard of the Cross, and preach the pure and simple truth of the Gospel throughout the earth. Purified and made meet in the hands of the Lord for so mighty a task, she is daily developing her strength and holiness, and plainly point- ing out the divine nature of her constitution. In truth, a living principle of Christian fellowship has manifested itself. A kindly spirit, which points to primi- tive times, has gone abroad, and pervaded all classes. — High and low, rich and poor, begin to feel their equal privileges: while the Church herself, unshaken by the attacks of secret infidelity, uninjured by the human sub- tiltids of Romish superstition, or the cold and selfish in- dividualism of Dissent, rallies her children around her, and bids them be of good cheer in their Great Head, and feel that they are membefs one of another. ^ ■I 11 il !ll I ii 12 Nor was it possible, that so holy a flame should light op the Mother Church, and that the children whom, under God, she hath sent forth to distant lands and fostered with parental care, should long r(>main uninfluenced by the same feelings of sacred love. Witness the flourishing condition of our sister branch in the United States, whose present prosperity affords ample matter for humble satisfaction ; while the happy progress of Church principles in British America, clearly shows that the Lord of the harvest is indeed vouchsafing us also a rapid increase through the labours of His duly commissioned servants. Much in- deed, has been done: an earnest desire to promote "godly union and concord" is gradually gaining ground, and penetrating to the remotest missions of this extensive Diocese; whilst various other steps have been, and still are being taken for the advancement of true religion, — but it is in this Society, the annual report of whose pro- ceedings is now presented for the second time, that we are especially called upon to rejoice, and hail it as the first fruits of Christian Unity, — as having called into ac- tion those feelings of mutual brotherhood, which long lay dormant in the breasts of so many, and of having afforded a legitimate channel for the exercise of that charity which never faileth. The following is a brief statement* of the Society's In- j. , come and Expenditure for the past year, — n I aw which, it should be remembered, does not xpen I are. jjjgjmj^ ^^ income of the several District Branches. .. Balance from last year's account £ 279 4 11 Receipts of General Society for 1843-4 1796 16 7 Total £2079 1 6 Expenditure ^£1062 8 7^ Investment 937 10 Funds in hand 76 2 10^ £2076 1 6 It will be observed that there has been some falling off „ ^ in the income derived from subscriptions and evenne. (jgn^tions during the past year. This was in part to be expected ; amongst other causes it may be at- tributed to the late agricultural and commercial depres- sion, from which so young a country as this is can but slowly and gradually emerge. Yet it is sincerely to be * A detailed account will be found In the Appendix. m « J» hoped, that in a short time the resources of the Society will reach the utmost amount anticipated at the formation of the Institution, and continue to steadily increase. It must be remembered, too, that the actual income of this Society gives but a faint idea of the amount of money contributed, and of the voluntary exertions of Churchmen for the purpose of promoting Christian knowledge, and propagating the Gospel throughout the Province. In every part of the Diocese, active and self denying exer- tions are being made to procure enlarged Church accom- modation, and to provide for the increased comfort and usefulness of the ministers of the Gospel. As during the first, so during the past year, much good J. . , has been effected by the Parent Society through epost iy. jj^g medium of its Depository, — the sales at which are gradually but steadily increasing : in fact, their amount has been nearly doubled, since the first year; and we cannot doubt but that, as the na'ure of the publications circulated by the Society shall become better known throughout the Diocese, they will be more generally ap- preciated, and more earnestly sought for. These publi- cations are principally of such a character as will be found peculiarly suitable for training up the members of Christ's flock from their baptism to their death, in the constant fear and love of Cjd, by setting foriu their Christian privileges, providing wholesome food and Godly counsel in every circumstance of life, and thus instructiug the pilgrim how to keep his feet, while called to serve in the Church militant. Others there ai'e, containing anxious and earnest ap- peals to all who, through ignorance or self-sufficiency, have been led astray by any of the various forms of false doctrine, heresy and schism, now unhappily so prevalent amongst us. Nor are there wanting solemn addresses for the use of those who, while their lot has been cast in a Christian land, are yet regardless of every religious duty, and live in all appearance, without God in the world. Books and The Sales in the Depository amount to Traeta issued. £960 for the past year: There have been sold 703 Bibles, . 720 Testaments, 1641 Prayer Books, Publications of this Society, — Bound, 138 Tracts, 3508 ' * CarrU forward' 6710 Hi I lis ■*■■'■' '■ Bro't. forward,... 671(7 Society for Promoting Christian Knowledge, Bound books, 1257 ' - Tracts 14,074 ' ' Bristol Tracts 1473 Miscellaneous, — bound, ... 1308 Tracts, ... 2597 Total, 27,419 A' P ir f "^^^ Society has issued but two publica- ew « ica ions, ^j^^^^ ^^.j^^ ^^^ during the past year: — 1. The Roman Catholic Church not the Mother Church of England. 2. Letter to a Methodist, by a presbyter of Maryland, in three Tracts. Since tlie formation of the Society, the Central Board p, has steadily kept in view the important object • '^^Vd ®^ increasing the number of Missionaries in the ^•^^%t * k -^^'^cese. To forward so laudable a purpose, and t» ^ oc . ppQyjjj^j j^ fund, which shall be the means of se- curing the stability of their Missionary operations, the proceeds of the last annual collection, amounting to £435 10s., have been invested in the British North American Fire and Life Assurance Company — the proceeds of which, together with the interest derived from £500 temporarily- loaned to the Diocesan Press, form the nucleus of a fund which will enable the Society for the future to enter into arrangements with their Missionaries, without the fear of that serious embarrassment, which would otherwise attend any falling off in the ordinary income of the Society. By a resolution of the first year, a permanent annual . , „ sum of £100 was placed at the disposal of £\Q0 rV ^^® Bishop, to be appropriated in such a .H. ^ ^^j f manner as to his Lordship might seem ju- at rf's/'of"' "/ dicious. His Lordship determined to use Lord nistiop. j^ f^^. ^jjg purpose of aiding the Branch As- sociations in providing Travelling Missionaries for their respective districts, offering assistance to the amount of one-fourth of the annual salary of the Missionary, on the Branch Association becoming responsible for the remain- der. The Gore and Wellington Districts Branch have com- plied with this stipulation of the Lord Bishop, viz. of fur- nishing three-fourths of the income of the Missionary, in consequence of which the Rev. J. Mockridge has been k 4 % 15 a employed to labour in the unsupplied parts of that exten- sive tract of country. . :- The remainder of the sum thus appropriated remains in the Treasurer's hands to the Society's account. In connexion with these operations of the Society it should he mentioned, that Mr. Francis Wilson has been engaged for about two years, as Catechist and Interpreter, among the Sabel Indians in the Western District; in the exercise of which useful and important office, the Society has been assured of his faithfulness and diligence. Mr. Wilson had formerly been employed at Manitoulin, by the Society for the converting and civilizing the Indians, which has now merged into this Institution ; but as the Rev. F. A. O'Meara, the Missionary of that place, had acquired a sufficient knowledge of the Indian language to enable him to dispense with an Interpreter, his services were transferred to his present sphere of duty. Nor has the anxiety thus evinced to increase the num- ber of Missionaries, prevented the Central Board from .exercising a watchful care over other matters connected with, and conducive to, the well-being of the Society. A special general meeting was held at the Society's p J J. House on 21st September, for the purpose J' o •. . ._ of taking into consideration the state of the oj ocie y U' ygsgj.Yg(j lands, which have been set apait ring pas year. ^^ Upper Canada for the support of reli- gion, and the necessity of making an immediate applica- tion to the Government in respect to that portion of the said property, which is assigned by law for the support of the United Church of England and Ireland. At this inee, ting it was resolved, — That, in the opinion of this Society, the best means of „ , . making the endowment productive, will be . . ^. to transfer the reserved lands themselves c ung e gy ^^ ^^ several religious communities, who esc; I'es. ^^^ ^.^ ^^ assisted in the support of their ministers, making such provisions, in any Legislative act for that purpose, as shall upon consideration, seem neces- sary for the convenient management of the lands, and for the protection of the public interests. A Petition to Her Majesty, the Imperial Parliament, and the Legislature of this Province, was adopted, intreating them to concur in whatever measures may be necessary for preserving, as a permanent endowment for the Church, such portions of the Clergy Reserves now remaining, as may correspond wUh the proportion of the proceeds of the said Reserves, %:\ if ** !! 16 # which have been assigned to the Church by the Imperial Statute 3 & 4 Vic. cap. 78, which Petition has been very generally signed, and remains with the Central Board to be used in whatever way shall be deemed most expedient. During the last Session, the Legislature granted an act A * f T o^ Incorporation to the Church Societies of toraV ^^^ Dioceses of Quebec and Toronto, which '^ ""** act has been reserved for Her Majesty's as- sent. Neither must it be omitted to be mentioned that, P . . „ owing to the indefatigable exertions of the Ae «**"*" Chairman of the Lay Committee, the Hon. ^^' the Chief Justice, a special and important object of the Lay Committee has been kept in view, viz., the " procuring an adequate and permanent provision for the support of the Episcopate in this Diocese." A Peti- tion has, in consequence, been forwarded to the Queen from the Central Board, in conjunction with the Lay Committee, praying Her Majesty, that suitable provision might be made for the Bishoprick, and urging the strong claims which this Diocese possesses, arising from its great geographical extent, the number of its Clergy, and of congregations in communion with the (/hurch, — and more than all, from its being the principal resort of emigrants from the mother country. There are in connexion with the Parent Society tbe following Branches : 1. Newcastle and Colborne. 4. Eastern. 2. Midland. 5. Niagara. 3. Prince Edward. 6. Gore and Wellington. 7. London, Brock, Talbot, and Huron. NEWCASTLE AND COLBORNE. '-^ The annual meeting of this Branch was held at Cobourg „ , on the 30th January. In the report made at J. that meeting, the Committee say that "consider- epor 8. jjjg ^^ great destitution of the means of grace, as ministered by duly authorized hands, they felt it to be a paramount duty to secure as early as possible the ser- vices of a Travelling Missionary, for the supply of the remote and destitute Townships within the sphere of the Association." The Rev. John Wilson was, in July last,, appointed Travelling Missionary in this District, in addi- tion to his duties as Assistant Minister at Cobourg. The Committee have established a central Depository, on a small scale, at Cobourg, which, however, they hope soon 17 to augment, and are anxious to render as effective as pos- sible. EASTERN DISTRICT. The annual xtieeting of this Branch was held at Corn- wall on the 7th March. The Committee report, that the sum of £50 10s. has been paid into the hands of the Dis- trict Treasurer towards the support of a Travelling Mis- sionary for the Johnstown and Eastern Districts, and that one Mission has pledged itself to contribute £15 annually for three years, for the same purpose. The Committee is very sanguine in the hope that, at the next general meeting, it will be able to announce the cheering fact that a Travelling Missionary has been labouring in the Johns- town and Eastern Districts, supported wholly by the funds of the Church Society. I'here are seven Parochial Associations in connexion with this Branch. The total income from the commence- ment, including the years 1842-3, has been £347 Ts. Od., of which sum £78 2s. 8d. has been remitted to the Parent Society. The second annual meeting of this Branch was held at Hamilton on the 3rd January, 1844. Its Report abounds with indications of the rapid and almost unprecedented growth of Church principles in the District. Since the last annual meeting. Parochial Associations have been formed in Brantford, Oakville, and Wellington Square. The total number of members of this Branch is 1234. The Committee announced, with feelings of peculiar sat- isfaction, the appointment of a Travelling Missionary for the united Districts of Gore and Wellington. The gen- tleman selected for this appointment, the Rev. J. Mock- ridge, has been able to furnish the Committee with intel- ligence of a varied, although, upon the whole, of a cheer- ing nature. Another subject of congratulation to the Committee, was the successful operation of the Deposi- tories, which had been established in the various parishes and missions throughout the united Districts. There are nine Parochial Associations in connexion with this Branch. The total income has been £199 15s. l^d., of which sum £49 5s. 7d. has been remitted to the Parent Society. B* I i 18 # &\ ^^H m LONDON, BROCK, TALBOT, AND HURON BRANCH. Several of the Parochial Associations in connexion with this Branch have reported their proceedings to the Mana- ging Committee, and in every case a feeling is expressed favourable to the objects of the Society; and although, from the poverty of the members of the Church in some missions, little could be expected, yet all have done some- thing. Many of these Associations have contributed very libe- rally for local purposes, but in consequence of there being no quorum at the last Quarterly Meeting of the Commit- tee, no remittance has been made to the Parent Society. There are nine Parochial Associations in connexion with this Branch. MIDLAND. The second annual meeting of this Branch was held at Kingston, on Wednesday May 8th last. The Committee report that in the Township of Pittsburg two new churches have been built, and that the Kingston Parochial Branch is in a position to secure £75 per annum towards the maintenance of a Missionary Clergyman for this Town- ship. A Depository has been established in Kingston, in connexion with this Branch, the demand upon which for Bibles, Prayer books, and various religious works, has been considerable, and is steadily maintained. There are Parochial Associations in connexion with this Branch. The total receipts have been £217 lis., the expenditure £121. PRINCE EDWARD, Is the smallest Branch Society in the Diocese, the an- nual meeting of which was held on January 7th. The Committee have, however, guaranteed to the Bishop the payment of £75 per annum towards the support of a Tra- velling Missionary, and they have good reason to hope that one will be sent them in the autumn. They have also established a Depository in Picton, and have contri- buted towards the maintenance of a Parochial School in the third ward of the same town, and have the intention of establishing a school in each of the other wards as soon as the funds will permit. No Reports have yet been received from the following Missions, viz., — Etobicoke, Toronto Township, Markham and Vaughan, Brock, Whitby, Orillia, Penetanguishine. A general review of the labours of the Society, during the past year, affords undoubtedly, much matter for seri- ous congratulation. An active spirit of union and con- centration has sprung up amongst us, and given birth to a variety of exertions in behalf of true religion. During the past year it has particularly manifested itself among the Branch Associations, whose operations deserve the most unqualified praise ; and from such a feeling as this too much cannot be expected. United in one holy cause, the members of the Church feel more strongly than ever, the moral and religious ne- cessity of providing according to their respective ability, for the future well being of God's visible kingdom, — of in- creasing the number of their spiritual pastors, and of pro- curing suitable residences for those who have been duly called to feed the flock of Christ. Through this Society, Churchmen have been taught to appreciate their peculiar advantages, to realize the necessity and value of those Sacraments which Christ hath instituted in His Church, and to understand more fully than heretofore, how truly "a all thinffs are done unto edification in that '* Body Cor- porati', wherein God's Providence hath placed them.— As might be expected, this knowledge has begotten ex- ertion ; and thus a sense of their own high privileges has produced a corresponding endeavour to become, under Divine grace, the happy instruments of extending this saving knowledge to nil around them. Neither has this Sdciety forgotten the generous libe- rality of the two Venerable Societies at home, who have so long and so faithfully fostered the Colonial Church. The zealous exertions which are being made upon the spot to increase the number of Missionaries throughout the Diocese, prove that the Society has laboured to come to the assistance of those venerable Institutions, which for so long a time have singly borne the labour and heat of the day. During the past year, His Excellency Sir C. Metcalfe has graciously consented to become a patron of this Society, and as an evidence of his anxiety for the diffusion of religion, he has, since his arrival in the Pro- vince, contributed most liberally to the building and en- largement of churches, throughout this Diocese. Nor, whilst briefly glancing at the occurrences of the past year, must it be forgotten, that, considering the nature of the reports which have reached the Society, it is most grati- fying to learn, that the sister Societies of Nova Scotia, New Brunswick, and Quebec, are in a prosperous state, and are diligently increasing the number of their Mis- sionaries. The Society has to deplore the loss of the valuable services of Jolin Kent Esquire, their late Secre- tary, who in consequence of his return to England, has been compelled to resign his situation. His useful and unceasing exertions in behalf of the Church, will not soon escape the memory of those among whom for some years he so zealously laboured. Much, indeed, has been done for the good cause ; the Society has great reason to be thankful, and it gladly looks upon past success as an earnest of better things to come. Not only in the country but in the towns also, great and praiseworthy endeavours have been made, du- ring the present year, to procure increased accommoda- tion for public worship; in many parts churches have been enlarged and some embellished, whilst in others new ones have been erected, and thus each year, some new village spires gladden alike the heart of the old settler and the newly arrived immigrant. Meanwhile Church principles are steadily developing 21 themselveSf and are silently but firmly taking root among the rapidly increasing population of Western Canada. Many who had wandered from the fold, thinking to find richer pasture elsewhere, have returned home hungry and thirsty, their souls faint within them, and worn out by excitement, and many still continue to follow their good example, and come in. And surely, when this Society reflects from what an humble origin sprang up those venerable Societies in the Mother Country, to whom Canada owes so much, whose exemplary exertions are among the greatest blessings, next to the Reformation, which Almighty God hath vouchsafed to His Church, — it cannot but believe that this Society likewise, if it ever bear in mind, Who alone it is that giveth the increase, — if constant prayer be made in all tlie Churches for so holy a purpose,— if, as it hath commenced, it continue to strugi^lc through V'very trial, and to live by ** faith alone'' on Uim, who hath endured so much for beings who deserved so little at His gracious hands, — if it cleave to this true principle, it cannot doubt but that it may surely press forward on its career of Christian usefulness, and humbly hope that in God's own good time it shall be used as the means of distributing the Bible, the very bread of life, the Prayer Book, and every kindred publication, to all around, and by the labours of the living Missionary, of propagating Evangelical Truth and Apostolic Order through every Township of this wide and fertile country. f '; # M I *,: SECOND ANNUAL REPORT or ^*THE LAY COMMITTEE or Sr;)e €I)uvc1) 3oc(et2>. The Lay Committee of the Church Society since ma- king their last report have endeavoured to advance the ohjects of the Society by promoting applications on the subject of the disposition and management of the Clergy Reserves, and also respecting the en4owtacnt of the See, and the incorporation of the Society by an act of the Provincial Legislature. The Society is so fully aware of the nature and impor- tance of those applicati'v.iS that it is unnecessary to enlarge upon them. We shall nevertheless observe, with respect to the first of them that so far as we can learn, the decision of Her Majesty's Government has not been expressed upon it, aud the subject is yet undev consideration.. As no objection has been urged from any quarter, and as it is difficult to conceive upon what ground any opposition could be made to it, we trust there is little reason to doubt that the prayer^ of the Society will be acceded to. Indeed, if it is expected and desired that the reserved lands which are still unsold shall afford any considerable aid to the several religious denominations who are to share in their proceeds, it is quite clear, in our opinion that the only method of accomplishing that end will be by placing the lands themselves under the superintend- ence of the respective communities. The sacrifice of inestimable public interests which must have attended the sale of the reserves under the regulations promulgated would be so calamitous that the friends of religion cannot be sufliciently thankful that for some reason of which we are not distinctly informed the sales have for ff, long time past been suspended ; but it is much to be lamented that during this suspension irery large disbursements are still incurred for services vbich can tend little, if at all, to the advantage of tbo t t2d ' t ■; F- fnnd,— more especially the charge for r«>inunerating d multitude of Inspectors appointed to examine and value the Ueserves. In those townships which are well settled the Talac of the few Reserves which may remain unsold could, wc have no doubt, be easily ascertained without the heavy charge attending the services of these numerous lospcc- tors, and in the many new townships which contain but few inhabitants but in which the great bulk of the Reserves are situated, it is really of no use whatever to inquire into the present supposed value of such reserves, — for it is evident that the value of lands so circumstanced is merely nominal. As these townships fill up with inhab- • itants, which they will do rapidly, the price of land within them will certainly rise so as to bear some proportion to its real worth, estiniuted by its quality, and situation. To dispose of the Reserves before that time arrives would be extremely improvident, considering the object to which they are appropriated ; and it is clear that when- ever that time does arrive, the great charge which is now being incurred in attempting to affix a value to them, which can only be imaginary, will be found to have been an useless expenditure. If Her Majesty should be graciously pleased to assent to the measure suggested of placing the lands themselves under the control of the religious bodies intended to be assisted from their proceeds ; it does not appear to us that any difficulty would be found in carrying such a system into eflfect. The reserved lots which remained unsold in each township might be drawn by lot so as to leave one half of them thus impartially divided still in the hands C}{ the government, to be appropna* ^d in accordance with the 7th clause of the Imperial Statute 3 and 4 Victoria ch. 78, while the other half might be again divided by lot be- tween the Churches of England and Scotland in the pro- portions settled by the 4th clause of the Statute. The next object which the Lay Committee have en- deavoured to assist in advancing, is even of greater impor- portance to the Church in this Diocese and in which its members on every account take a warm interest. — We re- '. fer to the efforts made to obtain the concurrence and aid of the Imperial Government in establishing an ade-^ quate and permanent endowment for the See. It has always seemed to us wholly unaccountable that in this Diocese, the first we believe in point of extent, and cer-'is tainly the most important of any in Her Majesty's Colo- ? * ^ *:. 4^ m $ ♦ 124 Dial domintoTis, as regards the number of Protestant British subjects and the number of congregations and churches in communion with the Church of England, there should have been apparently no effort made by the Government of the Parent State to supply from any source a provision, however moderate, for the support of the Bishoprick. If nothing has been done with this view, because a reliance ,has been placed upon the funds to be derived from the Clergy Reserves, it would seem that it ought to follow as a necessary consequence that some arrangements should be sanctioned by the Government for obtaining an endowment from that source. We are aware that the petition which has been preferred on this subject by the Society urges this matter strongly upon the attention of the Government — and that His Excellency the Governor General has assured the Society his desire to promote its prayer. We cannot therefore but entertain a strong hope of a successful result. The bill which was passed in the last Session of the Provincial Legislature for incorporating the Church So- cieties of the Dioceses of Quebec and Toronto, and which has as we are informed been assented to by Her Majesty, will be found to give great facility and security to the future operations of our Society. It not only ensures its perpetuity, and gives it a definite legal character — but the capacity to take, and to hold lands for the purposes of the Society are given in terms so general — and the power to deal with lands thus acquired either by selling, or exchanging tliem, or by leasing them for any term of years, so fully and clearly relieves us from those inconve- nient restrictions which the policy of the law in former ages had annexed to estates held in mortmain, that there is no course which the Society in the exercise of a sound discretion may desire to take in regard to such resources as may be placed within their control which this Statute will not hereafter enable them to to carry into full eflfect. Before this act was passed the Lay Committe had given their best consideration to the forms of conveyances waich it was necessary to frame, in order to suit the provisions of the Church Temporalities Act passed in Upper Canada in the year 1840; and they had printed a collection of drafts of deeds to be made in accordance with that Statute aad suited to the particular trusts and purposes upon which lands might be given, for the support of th« Church. n <■?>» # # 25 But whenever the Royal Assent to the late Incorpora- tion Act shall be formally announced, it will be expedient, as we now take the liberty of suggesting, that the Society should at a special meeting to be convened for that pur- pose, deliberate upon the course which it may be most advisable to take, in consequence of the altered state of things created by that act, it may be found, (as we think it will,) to be the better course that titles to lands to be hereafter conveyed for the support of the Church, should be made to the Society, now that it has acquired the corporate capacity to hold them — in order that with respect to all such lands, the convenience may be enjoyed of being able to make any disposition of them which a prudent regard to the interests of the church may dictate, unfettered by any of those restrictions which apply to leases made by Ecclesiastical Corporations. There may be other matters also arising from the new footing on which the Society will be placed by its Legis- lative Charter, which may render it necessary that its constitution and objects should at an early period pass under review. All which is respectfully submitted, ' J. B. Robinson, Chairman.
