 That verv few of the sufferers have been insured, owing to ignorance,

 carelessness, want of faith (n- confidence in Insurance Companies, the high 
 rates charged for Insurance, or the wants of facilities in many localities for 
 Insurance : 
 
 That a remedy for this state of things is highly desirable, and in the 
 oi)inion of this Council, if the Miniicipal Act were so amended as to confer 
 upon each Township Council the power to insure isulatei' dwellings and 
 farm buildings, ,vithin the limits of the Township, at a certain low rate 
 (the value of such dwellings and out))uihlings to l)e assessed yearly by the 
 Assessors, and the amount so assessed placei'. in a cohunn separate from the 
 value of the land), very great security against loss by lire would be 
 afforded to many who have now no s\ich security or any kind of protection, 
 and each Townshii), by judicious miUiagemeut, would add to i^s yearly 
 revenue : 
 
 That, in the opinion of this Council, an Amendmcrt to tlu' Munici])al 
 Act, c(mferring su.'h power on the Township Councils, should he s;)ught 
 from the Provincial Legislature at its next Session. 
 
 Your Memorialists, therefore, pray that your Honorable 
 bodies may be pleased to co-operate with your 
 Memorialists iu menuu'ializing the Legislature to 
 p.ass an Act to enable the Municipal Corporation 
 of Townships to become insurers of isolated risks 
 on village and farm properties. 
 
 And as in <]nty bound, your Memorialists will ever pray.
