 "American Provim'.'s, and West India Islands, to enter upon the course of legislalion to 
 which Her Majesty's GovermiKMit on that occasion thought it necessary to object, has 
 led mv Lords to consider, whether it may Ik; possii)le in any degree to meet the vmcws 
 of the Executive Council of Canada without seriously compromising the rmcs oi Com- 
 mercial |)olicy which,, in their t)pinion, it i.s of the highest importance to maintam. 
 
 The fundamental principle of the policy of Free Trade is that no duty of Custor 
 shall be imposed except for the purpose of Kevenuc. To give ellect to this i)rincin'- 
 is necessary cither to levy import djuies upon those articles rt/o«r, which are 
 d'uced in the importing country--^/- to place an Excise or Internal duty '
