 4— Management. 
 
 There shall he a Central Committee and 
 Local Committees in the City of Qoebecr 
 and local Committees in the several par- 
 ishes and townships outside of the city. 
 
 The Central Committee sha)! consist 
 of a PresidentjVice-President, two Secre- 
 taries and six members, composed of 
 French and English, and the President 
 and Secretary of each local Committee 
 and all clergymen in charge of congrega- 
 tions within the limits of the Associa- 
 tion who shall be f^i'-oflirio members. 
 
 The (^ential Conimittoe will have the 
 full administration of the Society, it can 
 till all vacancies in its ranks during 
 the year. It will also have tlie right for 
 valid reasons to erase members from its 
 list, . excepting fx-offifln members, and 
 to replace them, but their erasure shall

 not be vnjjde except by a tWD-tliird vote 
 of the uwinbers pixisent. In the case of 
 removal of unv member of the Central 
 Committee for cause, he ^hall from that

 The Central Committee shall decide 
 on oppositions to applications made for 
 liceiiftes in the City of Quebec, and simi- 
 hir action may be taken by local Com- 
 mittees outside the city. 
 
 If the Committee deems an applicant 
 for license not qualified to keep an 
 hotel, inn, tavern or other house of 
 that kind, it shnll be the duty of the 
 Association to oppose the granting of a 
 license to this applicant, by causing to 
 be signed, and presenting to the author- 
 ities a document, bearing the legal 
 number of names of resident voters in 
 the district, opposed to granting »*4ucli 
 
 The Committee before deciding to 
 oppose an application for a license shall 
 consult the report of tlie applicant made 
 by the authorities, and no other report 
 unfavorable to an applicant shall be 
 received unless written and signed by 
 those who made it, and after it has been 
 submitted to the proper authorities

 6.— Duties of Officers. 
 
 The President shall preside jit all 
 meetings, preserve order and decorum. 
 He shall have the casting vot<'. 
 
 The Vice-President shall ])reside in 
 the absence of the President. 
 
 The General Skcrktakies shall keep 
 the minutes ot* all meetings in a special 
 register, carry on correspondence, send 
 out notices of meetings, i)repare a list 
 of the resident Electors in the municipjtl 
 polling districts and when necessary 
 lurnish the local Secretaries therewith, 
 they shall also prepare oppositions to 
 applications for license, and place them 
 in the hands of the local Secretaries, 
 receive them when signed and present 
 tiiem at the proper tiute. They shall 
 carry out all that may be decided upon 
 by the Central Committee. They shall 
 keep a list of persons applying for 
 licenses, and of all persons whom the 
 Committee decide to oppose, the reasons 
 for which such opposition shall have 
 been made and the result of the re- 
 quest. They may, with the approval of 
 the Central Cou^mittee, or in urgent 
 cases that of the President, employ sala- 
 ried assistants. . ...

 I. All known cases of violation of the 
 hiw by licensed liquor sellers, particu- 
 larly, selling liquors — 
 
 (u) To minors under sixteen years of 
 
 age. 
 
 (/y) To apprentices and servants, sail- 
 ors and soldiejs, after 8 p.m., and to 
 drunken or interdicted persons. 
 
 {(•) After midnight and before 5 a m. 
 
 (fi) On Saturday night after 12 and 
 until 5 o'clock on Monday morning. 
 
 II. Places in their respective sections 
 where liquor is sold without license. 
 
 III. The places or persons in their 
 respective suctions that should, in their

 judgineiit, he opposed (in case applicn- 
 tion tor a license is nmde next year), 
 and tlie reason for the opposition. 
 
 TV. Any other fact of importance in 
 relation to this work. 
 
 In addition to the duties of the 
 General Secretaries, Local Secretaries 
 shall jointly with three memhers from 
 each voting districu obtain signatures to 
 oppositions. 
 
 Each mem her of this Association 
 pledges himself to use every et)deavor 
 to secure the success of the oppositions 
 presented by the Committee against 
 the obtaining of any license whatever. 
 
 This Association will not be responsi- 
 ble for taking action in reference to any 
 case not brought before it by a Local 
 Committee, or by a letter signed by the 
 writer (the signature will be only for 
 the information of the Committee and 
 will not be used in any other way), nor 
 will the Committee undertake to oppose 
 the grantingof any license unless there 
 is reason to believe that the inhabitants 
 ot the locaiitv for which the license is 
 sought so desire. • 
 
 General meetings of the Vigilance 
 Association shall be held on the first 
 Monday in December in each year
