Encampment shall regularly assemble at the Masonic Hall, Quebec, on the second Monday in May, August, November and February in every year, at such hour as the Eminent Commander shall appoint. ? II. Eminent Commander, Treasurer, and Equerry shall be elected annually at the Assembly to be holden on the second Monday in February. The Eminent Commander shall be installed on the second Monday in May, after which the other officers, including tlie Treasurer and Equerry elect, shall be invested. III. )U the day of and after the Installation of the Eminent Commander and investment of officers, a 18 Council shall he formed^ to consist of the Eminent Commander, Past Eminent Commander, First Cap- tain, Treasurer, Registrar and two other Knights, one of whom shall be appointed by the Eminent Com- mander, and the other by a majority of the Knights present. The Council shall meet whenever summoned by the Eminent Commander, or, in his absence from the city, by the First Captain, who shall preside in the absence of the Eminent Commander. Three Members shall form a quorum. The Council shall superintend the finances, and safe keeping cf the property and other paraphernalia of the Encampment, annually insuring the same against loss of fire, for such sum as by them shall be deemed sufficient The Council shall inquire into and report on the character of every Candidate for Installation and Membership, previous to a ballot being taken. All applications for relief shall be referred to the Council, as also all accounts rendered for payment. All matters of complaint or irregularity shall be referred to the Council, in the first instance, for investigation, and to report thereon at the then next regular assembly. The Council shall annually audit the Treasurer's ac- counts and report at the assembly on the second Mon- day in May. A separate Minute Book shall be kept for the Council in which their transactions shall be recorded by the Registrar, and signed by the presi- ding Knight, after being read before the adjourment of the Council. ■ 19 IV.
