VI. That there shall be a Standing Committee (three of whom shall b3 a quorum,) to prepare the business tot the meetings of the Society. That the other members of the Standing Committee, not exceeding twenty in number, being ten Clergymen, and ten Laymen, shall be elected by the Society, out of its incorporated members, at the Annual Meeting in June. vn That this Society shall at the quarterly meeting in June chooHe one or more Vice-Presidftnts, in addition to the Dignitaries ; one or more Treas- urers ; two or more Auditors ; ono Secretary : and such other officers as shall be thought necessary, provided that none but members of the Society be eligible to any office. VIII. That the paid officers of the Society Hhall be the Secretary, and an As- sistant if required, and tbat the former shall furnish security to the sutib- faction of the President and Standing Committee. IX. That if any vacancy occur by the death, removal, or resignation of any officer, notice of such vacancy shall be given to the Incorporated members of the Society and the President shall appoint a successor until the next meeting of the Corporation. X. That the Corporation shall meet in London, on the third Thursday in the months of March, September and December, and in the month of June on some day during the week in which the Synod meets, provided, however, that the Bishop shall have the power of changing the time of meetins: in any of the said months if he shall see good cause, and the annual public meeting of the Society Hhall take place on some evening during the week in June in which the Synod meets. The President or Standing Committee shall have power to call a special meeting of the Corporation at any time. XI. That no act done in any meeting of the Society shall be valid and effectual unless the President or some one of the Vice-Presidents shall be present at such meeting. xn. That with regard to all meetings of the Society, and to the making, altering, or repealing any by-laws, rules or regulations, it is to be specially noticed that by the act of the Legislature, 7 Vic, ch. 68, it is enacted that no act of the Society, or meeting of the Corporation, shall be valid unless six persons of the Corporation, at the least, shall be present, and the major part of them consenting thereto. That minutes of all the proceedings of the Society be taken, and that at each meeting of the Society the minutes of the preceding meeting be read by the Secretary, and signed by the Chairman. XIV. lliat the accounts of the Society be closed on the 16th day of May, in each year, and that the same be audited within one month from that date. XV. That the Secretarv conduct the correspondence of the Society, take minutes of the proceedings of the gsneml meetings and committees, prepare the annual report of the Society, attend meetings of the associations through- out the Diocese under the direction of the President, and take the superin- tendence of the affidrs and the accounts of the Society in all its departments. XVI. That in order more folly to promote the objects of the Society, each congregation, in the persons of its clergyman and church-wardens, shall be a Bm>-aBsociatton in correspondence, through its chairman, the clergyman, with tiie Parent Society, and may be denominated " Jlu Parochial Auoaa^ lion qf the Ckurch Soady." The Committee, which shall consist of the above named, with power to add to their number, shall meet so often uui at such periods as they themselves decide to be most convenient, inviting the co-operation of all the parishionen in their deliberations and designs. They shall collect subscriptions and donations from the members of the Church, in such manner as they shall deem most effective, and endeavor, by every means in their power, to augment the resources of the Society.— All moneys raised to be transmitted to the Secretary of the Pturent Society. xvn. That four collections be made annually, the proceeds of one of which shall be devoted to the Widow and Orphans' Fund, and that of the other three to Missionary purposes ; and at such other times and for such purposes as the Bishop may curect. The collections to be forwarded to the Secre- tary of the Society. It shall be the duty of every clergyman to give notice of these collections, and to call the attention of their congregations to the importance of the objects, and their claims for liberal support. xvm. That all moneys shall be paid by cheques ou the Treasurer, signed by the President and counter-signed by the Secretary. RESOLUTIONS passed at the thibd annual meetinq,' held on the 20th June, 1861. The Annual Meeting of the Church Society was held in the City Hall, London, on Thursday evening, June 20th, 1861. The chair was taken by the President, the Right Rev. the Lord Bishop of the Diocese, at 7 o'clock, p. m. — The Bishop read the appointed prayers. The Secretary read the report. Moved by A. Shade, Esq., seconded by A. Greer, Esq., supported by Rev. J. McLean, M. A., — 1. That the report now read be received and adopted, and that it be pablished for circulation in the Diocese. Moved by J. Keefer, Esq., seconded by P. Roe, Esq., supported by Rev. J. Gunne, — 2. That this meeting desires to express its humble thankfulness to Al- mighty Ood for the measure of success which has attended the efiorta of the Society for the past year. Moved by L. That the very &Torable report which has reached us of the increasing Srosperity of the great religious societies in the parent country calls for the evout thuikfulness of all the members of the Church throughout the world, and should stimulate us to emulate such a noble example. In presenting their Third Annual Report, the Standing Committee feel that they cannot better begin than by acknowledging the good providence and watchful care of our Heavenly Father, who has jiot only brought us in safety to the close of our third year's operations, but has so far stamped his approval upon the labors of this So- ciety that, when a^ain rendering up their account to the Society, the Committee can show a further increase to the income intrusted to them to forward the important objects .for which this Society is established. Last year the in- come amounted to $6,387.63, which was an increase of $2,- 846.75 over the income of the previous year. This year the income of the Society, as derived from the Diocese, has reached the sum of $7,771.41, being a further increase of $1,383.78 ; and when we remember that the| increase of the second year was the work of twelve months, as compared with eight months of the first year, your com- mittee feel that they have great cause for thankfulness for the success of the past year ; and, as from God alone cometh every ^ood. and perfect gift, as well the willing mind as the ability to give, so, therefore, to him be aU the glory, and dU the praise. INOOME. The income for the present year has been derived from the following sources, viz.: REPOBT. 11 From life and incorporated members* subscriptions, and from Parochial Association collections - - - 8,938 21 " Beceived for (general Purposes Fund - - - 78 18 «« Widows and Orphans' Fund, collections and donations 629 68 " Mission Fund collections and donations - • 2,744 26 «< Depository Fund collection 886 18 $7,771 41 In addition to this, as the accounts will shew, a large sum has been received from the various investments and other funds, which has been credited to the several ac- counts, but none of this can be considered a part of'^blSe annual income of the Society except the above, which is the product of the various subscriptions, collections and donations sent to the Society during the past year. PABOCHUL ASSOCIATION AND LIFE AND ANNUAL SUB- BGBIPTIONS. The sum received on this account is $3,938.21. Of this, $895 has been carried to the credit of the Widows' and Orphans' Fund, in accordance with the by-law regulating that fund, and the balance (viz., $3,043.21,) to the Gen- eral Purposes Account. Your Committee would here notice £hat no less than eight persons have become en- titled, by their subscriptions during the past year, to be elected life members of this Society. Of these, however, seven reside beyond the bounds of this diocese, which, while it calls for thankfulness for the interest displayed in the welfare of this Society by friends in other dioceses, should also act as an incentive to many within our own bounds, who are able, and, we trust, will prove willing, to follow so good an example, and "go and dc likewise." widows' and obphans' fund. The sum received for the Widows' and Orphans' Fund during the year, from all sources, including investments, is $2,917.02. The pensions paid to Widows during the year amount to $400, and the sum paid for investments amounts to $1,579.69, which, deducted from the sum received, including the balance on hand last year, leaves to the credit of this fund $1,776.91, out ot which about $1,600 will be immediately invested. During the past year one clergyman has been taken from us by the hand of death — the Rev. B. F. Campbell, one who labored lon^ in this part of Canada, now the Dio- cese of Huron — leaving behind him a widow to be added to our list, which makes three pensioners on the Widows' 1^ BBPOBT« and Orphans' Fund. The income from investments be- longing to this fund will soon amount to about $750 ; thus, OM mcyre widow, at the present rate of pensions, would more than absorb the annual product of our invested funds. This shows how necessary it is to seek in every way to add to this fund, if it is to be at all proportionate to the probable future claims upon it. MISSION FUND. The balance to the credit of the Mission Fund last year was $1,521.31, and, in addition to this there has been re- ceived, for the support of this fund, during, the year, $4,- 560.63, to which has been added $500 from the surplus interest of the Commutation Fund, and |500 from the Gen- eral Purposes Fund, after estimating as near as can be the probable expenses of the Society for the current year, making together $5,560.63, and after deducting the various grants for outfits and payments towards missionaries' sal- aries, &c., there remains to the credit of the Mission Fund $2,300.05 to commence the current year. DEPOSITORY FUND. The sum of $386.18 was realized by the collection on Thanksgiving Day, being a smaU increase on the collec- tions of the previous year. This, together with the amount received for sales of prayer books and hymn books, has been paid out for books during the year, including 150 copies of a Domestic Commentary on the whole Bible, in four volumes, suitable for family worship, which by the expressed wish of a number of clergymen and laymen, have been procured from the publisher in England, and which can now be obtained from the Secretary by those who desire to secure a copy. This account appears to be in arrear, but there is a large stock of books on hand, which much more than covers the present debt. COMMUTATION FUND. There has been received on account of this fund $13,360 for debentures matured during the year, and from this, after paying $212 due by this fund at the end of last year, and $8,499 for investments, and $3,474 to the credit of the interest account, to repay the money borrowed from the bank, and to enable that fund to meet the current salaries, there remains $1,175 now on hand to be invested. The interest account of this fund has thus not only paid the salaries chargeable on it during the past year, out from the surplus, $500 have been earned to the credit of the miwion fond) in aooordance with the mission fond by*law. BIPOBT. It BPISOOPAL FUND. This fund is gradually improvine, as may be seen by tbe report of the committee appointea to manage it, which is published with this report. Still, however, the annual in- come derived from this fund is not sufficient to meet the Episcopal stipend, even at the lowest sum required by the Governor General, which is the sum now paid to the Bishop; further exertions, therefore, will have to be made ere long to put this fund upon a better footing. Your committee regret to be obliged to state here that the application which was made during the past year to the trustees of the Colonial Bishops' Fund , for further assistance for this fund, has been without success; to the diocese, therefore, we must now look, in great measure, to place this fund on a sounder basis, and as there are many perttons who have come an^ng us since this fund was raised, and who have not had an opportunity of contributing to an object in which they are equally interested, we doubt not but that much in this way will, yet be added to this fund. And here your committee would thankfully acknowledge a leg- acy of $400 bequeathed to this fund, and received during the past year, from a farmer in the Township of London — the late K. Isaacs — and, judging from the experience of past ages in our fatherland, public attention has only to be drawn to this manner of assisting religious societies to in- duce many, as wealth increases in our midst, to leave a lasting token behind them of sympathy and interest in this and similar fands. By the arrangement entered into with the Bishop last year, the interest of the episcopal fund has, since July the 1st last, met the episcopal income at its present rate, and it will continue to meet our engagements with the Bishop for some months longer. But your commit- tee woT:dd remind the society that we are indebted a sum of $4,000 to the Bishop, upon which interest has also to be paid, and that the Episcopal income is put down to the lowest sum named by the government, which many think not suf- ficient, and that it ^ould be increased as soon as possible; this, therefore, is an additional reason why further exertion should be made to place the Episcopal Fund of this diocese on a better footing. Moreover, the Province of Canada West, lately the Diocese of Toronto, has been again sub- divided, and a new diocese formed from the eastern part of it, and within the last few days its first Bishop has been selected by the united suflFrages of its clergy and laity. While, therefore, your committee congratulate this Society and the Church at large on the consummation of what has been so long desired, they firmly believe that churchmen u BEPOBT. in the Diocese of Huron will not rest satisfied until the fund for the support of its Bishop is quite ec^na} to that of any other Ganaaian diocese. In the last session of the Pro- vincial Parliament, an act was passed — and which is now law — to complete the transfer of lands held within this diocese, by the Church Society of Toronto and others, to the Church Society of the Diocese of Huron, and further, to empower the Church Society to sell such lands where it is thought to be for the benefit of the parties interested. In obtaining this act, we are again indebted to the kind offices of those members of the legislature, who assisted in obtaining our act of incorporation. Meetings^ for the Church Society were held during the past year in almost every congrega- tion of the diocese, which were attended by deputotions sent forth by the Bishop, who were everywhere most kindly received, and your committee believe that a deep interest has thus been aroused in behalf of the work of the Church Society throughout the whole diocese, as shown by the collections for the Mission Fund made at these meet- ings, which last vear amounted to $796.75, being an excess of $275.1 1 over tnose of the previous year. When review- ing the work of the Society for the past twelve months, your committee feel that much has been done, but when they look forward to the future, they feel that still more re- mams to be done, and that therefore it is necessary to put forth still greater exertions. Last year at this period there were sixty-seven clergymen in the diocese, now there are seventy-two. Still what are they for the extent of coun- tr]^ embraced by this diocese, or for the supply of the spiritual wants of the population with which its town- ships teem, now numbering nearly half a million, and a large proportion of these will, we oelieva, be found to be members of the United Church of England and Ireland. Tour committee would therefore desire earnestly to im- press upon evei^ churchman within the diocese the ne- cessity of assisting in the great work we have in hand, according to his ability, by rendering up for God's work a Eortion of that intrusted to his care, and then, indeed, we elieve that, great as havefbeen our past mercies, greater still will be poured upon us. For then, in the words of the Psalmist: " Then we shall see the earth bring forth her increase, and God, even our God, will give us his bless- mg. All of which is respectfully submitted. i !*, REPORT OF THE EPISCOPAL FUND COMMITTEE. The Committee appointed to manage the Episcopal Fund securities beg to report that they have endeavored, during the past year, to bring the securities in class B into such a position as woidd warrant Uieir being placed in Class A. By-Law to make provition for tho due adminittoring and improving (ff the Widotetf and Orphmuf Fund qf the Church Society qf the Diocese qfffuron, WHEREAS, in the dmsion of the funds and property in which this Society is interested with the Ohurch Societv of Toronto, certain lands and investments have been oonyeyed to the Church Society of the Diocese of Huron, for the purpose of making provision for the Widows and Orohans of the Clergy of the United Church of England and Ireland, in the Diocese of Huron, and as other lands may be given for the same benevolent purpose, and whereas sundry sums of money have from time to time been given and granted for the same purpose, and whereas ser- mons have iMen and will be annually preached, and collections made throttffhout the Diocese, the proceeds of which have been and will be annually invested, unless wanted for current demands, for the benefit of the Widows and Orphans of Clergymen deceased, it is expedient to provide for the due administration of the said fund, and to make fiirther provision for the same object I. Be it therefore enacted, under the authority of the Act incorporating the Church Society of the Diocese of Huron, and with the sanction of the Lord Bishop of the Diocese, that all the said investments, and all monies received by the Secretary of the Ohurch Society of the Diocese of Huron, as the proceeds of the collections made for this purpose, form a fund to be denominated " The Widows* and Orphans' Fund of the Diocese of Huron." 11. That all rents, issues or profits, of lands or tenements held by the Societyfor the relief of the Widows and Orphans of Olergymen, and all moneys dven or granted for the same purpose by inuviduals, or appropriated to the fund by the Church Society, shall be put to the credit of the Widows' and Orphans' Fund* m. V. That efery Olen^an entering the Diocese, and desirous of availins himself of this By-Law, be required to pay to the credit of the Widows' and Orphans' Fund the sum of forty dollars, within six months after such entrance into the Diocese, in one payment ; or under the sanction of the Bishop, by eight annual instalments of five dollars ; and in ctise such Olersyman shall decease before such instalments be paid, that then such instalments, as they become due, shall be deducted rrom the annu- ity Mvable to his Widow and Orphans ; and that every Clergyman of the Diocese re-marrying, and desirous of availing himself of the pro- visions of the By-Law, bie required to pay to the credit of the Widows' and Orphans' Fund the sum of forty dollars, in one payment, within three months after said re-marriage. VL It shall be the duty of a Committee to be appointed for that purpose, to prepare for the consideration of the Society, at its quarterly meetings, all Dusiness relative to the investment and improvement of the Widow and Orphans' Fund, and no matter connected with the investment of the said Fund shall be decided upon, until it has been submitted to such Committee for them to report thereupon. VII. That the Secretary shall lay before the Society, at its meeting in June in each year, a statement of all the lands belonging to this Fund, and of all monies invested or in his hands on the 15th day of May preceding be- longing to the Widows' and Orphans' Fund, and of all monies received and paid on account of the said Fund, since the last annual statement. vin. And in ease such Widow shall, at her death or marriage, have four or more children by her late husband, under the age of twenty-one years, such annuity shul be paid to the guardians of such children ; and should there be less than four children, then such a sum, not exceeding sixty dollars, as the in- come of the Fimd will admit, shall be paid as aforesaid for each, provided that all annuities shall cease from the lialf year next preceding themar- riage of any person, whether male or female, entitled by this By-Law to any such annuity, and that all annuities paid for children shall cease on the day at which they attain the age of twenty-one years. And in case of a Clergyman deceased leaving no Widow, but having children, then such children shall enjoy the annuity as above providedon the death or marriage of a Widow ; provided always that the Widow and Children of a Clertryman shall not be in the receipt of an income from other sources exceeding $600 per annum, or, in ease of children, that the guardians of such children shall not be in receipt of an income from other sources ex- ceeding $600 per annum for thei^ benefit. That the amount of the annuity paid to the Widows or Orphans of the clergy for each year shall be fixed at the meeting of the Corporation in June in each year. I ■ That all monies in the hands of the Treasurer that may not be re- quired to meet the annuities payable to the Widows and Orphans of the Clergy shall be from time to time permanently invested in some good and sufScient security, upon the recommendation of the Investment Committee. XL Every Widow or Guardian of any of the Orphans of a Clergyman de- siring annuities from the Widows* and Orphans' Fund shall apply by Memorial to the Church Society for such annuity, setting forth the time of the. decease of such Clai|Qnnan, the name of bis Widow, and the names and aget of each of the children, as the ease nay be, and th«t the inbome^does not exceed $600 per annum. xn. WHEREAS the Church Society of the Diocese of Hu- ron haye by their petition represented, that in pursuance of their Act of Incorporation, it has been agreed net ween the said Church Society and the Church Society of the Diocese of Toronto, amongst other things, that U>3 said first mentioned Church Society should have,receive and take all lands held by the said last mentioned Church Society, to and for the uses and purposes in their Act of Incorpo* ration set forth, or any of such uses and purposes, and situate within the limits of the said Diocese of Huron, and all lands situate within the limits of either of the said Dioceses, and lawfully held by the said Church Society of the DioceSH of Toronto, or by the Bishop of Toronto, to and for any special use, trust or purpose, for the benefit or advantage of any Church, Parsonage or Rectory, or other- wise howsoever within the limits of the said Diocese of Huron ; and that certain of such lands are held upon such trusts by the said Church Society of the Diocese of To- ronto, and certain thereof by the Bishop of Toronto, and that it would be proper to confirm and effectuate the said agreement by an Act of Parliament of this Province, and otherwise to enact as hereinafter is enacted ; and whereas it is expedient to grant the prayor of the said petition: Therefore, Her Majesty, by and with the advice and con- sent of the Legislative Council and Assembly of Canada, enacts as follows: I. The said agreement between the Church Society of the Diocese of Toronto and the Church Society of the Diocese of Huron is hereby, in every particular, ratified, legalized and confirmed. n. All lands, moneys, mortgages and securities heretofore conveyed, paid, made or assigned to either of the said Church Societies, or to any other person or persons for the benefit, and forming part of the fund called the Episcopal Trust Fund, to be applied in aid towards the support and maintenance of the Bishop of the Diocese of Huron, for the time being, shall be and the same are hereby vested in the said Church Society of the Diocese of Huron. The said Church Society of the Diocese of Huron may sell and dispose absolutely of any such lands, mortgages, and other securities as in this Act mentioned, or any other lands, mortgages or securities had, received, taken or held by the said Church Society of the Diocese of Huron, for the purposes, uses or trusts fof their incorporation, and shall have and hold the proceeds of such lands, mortgages and securities upon the same trusts as the said lands, mort- gages and securities had been before held ; but no pur- chaser shall be liable for the application of any moneys paid by him on any sale under the provisions of this Act. IX. Nothing in this Act contained shall be considered in any wise to touch or affect the lands patented as endowment for any parsonage or Rectory within the said Dioceses or either of them. X.
