GENTLEMEN,— Having for the past four years been jour Representative in Parliament, and having been chosen by rhe Reform Convention, held at Simcoe, on the 11th instant, to be a candidate for your suffrages at the approaching Election, I deem it a duty to say that the principles which met w'th your approval in 1857, and upon which I was at that t?me elected, have been faithfully respected by me ; and I appeal with confidence to my votes in the past as an indication of th« policy which T will advocate in the future. V/^hile it appears necessary to govern Upper and Lower Canada locally by a different and distinct code of laws, suited to the habits and customs of the people in each section of the Province, and while the legislation requires to be done in one House of Assembly, where an equal number of the representatives from botti sections are present, I cannot but regret the exis' o of a Coalition which has ruled this uountry during the past seven years contrary to the wishes of a majority of the representaiives from the Western section of the Province ; passing local laws for the government of Upper Canada by the votes of a majority of the representatives from Lower Canada, and refusing local laws for the gn'- vnnioiil of Upjier (Canada, asked for by a majority of her representatives. So long as this state of affairs exists, if elected, 1 will strenuously oppose any party in the House of Assembly who will not do that justice to tapper Canada which bor excess in population wealth, and contributions to the general revenue, justly entitle her to. In addition, I shall continue to advocate the adoptiou of the following reforms, viz.: — 1. — A reduction of the large public debt under which the people of Canada are now weighed down ; economy in the administration of our public affairs ; and retrenchmert in every department consistent with the public service. 2. — Representation according to population. ?>. — A cheap and simple law, to secure the equitable distribution of bankrupt estates . and the protection of honest but unfortunate debtors. 4. —The powers of Govornment, as regards expenditure of public money without having first obtained consent of Parliament, to be limited. 5.^Cl\eap lands to emigrants and others, being actual settlers. G. — Simplification of the In-.v for the collection «)f debts, and a reduction of law costs. 7. — A judicious Homestead law. 8. — A better and more Economical mode of selecting and summoning Jurors than at present exists. \i. — No more aid to the Grand Trunk, and a total severance of all official connection between the Government and that corporation. 10. — Extension of the Reciprocity Treaty between Canada and the United States.
