God, who hast mode all men, and hatest nothing that thon hast made, nor wouldest the death of a sinner, but rather that he should be con- Terted and live: have mercy upon all Jews, Turks, Iniidels and Heretics, and also upon all those Heathen Nations on whom the light of thy glorious Gospel hath not yet shone: especially the Indians of this Continent. Blesa the means used for their civilization and conversion, and take from them all ignorance, hardness of heart, and contempt of thy Word : and so fetch them home, blessed Lord, to thy flock, that they may be saved among the remnant of the true Israelites, and be made one fold under one Shepherd, Jesus Christ our Lord, who liveth and reigneth with thee and the Holy Spirit, one God, world without end. I : FOURTH ANNUAL REPORT OF ®t)e Incort3arate& €l)uril) Society, or THE DIOCESE OF TORONTO, PRESENTED AT THE ANNUAL MEETING AT TORONTO, Held on Wednesday, June 3bd, 1 846. I The Church Society of the Diocese of Toronto, in laying the Fourth Annual Report of its labours before the members of the Church, commences the grateful task by recording its humble thanks for the encouraging measure of success with which it has pleased Almighty God to bless its exertions during the past year, in behalf of Apostolic Truth and Order. During the same period, the various objects for which the Society has been incorporated, have been kept steadily in view, and carried out, as far as circumstances would permit. The circulation of Books from the Depository has increased, and more systematic measures have been taken at Toronto for concentrating the business of the Society, whether as regards donations to its objects in money or lands, and for putting everything in a more efficient train of action. It is true, that no addition has been made this year to the number of Travelling Missionaries, but this has arisen from an im- possibility of procuring Clergymen, not from any deficiency in the funds appropriated for this purpose, as the hopes ex- pressed last year, on this point, have been realised to a con- siderable extent, and the Society is now in a position to sup- port from ten to twelve Missionaries. The successful working of the Church Society for four successive years, stands as a living witness, that a holier and more faithful state of things is gradually spreading amongst us. It will be seen, that not only has a check been given to the natural tendency of the human mind to that vague system of religion, of which sincerity is the only test, but also, (when we remember that the teaching of the Church of God is, by a 12 REPORT. Divine necessity, exclusive) a sound and practical belief is silently establishing itself, that, as there is but one way of redemption, so there is but " one body" of Christ, and one divinely appointed ark of salvation ; and men are learning, that the main opposition to the spread of the Christian religion arises from the want of unity in its professors. The history of the past has forced this truth upon humble and reflecting minds with an unearthly reality. They have- seen that the most vigorous attempts to plant the Gospel with- out the Church* have, with hardly any exception, either failed and been broken up in the moment of temporary suc- cess, or have died away with the human agents who went forth to proclaim the glad tidings, or else have dwindled down to a sickly state of lukewarmness, and in many cases have degenerated into mere rationalism. During the three centu- ries which have elapsed since the National Church was ena- bled, by the Divine grace, to purify herself, and return to her primitive faith, many such exertions have been made with almost a primitive zeal, by those who dissented from her, and much has been done with such a holy hatred of sin, and such evident self-denial, that we may not doubt but that, on some occasions at least, the angel of God descended, and stirred the foul waters of heathenism and infidelity ; but still, in the moment of success were sown the bitter seeds of disunion, and consequently of ruin. There was no promise of perpetuity to such labours, however earnest and sincere, inasmuch as the Apostolic commission was wanting; and though the piety with which these efforts in many instances were made, was, we hum- bly trust, accepted for Christ's sake before the mercy-seat, — (and such virtue is there in that sacred name, at which we reverently bow our heads, that it would seem, that even when preached of contention, it did not return void) — yet it is evi- dent that the grace of perseverance was withheld, for nocare had been taken to continue steadfastly in the " Apostles' doctrine and fellowship." Hence we learn, that if we expect the Divine grace to give reality to our labours, all we do must be done in the name of the Lord, and in the way of his appointment. Amid human corruption, and that unhappy proneness to return to exploded errors, which the nineteenth century has again revived, we learn that the Gospel in the Church is alone im- mutable and eternal, and that the Christian verities can alone * Vide Grant's Bampton Lectures, 1843. I: I ■ il ) REPORT. u -1^. i > be preserved in all primitive fulness and simplicity, when they are treasured up and faithfully guarded in the temple and sanctuary, built for this sacred purpose by the only-begotten Son of God. Besides once more pressinj^ upon all the continued neces- sity of providing, to the utmost extent, for the support of Missionaries, the Society now calls upon its members to bear in mind, that the Church Society was incorporated also, "for the encouragement of Education, and for the support of Day Schools and Sunday Schools," in conformity with the princi- ples of the United Cliurch of England and Ireland. This is a matter which, at the present moment, requires our inost unremitting attention. The Education which is afforded in our Common Schools, is, in consequence of the unhappy religious divisions amongst us, intended to embrace all, and therefore it is almost entirely of a secular nature ; and every attempt to render it, in any practical way, truly religious, must be expected to fail, be- cause under such circumstiuices, God's truth must be sup- pressed in part, in order that those who receive the whole truth may be enabled to combine with those who receive only a part of it. With such a state of things around us, and the imminent danger of thousands of our children being instructed, at the best, only in a system of mere morality, — which is a dan- gerous substitute for Christ's holy truth, — it is our bounden duty to lay our hands to the plough, and use every honest exertion to provide for the proper training of the little ones of the flock. Let it be remembered, that the Almighty works through second causes, that He has condescended to select human instruments to preach His holy Gospel, and adminis- ter His holy Sacraments ; and thus, that not only the fulfil- ment of the Divine promises, but also the working of the Almighty himself, is to be looked for through the instrumen- tality of means. Now in order that men may be effectually taught, they must be taught of God ; but in order that they may be taught of God, those means must ordinarily be em- ployed, which He hath ordained for this gracious end. Since, then, we are commanded to train up our children in the way they should go, education, to be effectual, must be re- ligious. Nor can a work be said to be done in faith, if any portion of religious truth be kept back ; for the commission given to 14 REPORT. the Church is to teach the whole truth to every creature, and it is only in the faithful attempt to discharge this sacred duty^ that we may expect the Divine blessing, and trust that our children shall be taught of God. In this way alone can the world see the difference between instruction in merely secu- lar knowledge, and the training of the moral nature by the constraining and hallowing power of a lively and religious faith. The most effectual means by which a system of religious education can be carried out, is through the medium of Paro- chial Schools ; and the Society embraces the present occasion to impress upon all, the necessity and the duty, of establish- ing such Schools, wherever it may be found practicable. Together with the ordinary secular education, such Schools would combine daily religious instruction, according to the doctrine and discipline of the Church; and the labours of each day would begin and end with authorised prayer. Un- doubtedly there are many places where daily Parochial Schools cannot at present be organised, but through the exertions of the Clergy, Sunday Schools have been very generally formed throughout the Diocese : it only therefore remains to keep these in as disciplined a state as possible, until the time may come when a daily Parochial School may be superadded. Thus, by the blessing of Almighty God, through the me- dium of this Society, we may all constantly aid each other in holding the faith in unity of spirit, and in the bond of peace, striving as members one of another, to carry the ministrations of the Church into every township, among our poorer breth- ren, and, in dependence upon the Divine promises, to " train up" our children "in the way" they "should go." : INCOME AND EXPENDITURE. The following is a brief account of the Society's Income and Expenditure for the past year : — Balance from last year's account £ 589 19 11^ Receipts of Society for year ending on March 31,1846 3004 7 U Repaid from Diocesan Press 150 £3744 7 1 :\ REPORT. 15 Which has been laid out thus : Expenditure £2297 2 9 Invested 1004 6 Funds in hand 442 18 4 £3744 7 1 This statement exhibits a considerable, and it may be added, a sound increase In the Society's income, as the amount has not been swelled by any special appeal, such as that which was made last year for the distressed Clergy, and a corres- ponding increase has taken place in the incomes of some of the District Branches. As a proof that the collection of such a considerable income has by no means impeded local exertions throughout the Diocese, the Society would appeal to the simple fact, that since the erection of the See of Toronto in 1839, seventy- eight Churches have been built, and many are now building; besides which, several others have been enlarged and repaired. The income of the District Branches, including donations for special purposes, has amounted for this year to £1774 8 5 Deduct amount of proportion remitted to Parent Society 311 17 * , . Which leaves a balance of 1462 11 5 To which add the income of the Parent Society 3004 7 H Total amount of Receipts through the So- ciety and its District Branches, for the year ending 31st March, 1846 4466 18 6^ THE ANNUAL SERMONS. By Article XIX of the Constitution of the Society, it is provided, that four Sermons be preached annually in the seve- ral Churches, Chapels and Stations within the Diocese, in aid of the funds of this Society. During the last year three such Sermons have been preached, from which the returns have been satisfactory. The proceeds of the first Sermon have been only in part expended for Missionary purposes, owing to the impossibility of obtaining Clergymen. The proceeds of the second have been invested in behalf of the Widows and Orphans' fund ; while the third has been given for this year to assist in the education of Candidates for Holy Orders, H REPORT. it being believed, tliat the Diocese contains many young men, ivlio desire to undertake the sacred office, but who have been hitherto kept back by the want of such means as are absolute- ly necessary to enable them to prosecute those studies, which are so essential to a due preparation for the pastoral office. During the past year, very active measures have been taken at home, with regard to the new Missionary College of St. Augustine, at Canterbury; and it is trusted that in a few years the Diocese of Toronto will receive from this Institution also, a valuable increase of Missionary strength. DEPOSITORY. • The issues have been to the value of £1027. 3s. lO^d. By a comparison with the last Annual Report, it will be seen that the sales have increased by more than £120, which thus evinces that this branch of the Society's operations is in a satisfactory and healthy state. Through the medium of the Depository, many copies of the Holy Scriptures, and the Liturgy, have been sent forth into the Diocese, together with numerous books of a devotional and instructive nature ; and with a view to facilitate the sales, a Catalogue of the books sold by the Society has been prepared within the last few months, from which it will be seen, that whilst a miscellaneous stock of Church books is always kept on hand, the Depository is peculiarly rich in the works of those sound divines who have so successfully defended the Church against the un- happy developments and novelties, which, in the shape of Romanism and Puritanism, have never ceased, for many hun- dred years, to assail the " faith once delivered to the saints." There have been circulated as follows : — Bibles 778 Testaments 748 Prayer Books 1762 i Publications of this Society — Bound 179 Tracts 3020 Society for Promoting Christian Knowledge — Bound Books 1057 Tracts 11788 Bristol Tracts 1962 Miscellaneous — Bound 2317 Tracts 2039 Total 2o650 UEPOUT. S7 One work only lias been published by the Society during the past year, a family Liturgy, compiled with the sanction of the Lord Bishop, and designed for the use of the members of the Church of England in the Diocese. ■ \i :f- PROPERTY INVESTED IN STOCK. During the past year, the sum of £492. lOs. has been in- vested on account of the Widows and Orphans' Fund, and £197. 10s. has been invested temporarily in behalf of the Missionary Fund. Including charges, the sum of £214. Gs. Od. has also been invested in Land ; and £100 has been tempo- rarily loaned from Septuagesimu Fund. The Executors of the late llev. George Archbold have likewise transferred their trust of £100 in Bank Stock, in behalf of the Parochial Schools at Cornwall, to the Church Society of the Diocese of Toronto. During the past year, Committees have been appointed, and careful reports made on the following important matters : the Widows and Orphans' Fund; a system of Aiutual Assu- rance for the Churches and Parsonages in the Diocese ; and on the best system which can be adopted of loaning out small sums to assist in the building of Parsonage Houses. On the subject of the Widows and Orphans' Fund, the Society received a valuable paper from H. C. Baker, Lsquire, of Hamilton, but nothing has yet been definitely settled on any of these matters; indeed the subject of the Widows and Orphans' Fund requires, in an especial manner, the gravest consideration, as it is one of the most important which has ever claimed the attention of the Society ; but it is hoped that the present year will see these various objects brought to some safe and practical issue. PUBLIC MEASURES. — CLERGY RESERVES. During the present Session of the Provincial Parliament, the Society has again petitioned the Legislature, that they would be pleased to address Her Mafesty, praying that the control and disposition of such Clergy Unserve Lands as have been left to the Church of England by the Imperial Statute, 3 & 4 Victoria, chap. 78, intituled, "An Act to provide for the sales of the Clergy Reserves in the Province of Canada, and for the distribution of the proceeds thereof," may be made over to the Church of England in this Diocese. This was again supported by very numerous petitions from the various C IS REPORT. 1 parishes and missions in the Diocese. The Select Commit' tees appointed in eitlier branch of the Leu^islature to consider the petition have reported most favourably in support of its prayer; and though the House of Assembly have refused to adopt the report made by the Committee, yet it is to be hoped, that the prayer of the Church will finally obtain that reason- able consideration to which it is so Justly entitled. At the same time, the Society cannot withhold the expression of their thanks to the frumers of these able and satisfactory Ue- ports, as well as to the gentlemen who, in their places in the Legislative Assembly, voted for their adoption. LANDS. Since the passing of the Act of Incorporation, Forms for the conveyance of Lands to the Society, both by donation and by bargain and sale, have been pre])ared; so that in con- formity witli the recommendation made by the Lay Commit- tee in their last annual Report, titles to lands to be hereafter conveyed for the support of the Church may be made to the Society, — now that it has acquired a corporate capacity to hold them, — in order that, with respect to sucU lands, the convenience may be enjoyed of being able to make any dis- position of them, which a prudent regard to the interests of the Church may dictate, unfettered by those restrictiont which apply to leases made by Ecclesiastical Corporations. DISTRICT BRANCHES. During the past year, considerable exertions have been made in some of the District Branches, and the incomes of several are on the increase, and it may be added, that they are more and more covering the face of the Diocese, and spr.eading the influence of the Church throughout the land. The District Branches are nine in number : L Newcastle and Colborne. 2. Midland and Victoria. Prince Edward. f Eastern, Johnstown, \ Bathurst and Dalhousie. 8. 4. 5. Niagara. 6. Gore and Wellington. - ( London, Western, and ( Huron. 8. Brock. 9. Talbot. Newcastle and Colborne District. The exertions of this Branch have been chiefly directed to the sending out Missionaries among the scattered population HEPORT. 19 at the forest; but by the appointment, in October lust, of its late efficient Missionary to be resident Minister of a parisii, tliis Urancli lias l)een left for some time witliout the services of a Travelling Missionary. The appointments for Divine Service have, however, boon kopt, as far as possible, partly by the exertions of the rosidont Clorgy, and partly by licensed Catechists. It is hoped that this want will be supplied at the next Ordination. Indeed the united Districts now require the services of two Travelling Missionaries, and it is believed that they could without difficulty be maintained, by n mode- rate increase in the exertions of the Parochial Associations. The various objects of the Society have been forwarded durinir the year by this Rranch, by the distribution of BibleS) Testaments, Prayer Hooks, and reli|rious books ; by the sup- port of a Parochial School at Cobourir, and of Sunday Schools there and in all the Parishes, and of Parochial Lending Libraries. Since its last report, this District has lost one of its members, the Rev. W. M. Shaw, whose delicate health oblij^cd him to return to England. The Committee record their deep sense of his conscientious devotedness to his dutyi and notice his donation of a parsonage-house and several ad- joining acres of land in Emily, which has already called forth the thanks of the Society. Midland and Victoria District. The promise of assistance made by this Branch to the Townsiiip of Pittsburg has been fulfilled. The Rev. John Pope having been appointed to the charge of this township, the Committee assigned to him the sum of £50 currency per annum, payable from the funds of the Kingston Parochial Association. It has, however, pleased Almighty God to re- move this zealous labourer in his vineyard, since this Branch made its report. This Branch is still without a Travelling Missionary, not from the want of means for his maintenance, but because the Lord Bishop has been unable to send one, owing to the many vacancies which have occurred in the resident missions. The accounts given by those Clergymen who have occasionally officiated in the destitute parts of the District, of the large and attentive congregations which have assembled, confirm the opinion which has been expressed, that a wide and en- couraging field of labour lies open to the zealous Travelling Missionary in these Districts. With the three-fourths of the 19 nEi'onT. subscriptions and donntinns, which, by the Constitution of the Society, is nt tlic diNpowil of oneh renpcctivc District, this Branch has been uhle to assist in building and repairing five Churches and one Sunday School-ruom. It has contributed towards the support of one Clergyman and one Candidate for Holy Orders; it has made jfrants of money to two conp;rega- tions and to three Sunday Schools, for the purchase of books, and it has continued to support a Depository in King^ston, for the sale of Bibles, Prayer Books, and religious publica- tions of various kinds. Prince Edward District. No special Report has been received from this District, the amount ot contributions will be seen by referring to the Appendix. Eastern District. The Treasurer's accounts have been received from this District, an abstract from which will be published in the Ap- pendix, with others of the same kind. The Rev. F. Tremayne still continues his useful labours in this District, as Travelling Missionary. The Rev. J. G. Beek Lindsay was, up to his lamented death, Secretary of this Branch, and has been suc- ceeded by the Rev. E. J. Boswell. Niagara District. The income of this Branch is again on the increase, the Contributions of this year exceeding those of the last by £22. In order to spread among the people a spirit of alms-giving, and of Christian liberality, it is the intention of the Clerical members of the Managing Committee of this Branch, to hold a series of meetings in the various parishes in the District, during the present year. The Rev. H. Stoneman ceased to be Travelling Missionary in this District, in July last, in consequence of finding him- self unable to bear the hardships which fall to the lot of a Travelling Missionary. His place was temporarily supplied by the Rev. Richard Garrett, who has been succeeded by the Rev. Robert Shanklin. As the arrangement under which Mr. Shanklin is engaged admits of his devoting only a portion of his time to the desti- tute parts of the District, and as the poorer brethren, scattered over twelve of the townships, require the undivided services of at least one Missionary, the Managing Committee have 4^ '**«i^_ REPORT. 31 1 deemed it to be their duty to np|)ly to the Lord Dinbop of the Diocese, for the nppoiiitineiit, m soon us practicable, of a Misfiionary, wiuisu wliule tiiiiu Hhull be ^ 86 REPORT. tinue to afford to this Diocese, and we cannot but rejoice in the continued prosperity of the Sister Diocesan Societies of Nova Scotia, Quebec, and New Brunswick. From the account of the Society's labours which has just been laid before its assembled members, it will have been seen, that considerable progress has been made in furthering the solemn and important objects for which we are associated together. Let us trust, that we all, faithfully bearing in mind at whose gracious hands alone the increase is given, may have grace to persevere in the work, and not slack our hands, until the happy day come, if not to us, at least to some future generation, when every township of this widely extended Province shall be in some due measure s applied with the salutary ministrations of Christ's Holy Catholic and Apostolic Church.
