It must be confessed that some defiroe of ambiguity attaches to the definition given in the Act. In nutny, perhaps in most of the samjiles herein reported, such nutritive value iis may be possessed by the article, is due to components like linseed meal, bran, screen iugs. etc., employed rather as a diluent than as an essential part of the mixture. If purchaserl for the sake of its content in nutritive matter the price is out of all nroportion to the value of the article; while if fed to stock for nutritive purposes only or chiefly, the drugs present would prove harmful, or even fatal, in the large doses which such usage would necessitate. It is very desir.ible so to detinc Cattle Feeds and Cattle Medicines that the two classes shall not overlap; and I would suggest amendment of Section 2 (b) of the Feeding Stuffs Act, by nission of the phrase " and feeds claimed to posses medicinal as well as nutritive pr..i)erties." When an article claims to possess medicinal pro- perties it becomes a drug, or medicine, and ceases to be a food in the usual sense nf that term. No systematic inspection of this class of article* has been made since 1906. In that year a report upon .35 samples was published as Ridletin Xo. 11". I am unnble to offer any comments upon the subject more to the purpose than those made by iny predecessor in office in his letter of submission to the bulletin named. Speaking of the 35 s.>mples then reported, Mr. Maefarlane says:— "It will be seen that onlv .^ H out of the 35 iiamples are cattle medicines intended for use in cases of specified dii- ■ e:isi>, while the other thirty are supposed to be applicable to all the ills that cattle H lit sli is heir to. This supposition is sustained by the claims actually made on behalf H ut about two-thirds of these samples on their labels or wrappers, and noted in the ■ i.liinm headed 'Inspectors' report.' Others were sold in bulk and without auy H cLum having been made. Some of the claims recorded would really be comical a* H riM,'arils the universol applicability of the medicines if it were not too serious • H Miuttor for the poo» Hnimnis to whom they are to be administered. H The condition powdera consist largely of linseed meal, or bran in which are dis- ■| triltiited mc.e or less of other substances which are supposed to have purgative, H diuretic, haematonic or tonic effects. These powders are in fact the proprietary or H i)atent medicines supposed to be good for farm animals. They vary very much •• H rcRnrda composition. Some condition powders contain chlorides and nitrates. In H a fourth only the sulphates are present in considerable quantity. In some free sul- H |ilnir appears to be the characteristic constituent, and, in others, antimony. It does " nut seem fair to the farmers that remedies differing so much in their ingredients ^^ iliotlil be sold under a common name, nor can it be advantageous to his animals to g* have raedicinos administered without much regard to the nature of the disease. The ' regulators" contain, as a rule, iron salts, but otherwise are just as diverse in com- ]' )suion ns the condition powders. Among the specific remedies the worm powders (■\liibit similar diversity in composition, and do not seem to contain the drugs usually lirc-icribed by veterinarians as v Tmicides. That there are remedies for specific diseases, used in veterinary practice, which ar.> sold as such is no doubt the case, but as regards the universal cattle medicine or ■ 'lire all," it is very doubtful as to whether the farmer obtains value for his money.
