'the Society shall be called the Diooeban Chuaoh Sooiett OF New Baunswiok. n. No alteration shall be made in the Gonstitntion of this Society, nor shall any Bye-Law, Rule or Regulation of the Society be repealed, annulled Or altered, except at a Meet- ing of the General Ooiuuiittee, by the vote of at least two- thirds of the members present, nor until it shall have re- ceived the: sanction of the Lord Bishop of the Diocese, which sanction must be: given in writing, and delivered to the Secretary wifthin six montiis of the said Meeting. No alteration or amendment in the Constitution, nor any repeal, cancellation, alteration or amendment of any Bye- Law, Rule or Regulation of the Society, shall be proposed or made at any Meeting, nnless notice shall have been given in writing at the next previous Anniversary Meet- ing of such proposed repeal or cancellation, nor nnless the terms of such proposed alteration or amendment shall have been stilted in writing at such previous Meeting; from which, without the unanimous consent of the members present, no deviation, except of a mere formal nature, shall be permitted. TV. No repeal, cancellation, alteration, or amendment, shall be proposed, except by a member qualified to vote at the Ani^iversary Meeting, whose name shall be entered on the Hinntes by the Secretary, together with the said propo- sition. . V. The payment at any onetime of asnm not less than Ten Pounds, shall constitute a Life Member ; and the payment annually of any sum, however small, shall constitute the person paying the same, a Member of the Society. Pro- vided tliat no member shall be qualified to vote at any General Mooting of the Society, unless of the full age of V I I' ^ tMrenty-one years, nor nnless he be a Life Member, or eball have subscribed and paid at least five shilliDgs during the year preoediug such Meeting. VI. Officer*. 1. l*he Officers of the Society shall be a President, two or more Vice-Presidents, a Treasurer, one or more Secre- taries, and two Auditors of Accounts. 2. The Lord Bishop of the Diocese shall be the Presi- dent of the Society, and the Archdeacon the Senior Vice- President ; and any Life Member may, at any Annivesary Meeting, be elected a Vice-President of the Society. 3. The Treasurer, Secretary, or Secretaries, and the Audi- tors, shall be annually elected at the meetings of the Gene- ral Committee ; and in case of the death, resignation, or removal from the Province, of any such Officer, the vacancy giiall be filled np by the £xeoutivo Committee, at its next or any subsequent Meeting within the year ; and the Lord Bishop shall, if he see fit, call a Special Meeting of the Executive Committee, for the purpose of filling any such vacancy. vn. (Exemttive Committee.) 1. There shall also be an Executive Committee, to be composed of the following Members, viz. : The Officers of the Society as provided for in the next preceding Article. AH Clergymen resident in the Dioeese, duly licensed by the Lord Bishop, and Subscribers to the Society. And twenty-four Lay Members of the Society, being Life Members, or Annual Subscribers of at least One Pound ; to be annually elected at the meetings of th« General Com- mittee, provided that no annual Subscriber shall be quail*- fied to be elected, unless he shall, during the year preceding each meeting, have paid the subscription of at least One Pound. 3. Five members of the Executive Committee, three of i^hom to be Laymen, shall form a quorum. 8. The Society ahall embrace the following objects, and none other, vi«. :?— 1. MiBBionarv YieitB to places where there is no settled Olergyman, ana aid to new and poor Missions. 2. The establishment of Divinity Scholarships ; and as- sistance, when necessary, to those who may be under pre- paration for the Ministry, especially sons of Clergymen. 8. Aid to Sunday and other Schools in which Ohnrch grinciples are tauglit, and the training and encouraging of chootmasters and Catechists. 4. The supply of such Books and Tracts as are on the Catalogue of the Society for Promoting Christian Know- ledge, and none other. 5. Aid to the building and enlarging of Churches and Chapels. 6. Aid to the building of Parsonage Houses. 7. The creation of a Fund towards the augmentation of the stipends of Clergymen who are poor ; and towards the education of the children of such Clergymen, and towards the making a provision for those who may be incapacitated by age or infirmity. 8. The creation of a Fund for the Widows and Orphans of the Clergy. 9. Aid to the Endowment Fund in particular PaHshes. 10. The formation of a Fund for receiving Money or Securities as Special Trusts. IX. The Society will employ no Clergyman on Missionary services without the Bishop^s license and appointment, and will submit its choice of Divinity Scholars to his Lordship's approbation. X. It shall be competent to any member of the Society to limit his subscription to any one or more of the objects above recited, which he may be most anxious to promote. XI. {Local Committee.) 1. The Members of the Society in each Parish, or in each Mission, consisting of two or more Parishes, shall, at tlio discretion of the Missionary of such Mission, constitute a Local Committee ; and so also the members residing in any District of a Parish sot off under the authority of the Lord Bishop, witli tho concurrence of the Rector and Churcli Corporation of such Parish (there being in such District a Church dnly consecrated, and a resident Clergy- man licensed thereto by tho Lord Bishop), may, at the d»> sire of such Ciergyroan, and with the approval of the Bishop and the Rector of the Parish^ form a separate Local Committee ; and in that case the District shall, for the purpose of the Society, be considered at a separate Parish. 2. Each Local C.'ommittee shall hold an annual meeting on some convenient day, previous to the Anniversary Meeting, when the recommendations to tho General Com- mittee of special objects shall bo determined on. 8; Each Local Committee shall be empowered to depute two Lay Members of the Society to be elected at the Annual Meeting of tho Committee, to assist the Mission- ary in submitting the recommendations of the Committee to the consideration of the General Committee. 4. It shall be competent to each Committee to recom- mend any of the above recited objects to the special cpp- sideration of tho General Committee, in the appropriation of the funds of the Society. zn. 1. The Society shall hold its Anniversary Meeting at Fredericton and Saint John alternately, on the first Thurs- day in 'July in each year. 2. A Special General Meeting may be called at any time by tho President, or in his absence, by any two or naore of the Vice-Presidents, four weeks' notice being first given thereof by advertisement in one or more newspapers, published in Fredericton and Saint John respectively. xni. i^The Oeneral Committee.) 1. REPORT. \ i /■. v/ w 11 It seems Very qecessary, at the present time, to lay be- fore every member of the Church its real position With reference to Ithe Missionary worl^ in this Diocese. Daritig the present joar a most im]>ortant crisis will ariscy by which the Missions, in connection with this Society, will be seriously affected. Apart from the appropriations yearly made by the General Committee, there are (with limited exceptions) no means for the maintenance and extension of the Churcn, where there are no endowments or sufficient local resources. ,, _ f ] Previously to the year 1865, the income of tfiis Society annually increased, and by appropriations to the various objects,, provision, was in some degree niade for the increas- inffwants of the Church. When, however, fpur years ago, the venerable Society for the Propagation of the Gospel determined, on making the grant in aid of this Diocese, in a block sum, to reduce the amount, this Society was called on to make up a large de* fieiency. Since then, for various reasons, the annual in- come has 7k>^ increased ; and the General Committee bat found it no easy matter to provide for the yearly Mission- ary expenditure. The Committee has also found it a hard thing to refiise aid to many pressing wants, — to refuse assistance for additional clergymen in large and extensive Parishes, or for districts in which no provision has been made for the ministrations of the Church. Tlie people there are very anxious to secure the services of a cleigyman, and will, I believe, do their utmost for bis support. " In Bathurst a new roof was put on St. George's Church last summer. Through the exertions of the ladies the sum of 9161.51 was raised, which cleared the new parsonage of all debt; and at Christmas time the sum of $11 .60 was provided fbr a library for the Sunday School." Contributions amount to 867.60. Cambridos. — Rev. B. Shaw writes as follows: "I have not yet concluded the subscriptions for the Society's fund, but I am afraid that we shall fall short this year ; I could not guarantee more than $70, although I cannot possibly say what the exact amount may be. We have added five new communicants since last year. " In April last some of my parishioners exerted themselves in making • donation party. About thirty persons came to the Parsonage : we all took tea together, and spent a very pleasant evening. The amount of the donation was $112, $32 of which was in cash, the rest h> hay, oats, &c. Last winter I made a long excursion up Salmon River, amongst Uie back settlers. I bap- tised .ten children in Haroourt Parish, Kent County — a distance of fifty-six miles away from my own house. I was away ten days; and during the period 1 held nine services, baptised twenty-three oliildren, and one adult. *' On the whole I think one may take, coutage in looking over tlie results of one's work for the past year. Our congregations are generally good ; and T trust that not the shadows and forms of religion, but /rue holiness, is possessed by many who are walking in the straisht and narrow way. " I have nothing more to add which is peculiar from the work done in the rest of the missions in the Diocese ; but I cannot close my report without hop- ing that the Society will, as soon as its funds wHl dlow, send a clergyman oa the western side of the Lake. That is not a new mission, but one from which the clergyman was withdrawn ; and I think the clergymen should be restored to these vacant missions before they are appointed to new ones." Williams writes that this Lociil Committee, while expressing its continued interest in the welfare of the Society, would represent that the depressed condition of the fisheries precludes the hope of any increase in the amount returned from this Mission. A renewal of the grant to the Missionary, and also (he Church School, is respectfully requested. Camtebbort. — Rev. T. Hartin reports contributions amounting to $88.26. In one of the churches twenty-seven persons were confirmed in October last by the Bishop. Carleton. — Rev. W. Walker reports $28.69 as the contributions from thit Parish. Chatham. — Rev. S. Bacon has forwarded the following resolutions passed at a meeting of the Local Committee on Whit Monday : — 1. That it has ever been the decided opinion of this Committee that no bet- ter means could possibly have been devised to create a general endowment fund for the Anglican Church iu these Colonies than the Diocesan Church Society ; which, therefore, strongly claims the devout prayers, Uie strenuous efforts, and the liberal contribution's of every one who has the cause of Chris- tianity at heart. 2. Hanington has enclosed n mo8t iutoresUng report, of which the following are extracts : — " Beside the usual ravages by disease, there have been no less than seven sudden deaths in this small mission during the past year. Among them were Johu Miller, his eldest son and a daughter, who were all destroyed by fire on the night of the fifteenth July last. Mr. Miller lived several days, and was able to receive the sacrament of the Lord's Supper. He died in great auflPering, but with an humble trust in the mercy and love of Him in whom he bad put hi* trust in life. The son and daughter perished together while the latter waa vainly but nobly endeavoring to save his sister from the flames. *' Mr. Miller wu a communicant and teacher in the Sunday School, and is a great loss to the church in the siettlement. His widow, left homeless with several children, has partaken of the blessing promised to the widow and tho fatheriess. She has now a comfortable house, and her little ones are regular attendants at school." Mr. Hanington mentions another sudden death of a son of Mr. Smyth, occa- sioned by a tall, fVom the efiiects of which he never recovered his consciousness. "On the 22dof October," Mr. Hanington continues, "the Bishop viuited this Mission, and confirmed twenty-one persons. At Migundy, nine mil«-8 from the persona^, there were twelve candidates and nineteen communicants from a congregation of sixty-three. At the evening service in St Clement's Church nine were confirmed. Among them were two newly bapUzed, who have since been regular communicants. " During the year I Itave administered the holy communion on every Lord** day, beside fifteen celebrations in private to the sick. " By the free will oflforings of the congregation, aided by the ' Ladiea' Needle Work Society, Fredericton,' a new carpet oas been provided for the chancel, and other, requirements for St Clement's Church. The foundation of the churoh also hais been repaired. At St Jwho's Church, Magundy, still more baa been done towards the House of God. Though not a large congregation they have raised about t75 ; and this, with their own lakior, has enabled them to put the church in thorough repair, with the exception of the roof, which re- quires renewing, and the fence around the churoh. I think it not only right to acknowledge publicly the general liberality of all in their offerings towards God's House and service, but also the zeal and continued exactions of Messrs. The main featurea are those — travelling about fifty milea a week, three «ervicei each Sunday, and one daring the week, with viaita to the sick and whole. During the last year I had thirty-three baptisma, seven marriages, and seven bnriala. Elements of chantto, indeed, are always at work, but (or the most part the changea are so gradual aa to be almost imperceptible. Uur duty la that of diligent and prayerful labor. We sow good seed in faith and hope, sometimes weeping, sometimes reioioing. My parishioners are plain, imperfectly educntcd folks, who have to work hard to earn a living, but many of them are ihrewd and thoughtful. They are rustic in attire and manner, biit sincere and true in their attachment to their church. With little to give, they give what they can without grudging. They have few words of commendation, but they are grateful for holy ministrations. I would that in each church and at each station there cOuld be a service each Sunday instead of each alternate Sunday. This would prevent Sundays being spent unelessly, if not injuriously, and it would guard those who do not decidedly belong to us. against the temptation «f going to hear any self-authorised teacher who may find his wav into the neighborhood. It is with much pleasure that I have witnessed, in one part of my Mission, the tteady in'^rearie of a congregation of devout worshippers. Nearly three years ago I commenced a service in a school house at Centreville The number was small ; not large enough to justify me in giving more than an occasional ser* vice. From a request made to me by a few persons, I consented to give an afternoon service on every third Sunday. On motion of Mr. Jarvis, there was granted to the Elector of Gagetown a gratuity of $100^ payable upon his 'certifi- cate that the sum of $200 had been contributed in ihe Parish toiiis support during the year. It was moved by Mr.. Jack, that the sum of $100 be granted to the Rev. W. Walker, Rector of Carleton, for his services for the period of one year from the let Decem- ber, 1866. To which the following amendment was moved by Rev^ W. H. A BEPORT OF THE PROCEEDINGS OF THE EXECUTIVE COMMITTEE OF THE DIOCESAN CHURCH SOCIETY FOR THE PAST YEAE. The minutes of the meeting of this Committee held in Fredericton on the 5tli July, 1867, were published in the 32d Beport (see page 35). Tlie next meeting of this Committee was held at Saint John on the 2d October, when a^ statement of the Tre^v- Burer's Account, made up to 1st October instant, was re- ceived. A letter was read from this Committee to the Society for the Propagation of the Gospel, on the subject of the block sum granted by that Society, and asking for a con- tinuance of the same, without diminution, for a further term of years ; and it was — Hesolved, That the Lord Bi- shop be respectfully requested to forward the said letter to the Society for the Propagation of the Gospel. The Lord Bishop read a letter from the Society for the Propagation of the Gospel, containing a proposal for con- tributions in aid of Foreign Missions. Suggestions were made by his Lordship, in which the meeting appeared to concur. Read the following accounts : Messrs. Chubb & Co., for printing the last Report, amounting to $120.75. Tlie Se«'.retary, for incidental expenses, amounting to $7.86. Ordered that the same be paid. On motion — Resolved^ That a Committee, consisting of the Lord Bishop and Mr. Frith, be appointed to ascertain the position of the bequest of the late Hon Chief Justice Parker, contained in the 16th paragraph of his Will ; and that the said Committee be requested to communicate with the Executors of the estate of the late Mr. Hanford Bost- wick, of Norton, with reference to a bequest made by him in favor of the Society. The Committee met at Fredericton, in the Madras School,' on the 1st January, 1868. A statement of the Treasurer's Accounts was received, made up to this date. On motion — Resolved, That the Treasurer be requested to prepare the Account C, of Loans and Investments for the current year, agreeably to the form in which it is 40 printed at page 49 of the 29tli Keport, and that such form be continued for subsequent statements. The next meeting of this Committee was at St. John, March 4th, 1868, when a letter was read by the Secretary frotn Mr. W. Jack, with reference to certain resolutions passed at the last meeting of this Committee, and tender- ing his resignation as a member of the Loan Committee. The Secretary also read a letter from Rev. W. Scovil and Mr. B. L. Peters, to the like effect. On motion— Hesolvedy That the Rev. W. Scovil, Mr. B. L. Peters, and Mr. W. M. Jarvis, do form the Loan Committee till the next general meeting of the Society. The Loan Committee were requested to make the neoes- sary arrangements with the Treasurer for the paymouti due from the Society till the close of the fiscal year. The Secretary read a statement from the Treasurer's Account, showing a balance in favor of the Society of $188 at the close of the fiscal year. Read by the Secretary a report of the proceedings of the Executive Committee for the past year. It was — Resolved^ That the Rev. J. J. Hill, Rev. W. H. DeVeber, and Mr. H. W. Frith, be a Committee to make arrangements for the meetings of the Society in St. John. An account of the Secretary for incidental expenses, up to this date, amounting to $12.90, were ordered to be paid. The Committee met at Saint John, in the vestry of St. Mark's Church, on Wednesday the 3d July. An account of the Secretary, for incidental expenses, from 1st June, to this date, amounting to 18.70, was ordered to be paid. It was — Re^olved^ That 3,000 copies of the Annual Re- port he printed ; and that 12 copies of the Reports from 1860 to 18G8, inclusive, be bound ; and that the Rev. W. H. DeWber, Mr. H. W. Frith, and Mr. G. Sidney Smith, be a Committee to assist the Secretary in that duty. Resolved^ That Rev. W. Soovil, Mr. W. M. Jarvis, and m 4i) Mr. B. L. Peters, be the Jjoan Committee for the ensuing year. Besolved, That all bonds, mortgages, debentures, and •other securities belonging to the Society, be deposited in the Bank of New Brunswick, in a box for that purpose, and that the Treasurer and Chairman of the Loan Com- mittee shall have sole access to the same, and that all secu- rities bo submitted annually to the inspection of the Audi* tors, who shall report thereon. Mesolved — That the Loan Committee be authorized to enforce payment of all mortgage secnrities now over due. And to take all proceedings, in their opinion, necessary therefor. The matter of the special funds invested, having been referred by the General Committee to this Committee, it was — Eeaolvedy That they be permitted to remain as re- ported by the Auditors, irrespective of accumulation of mterest ; but that, in future, the interest of such funds be used for annual expenditure, under the several heads, such amounts being, if necessary, supplemented from the gene- ral funds of the Society ; but if such expenditure for any special fund be not voted, the simple interest of the said original fund taken from the annual income, shall be carried to the credit of the same. The Secretary brought under the consideration of the Committee, the report to the General Committee with reference to tl^o appointment of a Travelling Missionary ; and it was — Resohed^ That the matter be referred back to the Committee appointed last year on the subject, and that they be requested to take steps to raise the required funds by the means of the Sunday School children in the Dio- cese, and to report on the subject at the next meeting of the General Committee.
