Some think they already feel the evil, and all pretend to forefce its long train of deftruftive confequences; yet nobody feems hitherto to havd firuck at the root of it ;-^and whether from a want of difcernment, or from ferret or party motives, no gne has even gone fo fafj as to affign the true caufe of its exiftence. The Laws of Parliament indeed have varied, and do vary every SefTion^'yer thofe relating to Colonization and Comnfei^ce, have not been al- tered often enough, nor properly adapted to times and circumftances. *l Many of the other Laws of GovernnaeiTf, which may have been^ very proper when thejF were made, are now no longer fo, although ftifl« in force. That the Board of Trade and Planta- tions be converted into a Supreme Council of Colonies and Commerce, That a certain limited Deputation be fent to that Council, from the Houfe of Peers, compofed of the different claffes. That a like Deputation be fent from the Houfe of Commons , That thefe Deputations be chof«n by- Ballot, at the opening of the new Councils and afterwards at the meeting of cverynew Parliament 5 or as often as any of the mem- bers f ■ it [ vi 1 bers fo chofen, fhall happen to die or to rcfign. To take off fuch of the prefcnt Taxes on the Neceflaries of L,ife, as affeft the poor and induftrious part of the Nation, and in lieu thereof, to tax Batchelors, Domeftick Ser- vants, Horfes and Dogs, To take off the Excife on Provifions, and in lieu of it, to lay a Tax on all Doors and Chimneys of theHoufes of the Inhabitants, in order that the poorer Sorts of the People, who cannot afford to be well lodged, may fit m I ■t [ xiii ] at lead, eat and drink at a cheap rate; and not be tempted to emigrate, by not being able to live at home. :^mi To fupprefs Smuggling, by the only effec- tual means of doing, it, — that of taking away the Temptation.— The abolition of the Excife on Provifions will partly do this, and, to compleat the work, the duties of Guftoms might be reduced to a moderate rate, on the real value of all Exports, and double that rate on the Imports; which value, can beft be afcertained by the Proprietors of the Goods, who will take care not to defraud the Revenue for a Trifle, when anyCuftomhoufe Officer, or others, can take thofe Goods, on paying one tenth part more than the decla- red value J and this without any form or procefs of Law. To reduce the legal Intereft on real Secu- rity to 4 per Cent, leaving it to vary on perfenal Security, from 4 to 8 per Cent per Annum, according to Circumftances, in order that Men ^1 I'. \ *-f: / [ XV ] Men ill Trade may not be kept out of their money by litigious Debtors, without a fuit- able Equivalent ; and that others, who arc obliged to borrow on perfonal Security, may openly offer, 5, 6, 7 or 8 per Cent, per An- num, to money'd Men of Charader, rather than be compelled to fubmit to a much higher Intereft, through the Channel of Annuity- Brokers, &c. To limit the Credit on Goods bought to months, or any fhortcr Term that the Parties may agree upon, on the Penalty of paying the higheft legal perfonal Intereft for any retarded Payment : in order that Merchants, Wholefale Traders, and ^Manufacturers, may be prevented from launching out too far beyond their Capitals, and confcquently from Bankruptcy and Ruin.
