Teams must appear in the recognized "Drill Order" of their respective Corps, and the members must bring with them the necessary uniforms, as per clause {g) , Regulation IV. (c) Regimental head dress, or a cap cover, with or without a cap under it. Havelocks of a URiform pattern may also be worn, provided all the members of the team appear in them. TARGETS AND SCORING. The targets will be 3 ft. 6 in. high and 6 ft. wide, and have on them thru horizontal bands, the lower 11 inches, counting FIVE; the middle 20 inches, counting THREE; and the upper 11 inches, counting TWO. Ricochets will count same as direct hits. If the number of hits counted on a target exceeds the number of shots allowed in the competition, three marks will be deducted for every such hit in excess, unless it be proved that they have been made by members of the team tiring more than the authorized number of rounds, in which case the team shall be disqualified. SKIRMISHING. Distance — Varying from about 100 yards to about 500 yards. Position — Standing, kneeling or prone, at the discretion of the firer. No. of rounds — Twentv per man. The men of a team to be at liberty to tire at the target told off to them, and in thtir own time; with the provision that the score of a team shall be determined by the value of the hits made in the five rounds, or as many of the permitted five rounds as are fired within three minutes. NOTE — The score made in these matches will be announced as soon as received from the Officer at the butts, subject, however, to check and revision by the Statistical Officer. DETAILED CONDITIONS OF THE COMPETITION. 1. The teams competing shall parade under the command of their captains for inspection of arms, uniforms, accoutrements and ammunition, at such hour and place as may be detailed, and any team failing to appear at such hour and place shall be disqualified, and r >t allowed to compete, 2. No change of arms, uniforms, accoutrements or ammunition shall be made after a team has been formed up for inspection; and teams shall fire in the same uniform, and with the same arms, etc., in which they are inspected. 3. Teams will draw lots for places after the officers and markers have withdrawn into the butts. Captains will march their teams from the parade ground to the places in front of the targets to which they have been detailed, and will then extend them in extended order. At the conclusion of the firing, teams may be marched back to the parade ground for further inspection, if deemed advisable. 4. The matches will be conducted by the Executive Officer. He will give the order by bugle call or whistle for the line to " advance" or " retire." On the last sound of the bugle call, or whistle, " advance" or " retire," teams will at once move off in extended order, and in quick time, and each team must conform to the general alignment. When the targets are raised, the teams will halt, load, adjust sights, and fire, without word of command, as ANNUAL PRIZE MEETING. H 31 the targets will only remain exposed for 15 seconds. After tiring they will remain halted, until the call "advance" or *' retire" is given, when they will move as ordered. 5. Sights may be adjusted at any time, but rifles shall not be loaded until the targets appear. 6. When the line has halted for firing, no member of a team shall move forward into such a position, in advance of the general alignment, for the purpose of delivering his fire, as may be consi- dered dangerous. 7. Coaching of teams by their captains will be permitted. 8. The penalty for infringement of any of these conditions shall be disqualification of the team. Competitors must, when at the firing point, comply with all orders given by the Range Officer on duty. II.— MATCH COMMITTEE. The Prize Meeting of the Association will be conducted by a Match Committee of five members (three to form a quorimi) appointed by the Executive Committee either from the Executive Committee or from members of Council, with power of substitution by the Executive Committee from tim« to time as occasion may demand ; and said Match Committee shall have power to hear and determine all matters arising at the meeting submitted for their consideration, and their decision, or that of the majority of them, shall be final, binding and conclusive ; but they, or a majority of them, may at their discretion refer any question to the ?2xecutive Committee, in which case the decision of the Executive Committee shall be final III.— l:fficiency. No Active Militiaman shall shoot as a meml)er of more than one corps. 2. No Officer, Noii-Coiuniissioned Officer or man employed by the D. R. A for duty in connection with the Matches, shall shoot either for a prize or for practice, nor shall he or they be permitted to solicit, participate, or l)e interested in, any bet, stake or pool on any match. 3. In competitions restricted to Active Militiamen, or in which they shoot as such, the uniform of their corps shall l)e worn in accord- ance with the Regulations and Orders of the Militia. {a) Tunic, patrol or regulation fatigue jacket. Elbow caps will not be allowed. {d) Trowsers. {c) Except when in the act of firing, waist belts must be wortt. {d) Regimental head dress worn in the corps, or a cap which may have been adopted and regularly worn by any corps. A puggaree may be worn over the head dress, or a cap cover with or without a cap under it. {e) Great coats or waterproofs may be worn ove» uniforms. (f) In comjjetitions not restricted to the Active Militia, compet- itors must appear strictly in uniform as above, or wholly in plain clothes. See Reg. VII (r). {g) In the "Military Matches" the teams must appear in the drill order of their arm of the service, and the members must bring with them the necessary uniforms, belts, pouches, and side-arms, as stipu- lated in the conditions contained in the regulations for the Gzowski Military Match, No. XII. Officers of a corps must all appear dressed in the same order, as must also Non-Commissioned Officers and Privates. Where a duly authorized undress uniform for Officers exists, they (the Officers) may ap|-)ear in it, although the Non-Commissioned Officers and Privates may be in full dress. 4. All protests must be made in writing and handed at once to the Range Officer in charge, who shall note thereon the hour of re- ceipt, and send it, with his remarks, to the Executive Officer who shall investigate the matter, and if unable to decide or settle the same, he |^*f{^ ANNUAL PRIZE MEETING. 41 he shall transmit the protest, with his remarks thereon, directly to the Secretary, by whom it shall be laid l^efore the Match Committee for action, and the Match Committee reserve the right to refuse or accept any protest or complaint presented afier the expiration of two hours after the occurrence upon which the protest or complaint is founded. Any competitor who may be dissatisfied with the ruling or decision of the Executive Officer, may appeal direct therefrom to the Match Com- mittee, through the Secretary. 5. Competitors must submit their rifles at any time for inspection when required by a Range Officer and always when in a five shot match a competitor makes 20 points or over; or in a seven shot match, 28 points or over; or in a ten shot match, 40 points or over, at each or any range; and it will be his duty to remain at the firing point until testing has been accomplished. In case of dispute, the decision of the Executive Officer will be final. 6. Fixed or artifical rests will not l>e allowed, except in tlie Gzowski and British Challenge Shield matches. 7- VVhen uniform is worn, the butt of the rifle must not l>e placed inside the coat. 8. Only the mats provided by the Association at the firing points will be allowed, and they must he flat, and not be folded under tb.e elbow or the body. It a great coat be spread on which a competitor may lie, it shall not be folded in any way to form a rest or support 9. No wiping out l)etween shots will be permitted. 10. "Blowing oflF" is aboiished, and will not be permitted any- where on the range. See clause f, Reg. VI. 1 1. No competitor shall load until he has taken his position at the firing point, and the Register Keeper has given the words "all clear." 12. Slings of Government pattern, white, brown or black, may be used in any manner in all matches, but they must not exceed 54^ inches in length, exclusive of the tongue and the buckle, and must be attached directly to the rifle. Any sling found exceeding the length stipulated must be removed from the rifle, or else be cut down to the proper length. 13. In individual competitions competitors may use a binocular or telescope, not mounted on any kind of standi provided their doing so causes no delay in the shooting. {a) The field of vision must not be limited, except by the orthop- tic disc. Any violation of this rule, or any part of it, shall be at once reported by the Register Keeper to the Officer in charge of the firing point, who shall caution the offender, and on any rei^etition of the offence, shall reix)rt the same to the Executive Officer, for the information of the Match Committee, who shall deal with the case as laid down in the Regulations under the head of *' Penalties," and may remove from the ground any person advising a competitor. 15. In Matches where both team and individual prizes are being competed for, coaching of any kind is strictly prohibited. 16. In Matches where the prizes are offered to teams only, the members of each team shooting together will be permitted to "coach" or *'s[X)t" for each othe;, and to use binoculars or telescopes for that purpose, provided their doing so does not delay or impede the shoot- ing. The duly recognized Captain or Adjutant of a team, although not himself shooting, will be permitted to assist his team in a like manner, and to appoint spotters to assist him. With the abuve excep- tions no other persons will be allowed within the ropes, or permitted to offer advice or in.^tructions to the competitors. 17. Any violation of these rules, or any part of them, must be at once reported by the Register Keeper to the Officer in charge, who will caution the offender, and on any repetition of the offence shall report the same to the Executive Officer, so that the case may be dealt with by the Match Committee as laid down under the head of "Pen- alties," and the person or persons offending may be removed from the firing point. v.— PENALTIES. DISQUALIFICATION. Any competitor — (a) Who shall fire in a name other than his own ; or {h) Who shall fire twice for the same prize, unless permitted by the conditions of the competition to do so ; or (c) Who shall intentionally discharge his rifle at the wrong target ; or (d) Who shall offer money, or a bribe of any kind, to an employee of the Association, under any pretence whatever ; or (e) Who, being cognizant of an attempt to defraud the Associa- tion, shall fail to report the same with due diligence to the Council, Executive or Match Committee ; or ANNUAL I'RIZE MEETING. 43 a o (/) Who shall be guilty of any conduct which the Council, Executive or Match Committee may consider discredit- able ; or ig-) Who shall be reported to the Council, Executive or Match Committee as having been elsewhere guilty of such con- duct, or of the aforesaid offences ; shall, upon the occurrence being proved to the satisfaction of the Council, Executive or Match Committee, or on the receipt of such report from any Affiliated or duly recognized Association, forfeit all his entrance fees and prizes, and be discjualitied from comi)eting at any Prize Meeting of the Association. VI.— EXCLUSION FROM FURTHER COMPETITION DURING THE MEETING. Any competitor — (a) Who shall fire when the danger signal is up ; or {d) Who shall discharge his rifle on the range except in accord- ance with the regulations for shootin^j;; ; or {c) Who shall be found with a loaded rifle except at his proper firing point and engaged in competing ; or {(f) Who trom a proper want of care, discharges his rifle acci- dentally. (<:) If a shot hits the ground in front of a target and then re- bounds and hits the target it is a ricochet, and is marked in the ordi- nary matches by waving a black bar across the target, it has no value but is marked on the score card by the letter R. In the two Military Matches ricochets are counted of the same value as direct hits. ( XVI.— ORDER OF SHOOTING. 1. Competitors must Vje present at the firing points five minutes liefore the time stated on their tickets, or in the cas of a team, at the hour specified on the notice board, otherwise they will not he allowed to shoot; the time to be regulated by the clock in front of the Secretary's office, 2. When at the firing points, competitors must comply with all orders given by the Range Officer in charge. 3. All preliminaries must be completed before taking a position for firing, and will not be allowed as an excuse for delay. 4. In all ordinary competitions competitors shall, as squadded, be formed up by threes, and fire shot and shot alternately. 5. When but one co npetitor is present, he shall fire his shots without undue delay, I nit the officer in charge of the firing point, or som: one named by hint, must witness the shooting and countersign the register Failing such verification the score will be invalidated. Any person present whom the competitor may name will watch the score recorded, and if need l>e raise objection before the next shot is fired. 6. No two competitors may shoot in any competition with the same rifle, nor shall a competitor change his rifle at any range during a competition unless his first rifle should become unseviceable thiough an accident, which must be verified by the officer in charge. 7. The competitor must, after delivering each shot, pay atten- tion to the score called out by the Register Keeper and himself see that such score is correctly entered on the black board, so that any objection to the score as recorded may be investigated before the next shot is fired. 8. In the case of unreasonable delay in firing on the part of any competitor, or such delay as the Range Officer may consider likely to prolong the firing beyond the time allowed, the Range Officer shall have the right to caution and time the competitor by a sand glass purporting to run one minute, more or less, and if after such caution the competitor does not fire before the sand glass has run out, the Range Officer shall declare the shot forfeited, and call on the next competitor to proceed with the firing. •^■WlWO^WHIWi mmmm ANNUAL PRIZE MEETING. 49 XVII.— TIES ■*. 1. Tn the case of ties in which all concerned win money prizes of equal value, and m the case of absolute ties not decided by shooting off, the winner's names will be arranged in a bracket. 2. In every case in which competitors are required to shoot off a tie, the shooting off will affect only the prize or prizes for which the ties are specially directed to l)e shot off. 3. Before commencing to fire off a tie, a competitor may take a sighting shot, provided he has previously notified the Register KeeiJer that he proposes doing so. 4. Ties shall be decided as follows, except when otherwise specially laid down. A. In Individual Competitions for a Series of Prizes. 1. If at more than one distance, by the range totals in inverse order, commencing at the longest range, 2. By the fewest "outers" throughout the competition. 3 By the fewest "magpies." 4. By the fewest "inners." 5. By the value of each shot in inverse order. In the case of absolute ties, tickets to shoot off, which will be free. (a) If for Prizes in Kind, by shooting o^ &% in clause B. {b) In the case of a prize Part in Kind and Part in Money, by shooting off for the Prize in Kind and dividing the money. (^) If for money prizes, by dividing the money. •A Tl ^—^"^ all competitions the order of the winners shall be de- cided by the foregoing rules, if possiple, but in the case of absolute ties the names shall be arranged alphabetically and bracketed. B. In Individual Competitions for a Single Prize. I. By the aggregate score mfive rounds at the longest distance. i. By firing single shots until decided. Absentees will forfeit their claim to shoot. In The Governor General's Match, scores of equal numeri- cal value shall shoot as detailed in clause B. F. In the Military Matches. 1. Places shall be decided by the largest number of hits. 2, If hits and points are both equal, the money prizes shall be equally divided, and the cup or shield shall be held for equal portions of the year by the teams making equal scores. G. In Cases not met by the foregoing. 1. By any special rule attached to the conditions. 2. By the fiat of the Match Committee. XVIII -ENTRIES. /. The Executive and Match Committees reserve the power of re- fusing any Entry for %ny Match, or of cancelling at any moment any Entry that may have been previously accepted. 3. The privilege ofEntty is restricted to members who have paid their subscription {$2) and to associate members who pay the fee of {•$/) at the time of entry. 3. No entry shall be held to have been made until full payment of the entrance fee has been received. 4. Entries for the several competitions shall close on days and times named by the Committee. 5.
