SEC. 10. — The officers of the Supreme Tent shall be an: Acting Past Supreme Commander. Supreme Commander. Lieutenant Commander. Record Keeper. Finance Keeper. Medical Examiner. Chaplain. Sergeant. Master-at-Arms. First Master of the Guards. Second Master of the Guards. Sentinel. Picket. They shall be elected biennially at each regular re- view (except the Acting Past Supreme Commander and the First and Second Master of the Guards; the last two officers shall be appointed by the Supreme Commander at the opening of each review of the Supreme Tent from among the Representatives present), and shall hold their respective offices until their successors are elected and duly qualified. The retiring Supreme Commander shall be the Acting Past Supreme Commander. SEC. 1 1 . — No person shall be eligible to any office in the Supreme Tent unless he shall be at the time of his election a member of and hold a benefit certificate in the Supreme Tent. SEC. 1 2. — The nomination and election of offi- cers shall take place on the morning of the second day of each regular review, immediately after the reading and confirmation of the minutes, unless the Supreme Tent is sooner ready to adjourn, or a dif- ferent time is fixed therefor. SEC. 1 8. — The Supreme Commander shall pre- side at all reviews of the Supreme Tent and enforce all laws thereof; he shall have the general superin- tendence of the Order, with power to grant dispensa- tions, when the good of the Order may require it, except for the admission of unqualified persons to membership. SEC. 19. — The Supreme Commander shall hear and determine all appeals submitted to him in due course of law, and his decision shall be final, unless an appeal is taken therefrom to the Board of Trus- tees or to the Supreme Tent. SEC. 20. — The Supreme Commander shall in- stitute annual and emi-annual Passwords, and with the assistance of the Supreme Record Keeper fur- nish the same to each Great Camp and Subordinate Tent in good standing. SEC. 21 . — At the commencement of or immedi- ately prior to each biennial review the Supreme Commander shall appoint the following standing committees to serve during such review: On Creden- tials; on New Business; on Finance; on Appeals, Grievances and Petitions; on Laws, and on Mileage and Per Diem. SEC. 22. — All standing committees shall con- sist of five members, except the Committees on Laws and Appeals, Grievances and Petitions, which shall consist of three members each, both of which commiitees shall meet three days before the com- mencement of the biennial review to prepare their reports. The Committee on Laws and the Supreme , Board of Trustees shall act jointly in making reports I on all amendments or changes in the laws. The dispensation may be re- newed at the expiration of that time on the payment of five dollars. But no Tent acting under a dispen- sation will be allowed representation in a Great Camp or Convention of Tents. Supreme Lieutenant Commander SEC. 27 . — The Supreme Lieutenant-Commander shall preside at all special and regular reviews in the absence of the Supreme Commander, and in case of vacancy, caused by death, resignation or otherwise, of the Supreme Commander, he shall perform all the duties of that office subject to the provisions of the articles of association until an election shall be held. Supreme Record Keeper SEC. 28. — The Supreme Record Keeper shal keep a correct report of the proceedings of the Su- preme Tent; shall read all communications, reports, petitions, etc., and attest all orders drawn on the Supreme Finance Keeper; shall affix the seal of the Supreme Tent to all official documents; shall pre- pare for publication a copy of the proceedings of the Supreme Tent v/ithin one month after the close of each regular or special review; shall also make to the Supreme Tent, on the first day of each biennial review, a complete statement of the condition of the Order, and shall compile and arrange for publication, subject to the approval of the Board of Trustees, all amendments to the laws adopted by the Supreme Tent. In the months of July and January of each lO LAWS OF THE SUPREME TENT year, he shall promulgate the semi-annual pass- wore and in January the annual pass-word, as prepared r the Supreme Commander. SEC 29.— He shall draw and sign all orders (which must also be signed by the Supreme Com- mander^ for the payment 6f money. No order shall be drawn for the payment of bills for supplies and expenses (not authorized by the Board of Trustees) until the same have been approved by the f mance Auditors. SEC 30 —He shall conduct the correspondence of the Supreme Tent, cause to be published in the official organ of the Supreme Tent the mortuary statements as required by the laws of the Order; keep a record of the name, number and date ot m- stitution and location of all Tents; have charge of the seal, books, papers and all private work belong- ing to the Supreme Tent; keep a true and correct account between the Supreme Tent and all Subordm- ate Tents, and Great Camps; present to the Supreme Tent on the first day of each biennial review, a full and correct statement of the amount of money re- ceived and disbursed since his last report, and per- form such other duties as the laws and usages of the Order, the Supreme Tent or the Board of Trustees shall require, and shall at the expiration of his term deliver to the Board of Trustees, the Supreme Tent or his successor in office, all money or property of the Order which shall have come to his hands dur- ing his term of office. In case of his suspension or removal, then all money and property of the Order, in his possession, shall be at once delivered by him to the Supreme Commander, or some member ot the Board of Trustees. He shall pay over to the Su- preme Finance Keeper, weekly or oftener, all money in his possession belonging to the benefit funds, and at the close of each month all money in his possession belonging to the general fund, and shall accompany such payments with a statement showing the amount thereof belonging to the general fund and to the ben- efit funds. He shall keep an account with the Su- preme Finance Keeper charging him with all such payments and giving him credit for all legal warrants paid by him, as the same are audited by the Supreme Finance Auditors. On the first of each month he shall prepare and submit to the Supreme Com- mander a detailed statement or report of his receipts and disbursements during the preceding month. He shall have his books and accounts ready for the in- spection and audit of the Supreme Finance Auditors on the first of each month. He shall within thirty days after his election and installation into office, and before entering upon the duties of his office, give to the Supreme Tent a good and sufficient bond in such sum as shall be fixed and approved by the Board of Trustees, with at least two sureties condi- tioned for the faithful application of all money and property coming to his hands by virtue of his office and the faithful discharge of all duties of the office prescribed by the laws of the Supreme Tent. The failure or neglect of the Supreme Record Keeper to file such bond within thirty days will create a va- cancy in said office which the Board of Trustees is empowered to fill. SEC. 32. — The Board of Trustees may at any time during the recess of the Supreme Tent, when in their judgment the interest of the Order require it, increase the amount of his bond, and on being noti- fied thereof, he shall, without delay, cause a new bond to be executed in the sum required, with the conditions named in Section 31. SEC. 33. — The Supreme Record Keeper shall 12 LAWS OF THE SUPREME TENT \' prescribe and prepare all blank applications and forms required under these laws not otherwise pro- vided for. SEC. 34.— He shall receive such compensation as the Supreme Tent shall, from time to time, de- termine. Supreme Finance Keeper. SEC. 35 — The Supreme Finance Keeper shall deposit weekly or oftener in such chartered or Na- tional bank as the Board of Trustees shall deter- mine, all money received by him and pay all orders drawn on him in accordance with the laws of the Order. He shall keep a correct and separate account of all money received and paid for the different ben- efit funds, and only pay out the same on legal orders drawn to pay claims for benefits properly allowed. He shall keep a correct and separate account of all money received and paid out belonging to the gen- eral fund, which shall not be used to pay claims against any other fund. At the close of each month, he shall submit to the Supreme Commander a report of receipts and disbursements since his last report, comprising the following items: General fund, balance on hand at last report; ; total receipts and payments; balance on hand. Benefit funds, balance on hand in each at last re- port; total receipts in each; total disbursements in each and to whom paid and date of payment, and balance on hand. j j He shall have the accounts correctly posted and ready for examination by the Supreme Finance Au- ditors on the first of each month. The failure or neglect of the Supreme Finance Keeper to file such bond within thirty days will cre- ate a vacancy in said office, which the Board of Trus- tees is empowered to fill. SEC. 37. — The amount of the bond above re- quired may be increased at any time by the Board of Trustees when deemed necessary, and when such increase is directed a new bond shall forthwith be furnished. SEC. 38.— He shall at all times hold his books, records and accounts open to inspection by the Board of Trustees, and whenever requested by tbem, make a full report of the financial standing of the Order. SEC. 39.— Should the amount of the bond be increased, as herein before provided, and he fails for ten days, after notice of such increase, to furnish a new bond in the sum required, satisfactory to the Board of Trustees, the office of Supreme Finance Keeper shall be declared vacant by the Board of Trustees, and they shall immediately appoint a suit- able person as his successor, of which the Supreme Record Keeper shall at once give all Great Camps and Subordinate Tents notice. SEC. 41 ,— The Supreme Medical Examiner shall examine and promptly report upon all medical ex- aminations for life benefit membership in the Order. The fee for each and every such examination and report shall be twenty-five cents, to be paid by the applicant, and to accompany the application He shall, upon the recommendation of the Tent, ap- point in writing, under the seal of the Supreme Tent, all Tent Physicians under Supreme Tent juris- diction before entering upon the duties of their office Whenever, in his judgment, a Tent Physician is an unfit person to perform the duties of such office, he may, in connection with the Board of Trustees, sus- pend or remove him by writing under his hand,' and the Subordinate Tent, on receipt of such notice of suspension or removal, shall recommend another physician to fill the vacancy so created. His accept- ance or rejection of an application for beneficial membership shall be final. All notices of rejections shall be sent to the Record Keeper of the Tent to which the applicant has applied for membership in a sealed envelope. SEC. 42. — The Supreme Medical Examiner shall, before a Tent is instituted, appoint a Physician who shall be a graduate of some recognized school of medicine, and legally recognized as a duly qualified practitioner, to examine the charter members there- of. Such examinations shall be reviewed by the Supreme Medical Examiner before such Tent is in- stituted, providing, that the Supreme Commander may authorize the institution of Tents when in his judgment it is for the good of the Order before the applications are submitted to the Supreme Medical Examiner. Should any of the members thereof be rejected by the Supreme Medical Examiner, then they shall continue as social members unless they desire to participate in one or more of the beneS funds of the Order ^ """ ■ ■•^r. they Tent Physicians. SEC 43 —Tent Physicians shall be appointed by the Supreme Medical Examiner, upon the recom- mendation of the Tent and shall be graduates of some recognized school of medicine and regular practitioners. They shall thoroughly and carefully examine all applicants for life benefit membership in accordance with the instructions of the Supreme Medical Examiner. All such applications mx.st be signed by the applicants in the presence of the ex- amining physician and witnessed by him at the tinie of such examination. He shall collect from the ap- plicant, in addition to the fees allowed the Tent Phy- sician by these laws, the sum of 25 cents for the Su- preme Medical Examiner's fee. He shall forthwith make out his report of such examination on the blank form prescribed by the Order, and forward the same, together with the 25 cents, to the Supreme Medical Examiner. SEC. 44.— If a Tent has no Tent Physician, or in the absence, refusal or neglect of the Tent Physi- cian to make any such examination, then any physi- cian who is qualified as above, may make such ex- amination. The Tent Physician shall keep a record of all examinations made by him in a record book provided by the Supreme Tent for that purpose, and shall turn over such record to his successor in office. SEC. 45.— More than one Tent Physician may be appointed by the Supreme Medical Examiner on recommendation of the Tent, passed by a two-thirds vote of the members present at a regular review thereof, when in his judgment, the good of the Order requires it, and such assistant physician before en- tering upon his duties, must conform to the laws of the Order governing Tent Physicians, and the rules and regulations of the Supreme Medical Examiner. i6 LAWS OF THE SUPREME TENT I at Deputy Supreme Commanders. SEC. 46.— Deputy Supreme Commanders shall be appointed by the Supreme Commander when in his judgment the good of the Order may require it. SEC. 47.— Deputy Supreme Commanders are the representatives oi the Supreme Commander in the territory under their jurisdiction, and it shall be their duty to see that the work of the Order is per- formed uniformly, and when requested by a Subor- dinate Tent, or ordered by the Supreme Com- mander, instruct the officers and members in the work and lectures, and install the officers elect of Subordinate Tents. They shall also perform such other duties as the Supreme Commander shall from time to time direct. They shall report their official actions, on the blank form provided by the Supreme Record Keeper, to the Supreme Commander within five days after the institution of a Tent, and at the close of each month. They shall be provided with commissions, to be granted by the Supreme Com- mander, attested by the Supreme Record Keeper, under the seal of the Supreme Tent, and when offi- cially visiting Subordinate Tents, under their juris- diction, must have said commission in their posses- sion. They shall be subject to removal at the pleas- ure of the Supreme Commander, and their term of office shall expire by limitation on the first day of the next regular review of the Supreme Tent after their appointment. They shall give bonds in such amount as the Board of Trustees shall determine for the faithful performance of their duties, and shall re- ceive such compensation for their services as shall be fixed by the Board of Trustees. On the first day of each biennial review they shall submit to the Supreme Tent a full report of their official acts dur- ing the term. Duties of Other Supreme Officers. SEC. 49. — All other officers provided for by these laws, and whose duties are not particularly specified herein, shall perform such duties as are prescribed by the Ritual, and as may be ordered from time to time by the Supreme Tent. SEC. 50. — The salary of all the Supreme Offi- cers shall be fixed by the Supreme Tent at each bi- ennial review. Power of the Board of Trustees. SEC. 51.— The Board of Trustees shell be composed of five members, as provided for in the Articles of Association, and shall have general charge of the Order and its work during the recess of the Supreme Tent, and a majority thereof shall consti- tute a quorum for the transaction of business. SEC. 62. — The Board of Trustees shall have power to hear and to determine all charges against any Great Camp or Subordinate Tent, or any officer or member of the Supreme Tent, and its decisions shall be final unless an appeal is taken to the Su- preme Tent. ^ It shall hear and determine all cases or appea* which shall be submitted to it from the decisions and rulings of the Supreme Commander. iS LAWS OF THE SUPREME TENT But in every case of trial the accused shall have full opportunity afforded him of defending himself, ex- cept as otherwise provided, and may be represented by counsel. SEC. 53. — When charges are preferred against a Great Camp or Subordinate Tent, for violation of the laws of the Order, it shall be the duty of the Board of Trustees to furnish it a copy of the same and appoint a commission of three members of the Supreme Tent, to assemble at such time and place as may be determined; also to notify the Great Camp or Subordinate Tent against which charges have been preferred, and the party making the charges, of the time and place of the meeting of such commis- sion. It shall be the duty of the said commission, or a majority thereof, to meet at the time and place named, and then and there to hear and reduce to writing all testimony offered by the accuser and ac- cused; then said testimony shall be signed by the witnesses so testifying, and the commission, or a ma- j )rity thereof, shall submit to the Board of Trustees a written report of its findings. The Board of Trus- tees shall have full power and authority to carry out and enforce such penalty as it or a majority thereof may fix, and for contempt of its authority or a fail- ure, or neglect to comply therewith, may at once suspend such offending Great Camp or Tent until the orders of the Board of Trustees are complied with. SEC. 65. — The Board of Trustees shall have power to pass orders to cover any cases which are not provided for in and by the laws of the Order, or by the action of the Supreme Tent, provided, how- ever, that they shall not legislate, add to, take away or change the laws of the Supreme Tent. SEC. 66. — The Board of Trustees shall have the authority, and it shall be its duty, to designate a journal or periodical, which shall be the official organ of the Supreme Tent, until changed by their action, and shall enter into a contract with the publishers of said paper to mail a copy thereof to every member of the Order in good standing under the jurisdiction of the Supreme Tent, and said paper when so desig- nated, shall be used as a medium of transmitting all notices of additional death assessments as hereinafter provided, and all other notices required to be given by the Supreme Tent to the members of the Order. And when any notice of an additional death assess- ment is published in said paper, and the paper ad- dressed and mailed to a member at his last known post office address, he shall be considered to have received legal notice of such assessment, and it shall be the duty of any member who may change his postoffice address to notify the Record Keeper of his Tent of such change, and the Record Keeper shall at once notify the Supreme Record Keeper, in order that such official organ may be correctly posted. Provided, That the mailing of such official organ con- taining such notice to a member who has been sus- pended for the non-payment of a death assessment, and the receipt thereof by him, shall not be a waiver of such suspension. • SEC. 57. — The Board of Trustees shall have power to appoint a Supreme Counselor, who shall be the legal adviser of the Association, and who shall 20 LAWS OF TI!E SUPREME TENT perform such duties as the Board of Trustees shall from time to time prescribe and fix. SEC. 58.-— The Board of Trustees shall have power to suspend a beneficial member from all bene- fits of the Order, whenever a complaint is made by the Commander, Record Keeper or Fmance Keeper of a Subordinate Tent, or by a Deputy Supreme or Deputy Great Commander that such member has obtained his membership by false representations as to his age, physical condition, habits or occupation at the time of his adaiission, or who may after ad- mission become addicted to the intemperate use of intoxicating liquors, or who shall become addicted to the use of opium or narcotics, or form habits which, may injure the health or endanger the life of such member. Such suspension shall be binding on the member without a formal trial until the member has by evidence satisfied the Board of Trustees that such complaint has no foundation, which he must do with- in thirty days from the date of notice mailed him by the Supreme Record Keeper of the filing of such com- plaint. The findings and decisions of the Board of Trustees in all such cases shn 11 be final. The Board of Trustees may reinstate a member so suspended if at any time thereafter it may appear to the Board that the cause for such suspension has been re- moved. The notice of the appeal from the decision of the Board of Trustees must be filed with the Supreme Record Keeper within sixty days thereafter. The decision of the Supreme Tent or of the Board of Trustees, unless an appeal is taken to the Supreme Tent in all such cases shall -be final, and no siiit at law or in equity shall be commenced or maintained by any •member or beneficiary against the Supreme Tent. SEC. 60.— The Board of Trustees shall perform such other duties as are prescribed by these Laws and the Articles of Association. SEC. 61.— The Supreme Record Keeper shall be the Secretary of the Board of Trustees and keep a record of the proceedings of the Board. SEC. 62. —The members of the Board of Trus- tees shall receive for their services three dollars per diem, for the actual time given to the duties of their office, and three cents per mile each way for travel- ing expenses. SEC. 63 — All questions coming before the Board of Trustees, or matters acted upon by them, shall be determined by a majority vote thereof. Official Organ. SEC. 64.— The printing in the official organ of the Supreme Tent of an assessment notice or any other notice required to be given, signed by the proper officer, and such paper addressed and mailed to a member of the Order to his last postoffice ad- dress, as reported to the Supreme Record Keeper, 22 LAWS OF THE SUPREME TENT shall be deemed a legal and sufficient notice to the member of his liability for assessments, or other matters stated in said notice. Great Camp Officers. SEC. 65. — The officers of a Great Camp shall be the same as those of the Supreme Tent, except that the titles shall be changed by substituting the word "Great" in lieu of "Supreme.'* Great Camp Convention. SEC. 66. — A Past Supreme Commander or the Supreme Commander or the " Supreme Record Keeper shall preside over the Convention called to form a Great Camp, and install the officers thereof, communicate the annual password to the Great Com- mander elect, and make report thereof within five days thereafter to the Supreme Record Keeper. Uniform Rank. SEC. 67. — A Supreme Division of the Uniform Rank may be formed by the Board of Trustees of the Supreme Tent from the membership of the Order, and when so formed shall be auxiliary to the Supreme Tent, and such Supreme Division shall have power to make such laws, rules and regulations for its own government and the organization and government of Grand Divisions and Uniform Divis- ions as they shall deem proper, providing that noth- ing shall be contained in their laws which shall, in any way, conflict with the laws of the Supreme Tent, Great Camps or Subordinate Tents. All of whom, except the physician and Past Com- mander, shall be elected as hereinafter provided. Vacancies in the office of the Past Commander can only be filled by appointment of the Supreme Com- mander or Great Commander where Great Camps exist on the recommendation of the Tent. At the institution of a Tent the Pabt Commander shall be elected the same as other elective officers. The rank of Past Commander and its privileges shall not ex- tend to any other Tent than that in which it was obtained. SEC. 69 —The retiring Commander shall be entitled to the rank of Acting Past Commander, and shall occupy the Past Commander's station. The Senior Past Commander of the Tent present shall take rank as installing officer in his own Tent, if no Supreme or Great officer is present. If such officer refuses or neglects to act as installing officer, then tne next ranking Past Commander present will have full authority to act. Election and Installation of Subordinate Tent Officers. ^ SEC. 70. — Subordinaiv. Tent officers shall be elected at the first regular review in December in each year; but a Subordinate Tent may adopt a by-law providing for the election of officers semi- 24 LAWS OF THE SUPREME TENT annually, viz.: At the first regular review in De- cember and June in each year; and such officers shall serve six months, or until their successors are elected and installed. The installation of such offi- cers shall take place, if practicable on the first re- view in the month following, in the manner pro- vided for in Section 73, for those eiected for one year. SEC. 7 1 .—The elective officers of a Tent shall be chosen by ballot, after nominations are made, by a majority of the valid votes cast, except in cases where there is but one candidate for an office, whe.i the election may b? taken by consent. In c^se no candidate receives a majority of the ballots cast, the balloting shall continue until one of them obtains it; but the candidate receiving the lowest number of votes shall be withdrawn after each unsuccessful ballot, and no votes shall be regarded as a part of the poll unless cast for a previously nominated can- didate. SEC. 72 — When an election is to be held, the presiding officer shall act as judge and shall appoint two tellers, who shall assist in conducting the elec- tion in a just and impartial manner. SEC. 73. — The officers of a Tent legally elected (if qualified) shall be installed at the first stated meeting after receiving certificate of good standing from the Supreme a^ecord Keeper, if practicable, and at once enter upon their duties. Vacancies, How Declared. SEC. 74. — If an officer absents himself for three consecutive reviews, without giving sufficient excuse therefor, after five days notice so to do, his office tnay be declared vacant, and an immediate election shall take place. In the case of the acting Past Commander, an application under seal of the Tent must be made to the Supreme Commander, or Great Commander where Great Camps exist, for a com- mission conferring that rank upon a Sir Knight, recommended by the Tent to fill the office. Duties of Tent Officers. COMMANDER. SEC. 75. — The Commander shall preside at all reviews, and enforce the laws, rules and usages of the Tent and those of the Order. He shall act as judge of all elections and declare the result to the Tent. He shall appoint all committees unless other- wise ordered by the Tent. He shall sign all orders on the Finance Keeper for money ordered to be paid by the Finance Keeper. He shall not be entitled to vote, except in the election of officers, balloting for candidates, and when members are equally di- vided on other questions. On the first regular re- view after the installation of officers, he shall appoint an auditing committee, consisting of three members in good standing, whose duty it shall be to audit the books and examine the accounts of the Record Keeper and Finance Keeper, and make a written report at the close of each quarterly term and at the close of the year and to report to the Tent at the following review, or as soon thereafter as practicable. he may deem it necessary, and sb^ll upon the request of five members in good standing; b ut the business 26 LAWS OF THE SUPREME TENT of such reviews shall be stated in such call, and no other business can be legally transacted. SEC. 76. — The Lieutenant Commander shall assist and aid the Commander in performing his duties, and in his absence preside, and perform such other duties as the laws, rules and ritual of the Order may require. RECORD KEEPER. SEC. 77. — The Record Keeper shall keep accur- ate minutes of the proceedings of the Tent in a book provided for the purpose; he shall make the monthly assessment reports on the first week day of each month, affixing the seal of the Tent thereto, and for- ward them without delay to the Supreme Record Keeper. He shall conduct the correspondence of the Tent and have charge of its seal and records; he shall notify applicants who have been elected to membership immediately thereafter. He shall keep correct accounts between his Tent and its members, and receive all the money due the Tent, and shall notify all delinquent members of the amount due from them and remaining unpaid, and when a mem- ber fails to pay his Tent dues or special Tent assess- ments or per capita tax for 30 days after the same becomes due he shall notify the Commander in open Tent of the fact. He shall report to the Tent at each regular review the names of all members rein- stated since his last report, also the names of all members suspended since last report with cause therefor. He shall forward to the Supreme Record Keeper on the first week day in each month, with his monthly report, the amount collected from the members of his Tent on the last month's assessment, together with all arrearages collected since last report. He shall give bonds in such sum as the Tent may pre- scribe (not less than $200) for the faithful perform- ance of his duties and shall receive such compensa- tion for his services as the Tent may from time to time determine, and perform such other duties as the Tent may require, o the rules, laws and ritual of the Order may enjoin. SEC. 78.— The Record Keeper shall notify each applicant for beneficial membership of the date of his approval or rejection by the Supreme Medical Examiner immediately after receiving notice thereof from the Supreme Medical Examiner, and should an 28 LAWS OF THE SUPREME TENT applicant fail to present himself for initiation within thirty days after the approval of his application by the Supreme Medical Examiner, unless prevented by sickness or some unavoidable occurrence, he shall forfeit his application fee and election, if so decided by the Tent. After said thirty days have expired he must procure a certificate of good health from the Tent Physician or any competent physician, on the form prescribed and submit the same to the Supreme Record Keeper for approval before he shall be en- titled to participate in the benefit funds of the Order. FINANCE KEEPER. SEC. 79.— The Finance Keeper shall be the Treasurer of the Tent. He shall receive from the Record Keeper of his Tent and duly receipt for all money belonging to the several funds. He shall keep a separate account on his books with the gen- eral funds of his Tent and the assessment funds of the Supreme Tent and Great Camp where they exist. He shall not pay warrants on any one fund from money in his hands belonging to another fund. He shall at the end of every quarter, or oftener, if re- quired by the Tent, furnish the Tent a full state- ment of his receipts and disbursements since last report. He shall pay all warrants drawn on the funds in his possession on presentation. He shall give a bond in such sum as the Tent may provide (but not less than $200) and perform such other duties as the laws, rules and regulations of the Order may prescribe, provided that it shall be competent for any Tent to provide in its By-Laws for the consolidation of the offices of Record Keeper and Finance Keeper — thereby doing away with the oflQce of Finance Keeper. SEC. 82.— The Supreme Tent, any Great Camp or Subordinate Tent may bond its financial officers in any reliable Surety or Guaranty Company, but such bond shall not dispense with a bond executed by personal sureties, as required by the laws of the Order, and shall only be for the purpose of indem- nifying the Supreme Tent, Great Camp or Subordin- ate Tent against loss from defalcation. In such case the expense of procuring such bond may be paid from the general fund of the body requiring the same. Installing Officers. SEC. 83. — Only the retiring Supreme Com- mander, or in his absence any Past Supreme Com- mander, can install Supreme Tent officers. Only a Past Supreme Commander, the Supreme Commander or the Supreme Record Keeper, can institute Great Camps or install the officers thereof. After the organ- ization of a Subordinate Tent at all subsequent instal- lations, only the Senior Past Commander of that Tent, present (in the absence of a Supreme or Great Officer 30 LAWS OP THE SUPREME TENT or a Deputy Supreme or Deputy Great Commander) shall have power to install the officers elect. SEC. 84. — Past Supreme Commanders, the Su- preme Commander, Supreme Lieutenant Com- mander, Supreme Record Keeper, or corresponding Great officers where Great Camps exist, or a duly com- missioned Deputy Supreme or Deputy Great Comman der have full authority to install the officers of a Subor- dinate Tent, ranking in the order named. In the absence of any of the foregoing Supreme or Great offi- cers of similar rank in a Great Camp jurisdiction or their inability to be present to take charge of the cere- monies, the Senior Past Commander of the Tent present takes rank and has full authority to act as installing officer. The Tent may, however, by reso- lution under jieal, request the Supreme Commander, or Great Commander where Great Camps exist, to deputize any one of its members to act as installing officer, and when so deputized he %•.** outrank the Past Commander of a Tent. SEC. 85. — The installing officer shall not pro- ceed to install the officers elect until the Tent has shown to him the certificate of the Supreme Record Keeper under seal of the Supreme Tent, or Great Record Keeper under seal of the Great Camp in states where Great Camps exist, setting forth that ail dues, assessments and demands have been fully paid, and all reports made as required under the laws of the Order. SEC. 86.-— The installing officers shall follow the ceremonies in installing officers as laid down in the installation service ritual of the Order. SEC. 88. — The Supreme Commander shall fill tU vacancies in the offices of the Supreme Tent, oc- casioned by death or otherwise, until an election shall be held. He shall sign all orders drawn on the Supreme Finance Keeper, in accordance with the laws of the Order, and sign all documents and papers that require official signature to properly authentic- ate them. SEC. 89.— Should a vacancy occur in the office of representative and alternate by death, resignation or otherwise, prior to the biennial review of the Supreme Tent, the Great Camp or the State, or Provincial Convention, shall fill the same at its next review, or in the interim thereof, the Executive Com- mittee of such Great Camp or Convention shall elect such representative. SEC. 90. — Vacancies in any office of the Great Camp shall be filled by the Great Commander to serve for the residue of the term of the former in- cumbent. SEC. 9 1 .—Vacancies in any Tent office may be filled by the Tent at any time after such vacancy has been declared and the member who shall serve in such office for the residue of the term, shall be entitled to the full honors of the term. Reviews of Supreme Tent. SEC. 92. — ^The regular reviews of the Supreme Tent shall be held on the third Tuesday in July, biennially; in the city of Port Huron, Michigan, or in such place as the Supreme Tent may. by a major- ity vote designate, not in conflict with the laws under which the Association is incorporated. 32 LAWS OF THE SUPREME TENT SEC. 93.— Special reviews shall be called by the Supreme Commander whenever necessary for the transaction of business, or upon request of three- fifths of the members of the Supreme Tent, includ- ing officers and representatives in good standing, or upon the request of a majority of the Board of Trustees. SEC. 94. — When a special review is called, the Supreme Record Keeper shall at once notify each Supreme Tent officer and representative of a Great Camp or State Convention, entitled to a seat in the Supreme Tent, of the object of the call and the time and place of holding the same through the official paper of the Order. At least thirty, and not more than sixty days must intervene between the date of the call and the special review. SEC. 95. — All reviews, whether regular or special, shall be called to order at ten o'clock, stand- ard time, in the forenoon of the day fixed. Great Camps. SEC. 96. —Great Camps may be instituted in States, Territories or in any Province of the Domin- ion of Canada, where fifty or more Subordinate Tents, having at least two thousand members are existing and in good standing, upon proper applica- tion to the Supreme Tent, or the Board of Trustees during the recess of the Supreme Tent. Such appli- cation must be signed by at least twenty-five Com- manders of Subordinate Tents, under seal, and for- warded to to the Supreme Record Keeper, who shall lay it before the Board of Trustees, who will in such manner as they may provide, order the Subordinate Teats in such State, Territory or Province, to vote upon a proposition to call a convention to consider the advisibility of forming such Great Camp. '.f that number votes in favor thereof, the Board of Trustees shall have the power to call such convention, fix the time and place of meeting therefor, and order the Subordinate Tents to elect representatives thereto. A majority of the representatives of all the Tents in such jurisdiction will be necessary to constitute a quorum for the trans- action of business and a two-thl;ds vote of the mem- bership of the Subordinate Tents represented at said Convention to decide in favor of forming a Great Camp. SEC. 97. — The powers of Great Camps shall be: To enact laws for their own government; to establish Subordinate Tents within their several jurisdictions and enact laws for the government thereof; and to have general supervision of the Or- der in their respective jurisdictions, except that they shall have no control of the Benefit Funds of the Supreme Tent. A Great Camp may provide for Life Benefits to the amount of two thousand dollars, in addition to that provided by the Supreme Tent, but in no case shall a certificate be issued to a mem- ber in a Great Camp jurisdiction who does not hold a benefit certificate to the amount of at least one thousand dollars in the Supreme Tent, and keep all dues and assessments paid thereon. A suspension of a member from the Supreme Tent will cause his suspension from a Subordinate Tent and a Great Camp. A Great Camp shall also have the power to provide for a sick and funeral benefit fund, and acci- dent di.sability fund, and to enact laws for the gov- ernment thereof. Great Camp Reviews shall be held biennially. The laws, rules and regulations of Great Camps shall be approved by the Board of Trustees of the Supreme Tent, and be subject to and not con- flict with the laws of the Supreme Tent. Subordinate Tents— Time and Place of Meeting. SEC. 98. — The stated reviews of a Subordinate 34 LAWS OF THE SUPREME TENT Tent shall be held at least once in each month, on the day and at the hour stated in its by-laws Should the time of review be changed, the Record Keeper shall at once notify the Supreme Record Keeper of such change. District Camps. SEC. 99. — When a State or Province, having a Great Camp, organized under these laws, shall have 200 Tents in good standing, it shall be the duty of the Executive Committee of said Great Camp to divide said State or Province into not less than six District Camps, for the purpose of electing represen- tatives to said Great Camp. SEC. 100.— In organizing such District Camps the Executive Committee may divide the State or Province, either according to membership or popu- lation, but in either case the number in each District Camp shall be as nearly equs.l as possible, and when such a division takes place it shall be at least three months previous to the date fixed for holding the Great Camp. SEC. 101.— The Great Camp for any such State or Province, so divided, shall consist of its officers, elective and appointive, its Past Great Com- manders and one hundred representatives to be elected biennially by such District Camps. SEC. 1 02. — The representation in such District Camps shall be the same as is now provided in these laws for Great Camps. SEC. 103.-— It shall be the duty of the Execu- tive Committee of such Great Camp to apportion the representatives to the Great Camp among the sev- eral District Camps, according to the mejnbership therein, biennially, at such time as such ij-xecutive Committee may determine upon. Powers— Supreme Tent. SEC. 1 06. — The Supreme Tent shall have pow- er to make its own laws, rules and regulations for the government of the whole Order; provided the same do not conflict with the articles of incorpora- tion, or the laws of the land. SEC. 1 06. — It shall possess original and exclu- sive jurisdiction over all Great Camps and Subor- dinate Tents now existing, or that may hereafter be organized and chartered by it. SEC. 1 07.-— It shall be the Supreme tribunal to which all final appeals shall be made on all matters emanating from Subordinate Tents, Great Camps and the Supreme Hive, Ladies of the Maccabees of the World, and shall have power to establish a sick and funeral benefit, accident benefit and ladies' so- cial and beneficial departments as auxiliary branches of this Association, and shall enforce and protect the contracts made by these auxiliary branches, and to give authority to Great Camps to create such branch- late the laws governing the same. 36 LAWS OF THE SUPREM E TENT ^^^^^ SEC. 1 08.— It shall be the judge of the election and qualifications of its own members, and decide contested elections. SEC. 1 09.— It possesses the right and power of regulating and controlling its Benefit Funds, fixing the rate of assessments on the members of Subor- dinate Tents under its jurisdiction, receiving ap- peals and redressing grievances arising in Tents; of originating and regulating the means of its own sup- port; of deciding as the tribunal of last resort all questions arising out of its Laws and Rules of Order and of doing all other legitimate acts necessary to promote the interests of the Order. SEC 1 10.— It shall have the power, when an appeal is made under the laws of the Order, from the action or findings of the Board of Trustees, to decide ac to the validity of all death claims, or any other claim which a member or the beneficiary of a member, may have against it, and its decisions shall be final and binding upon every member and their beneficiaries, and no suit at law or in equity shall be commenced or maintained by any member or bene- ficiary against the Supreme Tent. Revenue of Supreme Tent. SEC. 112. — The revenue of a Great Camp shall be: For each Subordinate Tent charter, with the necessary supplies, not less then $75, and proceeds from the sale of all supplies required by Subordinate Tents under its jurisdiction; also two-fifths of the percentagn of the Supreme Tent Benefit Funds col- lected annually from Tents in such Great Camp jur- isdiction, and set aside by the Supreme Tent for management expenses, and also such percentage of the Great Camp Life Benefit Fund, sick, funeral and* accident disability funds, as such Great Camp may fix by law, and such special assessments as it may provide for and the per capita tax on all Social members belonging to Tents within its jurisdiction. Charters and Supplies. SEC. 1 1 3. —All Charters for Subordinate Tents shall be furnished by the Supreme Tent. The charters for Subordinate Tents under a Great Camp shall be attested by the Great Commander and the Great Record Keeper with the seal of the Great Camp affixed thereto. SEC. 114. — The Supreme Commander shall have power to grant charters to Subordinate Tents, and to take such measures as he may deem necessary to institute Subordinate Tents where no Great Camp exists. SEC. 119.— With each Great Camp Charter the Supreme Tent shall furnish without extra cost a Great Camp seal. SEC. 1 20.— The Supreme Record Keeper shall purchase all necessary supplies for the Supreme Tent, Great Camps and such Subordinate Tents as are not working under the jurisdiction of a Great Camp; the bills therefor must be approved by the Finance Auditors, unless specially ordered by the Board of Trustees. Members and Representatives of Supreme Tent. SEC. 121.— The Supreme Tent shall be com- posed of its officers, elective and appointive, its Past Supreme Commanders and representatives from Great Camps, and from such conventions of Subord- inate Tents as shall, under these laws, be entitled to representation therein ; provided, that all such offi- cers, representatives and Past Supreme Commanders shall be Beneiicial members of and in good standing with the Supreme Tent. SEC. 122. — All presiding officers who have heretofore served during the last part of a term in the Supreme Tent, and all who shall hereafter serve as Supreme Commander for a in 11 term under these laws, shall be Past Supreme Commanders and mem- bers of the Supreme Tent, as provided in the fore- going section, but will not be entitled to a vote or mileage, or per diem, except the Acting Past Su- preme Commander, unless allowed by a majority vote of the Supreme Tent. SEC. 123. Each Great Camp shall be en- titled to two representatives in the Sunreme Tent, 40 LAWS OF THE SUPREME TENT M . and whenever a Great Camp includes within its jurisdiction a membership of five thousand, it shall, at the next biennial review thereafter, elect one ad- ditional representative, and each Great Camp shall be entitled to an additional representative for each three thousand members above the first five thou- sand. SEC. 1 24. —Each Great Camp shall, at the time of its organization, elect two representatives to the Supreme Tent, to serve for two years from the date of their election, or until the election and qualifica- tion of their successors. They shall be elected at the biennial review of such Great Camp, just pre- vious to the b mnial review of the Supreme Tent. The terms of all additional representatives shall be for two years from the date of their election. Repre- sentatives shall be elected immediately after the installation of the Great Gamp officers in the same manner and under the same rules governing the election of officers. SEC. 126 At the election of representatives the Great Camp or Convention shall also elect alter- nates who, in the absence of the regular representa- tives, shall serve in their stead and have like powers and duties. SEC. 126.— A representative cannot be ad- mitted to the Supreme Tent from any Great Camp or Convention of Subordinate Tents that is in arrears, or that has neglected to make reports of the member- ship within its jurisdiction, or is in any way indebted to the Supreme Tent, except by a three-fourths vote of the members present. SEC. 1 28. —The representatives from a Great Camp shall be the Great Commander and Great Record Keeper, and the remaining representatives and alternates, if any, shall be chosen from any of the officers or members of the Great Camp, and no member shall be eligible to election to any office in the Great Camp who is not present at the review and a member thereof. Representatives and alter- nates from State Conventions shall be chosen from the members present. SEC. 129. — A representative must reside in, and be a member of a Subordinate Tent in the State or Provincial jurisdiction from which he is elected representative. SEC. 1 30. — No representative can act for 'more than one jurisdiction, and in all votes or ballots the representative or representatives present from any jurisdiction shall be entitled to cast the full vote of the^urisdiction which they represent. SEC. 1 31 .—-If in any State. Territory or Prov- ince in which there is no Great Camp organized under the laws of the Supreme Tent, there shall be twenty or more Subordinate Tents in good standing, such Subordinate Tents shall be entitled to one representative in the Supreme Tent for each one thousand beneficial members or fraction thereof in excess of five hundred, up to two thousand ; after reaching that membership the representation shall be the same as provided for in Great Camps. They shall be chosen at a convention duly called of the representatives from Subordinate Tents, and held at leas thirty days next preceding a review of ths Supreme Tent. Territories or Provinces, not having twenty Tents, but when the membership exceeds five hundred, the Board of Trustees of the Supreme Tent shall appoint a representative to represent such State, Territory or Province, in the Supreme lent SEC. 13 2. —Whenever a State, Province, or Territory has organized a Convention as provided in the preceding section they will be entitled to receive for the purpose of paying the mileage and per diem of the representatives and officers thereto, such sum as shall be required, not exceeding six cents per mile one way for the distance actually and necessarily traveled 'by said officers and representatives in at- tending said Convention from their place of resi- dence, and two and one-half dollars per diem for actual attendance not exceeding three days said amount to be paid from the General Fund of the Su- preme Tent. SEC. 133.— The officers of the Supreme Tent and all representatives sent by Great Camps or State Conventions to the Supreme Tent shall receive mile- age and per diem, to be regulated by the Supreme Tent, but not to exceed three cents per mile each way, by the nearest railroad route, and six dollars per diem for the actual time required to reach the place of meeting, together with the number of days m actual attendance during the session. SEC 1 34 —Each Tent of this Order under the jurisdiction of a Great Camp, at the first regular re- view in the month previous to the review ot the 'Great Camp, shall elect a representative to the Great Camp who shall be a Beneficial member in good standing in the Supreme Tent. Such representative shall be chosen from any Past Commander, or the Commander, the Lieutenant Commander, the i-i- nance Keeper, the Record Keeper or the Tent Fhy- sician, who shall represent the Tent until his suc- cessor is elected, and the manner of nomination and election of such representative shall be the same as provided in these laws for Subordinate Tent ofecers. SEC. 1 36.— Each Tent in good standing in the jurisdiction of a Great Camp shall be entitled to one regular representative. In all cases when a vote in the Great Camp or Convention is taken by yeas and nays, or on the election of officers, each representa- tive shall be entitled to as many votes as there are Supreme Tent life benefit members in his Tent in good financial standing, as shown in the last report previous to the review of the Great Camp or Conven- tion. Rules Governing Tents. SEC. 1 36.— In all cases not specially provided, the laws and rules governing the Supreme Tent shall apply to the government of a Great Camp. Surrender of Charter of a Great Camp. • SEC. 1 37 .—Whenever the Supreme Tent bene- ficial membership under a Great Camp shall fall below two thousand members, the Supreme Tent or the Board of Trustees, when the Supreme Tent is not in session, may require the surrender of its charter, supplies, records and property and all money to the Supreme Tent, and such Great Camp shall come 44 LAWS OF THE SUPREME TENT under the full jurisdiction of the Supreme Tent, the same as if no charter had been is .ued. j Membership— Subordinate Tents. The application must be read in open Teat at a regular review, and a note thereof entered on the records. The Commander shall then appoint a com- mittee of three members of the Tent to investigate the character of the candidate. The committee shall present their report at the next regular review whereupon the Commander shall order a ballot taken' and in case of either an applicant for beneficial or social membership, should only two black balls appear the applicant shall be declared elected; if three black balls appear against the candidate the ballot shall be renewed immediately. If there shall appear three or more black balls upon the second ballot, then the candidate shall be declared rejected, and shall not again be balloted for within three months thereafter If the candidate is elected and is an applicant for life benefit membership, he shall fill out an applica- tion on the blank form prescribed, and pass a satis- tactory medical examination by the local Tent Phy- sician. He cannot be admitted and be entitled to life or disability benefits, if his medical examination is unfavorable, or his application therefor is not ap- proved by the Supreme Medical Examiner. Subordinate Tent Jurisdiction. SEC. 147.--NO Tent shall receive an applica- tion from or initiate, or admit to membership in anv manner, an applicant whose legal residence is in another incorporated village or city where there is another Tent in existence, without a dispensation' from tne Supreme Commander or Great Commanded ZJ'l n'^^' Camps exist. SEC. 149 — An application for membership may be withdrawn previous to the report of the committee to whom it has been referred, but not after the committee has once reported thereon. SEC. 153.- No member shall be deemed in good standing unless he has paid all dues, fines and assessments, levied against him. Fees and Application for Membership. SEC. 1 64.— The initiation fee to be paid by an applicant when first admitted to membership in the Order, whether a beneficial or social member, shall not be less than five dollars. The Supreme Com- mander and in States where Great Camps exist the Great Commander may issue a dispensation to a chartered Tent to admit members at a lower fee for a limited period, but not to exceed ninety days, at any one time. SEC. 168. — No applicant for beneficial mem- bership shall be admitted to a chartered Tent, in any manner until approved therefor by the Supreme "*ledical Examiner. Enrollment of Members. SEC. 159. — Every member shall be entered according to his admission into the Tent, with his age, occupation and post office address in full and the rate of assessment, and should any member change his place of residence or post office address he shall immediately give the Record Keeper of his Tent his new address in writing, and it shall be the duty of the Record Keeper to forward immediately such new post office address to the Supreme Record Keeper. Uniforms, Badges, Emblems, and Regalia. SEC. 1 60. — All badges and jewels used by the Supreme Tent and Great Camps shall be of the same style, design, size and pattern as those pre- scribed by the Board of Trustees of the Supreme Tent. ^ SEC. 161. — The uni form for street and public displays, shall be the same as adopted by the uni- form division as provided in Section 67 of these 52 LAWS OF THE SUPREME TENT ii ■.I Laws, all other regalia, badges, etc., shall be the same as provided in the Ritual of the Order and by the Board of Trustees. SEC. 162.— The hat shall be of Kossuth pat- tern, black, with high crown, centre pressed down, military cord with tassels around bottom of crown, the left side of rim of hat turned up and fastened to side of crown, with white metal or silver badge hav- ing emblem of World and Tent thereon, and white and red plumes on top of hat. The coat to be black or dark blue color, with one row of K. O. T. M. but- tons in front. The scabbard and hilt of sword to be nickle or silver plated, with mountings bearing em- blem of World and Tent. Belt to be of bright red leather, white stitching, trimmed with silver lace, with K. O. T. M. emblems. SEC. 163. — On funeral occasions white gloves shall be worn, and the regulation funeral badge must be pinned on left breast. SEC. 1 64. — All officers shall have initials of their office in white or silver letters within a white or silver circle on shoulder straps. SEC. 165.— Subordinate Tents may adopt the fatigue cap and regulation badge, but no other part of the uniform. SEC. 1 66 .—The uniform of Great officers shall be the same as that of other officers, except double gold cord around hat ; the badge on side of hat shall be gold, and the initials of office, prefixing (Gt.) shall be gold within a silver circle over right breast, and on left breast the jewels of office. SEC. 167 — The uniform of all Supreme officers be the same as officers of like rank in Great Camps, except the initials of rank, which shall be placed in cap. The Past Supreme Commander shall be entitled to three gold stars, the Supreme |Commander two gold stars, and the Supreme Lieu- ' tenant Commander one gold star, within a gold circle on the right breast, with jewels of office on left breast. The Supreme Commander and Supreme Lieutenant Commander are entitled to gold mount- ings on sword scabbard, and the Past Supreme Com- mander to gold scabbard. Deputy Supreme or Deputy Great Commanders shall be entitled to the same uniform as Great Commanders, except they shall have double silver cord on hat. In ad- dition they will be entitled to wear the emblems of office on left breast. SEC. 168. — All officers and members of Sub- ordinate Tents shall wear hats, caps, or regulation badges, while the Tent is at work. The hat for members shall be plain black in shape of a Tent, with two black peaks, white tent in front. The Sir Knight Commander's hat to be same form, having two colors, scarlet bottom and black top, white or gold stitching, yellow or gold fringe and tassel on top of hat and small Tent in front. The Sir Knight Lieutenant Commander's hat to be the same with white or silver fringe and tassel, with Tent in front. The Chaplain's to be the same with the addition of scarlet mitre in front of hat and Maltese cross in front of mitre. The Physician's hat to be all black with initials of office (Phy.) and white or silver tassel in front. All other officers to be plain black with white stitching, letter of office and white Tent in front. The Past Commander's hat to be the same as Commander's having in addition a gold band. SEC. 169.— The Board of Trustees shall have full authority to adopt designs for Supreme Tent, Great Camp and Subordinate Tent ollicers' jewels aud badges for members, and when adopted by them, and the style and design promulgated, they shall be the regular emblems, etc. , of the Order. Assessment Districts. SEC. 1 70.— The various States, Territories and Provinces of North America shall be and are hereby divided into two assessment districts: All States, Territories and Provinces except Arkansas, Missis- sippi, Louisiana, South Carohna, Florida and all that part of Georgia and Alabama lying south of the 33rd parallel of north latitude shall constitute the northern assessment district and all above mentioned the southern assessment district. Qualification for Membership. SEC. 171. — All white males of good moral character who are physically qualified, not less than 18 nor more than 51 years of age are eligible to life benefit membership unless they are engaged in some occupation prohibited by these laws as provided in section 142, and provided they are not addicted to the intemperate use of intoxicating liquors or to the use of opium or narcotics. Provided that no mem- ber of the Great Camp for Michigan can be admitted to beneficial membership in the Supreme Tent if he is over 40 years of age. H SEC. 171^. — Persons otherwise qualified who are engaged in or follow any of the occupations or KNIGHTS OF THE MACCABEES. 55 callings, hereafcer named, viz.; Engineers and fire- men emplryed on all railroads, conductors and brakemen employed on all railroad freight trains, switchmen and yardmen in the employ of railroad companif J^ postal clerks and baggage men and ex- press messengers employed on railroad trains, paid firemen in cities whose whole time is devoted to the work of the fire department, and persons engaged in mining underground, except coal miners, who can only be admitted as social members, may be ad- mitted to Life Benefit membership upon paying in addition to the regular monthly rate of assessments, twenty-five cents extra on each $i,ooo of life benefits applied for, such extra rate to continue while so em- ployed or engaged —provided that the members who engage after admission in any of the foregoing occu- pations shall pay for the time so engaged the extra rate above specified; Provided further that no bene- fits shall be paid on account of the death or disability of a member while so engaged in a hazardous occupation unless he has reported such change of occupation and paid to the Record Keeper the .xtra rate therefor within three days after his change ot occupation. Assessment Rates. SEC. 17 2. —The following shall be themonthly assessment rates to be paid by each beneficial mem- ber admitted or reinstated by medical examination after July i, 1895, not engaged in the "Hazardous Occupations," according to his age at the date of his admission, and he shall pay the same rate of assess- ment thereafter so long as he remains continually in good standing in the Order. For additional benefits after his initiation he shall pay assessments accord- ing to his age and occupation at the time of taking such additional benefits, but no additional benefits will be allowed any member who is more than 51 years of age, nor shall any member.be entitled to participate in the benefit funds on account of having 56 LAWS OF THE SUPREME TENT applied for increased benefits until he shall have paid to the Record Keeper of his Tent an advance assessment on such increase and been accepted therefor by the Supreme Medical Examiner. Certificate of Membership— When Void. •r> Ck. Lie. i. 1-- I ' for $500, $1,000, $2,000 or $3,000, as the applicant may designate in his application; provided, that if KNIGHTS OF THE MACCABEES. 57 death occurs when one assessment on each benef.cial member would not amount to the full sum of said certificate, then the sum paid shall be the amount of one assessment on such members, and such sum shall be the full amount that can be claimed by any- one; provided, said member is in good standing and shall have complied in all particulars with all the laws, regulations and requirements of the Order, and no benefit shall be paid on account of any death or disability of a member while his Tent is under sus- pension notwithstanding he may have been in good standing at the time of its suspension, and no benefit shall be paid on account of the death or disability of any member while engaged in a mob, riot or insur- rection, or while in the military or naval service in time of war; c "> one who may become disabled or die from the intemperate use of intoxicating Hquors; or who may in his application for membership have given wrong answers regarding his age, habits or phys- ical condition; or who may, aft 'lis admission be killed or die from the result of injuries received, or be- come disabled while engaged in any of the occupations prohibited under these laws; or while engaged in a hazardous occupation for which he has not paid the extra rate and been so reported to the Supreme Record Keeper; or when executed by judgment or order of any court; or when death was the result of suicide, within one year after- admission, whether the member so taking his own life was sane or in- sane at the time; or when the death of the member was feloniously caused by the beneficiary or bene- ficiaries of such member. Who are Legal Beneficiaries. SEC. 1 74. —No beneficiary or life benefit cer- tificate shall be made payable to any person other than the wife, children , dependent, mother, father, sister, brother aunt; uncle, nephew, niece, cousin, step-child, step-parent, half-sister or half-brother of the member, nor can any such certificate be assigned, 58 LAWS OF THE SIJPREMK TENT willed or in any manner transferred by a member to any other person than the above, and no transfer ofa certificate willbe binding on the Order, unless the member shall make such change as hereinafter pro- vided, and consent thereto is given by endorsement thereon by the Supreme Record Keeper. In case a member desires to change the beneficiary named in his certificate, he shall make a written request there- for and dehver the same with his certificate and the sum of fifty cents to the Record Keeper of his Tent. On receiving such written request and the fee there- for, the Record Keeper shall forward the same to the Supreme Record Keeper, who shall thereupon issue a new certificate bearing the same number as the one surrendered. Provided, there shall be no law restricting such privilege. Provided, further, that in case the certificate is lost or in possession of another who refuses to deliver the same to the mem- ber, in such case he shall make an affidavit setting forth the fact and forward same with his request for change to the Supreme Record Keeper. Who are Beneficiaries When no Designation is Made. SEC. 176.— In the event of the death of the beneficiary or beneficiaries named in the certificate of membership before the decease of such member; if no other designation be made, the benefit shall be paid first to the widow, if living, if no widow, to the children; if no children, to the dependents; if no de- pendents, to the mother; if no mother, to the father, if no father, to the brothers and .sisters, sbareand share alike. And if no person or persons shall be found entitled to receive the same as provided in Section 174, then it shall revert to the Benefit Fund of the Order; provided, however, that the Board of Trus- tees may authorize the payment out of the Benefit Fund of a sum not to exceed two hundred dollars for the sick and funeral expenses of such deceased member. If more than one beneficiary be named in the certificate or otherwise legally designated, the KNIGHTS OF THE MACCABEES. 59 funds shall be paid to the beneficiary or beneficiaries surviving the member. When Death Claim is Void. SEC. 1 76. — If the required proofs of death are not made by the beneficiary or beneficiaries entitled thereto under the laws of the Order, on the blanks prescribed by the Supreme Record Keeper, and filed with the Supreme KecorrI Keep>er within twelve calendar months from the date of the death of the member, then in such case all claims whatsoever, which the beneficiary or beneficiaries, entitled thereto under the laws of the Order, might have had against the Supreme Tent in respect of such death, shall lapse and become absolutely null and void. General Relief Fund. SEC. 177. — At the close of each semi-annual term the Supreme Finance Keeper shall set aside from the General Fund a sum equal to a per capita of one per cent per member reported to him by the Supreme Record Keeper as in good standing in the Order at that time. Such amounts shall consti- tute the General Relief Fund, and shall be ad- ministered under the direction of the Board of Trus- tees of the Supreme Tent, and may, by said Board, be loaned or donated to members or Tents in such manner and under such circumstances as it shall deem proper; the object of this fund being to pro- vide for such emergencies as shall demand, on the part of the Order, more than local assistance or re- relief. All monies received as repayment of loans from this fund shall be again placed in said fund. Mortuary Statements— How Made. SEC. 1 78. — The Supreme Record Keeper shall cause to be published in the official organ of the Supreme Tent, monthly, a mortuary statement. 6o LAWS OF THE SUPREME TENT giving the name, age at admission and death and cause of death of each beneficial member deceased since the last mortuary statement was published, the name, number and location of Tent to which de- ceased belonged and the amount paid by the deceased into the benefit fund; the relationship of the party or parties to whom the benefit was designated to be paid and the amount of the benefit. Monthly Reports. SEC. 1 79 . — On the first week day of each month the Record Keeper of each Tent shall make and sign under seal of his Tent an assessment report on the blank furnished by the Supreme Record Keeper, and forward the same to the Supreme Record Keeper immediately, in which he shall state the number of members who paid the assessment or assessments the preceding month, and the total amount so paid, the names of all members admitted since last report, both by initiation and by card, with the date of ad- mission and rate of assessment of each, the name of each member reinstated since last report, the date and the amount paid on such reinstatement, and the assessment for which the same was paid, the names of all members suspended since last report, with the cause and date thereof, the names of all members withdrawn by card and the date thereof, also the name of each member deceased since last report, and together with the Commander (without any action of the Tent) shall draw a warrant on the benefit fund in the hands of the Finance Keeper, in favor of the Supreme Record Keeper for the amount so shown to have been collected, and it shall be his duty to im- mediately forward such report and amount so shown to be due to the Supreme Record Keeper. Such sums shall be sent by draft, postoffice money order, express order or registered letter, made payable to the o ier of the Supreme Record Keeper. KNIGHTS OF THE MACCABEES 6t Suspension of Tent for Non-Payment. SEC. 1 80. — A Tent not forwarding its monthly report and remittance for assessments as required by the preceding section, so as to reach the Supreme Record Keeper on or before the 20th of the month, shall be notified by the Supreme Record Keeper on the form prescribed such notice to be mailed to the Commander of the Tent, the Supreme Record Keeper retaining and filing a copy of such notice in his office. If a Tent fails to make such report and re- mittance so that it will reach the Supreme Record Keeper within 30 days from the first day of the month it shall stand suspended and the Supreme Record Keeper shall immediately notify the Com- mander, the Record Keeper and the Finance Keeper of such Tent of its suspension. A Tent so suspended may reinstate itself any time within 30 days from the date on which it became suspended, by the payment .of the assessment for which it became suspended. Such Tent may be reinstated after 30 days and before 60 days by each member furnishing from the Tent physician or some physician qualified under the laws of the Order, a certificate of good health acceptable to the Supreme Record Keeper. After 60 days have expired each member must pass a full and satis- factory medical examination on the form prescribed, at the expense of such member, and be approved by the Supreme Medical Examiner, before reinstate- ment. How Paid Direct by Member. SEC, 181 . — A member of a suspended Tent or a member of a Tent which has surrendered or for- feited its charter, who was in gocd standing at the tmie of such suspension, surrender or forfeiture of charter, shall, upon application to the Supreme Record Keeper, if within thirty days thereafter, be entitled to benefits (if he is a beneficial member), provided he pays his assessments to the Supreme Record Keeper as they fall due. together with one 62 LAWS OF THE SUPREME TENT I dollar serai-annual dues, and provided he atfaliates with some Tent as hereinafter provided. Any mem- ber paying direct to the Supreme Record Keeper may unite with any Subordinate Tent on with- drawal card as from one Tent to another. Such card shall be furnished by the Supreme Record Keeper on application accompanied by a fee of fifty cents. Members When Suspended. SEC. 182. — The monthly assessments shall be due on the first day of each month, and must be paid within the month by the members to the Record Keeper of the Tent, and it shall be the duty of such officer, immediately after the first of each month, to proceed to collect the monthly assessment from each Beneficial member in his Tent. Any member fail- ing to pay the monthly assessment within the month in which it is due, shall stand suspended from all the rights and benefits of a Beneficial member in the Order. Such officer shall, in his monthly report, provided for in Section 178, report to the Supreme Record Keeper the names of all the members who have failed to pay their monthly assessment, and he shall also report the same to the Tent at its next regular review. Additional Assessments. SEC. 183.— Incase one assessment per month shall not be sufficient to pay the death and disability claims as they accrue, then the Supreme Record Keeper is hereby authorized to levy such additional assessments as may be required for this purpose. When such additional assessments are called by him he shall give notice thereof to the members through the official organ, and shall also notify the Record Keeper of each Subordinate Tent, giving the date of such assessment, which shall always be the first day of the succeeding month. It shall be the duty of the Record Keeper of each Tent, on receiving a nnf,v« of such assessment and the same being due. to im- KNIGHTS OF THE MACCABEES. _63 mediately proceed to collect the same, and each Beneficial member shall pay such additional assess- ment to said Record Keeper within ^o days from the date ot such notice as appears in the oOicial organ and any member failing to pay said additional assess- ment within said time shall stand suspended from all the rights and benefits of l Beneficial member in the Order. 1 he Record Keeper sliall report to the Su- preme Record Keeper the names of all members who have failed to pay said additional assessment in his monthly report, and also report the same to the Tent at Its next regular review. Suspension and Reinstatement of Members. SFX\ 184.— A beneficial member being not in good standing and under suspension from the bene- fits of the Order for the non-payment of any assess- ment, may be reinstated without any action of a lent by paying within the month, on the first day of' which he became suspended, all dues and assess- ments owing by him. and all such other dues and assessments as he would have been liable to pay had he remained in good standing, and also such fine or fines as the by-laws of his Tent may provide in the case of delinquents, to the Record Keeper of his Tent, and it shall be the duty of such officer to re- ceive the same, and to give such member a receipt therefor, and notify the Supreme Record Keeper of such payment in his next monthly report, giving the name of such member, the time when and amount paid, and to report the names of all such members so paying to his Tent at the then next regular review And any such beneficial member being under sus- pension after the expiration of the said month and before sixty days from date of suspension, before reinstatement, must furnish from the Tent physician or some physician qualified under the laws of the ^^^9^^^ certificate of good health on the form pre- scribed, which certificate must be acceptable to the bupreme Record Keeper. But if after sixty days W' 64 LAWS OF THE SUPREME TENT and within six months, he must pass a full and satis- factory medical examination on the form prescribed, and may be reinstated upon application being made at a regular review of his Tent, such application to be accompanied by a satisfactory medical examina- tion by the Tent Physician, and he must also pay all dues, fines and assessments owing by him and also all such dues, fines and assessments as he would have been liable to pay had he remained a member in good standing. Such application, upon action thereon, shall be assented to by at least two-thirds of all the beneficiary members present at the review, at which action shall be taken thereon, voting therefor by ball ballot. The action of the Tent upon such applica- tion shall be entered upon the records and minutes of the proceedings thereof, and the Tent Record Keeper shall notify the Supreme Record Keeper of the action of the Tent in relation to such application for reinstatement in his next monthly report; pro- vided, however, that no suspended member shall be reinstated by any Tent unless such application shall be made, examination had, money paid, and action thereon had as aforesaid within the said six months next from and after the date of such member's sus- pension, as required by these laws. But after the expiration of six months such person may be ad- mitted, in the manner hereinbefore provided, to any Tent of this Order, after due application, full medi- cal examination and action as aforesaid; also the payment of all fees and charges required of new members, surrender of his former benefit certificate, or producing satisfactory proof of its loss, and pay- ing the rate of assessment, according to his age, at the time of making such application for re-admission as provided in these laws. Proofs of Death Required. SEC. 185. — Immediately upon the death of a life benefit member in good standing, notice thereof i KNIGHTS OF THE MACCABEES. 63 > t shall be sent to the Supreme Record Keeper. Upon the receipt of such notice the Supreme Record Keeper shall forward to the Record Keeper of the Tent duplicate blank forms for proofs of death, to- gether with blank claimants affidavits, which must befilled out and sworn to by the beneficiary or bene- ficiaries, and if a minor child, or incompe tent person, by a guardian duly appointed by the proper legal officer, and witnessed and certified to by the Com- mander and Record Keeper under seal of the Tent. The proofs must show that the deceased was a mem- ber in good standing, and that all dues, assessments and other demands levied against him at the time of his death were paid, give his name in full, date of joming the Order, date and cause of death, amount contributed to the life benefit fund and the name of the person or persons and their relationship to the deceased if known, to whom the benefit is to be paid, the affidavits of the Commander and Record Keeper! as to the record of the member, also the affidavit of the attending physican or physicians, stating the disease of which the member died, the duration of illness and date of death; also the affidavit of the clergyman officiating at the funeral and undertaker in charge, together with such other sworn testimony as may be required by the Supreme Record Keeper or Supreme Commander to fully establish the death and identity of such deceased^member. Upon the receipt of such proof, together with the certificate of membership, the same shall be laid before the Board of Trustees, and if approved by the Board of Trustees, a warrant for the payment of the amount to which the beneficiaries are entitled, shall be drawn upon the Supreme Finance Keeper, which warrant shall be signed by the Supreme Commander aud Supreme Record Keeper, under seal of the Su- preme Tent, and be made payable to the order of the beneficiary designated by the member in his cer- tificate, in accordance with these laws, to receive it 66 LAWS OF THE SUPREME TENT Benefit Fund— How Deposited. SEC. 1 86 . —All money received by the Supreme Finance Keeper for the benefit funds shall be at once deposited by him in such chartered bank as shall have been designated by the Board of Trustees, to the credit of Supreme Tent, and the bank instructed not to allow any party to withdraw any of the Bene- fit Funds without the signatures of the Supreme Commander and Supreme Record Keeper under seal of the Supreme Tent, countersigned by the Su- preme Finance Keeper, on a draft payable to the order of the beneficiary. Certificates— When Issued. SEC. 187.— The Supreme Record Keepei shall upon receiving a report under seal of the Tent, ac- companied with a fee of one dollar from the Tent Record Keeper or a Deputy Supreme Commander, that an applicant has been duly initiated and has paid his advance assessment to the Record Keeper, stating the amount thereof, issue to such applicant a properly registered benefit certificate, in the form prescribed by the Supreme Record Keeper and Su- preme Commander, and forward the same to the Record Keeper of the Tent to which said applicant has been admitted. Disability and Old Age Benefits. Advance Assessment —Failure to Pay. SEC. 1 89.— In thecaseof a beneficial member fail- ing to pay a monthly or additional assessment within the month on the first day of which it is due, he shall stand suspended and shall not be entitled tO receive any benefits from the Tent until he has paid up all arrearages due to the Tent, together with a fine of one dollar for each month or part of a month he has been in arrears, if the Tent so determines by a majority vote of the members present. Tent* Fees— When Paid by Applicant. SEC. 190.- -The initiation fee of members of Subordinate Tents shall not be less than five dollars, and certificates of membership one dollar ; all of which fees must be paid before initiation ; also such dues as may be fixed by each Tent in its By-Laws. Each applicant for beneficial membership shall also pay, before initiation, according to age and amount of benefits desired, one assessment as -provided for in the table of rates. The initiation fee shall be used for the general expenses of the Tent. All testimony given before said committee shall be under oath, to be adminis- tered by some competent person under the laws of the State; but said committee shall have the power to receive in evidence and consider statements of witnesses in the form of ex-parte affidavits duly s\yorn to and certified; provided, however, that said witnesses making said affidavits shall be and reside more than ten miles from the place of hearing at the time of making said affidavits. All testimony given before said committee orally, shall, by some member of said committee or by some person, by a majority of said committee duly appointed, in writing, be taken down in longhand and subscribed by the wit- nesses giving the same; provided, however, that in case said committee or a majority thereof, deem it tadvisable to have the oral testimony of witnesses aken in shorthand, the same may be so taken, but under oath as aforesaid, and such testimony when so taken in shorthand and written or printed out in longhand, shall be filed with said committee and considered by them in the same manner and to the same extent as though written out in longhand in the first instance, and subscribed by the witness as here- inbefore provided. The expense of taking such tes- timony, either in longhand or by and through a stenographer as above provided, shall be paid out of the General Fund of the Tent before which said charges are pending upon the certificate of said com- mittee or a majority thereof showing that same was ordered by said committee and stating the amount thereof. Said committee of arbitration shall have full power to compel the attendance before it on such hearing of any member of the Order as a witness, who resides within ten miles of the place of such hearing by subpoena issued by the Record Keeper of the Tent under the seal thereof, and which subpoena may be served by copy by any person, and the fail- 74 LAWS OF THE SUPREME TENT ure of any member of the Order to attend when duly subpcenaed, shall subject him to fine, reprimand or suspension as his Tent, by a two- thirds vote, shall determine, upon due proof of such failure, SEC. 200. —Said arbitration committee after the closing of the proof upon such hearing and within ten days thereafter, shall make and ^ile with the Record Keeper, under their hands a written re- port to their Tent of its finding upon such charges and ^ptcukationsor any portion thereof, and in said report said committee or a majority thereof, shaU specially pass upon each specification contained in said charges and determine which have been sus- tained by the proof, if any. as well as which have not been sustained. At the next review of said Tent, after the filing of said finding, which shall in- clude all certificates and other papers, including the testimony taken on said hearing, filed with said com- mittee, the adoption or rejection of said report in whole or in part shall be in order before said Tent, and shall be disposed of at said review unless con- tinued by a majority of the members present to som'. future review. If the committee's finding shows any of the charges sustained by the proof and such find ing shall be adopted by a majority of the members present at such review, the Ter- shall proceed to fix the penalty for said offense. If any specitic penalty is provided in the Laws of the Order for the offense determined by the committee to have been commit- ted, then such penalty shall be imposed; but if no specific penalty is fixed for the offense, then the Tent, subject to the conditions aforesaid, shall pro- ceed to fix the penalty, and the Tent, by a two- thirds vote of all the members voting, shall decide by ballot whether the penalty shall be expulsion, suspension, fine or reprimand. If •75 two-thirds of the ballots are not cast for expulsion, but the number of ballots, if any, which are cast for expulsion, together with those cast for suspension, amount to two-thirds of the ballots cast, then sus- pension shall be the penalty, and the Tent, by a ma- jority vote, shall proceed to fi- the duration of such suspension. If neither expulsion or suspension is determined as a penalty, as above provided, then the penalty shall be fine or reprimand as the Tent shall determine by a two-thirds vote as aforesaid. If the Tent shall have fixed a reprimand as the penalty the accused member shall be reprimanded in open Tent by the acting Commander. If a fine shall be deter mined as the penalty, the amount thereof shall be determined by the Tent by a majority vote thereof, which fine shall be imposed by the Acting Com- mander and entered upon the records of the Tent The Record Keeper of the Tent shall keep in the records thereof a full and complete record of all the proceedings relating to the finding of said committee, and all the subsequent proceedings relating thereto. No ballot taken under this section shall be reconsid- ered. In case such arbitration committee, after hearing all the proof offered and admitted relative to said charges and specifications, ^ hall determine by a majority thereof, and so certify o t:.e Tent that such charges and specifications are false and made with malicious intent of injuring the accused, the Tent may, by a majority vote of the mem])ers present, determine that the cost and expenses incurred on ac- count of the preferring of such false and malicious charges and the defense thereof, be assessed against the member preferring the same; and the costs so determined shall be charged against said member by the Record Keeper of the Tent, on the books thereof, and failure to pay said costs within thirty days there- after, shall subject said rrsember to suspension the same a^ any other indebtedness from I im to the Tent. SEC. 201 .— In case of the non-residence or ab- sence of the accused, he may be represented by his counsel and tried as though present, and the accused, in any event, shall have the right to be represented by counsel. Members Subject to Penalty. SEC. 202. — When a member shall be subject to a penalty or reprimand, he shall be summoned to attend the next regular review to be reprimanded from the chair, and until he so attends to be repri- manded, or if fined, then until such fine is paid, he shall be suspended from all benefits and privileges of membership, such suspension to date from the date of the regular review at which he was summon- ed to attend. Notice of Expulsion. SEC. 203.— Notice of expulsion or suspension of a member shall after the expiration of twenty days from the date thereof, be given to the Tents which are contiguous. Provided, if a member so ex- pelled or suspended has filed, according to law, an appeal against the action of his Tent, such notice shall not be given until the higher appellate tribunal shall have sustained the action of the Tent in expel- ling or suspending such member. Appeal from Action of Tent. SEC. 204. — A member intending to appeal from the action of the Tent shall, within twenty days thereafter, file with the Record Keeper a notice of his appeal and of the grounds thereof, whereupon the Record Keeper shall forthwith send the notice together with a certified copy, under seal of all charges, reports, evidence and proceedings of the Tent relating to the case, to the Great Record Keep- er. Suspension for a Definite Period. SEC. 205.— In case where a member shall be suspended for a definite period by his Tent, for any cause other than the non-payment of dues, or gross offenses committed in open Tent, or for engaging in a prohibited occupation, such suspension shall in no way prejudice or destroy such member's rights to Life, Total and Permanent Disability, and Old Age Benefits, and during such suspension he shall pay the same assessments and per capita tax as he would have been required to pay had no suspension taken place; but he shall not be entitled to any benefits provided for in the By-Laws of his Tent or a seat therein during the period of his suspension, and must pay, before again resuming his membership in the Tent all fines that may be charged against him and all dues and assessments required by his Tent of other members during such period. Offenses —Fines and Penalties. SEC. 207. —A member who shall violate the ob- ligation of the Order which he has taken, or offend against the laws of the Order, or ndes and regula- tions of his Tent, or who shall divu-^ve to an appli- cant for membership the name of a member who re- ported unfavorably upon his application, or other- wise opposed said applicant becoming a member, or who shall be guilty of any immoral practice or con- duct violative of his duties and unbecoming his pro- fession as a member of the Order, or who shall enter a Tent in a state of intoxication, or who shall be- come addicted to the intemperate use of intoxicating liquors, or who shall reveal any of the secrets or secret work of the Order; or who shall cause to be published in any newspaper or reveal to a person not a member any of the proceedings of the Tent, affecting the standing of an officer or a member, or the Tent, or differences among members, or private business of the Tent, or the Order; or who, being a member or officer of a Tent, shall appropriate to his own use or otherwise, any of the funds, property or effects of any Subordinate Tent, shall upon convic- tion thereof be fined, reprimanded, suspignded or ex- pelled, as the Tent having jurisdiction thereof may determine. Any member who shall have been con- victed of any felony and sentenced to imprisonment for any length of time, shall thereupon stand sus- pended from all rights and benefits of the Order, and no trial shall be necessary m such case. SEC. 208. —Should any officer or member ap- propriate any of the effects of any Subordinate Tent, to his own use, contrary to these laws, he shall, upon conviction thereof, be expelled from the Order. Nor shall any such liquors be sold under the auspices of any Maccabee gathering. Nor shall any such liquors be brought into any Subordinate Tent to be drank therein. Nor shall any Subordinate Tent give any excursion on Sunday, nor shall any excursion or picnic which is advertised as a Maccabee gathering be held on that day. Any Tent or member of the Order offending against the provisions of this section, shall upon conviction thereof, be suspended from all the rights and benefits of membership, and it shall be the duty of the Board of Trustees of the Supreme Tent to in- vestigate all such cases, and it shall have full power to hear and determine the same and its findings shall be final. Any Tent so suspended shall upon de- mand of the Supreme Commander, or some one de- putized by him, surrender its charter and all other property belonging to the Supreme Tent, then in its possession. Withdrawal Cards. SEC. 210. — A member in good standing wish- ing to withdraw from a Tent may apply for a with- drawal card. On payment of all dues, assessments and fines that may be lawfully charged against hira, including fee cf card, such card shall be granted un- less charges have been made and are pending against such member. A member holding a withdrawal card must deposit it with another Tent within three months of the date thereof; and if, on ball ballot, he shall receive a favorable vote of two-thirds of <^e members present and voting, he shall be declared elected. If refused admission by such Tent, or fail- ing to apply for admission within that time, then he may apply to the Supreme Record Keeper and be treated as a member paying direct to the Supreme 8o LAWS OF THE SUPREME TENT Record Keeper. He shall in the meantime if a Life Benefit member, pay all assessments and annual dues of two dollars, one dollar semi-annually in ad- vance to the Supreme Record Keeper until admitted to mother Tent, in the same manner as before pro vided. Final Cards. SEC. 211. — A Subordinate Tent may recom- mend the issuance of final cards to its members for the purpose of enabling such members to honorably sever their connection with the Order; provided, that before doing so all dues, fines and assessments charged against such members shall be paid, and the beneficiary certificate issued by the Supreme Tent and Great Camp, if any, must be delivered to the Record Keeper of the Tent and by him forwarded to the Supreme Record Keeper with the application for card. When the final card has been issued the bene- ficiary certificate of the member to whom the final card has been granted must be recorded as annulled. SEC. 212. — The form of said final cards shall be as prescribed by the Supreme Record Keeper; they shall be signed by the Commander and Record Keeper of the Tent granting the card, and shall be countersigned by the Supreme Record Keeper, with the Supreme Tent seal attached thereto. The fee for a final card shall be 50 cents. SEC. 2 13. — Any member who makes application for a final card for the purpose of severing his con- nection with the Order, or any member who, without making formal application, accepts a final card, does, upon such application or acceptance, surrender all rights, benefits and privileges that he may have ac- quired by virtue cf his membership in the Order. Such application and card shall be referred to an investigating committee, who shall report thereon at the next regular review of the Tent. A ball ballot shall then be taken, and if two- thirds of the ballots are favorable he shall be ad- mitted to full membership in the Tent. SEC. 215. — The fees for admission by card shall be fixed by each Tent, but shall not be less than fifty cents. Traveling Cards. SEC. 2 1 6. — A traveling card shall not be granted for a longer period than one year, nor less than three months; and before a brother is entitled to receive the same he must pay his dues in advance for the time specified and the same fee as for withdrawal card, of which fee fifty cents shall be forwarded to the Supreme Record .Keeper, with the application for card, and that officer shall at once forward such card to the Record Keepei of the Tent. Pestilence or Epidemic. SEC. 218.— A member of the Order who is about to engage in or undertake any experiment or employment which is of so dangerous a character as likely to imperil life or limh or health, may be inter- dicted from proceeding with the same by the Su- preme Commander or any of his deputies. SEC. 2 1 9. — And a member so interdicted disre- garding such interdiction, shall,' ipso facto ^ forfeit all his claims upon any fund or benefit of the Ordei, and should any injury oi illness result to him directly or indirectly from such proposed undertaking or ex- periment, he shall not be entitled to receive any benefits whatsoever from this Association on account of any such injury or illness. SEC. 220. — And should his death be directly or indirectly caused by or due to such interdicted ex- periment or undertaking, his beneficiary or benefi- ciaries shall not be entitled to receive, and shall not be paid any portion of the benefit cr other funds, but all claims of such beneficiary or beneficiaries upon any benefit or other funds of the Order shall be ipso facto forfeited. SEC. 222. — A member who has been inter" dieted, as heretofore provided, may appeal to the Board of Trustees, who, if satisfied that the pro- posed experiment or undertaking is not of a danger- ous character, or is of a meritorious or humane character, may set such interdiction aside, but in every such case the interdiction, shall remain bind- ing and in full force untU set aside by the Board of Trustees. SEC. 223, — A member of the Order engaging in or participating in any unlawful or foolhardy un- dertaking, shall not be entitled to receive any benefit from, no ' shall he be paid any benefits by this Asso- ciation for any injury or illness which may be di- rectly or indirectly caused by or be due tc such un- lawful or foolhardy undertaking, and should his death be caused by or be due directly or indirectly, to such undertaking, his beneficiary or beneficiaries shall not be entitled to receive, and shall not be paid any benefit whatever. Consolidation off Tents. SEC. 224. — Any two or m.ore Subordinate Tents desiring to do so, may consolidate, when in their opinion such consolidation may be to the inter- est of the Order. by each Tent appointing a committee ot three to ar- range the terms therefor The joint committee, if 84 LAWS OF THE SUPREME TENT favorable to consolidation, shall recommend the adoption of the name and number of one of said Tents, and report the same to their respective Tents. SEC. 226. — If tv^ro or more Tents, desiring to consolidate, agree to the terms proposed and adopt the recommendations of the joint committee, the same shall be reported to the Supreme Commander, and if approved by him he shall appoint a time and place for the consolidation to take place. SEC. 227. — The Tents shall meet in convention at the place and time appointed, and shall surrender to the instituting officer their respective charters or dispensations, rituals and seals, and all their funds, books and property, taking his receipt therefor. SEC. 228. — The instituting officer shall then pro" ceed to institute the consolidated Tent in the same form and manner as a new Tent (except the initiatory cere- monies) under the name and number agreed upon; he shall retain for transmission to the Supreme Rec- ord Keeper, the charters, dispensations, rituals and seals of the consolidated Tents, except those of the Tent under which they are to work, which, together with the funds, books or other property of the con- solidated Tents received by him, shall be delivered to the new Tent, and the new Tent shall be liable for all the debts of the Tents so consolidated. Offensive Circulars and Language. A contravention of this section shall subject the offender to suspen- sion or expulsion by the Board of Trustees, and if a Tent so offends, to the suspension or revocation of its dispensation or charter. SEC. 230. — A member who shall in a news- paper, or by letter, circular, or openly and orally in a Great Camp or Subordinate Tent, while in session, use ungentlemanly or insulting language, reflecting on an officer or member of the Supreme Tent, a Great Camp or Subordinate Tent, whether such officer is present or not, or who shall publish or cause to be published in a newspaper a communica- tion, article or item, derogatory to any officer or member of the Supreme Tent, a Great Camp or a Subordinate Tent, or which contains any of the private proceedings or secret work thereof, may be reprimanded, removed from any office he may hold, suspended or expelled by the Board of Trustees. An appeal may be taken by the accused from the decision of the Board of Trustees to the Supreme Tent. SEC. 231 . — All notices or papers, except those required by these laws to be published in the official organ, and to be given to members or Tents, shall be served by delivering such notice or paper to the person or Tent intended, personally, or by deposit- ing the same in the post office, properly directed to such member or Tent, at his or its place of residence and prepaying the postage thereon; proof of which service may be made by the affidavit of the party vde- livering or mailing such notice as aforesaid. Amendments. All amendnienls shall take effect thirty days after the close of the biennial review, unless otherwise provided for in the pro- position to amend, or otherwise determined by the Supreme Tent. Tent—Agent of Wember. SEC. 233.— A Subordinate Tent shall be the agent of its members in making out applications for membership, admission of members, the collection and transmission to the Supreme Tent of all dues and assessments, the serving of all notices of such dues and of suspensions required under these laws to be served on the members of a Subordinate Tent. The Supreme Tent shall not be liable for any negli- gence in any of these matters, nor be bound by any ir- regularity or illegal action on the part of such Sub- ordinate Tent. SEC. 236.- -Should a Tent fail to make any of the reports by these laws required for a period of thirty days, it shall be the duty of the Supreme Re- cord Keeper to notify such Tent by sending it a written or printed notice, addressed to i:he Com- mander thereof; and at the expiration of thirty days trom the date ^i such notice, unless such delinquent reports are made and received by the Supreme Re- cord Keeper, said Tent shall stand suspended and all the members thereof until such reports are made and found correct, ar-d it shall be the duty of the Supreme Record Keeper to cause to be published in the c-^cial organ, monthly, the names and numbers, dates and causes of suspension of all such Tents, as well as the names of all Tents that are in arrears *^tiirty days for any report, and the report for which such Tents are in arrears. SEC-. 237.- If any Tent shall fail to have z quorum present for four consecutive reviews, or fails to pay up all arrearages to the Supreme Tent the Supreme Commander may on satisfactory evidence, suspend said Tent from all benefits of the Order. When a Tent is suspended or dissolved it shall be the duty of the last Commander to deliver up to the Supreme Commander, or his authorized deputy, all its books, seals, papers and money belonging to the Supreme Tent or the Tent, which shall be disposed of as provided by the general laws of the Order. SEC. 239.--Great Camps and Sub rdinate Tents are authorized to enact such laws as they shall deem best for their government; provided the same do not conflict with the laws of the Supreme Tent. SEC. 240.— A Subordinate Tent shall be com- petent to make, alter or amend its by-laws, rules and regulations from time to time as may be deem- ed expedient, if adopted by two-thirds of those present, after ha 'ing been read at the two reviews immediately preceding action thereon, provided, that they do not in anywise contravene the provis- ions of these laws. SEC. 241 .—Such by-laws shall be submitted to the Supreme Record Keeper in duplicate, for ap- proval by himself and the Supreme Commander, and when written shall be in ink, on legal cap paper, in legible characters in the English language, on one side only, and if on more than one sheet the several sheets shall be securely fastened together at top of page. T ^EC. 245. —Eleven members of the Supreme lent shall constitute a quorum for the transaction of business, but less than that number duly met pur- suant to law, may take a recess from day to day or to meet at some future time. When any question may arise as to the correctness of the count by the presiding officer, he shall appoint two tellers, who shall count the votes for and against and announce the result. Quorum and Opening and Closing of Tents. SEC, 247.— No Subordinate Tent shall be opened unless five members who are in good stand- ing are present. Not less than that number shall constitute a quorum for the transaction of business. SEC. 248. — In the absence of the Commander the Lieutenant Commander shall preside. In the absence of both Commander and Lieutenant Com- mander, the acting Past Commander shall preside In the absence of these three, the members may se- lect a presiding officer. In the absence of a Past Commander, his station shall be filled by appoint- ment of the presiding officer. SEC. 249. —All reviews, whelher regular or special, must be opened and closed in due form, but the Tent may, by a majority vote of the members present, even with less than a quorum, take a recess tor a specified time, but not beyond the next regular review. In all such cases it shall be the duty of the Re- cord Keeper to forthwith send the "Notice of Ap- peal," "Statement of Appeal," argument, if any, to- gether with a certified copy, under seal, of all docu- ments relating to the case, and of the proceedings of the Tent in relation thereto, as they appear on record in his office, to the Supreme or Great Com- mander to whom the appeal is taken. In case the appeal is to the Great Commander, and he shall consider the matter complained of such as should have a decision from the Supreme Com- mander, he may certify the same accordingly, when it shall be treated as though it had been to the Su- preme Commander in the first instance. SEC. 254. — Any member aggrieved by the rul- ings or decisions of the Great Commander may ap- peal therefrom, either to the Supreme Commander or to the Executive Committee of the Great Camp. Such appeal must be taken within thirty days from the date of notice thereof. The member appealing shall file with the Great Commander a notice of ap- peal, which may be in the form above prescribed. Upon filing such notice, it shall be the duty of the Great Commander to forthwith transmit to the Su- preme Commander, or executive committee, as the case may be, all papers and records relating to such case, together with his decision thereon. SEC. 265. — Any member, officer. Tent or Great Camp aggrieved by the decisions of the Supreme Commander may appeal therefrom to the Board of Trustees of the Supreme Tent, or to the Supreme Tent. The Supreme Commander's decision shall be final and binding upon all members, unless an appeal is taken. SEC. 266.— Any member, officer, Tent or Great Camp aggrieved by any action of the Board of Trus- tees of the Supreme Tent may appeal therefrom to the Supreme Tent. Such appeals shall be taken in the same manner and within the same time as provided in Section 254, and in such cases all rotices and other documents necessary to take and complete such appeal shall be filed with the Supreme Record Keeper, and by him duly referred to the Supreme Tent at its next review. SEC 257.— Any member, officer or Tent ag- grieved b^' any action of the Executive Committee of any Great Camp may, in the same manner an(/ within the same time as provided in Section 254 ap- peal therefrom, either to the Great Camper to the Board of Trustees of the Supreme Tent Papers re- lating to appeals to Great Camps shall be filed with ^he Great Record Keeper; and m appeals to the Board of Trustees of the Supreme Tent, with the Supreme Record Keeper. SEC 258. — Any member, officer or Tent ag- grieved by the action of a Great Camp may appea therefrom to the Supreme Commander, the Board of Triistees of the Supreme Tent, or to the Supreme Tent, in the same manner and within, the same time as provided in Section 254. The decision of the Su- preme Tent in all such cases shall be nnal and bind- ing on all parties interested. 94 LAWS OF THE SUPREME TENT I KULES OF ORDER For the Government of the Supreme Tent, Great Camps, State Conventions and Subordinate Tents. RULE 1 . — The presiding officer shall preserve order, shall decide questions of order without de- bate, subject to an appeal from the chair by any member, when the question before the body shall be: "Shall the decision of the chair be sustained?" which question shall be put by the presiding officer and decided without debate. RULE 2. — During the reading of the minutes, communications, and other papers, or when a member is addressing the chair, silence shall be ob- served in the body. RULE 3. — Any member who shall misbehave himself in the review, disturb the order and har- mony thereof, either by abusive, disorderly or pro- fane language, and shall refuse obedience to the pre- siding officer, shall be admonished for his offense from the chair, and if he offend again he shall be excluded from the review, and afterwards dealt with at the pleasure of the body. RULE 4. — N^ member shall be interrupted while speaking, except to call him to order for the purpose of explanation. RULE 5.— If a member, while speaking, be called to order, he shall take his seat, until the ques- tion of order has been determined, when, if permit- ted, he may proceed again. RULE 6. — Each member, when speaking, sha)' stand and respectfully address the chair, confine « himself to the question under debate and avoid all personalties and indecorous language. RULE 8.— If two or more members rise to speak at the same time, the chair shall decide which is entitled to the floor. RULE 9.— A question shall nox be subject to debate until it has been seconded and stated from the chair, and it shall be reduced to writing at the request of the presiding officer. RULE 10.— Before putting a question the pre- siding officer shall ask: "Are you ready for the question?" If no member rises to speak, he shall rise and put it, and after he rises to put the question, no member shall be permitted to speak upon it. RULE 11.— When the presiding officer is ad- dressing the body or putting a question, silence shall be observed. RULE 12.— A member shall not speak more than once nor longer than ten minutes on the same subject or question until all who wish to speak have had an opportunity to do so, nor more than twice without the permission of the presiding officer; and every member speaking shall designate the officer and member spoken of by his proper rank and title, according to his standing in the Order. RULE 13.— Any member may call for a divi- sion of the question, when the sense will admit of it. but no "motion to strike out and insert shall be de- visible except at the option of the mover. RULE 1 5. — On the call o£ the previous question, supported by five members, a majority of the body may demand the previous question, which shall be put in this form: "Shall the main question be now put?" and until it is decided, shall preclude all amendments and all further debate. RULE 16. — A motion to proceed to close sim- ply, is always in order, which motion shall be decided without debate, but a motion to take a recess to a definite time shall be debatable. RULE 17. — A motion to lay on the table shall be decided without debate. RULE 1 8. — A motion to reconsider shall not be received unless made by a member who voted with the majority in the first instance. RULE 19. — When a question is indefinitely postponed, it shall not be acted upon during the review. RULE 20. — Any member may excuse himsel^ from serving on a committee, if at the time of his appointment he is a member of other committees. RULE 21. — The first person named on a com- mittee shall act as a chairman until another is chosen by the members of the committee. The mover of a resolution referred to a special committee, is usually first named thereon. RULE 22. — A committee cannot be discharged until all the debts contracted by it have been paid. The Board of Trustees of the Supreme Tent, under and by authority of the Laws of the Supreme Tent, fixed the following designs, patterns, etc., for the regulation badges, jewels, etc., of the Order. No other can or will be recognized. Subordmate Tents and members will be governed accordingly. Badges. The badge of the Order for members shall be the same pattern and desiga as shown on opposite oasfe The upper and lower bars of Badge and also Tent on World to be of silver or white metal. The ribbon between the bars to be of bright red, with name, number and location of Tent embossed thereon in gold or silver letters, or both gold and silver. The Tent officers badges shall be the same, ex- cept that the ribbon shall be tricolored (red. white and black), with jewel suspended from the centre of upper bar. , , i j The upper bar of the Past Commander s badge to be gold or gilt and suspended therefrom in front of ribbon, the jewel of office in ^'old or gilt. The jewel to be a Tent within a circle with raised letters, "P. C." on Tent. Officers' Jewels. The following is a description of all the other offi- cers' jewels, which shall be suspended from the upper bar in front of ribbon and shall correspond in mater- ial with the bars and globe. Commander:— Tent with "Com." m raised letters thereon. Lieutenant Commander:— A star with letters "L. C." in centre. . Record Keeper:— Crossed quills, with letters *'R. Tent Physician: — An escutcheon on which are embossed two serpents entwined around a staff with letters ' Phy.'" surmounting. Chaplain: — Bible* open with inscription, •'2nd Book" on top, and in centre the letters "Cha." Sergeant; — Three spears crossed, disk in centre with letter "S." thereon, Master-at-Arms: — Two cavalry swords crossed, with letters on bar crossing the centre "M. A." First and Second Masters of Guards: — Two spears crossed with "i M. G. ' and "2 M. G." on bar across the centre. Sentinel: — Two infantry swords crossed with let- ters "Sen.'" in centre. Picket: — A trumpet with letters "Pic." embossed thereon. Supreme and Great Officers Badges. The badges for officers of the Supreme Tent and a Great Camp shall be practically the same in form, design and style, those for members of Subordinate Tents, with upper and lower bar connected by red ribbon. The jewel of office shall be within a circle and be suspended from the lower bar. In the case of Supreme Tent officers the upper bar shall be semi- circular in form, white enamelled world, with Tent projecting above the world in centre of bar and partly projecting above the bar, and the words "Su- preme Tent, K. O. T. M. O. T. W." on face of bar with scattering stars. The lower bar also to be semi-circular in form with the title of office in raised letters. The upper bar of a Great Camp officer's badge to be similar in form to that of a Supreme officer, with white enamelled world in centre of bar, and Tent in centre of world, with the words on sides of bar "Great Camp for" (giving name of State), and scattering stars.
