That an additional Mastership be established in Upper Canada College for instruction in Mathematical and Phj- sical Science. II. That the salary and emoluments attached to said Mastership shall be the same as those now attached to the Second Classical and Mathematical Masterships, and the person appointed to such Mastership shall occupy the same position in the College as the Second Classical Master, their relative precedence being regulated by seniority in their respective appointments. STATUTE XCI. RESPECTING AN APPROPRIATION OF $2000 FOR THE LIBRARY. That the sum of two thousand dollars be appropriated from the General Income Fund of the University for Library purposes, and that it be applied in finishing the internal arrangements of the Library, and for acquiring books as may be determined by the Committee on the Library, in addition to the annual allowance in the Special Departments. STATUTE XCII I. RKSPECTING THE ELECTION OF CHANCELLOR AND MEM HERS OF THE SENATE. That the votes to be giv'en at the Election by Convocation for the Office of Chancellor and for Members of the Senate, respectively, under the Act respecting the University of Toronto, shall be delivered to the Registrar in the Uni- versity Building not later than three of the clock on the afternoon of the second Thursday in May in each year, and that the Registrar may proceed to open the voting papers at the expiration of fifteen minutes thereafter. ('Rea'd a 2nd time, and passed i May, 1873.) STATUTE XCIV. RE-ENACTING AND AMENDING THE STATUTE OF THE FINANCE COMMITTEE, jy. I. That there shall be a Committee of the Senate, who, in conjunction with a Committee of three of the Council of University College appointed for a similar purpose, shall determine from time to time what portion of the expcn- STATUTES OF THF, UNIVERSITY OF TORONTO. 5 diture of the Income available under order of the Executive Council shall be borne by the University and University College respectively, and shall form a joint Committee to control the items of joint Expenditure. This Committee shall also supervise and manage all matters of a financial character within the control of the Senate and Council, but no extraordinary expenditure shall be incurred without the previous approval of the Senate and Council. II. That the said Committee of the Senate shall consist of the Chancellor, the Vice-Chancellor and two members of the Senate to be annually elected on the first Thursday, after the first Tuesday in October in each year, and subject to the Statutes and directions of the Senate, shall have supervision and control of that portion of the expenditure which is to be borne by the University, but no extraordinary expenditure shall be incurred without the previous approval of the Senate ; and such Committee shall make reports to the Senate relative to the same once in every three months, at least. III. That two shall form a quorum of the Committee of the Senate, and three a quorum of the joint Committee of which, at least, one shall be the Vice-Chancellor or an elected member of the Senate. IV. Such Committee shall keep regular minutes of their proceedings, and shall, from time to time, report the same to the Senate. V. That Thomas Moss, M. A., and John Macdonald, Esquire, be elected to serve on this Committee until the next regular Election. (Read a 2nd time, and passed 4 June, 1873.) STATUTE XCV. AMENDING THE STATUTE OF MEP:TINGS OF SENATE That clause 2 of Statute 2 be amended by adding thereto the following words ; — " Special Sessions shall be called by the Chancellor or Vice-Chancellor within two weeks after being required so to do by the written requisition of ten members of the Senate." That clause i, of Statute 23, be repealed, and the follf)\ving be substituted in lieu thereof, viz. : — The care of the Museum shall be entrusted to a Com- mittee consisting of the Chancellor, the Vice-Chancellor, the President of University College, the Professors of Chemistry, of Natural Philosophy, of Natural History, of Mineralogy and Geology, and of English Literature, and of two members of the Senate to be appointed annually on the first Tuesday in October of whom any three shall form a quorum. II. That clause I, of Statute 24, be hereby repealed, and that in lieu thereof there be substituted as follows : — The Superintendence of the University Grounds shall be entrusted to a Committee consisting of the Chancellor, the Vice-Chancellor, the President of University College, the Dean of Residence and four other persons to be appointed annually by the Senate on the first Tuesday in October, of whom any three shall form a quorum. That a VotinL,^ Paper for the Election bj' Convocation of a Chancellor and of Members of the Senate shall be mailed by the Registrar to the addresses (where known) of each of the Members of Convocation not less than three weeks before the day appointed for such election, and that such voting paper shall be accompanied by a circular in the form set forth in Schedule "A," or to the like effect (vid. orig'l Stat, and printed circulars.) That there shall be a Standing Committee to be called the Committee on Applications and Memorials, to whom shall be referred all Memorials of Undergraduates, and Applications for Degrees and Standing. II. That such Committee shall consist of the Vice- Chancellor and four Members of the Senate. (Passed 1 8th June, 1874.) STATUTE CIV. AMENDING STATUTE 60 OF FEES AND SAL- ARIES IN UPPER CANADA COLLEGE. That Statute 60, Sect. I. be repealed, and that the follow- ing be substituted therefor : Upon Report of the Upper Canada College Committee the Senate may from time to time, by resolution, alter and modify the Tuition F'ecs ; and until the passage of any such resolution they shall be at the following rates : For Students not resident in the Boarding-house they shall be at the rate of twelve dollars and a half per term. If there shall be two pupils from one family, the Tuition l-'ees shall be at the rate of eleven dollars and a half each per term, and if there shall be three or more pupils from one family they shall be at the rate of ten dollars and a half each per term. The proportion of the F^ees now pay- ■ ble to the Masters shall remain as established by Statute 39, Sect. III. The Tuition Fees for Pupils in the Boarding- house shall be seven dollars and a half each per term. And that as soon as conveniently may be after the con- clusion of each financial year the Committee on Upper Canada College shall report to the Senate the amount derived from such additional Fees which in their opinion should be reserved to the purposes of additions and per- manent improvements, and the Senate may thereupon, by 1 esolution, direct that such sum, or any part thereof shall be set apart and invested for that special purpose. TO DETERMINE THE MODE OK IDENTIEYING THE PAPERS OE CANDIDATES AT EXAM- INATIONS. 1 Whkreas it is expedient to adopt a mode of identifying the Papers of Candidates at the various Examinations held in the University. I. That at each examination to be hereafter held in the University, the Reujistrar shall cause to be delivered to each Candidate, on the first morning of the examination, a sealed envelope addressed on the outside to the Candidate and containing inside a number. II. In order to determine the number appropriated to each Candidate, the Registrar shall place in one box the envelopes addressed to the several Candidates, and in another cards marked with numbers from twenty upwards ; he shall then proceed by taking an envelope from one box and a card b\- chance from the other, and the number on such card shall be the number appropriated to the Candidate whose name is on the envelope. III. During the whole examination the Candidate shall sign his palmers with .such number, and shall use no other distinctive mark whatever. IV. The returns of the Examiners shall be made with reference to the numbers signed to the papers, and the Registrar shall not disclose the names to which the num- bers are attached until the report upon the examinations has been received and approved by the Senate. Proper accommodation for holding such examinations shall be provided by the affiliated College, including Sta- tionery of preci.sely the same kind as that used at the examinations at Toronto. II. The examination papers shall be transmitted or de- livered under seal tt) such Officer as the Senate may appoint at least one day before they are required to be used, and the said Officer shall perform the duties which, by the regulation of the Senate, are prescribed for the E.\amiiiers, touching the giving out and colleccion of the papers, and the conduct of the examinations generally. III. At the close of each IC.xamination such Officer shall seal up the papers of the Students, and day by day trans- mit the same to the Registrar, who .shall deliver them under seal to the examiners. IV. No oral Examination shall be required, except in the case of Modern Languages, and the Registrar shall make arrangements with one of the Examiners in that department to proceed to the affiliated College at some appointed time and there hold an oral Examination in person, for the purpose of testing each Candidate's ability to read and pronounce the Language or Languages in which he presents himself. V. The programme of the time of holding the several Examinations shall be as strictly observed in the affiliated College as if they were being held in the Convocation Hall of the University. VI. Upon every l^xamination so held a Eee of two dollars in addition to the ordinary Eee for Examination shall be paid by the Principal of such affiliated College on account of each Student so examined, and shall be applied towards defraying the expenses of such Examina- tion. The proper Officer of each affiliated College shall, at least two weeks before the time appointed for holding such examination, communicate to the Registrar the names ;)f all Candidates from such College, and the Registrar shall send to the Officer mentioned in the second paragraph an envelope for each Candidate, as provided in the said Statute. X. The Fourth Section of Statute 14 is hereby Repealed in so far as it conflicts with the Provisions of this Statute. (Passed 12th June, 1877.) STATUTi'. CXI. OF EXAMINATIONS FOR WOMEN. Whereas it is expedient to permit Women to present themselves for Examination at suitable places in certain of the subjects prescribed for Junior Matriculation and the First Year without requiring them to take the whole Exam- inations. I. That Examinations for Women in certain of the subjects in the Faculty of Arts may be held at Toronto and elsewhere in the Province, according to the regulations hereinafter mentioned. II, after No the Examination formation of a guarantee the attendance for shall be held at any place until Local Committee prepared to the Examination of at least SIX Candidates and the payment to the University of a sufficient sum to defray the additional expenses occasioned by holding such Examinations. III. Upon application being made for holding the Examinations for Women at any place, the Committee to be appointed under this Statute as hereinafter mentioned, shall approve of the Local Committee before such applica- tion is granted. n ! At least Five Ladies shall be Members of the Local Committee, and they shall undertake that suitable board and Iodising' shall be provided at reasonable rates for Can- didates who may come from a distance. The Local Committee shall be required to make ar- rangements for the attendance of at least Two Ladie.'^, Members of the Committee, in the Examination, to assist the person to whom the papers- arc sent in Superintending the Candidates. \ VL No Candidate shall be admitted to the first ex- amination unless she has com[)letcd her fifteenth year, nor to the second examination unless she has completed her sixteenth year. VIL The examinations shall be upon the subjects of Junior and Senior Matriculation hereinafter specified, and shall be held simultaneously with the ordinary June ex- amination for Matriculation, and the papers shall be distri- buted by a person to be named by the Senate, who shall collect the answers and return them under seal to the Registrar for delivery to the examiners. The subjects shall be sub-divided into groups for any one or more of which a Candidate may enter, and a Candidate may take either the pass examinations or both the pass and honor examination in any such group or groups. The names of those who have taken honors being j.laced in order of merit, and of those who have simply passed alphabetically. XL Every Candidate who passes in all the subjects of the pass examination for Junior or for Senior Matriculation shall be entitled to a certificate signed by the Vice-Chan- cellor and Registrar of her having passed. XI L Every successful Candidate for honors shall be en- titled to a certificate of her exact standing among all the Candidates at the examination for women. A Standing Committee shall annually be ap- pointed by the Senate in the same manner and at the same time as other standing committees are appointed to arrange the requisite details for carrying on the examination hereby authorized. XIV. The subjects siiall.for the purposes of this Statute, be subdivided into the following groups : — Group i. — Classics of Junior Matriculation. Group 2. — Mathematics of Junior Matriculation. Group 3. — English History and Geography, French or German of Junior Matriculation. Group 4. — Latin, English History and Geography of Junior Matriculation. (Passed July 29th, 1880.) STATUTE CXXin. PROVIDING FOR THE HOLDING OF SUPPLE- MENTAL EXAMINATIONS IN MEDICINE. That Clauses A, B, C and D, of the Regulations relating to undergraduates in Medicine as contained in the Curricu- lum of 1878 be and the same are hereby repealed, and the following substituted therefor : Undergraduates, below the standing of the Fourth Year, who have been rejected, or those who have been prevented from attending the annual Examinations in April, by Sick- ness, Domestic Affliction, or other causes beyond their con- trol, may present themselves for Examination in September, at the time of the Supplemental Matriculation Examination. A Candidate who has failed in one subject of Examination, but has shown respectable proficiency in the other subjects, may be permitted by the Examiners to take it at the next ensuing Examination. Candidates who failed to attend at the April Examina- tions must prove to the satisfaction of the Vice-Chancellor, before presenting themselves in September, the existence and sufficiency of the alleged cause of absence. In place of all Exhibitions heretofore established in Upper Canada College there shall be founded eight exhibi- tions, each of which shall entitle the holder to free tuition for one year, and thirty dollars in money. Eour of these shall be annually awarded for profi- ficiency in the work of the Fourth Form, and four for profi- ciency in the work of the Fifth Form, according to the following scheme : One in each P'orm to the Candidate who, having passed a satisfactory examination in a sufficient number of subjects to enable him to Matriculate in the University of Toronto, shall stand highest in the Ancient Classics. That the Arts Curriculum be amended by inserting on page 31 line 5, after the word " Classical " the words " the Mary Mulock Scholarship," and by adding on page 34 the following paragraph : The Mary Mulock Classical Scholarship. The late Mrs. Mulock having donated the sum of $2000 (which with ac- crued interest amounts to $2250) for the encouragement of the study of the Greek and Latin Classics, a Scholarship of the value of $20 will be annually offered for competition at the Junior Matriculation Examination, and shall be known as the Maiy Mulock Classical Scholarship. That the Regulations relating to the Honor Course in Arts be amended by omitting the paragraph on page 7 of the Arts Curriculum of 1880, beginning, " No Undergradu- ates in the Honor Course" and ending, "or for other grave reasons," and that the regulations relating to the Honor Course in medicine be amended by omitting the same regulation on page 7 of the Medical Curriculum of 188 1. (Pa.ssed December 14th, 1883.) STATUTE CLI. RESPECTING DEGREE OF C. E I. That all previous Statutes of the University relating to Degrees or Diplomas in Civil iMiginccring be hereby repealed. II. That the Degree of C. E. be hereby established, to be granted subject to the following conditions and regu- lations : — ( i) Candidates for the said Degree shall hold the Diploma in Civil h'.ngineering of the Ontario School of Practical Science. (2) Candidates shall have spent three years after receiv- ing the said Diploma in the actual practice of the pro- fession of Civil Engineering. (3) Candidates shall have spent, at least, two years of the said period in the construction and operation of engineering works as distinguished from surveys merely.
