To His IVorship the Mayor and Aldermen of the City of Hamilton : Gentlemen. — The Special Committee re Municipal Electric Plant preseut their '6td report. The question of Municipal ownership of an electric plant for street and pub- lic building lighting has been carefully conbidered. Your Committee are of the opinion that the City shon.d own and control the plant. As there is a proba- bility of the Cataract Power Company beinrf able to supply the City with electric power at a less cost than it can be produced by steam, it is recommended that they be requested to give a tender for suijplying the City with electric power sufficient to run a Municipal plant of the capacity of oOU arc and 1,000 incaridescent lamps, and, with the object of enabling the Company to thoroughly consider tie matter, that the time for receiving the tender be extended to I* ebruary 1st, im\i. It Is extremely d.jsirable that this steam plant should be duplicated. The general plan of the station i)3ing such tiiat disanliiig of one engine or boiler could not cause a shut down. While the original cost of the installation of an Incandescent and Arc light- ing and Tower plant for C^ominercial purposes would i)e high the CJity would be more than compensated for the same by tile receipts from the sale of Light and i'ower. But a small portion of the residential part of the City being covered, there should be no dilhculty in installing t!ie full number of lights (;iO()li|. This with the introductions of small motors for power should give an adequate return for the money expended, as well as p.irlially if not altogether wipe out the cost of operating the CJity Arc Lights. The principal addition to the I'ower Station would Ije the duplicating of the Steam Plant and the introduction of one ill Alternator, one (1) Power Cienerator and one (1) Arc Dynamo, together with the necessary Switchboards and Connect- on s. This can be done without addition to building, the principal outside item vvould be the cost of Wire, Transformers and additional Poles reijuired.
