Maitiand to change figures in tlieir respective circuit scliedules, as they had received some additional connexional funds. Conference Special Committee Report. The ex-President made a verbal statement, in lieu f)f a report from tiui Conference Special Committee, showing that pei'inission had lieon gr.inted during the year for the employment under the Chairmen of tint Districts of E. Micliener and Elihu Manuel, with a view to their entering the ministry of our Church. Tenure of Church Property. Rev. K. Robson made a verbal statement for the Committee on the Tenure of Church Pioperty, reported progress, and asked an extension of time. Green, and lii'solved, — That the petition of the Trustee Board of the Methodist Church properly at ]\laple Bay, whicli reiiuests perniissioii to sell that portion of the Maple 15ay Church property lying east of the churchyard, ooiitiiining fifty acres, more or less, the proceeds of such sale to be applied to the building of a church at Maple Bay, be forwarded to the Conference with the recommendation that it be adopted. The above petition was, on the recommendation of the Committee on Memorials, adopted, and permission granted to sell the property de- scribed. 2. Westminster District. It was moved by Rev. E. Robson, seconded by Rev. C. Bryant, and Resolved, — That the minutes of the Westminster District, in re " Reli- gious Services during Conference Sessions," be adopted and referred to the Committee on Conference Programme. The following is the memorial : — Resolved, — That it is the opinion of this District Meeting that it would be greatly conducive to the zeal, love, spiritual power and enthusiasm of the ministers and lay members of the Conference and through them of the membership generally, if instead of the usual anniversary services held during the Conference sessions, arrangements be made for such services as would directly tend to promote the development of the higher life in Christians and the conversion of sinners, and we recommend this matter to the consideration of the forthcoming Conference. The resuscitation of the Provincial branch of the Dominion Alliance and the untiring zeal of the VV.C.'l'.U. temperance workers, have lioni successful in preventing the l/icensing Boards from granting some applica- tions for license, and in securing in some of the courts decisions adverse to tiie liijuor interests. We record our appreciation of the action of a few of the sclmol lioards in introducing scientific temperance instruction into .some of the piihlii' schools, and note with pleasure the good i^fi'ect that has been proiuced liy the enforcement of the Sunday Closing Act of the previous .session of the Legislature. We thankfully express our comiction that the miiiistors and nieiiihfrs of our ( hurch tire still in the front rank of the leaders of the leiiipi lance Keform and of Prohibition. The Report of the Conmuttc-e on Missions was adopted as follows : Yotir Committee received the lieport of the l!oys' Industrial Home at Tort Simpson. The report contains ninny interesting details, and shows that the numl'Cr of boys has increased from seven to twelve ; the great need of iiiunediate action being taken along the line of enlargement of the mechanical l)uilding; the increase of the appliances of the mechanical de- partment, and the appointment of a permanent Principal and Mati'on are Mpprirent. 'There is a large number of applications for admittance, -utlicient to more than douljle the present attendance. We believe by utilizing the present buildings and those occupied by the u'ii'ls and a grant c $1,000 from the ^lissionary Board, the usefulness ■iiul capacity of the estal)lishment could be increased at least 100 per cent. We therefore commend it to the liberal consideration of the Missionary Hoard. ^\'hen organized on this eidarged industrial plan, we believe we will liivo a claim upon the Government for the per caj^ita appropriation, and we believe that it could be obtained. The amount raised from Circuits has exceeded that of tlie previous year by 61,862.04. It is, liowever, Just to state that a small portion of this increase arises from back payments on account of former years. The Interest Account is also in advance of the former year, $1,240.37, and the Hook Room has added $200 to the grant of the preceding year, niftking the yearly grant now ^6,500. We have received in legacies this year #6,437.2"), which sum embraces the half of the legacy of the late William Grooderham. There appears to he a praiseworthy disposition on the part of our people to remember this Fund in the tinal distribution of their property. We are, however, still under the necessity (-f expressing our ngret that there are a few Circuits that have failed to pay their apportion'.iients in full, to the great eml)ariass!nent of the ministers laboring on them, and to the great injury of the Church. The aggregate amount is not com- paratively very large, but the example is bad and it is not just to those Conferences and Circuits that are loyal to the laws of the Church. The new claims this year are exceptionally large and amount to $9,630, whili! expired claims are only $r),848, leaving a balance of $3,782, less $382, l)eing the diirerence between the debt of the last year and the pre- sent one, or $3,400 to l)e provided for, the entire claims for the year being 887,084. The estimated income of the Fund will be about $85,334, so f.ir as we can at present ascertttin. The Treasurers did not, however, feel at liberty to increase the percentage on the assessable income. J. A. We would remind our people that our Churches are not indepi'inlent congregations, but a connexion, and that the principle of the itinerancy can be given its highest etHciency oidy when both people and pastors loyally surrender into the hands of the Stationing Committee, elected by the joint vote of laity and ministers, the right to choose, on the one hand, what pastors they shall have, and on the other, what congregations they shall serve. Next Annual Conference. On motion it was decided to hold the next Annual Conference at New Westminister, to begin on the second Thursday in May, 18j3, at the hour of 9. ,'50 a.m., in the Central Methodist Church. ANNIVEnSARY SERVICES. Tiie Epworth League and Sabbath School Meeting was held on Wednes- day evening, May 11th, commencing at 7. -45, and was addre.ss(>d by I'fv. J. A. Wood and Prof. E. Odium, with Rev. C. 15ryant in the chaii'. The collection amounted to 87.15. The Missionary Anniversary was held on the evening of Thursday, May IL'tli, and was addressed by Revs. D. Jennings, R. R. Maitland and Mr. Edward Nicholas. The collection on this evening was !jl8.8r). The Educational ^Sleeting of the Conference was held on Friday "ver- ing, and was addressed by T. Bryant, Escp, Rev. J. F. Betts and I'lof. Odium. The 'i'heological Union met on Saturday at 3 o'clock p.m., and 'istened to a lecture, both interesting and instructive, by Rev. C Watson, of Victoria, on "Traditionalism in relation to Rilile Interpretation," The Conference Tenijierance Meeting was ludd on Saturday eveninc, and was addressed by Revs. J. H. Wliite and C'. Watson, and i\liss S. Bowes. The collection of the evening was ordered to be paid into the Sustentation Fund of the Conference. Closing Exercises. The Conference concluded its business at 9.30 on Monday evening. After reading and adopting the Minutes of the Session, the Conference sang the Doxology, and was led in pr.ayer by Rev. E. Robson. The President, Rev. J. H. Unto whom with the Patlicr, and the Kteinal Spirit be the praise, world without end. The sessions of the Conference have been marked by the spiritual presence of the Master. Tlie spirit of harmony and brotherliness which has characterized the discussions and the tender and gracious influence which all hearts have fidt, have demonstrated that our petitions for the Holy Spirit's aid have been in condescending mercy vouchsafed. You will lie gratiiied to learn that the review of the past year furnishes us with cheering evidence that our lal)ors have not been in vain iu the Lord, but that wliile there have been instances of defection (from con- tact with the prevailing spirit of worldliness and rela.vation of Christian watchfulness), yet many have turned their feet into God's testimonies and a nett increase of 456 is reported. While it is a matter of unfeigned gratitude to God that this numerical increase has been given us, yet it rather concerns us that by godly admonitions .and devout example of more mature Christians, they may be nurtured in the faith of Christ, and rise to positions of usefulness in the Church. In order to this we counsel thfc utmost fidelity in attendance upon the public worship of God, the Class and Prayer ^Meetings as well as all other means of grace, not omitting the daily and devout study of God's Word. As illustrating the general progress of our work in British Columbia, it will be of interest to call attention to the following facts. Tt is now tive years since we were constituted a new Conference. A comparison of the returns then with now is instructive and cheering. In the new Confer- ence then there were 22 ministers and preachers, now there are .')2 ; tiien there were 43 local preachers, now there are 111 ; then there was a mem hersliip of 1,975, now of 4,019; then, 1,543 scholars were reported in our schools, now 15,51 G. Then there were raised for Connexional funds ?:i."J20, this year, §8,354. Then for ministerial support, $7,438, this year, •f'l8,873 ; then, for all purposes, 619,184, this year, 869,7(14. We rejoice in the general prosperity of our Sabbath Schools, as indi- cated by the statement just presented, as also by the very delightful fact that so many of our scholars are being savingly converted to (>od year by year. We have, however, to regret to notice that in so many of our 8al)liath Schools our admirable catechism is left unused. The result iiuist be that our young people are growing up without an intelligent appreciation of our doctrines. 46 MINUTES OF THE BRITISH OOLUMBIA [1892 We commend for the general use of our people, the excellent publica- tions of our Hook Rooiii as also the periodical literature of our coimfxion. As a Cliurch, our standpoint upon tlie burning (lui'stions of the hour is that of total al)stinonc(! for the individual, and proliihition for the Htiit^, and that the tratfic in intoxicating drinks cannot be licensed without sin. As people we must learn to volts as we pray. It has been a matter of painful interest to us that miasionaries on our Domestic Missions are receiving such meagre and inad(!([uate support. The vast extent of the missionary operations of our Church render it impossible that very large sums sh.ould be granted by our missionary society in aid of individual fields, and the burden of support must rest upon the Missions themselves. We exceedingly regret that the zealous and loving labors of our brethren have not in every instance been met by the spirit of liberal- ity commensurate with ability of those who have enjoyed their ministra- tions. We earnestly urge upon our people a larger measure of sacrifice and effort in this regard. Among the important measures deliberated upon probably none were considered which are destined to have a more important bearing upon the future of our work in this province than that relating to the establish- ment of an educational institution under the auspices of our Conference, and having such religious safeguards as will commend it to the interest and confidence of Christian people. A scheme was formulat(!d which met with cordial acceptance, a provisional board of directors was named, and the Rev. J. F. Betts, financial agent, to secure subscriptions for the suc- cessful establishment of the work. We earnestly commend this Conference college to the patronage and support of all our people. The Conference has reaffirmed its unalterable conviction as to the duty of all Christian people, zealously to conserve the sanctity of the Lord's Day. This becomes the more necessary because of tlie unwonted forms of Sabbath desecration, such as Sunday excursions, and the running of tram cars which have been recently introduced. From the ranks of the ministry of our small Conference, one has fallen during the year. Father Pollard, who came to British Columl)ia in 1871, and continued nearly seven years in the active work in Victoria and New Westminster, and from that time until the close of the last Conference sustained a superannuated relation to our work, heard the "Well done" of our Master he had ^served so long, and went to receive his crown. The memorial service w.as deeply affecting, confirming to our hearts the assurance of the Divine Word that the "Memory of the just is blessed. " May the mantle of his zeal and devotion rest upon those of us who "still labor and wait," being admonished that the time is short, and the night cometh when no man can work. And now, dearly beloved brethren, praying that for pastors and people, the year now before us may be one of unprecedented prosperity in all departments of our work, we commend you to tJod and to the word of His grace which is able to build you up and to give you an inheritance among them which are sanctified.
