 ARTICLE L 
 
 Title. 
 
 This Preceptory and Priory in accordance with 
 its Patent of Constitution, shall be known and 
 designated as the " Richard Cceur de Lion Precep- 
 tory AND Priory of the United, Religious and 
 Military Orders op the Temple and of St. .John of 
 Jerusalem, Palestine, Rhodes and Malta," under 
 the Sovereign Great Priory of Canada. 
 
 ARTICLE II. 
 
 Meetings. 
 
 Section 1. A Reguhir Chapter of the Preceptory 
 shall be held on the fourth Thursday in every month 
 except the months of June, July and August, at 
 such hour as the Presiding Preceptor may appoint, 
 at the Chapter House, in the City of Montreal. 
 
Skc. 2. An Emergent Chapter of the Preceptory 
 may be held at any time by command of the Pre- 
 siding Preceptor. Every such p]mergent Chapter 
 to be duly summoned by the Registrar, seven clear 
 days' notice being given in each case. The busi- 
 ness intended to be proceeded witli shall be 
 expressed on the summons, and no business but 
 that so expressed shall, under any pretence what- 
 ever, be entered upon. 
 
 ARTICLE III. 
 
 (Jostum e . 
 
 Sec. J . At every Regular and Emergent Chapter 
 of this Preceptor^ , the Fratres shall be required to 
 appear attired in the proper Insignia of the Order, 
 and no Frater shall, on any pretence, be admitted, 
 without his proper Regalia. 
 
 MANTLE}*. 
 
 Sec. 2. The Habit to be worn by Tem])lars in the 
 Preceptory shall be of white camlet or woollen 
 stuff, with a hood and the Red Cross ot the Order 
 on the left shoulder in wilk or velvet. The hood to 
 be lined with white serge or silk, and to have white 
 cords with tassels to fasten around the neck. All 
 who have attained the rank of Preceptor shall use 
 the Patriarchal or double-barred cross 10;^- inches 
 long, the hood to be lined with red serge or silk 
 and to have cords and tassels of the .'>;ame colour.

 a white eight-pointed Cross of Malta in silk, linen 
 or velvet, on the left shonlder, and a liood lined 
 with, white, the cords and tassels to fasten the 
 mantle, of tlie same colonr. 
 
 CM A PLAIN. 
 
 81:0. 4. The Chaplain shall wear a, black tunic 
 with sleeves, having a long red Passion Cross on 
 the breast to skirt, and a black silk-cord girdle with 
 tassels to fasten round the waist; they may also 
 wear the Mantle of the Templar or Malta Order.

 Bkc. 5. The Serving Brethren shall wear russet 
 brown or dark coloured tunics, having the United 
 Order Cross on the breast, and are armed with a 
 sword, but no mantle.

 four inches wide, with a gold fringe, to be worn 
 over the right shoulder. 
 
 Other Fratrcs shall wear the same ribbon with 
 a black silk frinue.

 triarchal Ooss instead of tlie Passion Cross.

 Sec. 10. Each Frater shall wear a cross-hilted 
 straight sword, with a silver-i)late(l scabbard. 
 The hilt and nionntings to be of white nietal. The 
 sword to be susi)en<led from a black leather waist

 The scabbard of Preceptors may Ix^. of gilt metal.

 Sec. 11. The Priors of Malta shall wear a white 
 enamelled eigbt-pointed Cross of Malta, set in gold»

 OUT- DOOR UNIFORM. 
 
 Sec. 12. The Out-Door TInifurm shall consist of 
 black frock coat, black ])ants, chapeau witli two 
 black and one white foatliers, baldric, sword and 
 belt (as in Art. III., Sec. X.), wash leather or buck- 
 skin jjjloves, with cuffs of the same or gauntlets 
 with the cross of the order. 
 
 ARTICLE IV. 
 
 Officers. 
 
 Sec. 1. The Ofllcers shall be ; Presiding Prece}>

 surer, Sub-Marshal, Captain of Guards, Almoner,

 on the fourth Thursday of the- month of January mi 
 each year, the Presiding Preceptor and the othor 
 elected officers sliall be installed and invested, 
 according to ancient usage, after which the Pre- 
 siding Precei)tor shall then appoint, instal, and 
 invest, the Captain of the Guard, the Almoner, the 
 Standard Bearers, and the Sword Bearer. The 
 <iuard shall be chosen by a show of hands.

 Couni'll. 
 
 Sec. 1. On the day of and immediately after the 
 Installation and investiture of the otHcers, a coun- 
 cil shall be formed consisting of the Presiding 
 Preceptor, the last Presiding Preceptor, tlie Cons- 
 table, the Marshal, the Eegistrar and Treasurer, 
 with two other Fratres of skill and al)ility, one of 
 whom shall be appointed by the Presiding Precep- 
 tor, and the other by an open vote of the majority 
 of the Fratres present. The Council shall meet 
 whenever summoned by the Presiding Preceptor,

 date for installation or membership previous to a 
 ballot bein^ taken, and shall not recommend a

 has been rejected in any J'receptory, without 
 thoroughly investi<ji;atin}j:the cause of such rejection. 
 
 To the Council shall be referred all aj plications 
 for Templar relief w hich may require investij^ation, 
 also, all accounts of the Preceptory, and report there- 
 on at the next Kejiular Chapter. 
 
 The Council shall first hear and then consider all 
 subjects of com[)laint or irregularity respecting the 
 Fratres, and re[)ort thereon to the Prec^eptory at the 
 next Regular Chapter. 
 
 The Council shall annually audit the Treasurer's 
 accounts, and report at the K(\gular Chapter lield 
 on the fourth Thursday in the month of January. 
 A separate Minute Book shall be l^ept for the 
 Council, in which their transactions shall be re- 
 corded V)y the Registrar, and signed by the Pre- 
 siding OlHcer, after liaving been read over and 
 confirmed by the Council previous to its adjourn- 
 ment.

 Sec. 2. The Registrar shall keep in a regular 
 manner the following hooks : An Attendance Book, 
 a Guard Book for Applications, ji Register, and a 
 Muster Roll, all of which must be produced when 
 required, by the proj)er authorities. Me shall also 
 keep a, Minute B(X)k in which shall 1)0 recorded all 
 the proceedings ^vhetller at Regular or Emergent 
 Chai>ters of the Prcceptory, proj)er U) l)e written 
 therein, which he shall sign. These minutes are

 Chapter, and when coniirmed, certified at the right

 Emergont (Miapters of tlio rreceptory, receive all 
 dues and monies from tlie Fratres, and pay the 
 same over to the Treasurer without delay, taking 
 his receipt therefor. He sliall, before the last day 
 of the month of INlarc;!), in every year, pursuant to 
 the Statutes, transmit t) the Grand Chancellor, a 
 list of the Fratres of tliePreceptiiry to be registered, 
 and also the fees payal)le to the funds of the Sov- 
 ereign Great Priory of Canada. 
 
 The Frater hoi ling theOHice of Registrar of this 
 Preceptory, shall, during the term of Ids oH'ice, be 
 exempted from the payment of the usual monthly 
 dues. 
 
 Skc. o. Tlie Treasurer shall receive all monies of 
 the Preceptory from the Registrar, and give his 
 receipt therefor, and pay all accomits duly sanc- 
 tioned by th.e Council and Precept^jry. He shall 
 keep books in whicli iiis accounts of receipts and 
 disbursements shall be regularly entered, so as to 
 exhibit the balance in his hands, which l)ooks 
 shall be ope i for the inspection and apiiroval ofthe 
 Fratres, at every Regular Chai'ter; and he shall 
 depot.it at interest in a Chartered liank, to bo 
 named by the Presiding Preceptor, all monies re- 
 ceived V)y hini, retaining in his luuids for current 
 expenses not more than ^lOM at any one time ; 
 and no part of the sum so deposited shall be with-

 ARTICLE Vni. 
 
 Candidates. 
 No Companion shall be installed or admitted to 
 Membership in tliis Preceptory, unless it be reported 
 by the Council that he l\as behaved like a true and 
 faithful Christian Brother. The Companion shall 
 be duly proposed and seconded at a Kegular or 
 Emergent Chapter of the Preceptory, and on such 
 proposition being received, the Presiding Preceptor 
 shall order the declaration, which shall have been 
 previously signed by the Candidate and two 
 Fratres of this Preceptory, to be laid before the 
 Council for their investigation, and which declara- 
 tion shall, at the time of the proposition, be handed 
 to the Registrar. 
 
 The Candidate shall be ballotted for at the next 
 Regular or Emergent Cliapter of this Preceptory, 
 after the receipt of tlie proposition, as the Presiding 
 Preceptor may see fit. The Candidate's Christian 
 and Surnames, tlie place of his abode, his addition, 
 profession or avocation, and tlie name, number and 
 pla'-e of meeting of his Lodge and Royal Arch Chap- 
 ter, together with tlie date of his raising and exalta- 
 tion as a Master and Royal Arch Mason, shall be 
 inserted in the summons for the Chapter of the

 Preceptory at which the Ijallot is intended to be 
 passed. 
 
 ARTICLE IX. 
 
 Joining Meinherfi, 
 
 Fratres a])pl} ing to become members shall be 
 recommended, proposed and ballotted for in the 
 same manner as Candivlatesfor Installation, except 
 that the ballot must take place at a Regular Chap- 
 ter of the Preceptory. 
 
 ARTICLE X. 
 
 Balhdiiwi for Memher-^/iip and lastaJlation. 
 
 Ballotting for Membersliip and Installation must 
 at all times be done in strict accordance with the 
 Constitution and Statutes of the Sovereign Great 
 Priory of Canada, and if elected, the declaration or 
 petition shall then be fyled, and a record of it made 
 in the Minute Book of the Preceptory. Any Com- 
 panion or Frater being ballotted for and rejected, 
 sliall not again be brought forward until after the 
 expiration of six months from the date of his re- 
 jection. And if a Candidate is rejected, no member 
 sluill question another with respect to his vote, 
 declare his own, or complain of the result. 
 
 ARTICLE XI 
 
 Fees and Dues. 
 
 Skc. 1. The Fee for Installation in this Precep- 
 tory shall be it^SO.OO, which shall be paid previous

 tion Fee and (freat Priory Certificates, Knight 
 Templar, Knight of Malta and Red Cross of Babylon. 
 
 Sec. 2. Every Frater on joining sliall pay five 
 dollars (.^5.00), which shall include his Kegistration 
 Fee, and a Great Priory Certificate, if required. 
 
 Sec. i). Every Frater shall pay twenty-five cents 
 per month (except sucli as a respecially exempted, 
 as provided for in these By-Laws.) 
 
 (JUARl). 
 
 Sec. 4. The Guard shall receive for his attend- 
 ance at each Regular and l^^mergent Chapter, such 
 sum as the Preceptory shall from time to time 
 decide. 
 
 Sec. 5. No dues, liovvever, are to be exacted from 
 the Guard, if he be a^serving Frater, and in such a 
 case, he shall not be qualified to vote or speak on 
 any question brought before tliis Preceptory. 
 
 ARREARS OF DUES. 
 
 Sec. 6. Should any Frater of this Preceptory allow 
 his dues to fall in arrears for twelve months, he 
 shall, by order of the Presiding Preceptor, be duly 
 summoned by the Registrar under the seal of the 
 Preceptory, to appear at the next ensuing Regular 
 Chapter of the Precep+ory, to make payment of his 
 arrears, or show cause why lie should not be sus- 
 pended or excluded from this Preceptory for non- 
 payment of same. Should he fail to make pay-

 merit as required, or to appear and show cause for 
 non-payment, be shall be liable, on a vote of the 
 majority of the Fratres present, to be suspended 
 or excluded from this Preceptory, and if so sus- 
 pended or excluded, tlie same shall be reported to 
 the Sovereign Great Triory of Canada. Any Frater 
 of tins Preceptory who has been thus suspended or 
 excluded, shall be readmitted and reinstated only 
 after full payment of all arrears of dues outstanding

 Honorai-ij Meinbers. 
 
 Any Frater who shall be deemed worthy that 
 honor, may, upon a unanimous ballot of the Chap- 
 ter, be constituted an Honorary Member of this 
 Preceptory ; but he must be first proposed and 
 seconded, and the proposition notified to all the 
 Fratres of the Preceptory. Such Honorary Mem- 
 ber shall be exempt from all fees and dues, and 
 shall be entitled to vote and speak on all cpiestions.

 No visiting Frater shall be admitted to any 
 Chapter of this Preceptory unless le be person- 
 nally known to, and recommended by, a Frater of 
 this Preceptory, or ^^ell vouched for after due and

 careful exaniiiiiition by two ollicers of the Precep-* 
 tory; such visiting Frater must first produce his 
 Great Priory Certificate or other satisfactory proof 
 of his being a Kniglit Templar, and solemnly pledge

 good standing as a Frater. In the absence of such 
 certificate, he must, in the proper way, and under the 
 usual tests, account for its non-production. He 
 shall not be admitted to, or remain in, tlie Precep- 
 tory, unless l)y the unanimous c )nsent of the Fratres 
 present, so that the harmony oi the Preceptory may 
 not be in danger of being disturbed.

 Alms'. 
 
 As the Fratres are enjoined to distinguish them- 
 selves by their readiness to assist and relieve all 
 worthy Templars in distress, therefore, before the 
 closing of every (Jhapter, the Alms Box shall be 
 presented by the Almoner to every Frater, to re- 
 ceive his benefaction, which shall be phiced in the 
 hands of the Presiding Preceptor, to be applied 
 solely to charitable purposes according to his best 
 judgment.

 Asscrd to Bij-Latv.i. 
 Every Frater on his Installation or Joining, sliall 
 sign these By-Laws and Regulations, signifying

 thereby liis assent thereto, and that he becomes 
 amenable to the By-Laws and Regulations of the 
 Prece|)tcry, and shall also be presented ^vith a copy 
 of the same.

 Alteration of Bij-Laws. 
 
 No alteration or addition shall be made to these 
 By-Laws and Regnlatior.s, unless notice thereof 
 be given in writing at a Regular or Emergent 
 Chapter of this Preceptory. The purport of such 
 notice must be inserted in the minutes, and also 
 placed on the summers issued to every Member of 
 this Preceptory fur the next Regular Chapter, at 
 which Chapter the notice of motion shall come up 
 for discussion, and if then adoi^ted by a vote of two- 
 thirds of the Fratres present, such alteration or 
 addition shall become law, when approved by the 
 Sovereign Great Prior.

 I. 
 
 The Ord^r uf Knights Hospitallers of St. John of 
 Jerusalem, Palestine, Rhodes and Malta, while 
 distinct from the Order of the Temple, is governed 
 by the same Grand Master and subject to the same 
 statutes ; therefore, the Patent of Constitution, un- 
 der which the Preceptory is held, authorizes the 
 holding of this Priory, and the Preceptory By- 
 Laws also ai)ply thereto, when not heroin other- 
 wise provided for.

 The Ofhcers of the Priory are: The Eminent 
 Prior, Captain General, Lieutenant General, First 
 Lieutenant Commander, Second Lieutenant Com- 
 mander, Third Lieutenant Commander, Chaplain, 
 Registrar, Treasurer, Standard Bearers, Capt. of 
 Outposts and Guards, all of which Offices shall be 
 held by such Preceptory Officers as are thereto re- 
 latively entitled under the statutes.

 which shall be exempt from extra char-e, and 
 such fees shall form part of the general funds.

 The Registrar shall make a record in the Pre- 
 ceptory minute book of all business done at each 
 assembly, issue all summonses saven days before 
 each meeting, jjay all fees received to the Treasurer 
 taking his receipt therefor, and discharge such 
 other duties as properly pertain to his ofiice. 
 
 The Guard's Fees for attendance being paid by 
 the Precept^ry, no extra charge shall belnade for 
 attending Priory assemblies.
