A By-Law to prevent Immoderate Riding or Driving of Horses, dwj., on the Highways of the County of Oxford, and to regulate the Trayelling Thereon. Whereas, it is necessary and expedient to restrain and prevent the practice of immoderate riding and driving of horses 6r otlier animals upon the highways of this County, and to regulate the travel- ing thereon, therefore the Corporation of the County of Oxford, by the Council thereof, enacts as follows : 1 st. — That from and after the passage of this By-law it shall not be lawful for any person to engage in or pursue the practice of racing, with horses or other animals, either by riding or driving in running or trotting races on any of the highways in the County of Oxford ; and any person guilty of riding or driving any horse or horses, or other animals, in a race, whether the siirae be by running or trotting, upon any of the highways in the County of Oxford, shall, upon conviction thereof, incur the penalties imposed by this By-Law. 2nd. — That no person shall drive furiously any horse or other animal, or shout, or use any blasphemous or indecent language upon any highway ; and in case any person so drives, or shouts, or uses blasphemous or indecent language, he shall incur the penalties imposed by this By-Law. 3rd. — That eveiy person travelling upon any highway in the said County of Oxford with a sleigh or sle<5, drawn by horse or mule, shall have at least two bells attached to the harness. iiii 86 Horses, iio.f regulate the 4th. — That in case any periion travelling, or being upon any highway in the laid County of Oxford, in charge of a vehicle drawn by one or more horses or other anitnalH, meet another vehicle drawn as aforesaid, he ihall turn out to the right from the centre of the road, allowing the vehicle so met one-half the road. and prevent rses 6r other te the travel- t Oxford, by V it shall not bice of racing, in running or Oxford ; and sea, or other ;rotting, upon an conviction orse or other mguage upon outs, or uses alties imposed 6th. — That in case any person travelling, or being on any highway in the said County of Oxford, in charge of a vehicle as aforesaid, or on horseback, be overtaken by any vehicle or horseman travelling at a greater speed, the person so overtaken shall quickly turn out to the right and allow the said vehicle or horseman to pass. 6th. — That in case of one vehicle being met or overtaken by another upon any of the highways in the said County of Oxford, if by reason of the extreme weight of the load on either of the vehicles so meeting, or on the vehicle so overtaken, the driver finds it imprac- ticable to turn out as aforesaid, he shall immediately stop, and if necessary for the safety of the other vehicle, and if required so to do, he shall assist the person in charge thereof to pass without damage. 7th. — That in case any person in charge of a vehicle or of a horse or other animal used as the means of conveyance or travelling, or being on any highway as aforesaid, be through drunkenness unable to ride or drive the same with safety to other persons travelling on or being on the highway, he. shall incur the penalties imposed by this By-law. 8th. — That it shall not be lawful for any person to ride or drive any horse or horses or other animal through any body of men assem- bled on the highways of the said County of Oxford at a faster rate than a walk, under the penalty imposed by this By-law. y in the said r mule, shall 9th. — That if kny person contravenes this By-law, or any part thereof, and such contravention be duly proved by the oath of one creditable witness before any Justice of the Peace having jurisdiction within the locality where the oifence has been committed, the offender I 'l t lilt!', ; I'll' t .^^>. .■ ,• -■;-». And be it further enacted that all persons rated on the Assess- ment Bolls, or otherwise liable to perform statute labor, residing on lots adjoining any County Roads dividing any two Municipalities within the County, or on County lines adjoining other Counties, although such roads may deviate so as in some places to be wholly or in part within one Municipality, shall perform their statute labor on such County Roads or pay a commutation of money in lieu thereof ; provided, however, that such persons residing en corner lots adjoining side lines may, under direction of the Reeves, perform statute labor on said side lines or pay a commutation of money therefor, and that such statute labor or commutation money shall be performed or expended on said County roads and bridges whenever and in whatever manner the Councils of such Municipalities shall through their proper officers direct. Hililll ilii ,i^tii ' ■■^-.r-t- . £3 BY-LAW NO. 364 Of the Municipal Council of the Corporation of the County of Oxford, to fix certain fees to be paid to SheriflF, Judge and Medical Practit- oners in connection with lunatics and to the Sheriff in connection with Jury lists, etc. Whereas, certain duties are, by the Statutes of Ontario, imposed upon the Sheriff of the County and upon the County Judge in conneo- tion with the examination and committal of lunatics and no provision made thereby for remuneration therefor, and Whereas, an examination of every lunatic by two duly qualified Medical 'Practitioners is made necessary by the said Statutes of On- tario, and authority is given thereby to Councils of Counties to pay a sum not exceeding five dollars therefor, and Whereas, Chap. 52, Sec. 144, R. S. 0., 1887, provides that every Sheriff shall be entitled to receive such sum for each pav list and such sum per diem for checking the same every day at the opening of the Court and for certifying and returning the same to the Treasurer as the County Council by By-la^^ determines, and Whereas, it is desirable that in each of the above-mentioned cases a fee shall be fixed as remuneration therefor. To see that the provisions furnished to the inmates are good, properly cooked and sufficient, and that no waste thereof is at any time permitted. ' To prohibit carefully all use of intoxicating drinks upon the premises and promptly to report to the Inspector and Committee the names of any person or persons discovered by him to have brought, upon the premises any intoxicating drinks of any description. To see that every part of the premises and all furniture and utensils are kept neat and clean and in order, and that all provisions, fuel, implements, clothing, and every other article or thing consumed or used upon the premises are used with the strictest care and economy. To be upon the premises and on duty at all timet, when not auth- orized by the Committee or permitted by the Inspector to be absent. He must, however, always make suitable and ample provision for the care and proper government of the inmates and premises during hia absence. To report regularly to each meeting of the Committee the prob- able needs of the Institution until the next ensuing meeting of the V Committee. I To report the death of any inmate immediately and by the quick- est available method of communication to one (or both if practicable) of the representatives of the County Council Division from which he was committed or to the head of the Municipality if committed by resolution of a local Municipal Council, or to the Chairman of the Committee if received by resolution of Committee or Council, and in any case to the Inspector, and also to the nearest known relative. To grant, as far as possible, in accordance with the law and direc- tions of th« Council and Committee, the wish of the friends of the deceased as regards the disposition of the body, provided all expenses are being borne by the friends of the deceased. To secure for his future guidance such particulars regarding each 83 inmate at the time of his reception as will enable him to carry out as promptly and inexpensively as possible the instructions given above respecting the death of inmates. t To visit each night at the hour fixed for retiring, every occupied room, and see that the inmates have all retired and that lights are out and everything safe and secure. To keep regular accounts in writing of all implements, stock, ma- terials, provisions, fuel, clothing and other necessaries provided for the use of the Institution. Of sales of all stock and surplus products, and of all monies paid or received from whatever source in connection with the Industrial Farm and House o£ Refuge. To purchase under the direction of the Inspector or under resolu- tion of the Committee, provisions or other necessaries required for the Institution. To report to this Council at their June and December sessions in each and every year the names of all persons who have died in the House of Refuge, where they were committed from and what disposi- tion was made of the body together with such other particdiars in con- nection therewith as may be deemed important. To obey the law of the Province respecting the registration of all deaths upon the premises. To obtain an invoice or bill of all purchases made for the Institu- tion, and m cases of sales to give an invoice or bill and obtain where possiblo the initials of the purchaser either upon a duplicate or upon the counterfoil of the bill or invoice. All accounts or claims £or supplies or services rendered in connection with the Industrial Farm and House of Refuge shall be certified as correct by the Manager or Inspector, and shall at the first ensuing meeting of the Committee be presented for audit and payment and the County Treasurer is hereby authorized to pay upon the order of the Chairman of the Standing Committee all accounts or claims which are certified by the Inspector as having been passed by the Committee. 15. That the following Rules shall govern the inmates: (1) Every person admitted must be thormgli./ cleansed by bath, his hair cut short and properly clothed with clothing provided by the County, if clothing in addition to his possession is necessary. (2) All inmates who ire able shall arise at 6 o'clock a. ra. during the months of April, May, June,' July, August and September, and at 7 o'clock a. m during the remaining months of the year. (3) All inmates who are able shall work at whatever work is assigned to them by the Manager or Matron, and shall faithfully in all things obey their directions. (4) No inmate shall leave the premises without permission from the Manager, who shall in every case fix the hour at which he or she is to return. (5) Inmates are to be allowed to attend their several places of worship on Sunday, but they shall return immediately after the ser- vice, unless permission for a longer absence has been given by the Manager. (6) All inmates shall take the places assigned them at the table for meals, shall always present thein.selves with clean faces and bands and hair properly combed, and shall while at table observe good order.
