AND DECLARATION OF PRINCIPLES OF KNIGHTS OF PHYTHIAS. THE Recognizing the universality of human brother- hood, its organization is designed to embrace the world within its jurisdiction. Intentled solely and only to disseminate the great principles of Friendship, Charity and Benevolence, nothing of a .sectarian or political character is permitted within its portals. Toleration in religion, obedience to law, and loyalty to government are its cardinal principles. Misfortune, misery and death being written in fearful characters on the broad face of Creation, our noble Order was in- stituted to uplift the fallen, to champion humanity, to be his guide and hope, his refuge, shelter and defence ; to soften down the asperities of life ; to subdue party spirit, and by the sweet and powerful attraction of the glorious trinity of Friendship, Charity and Benevo- lence, to bind in one harmonious brotherhood men of all classes and opinions. The brightest jewels which it possesses are the tears of widows and orphans, and its imperative commands are to visit the homes where lacerated hearts are bleeding ; to assuage the suffering of a brother, bury the dead, care for thv widow, and educate the orphan ; to exercise charity towards offenders ; to construe words and deeds in their least unfavorable light — granting honesty of purpose and good intentions to others and to protect the principles of Knighthood unto death. Every Knight in good standing who is a member of this Lodge shall, in case of sickness or other disability preventing him from attending to or supervising his business, be entitled to draw from the funds of this Lodge the sum of $1.00 per week ; after r" 8 he has been a luemher for six months he shall be en- titled to draw $10.00 per week for the first six months, ii.oo for the first week, and |io.oo for next 26 weeks, and if longer, any sum the Lodge may see fit to vote ; and should sickness be of longer duration than six months, the amount to be allowed shall be deternnned bv a two-third vote of the Lodge, to commence from the time such brother is reported to the Lodge as bemg sick or disabled. Provided, that if such brother is awav from the vicinitv of the Lodge at the time of be- com'ing sick or disabled, and he shall at once notify the Lodge thereof and obtain a certificate from his attending physician, or attendant, stating the nature of his sickness or disability, he shall be entitled to the above benefits from the date of such certificate. Sec. 2. A member, though sick and disabled, who is still able to go out and collect bills, debts, settle accounts, make contracts, oversee or superintend his business, and does such things, shall not be entitled to sick benefits. MEMBERS IN ARREARS CANNOT DRAW BENEFITS. Sec. 3. No brother who is in arrears for three months, after being duly notified by M. of F., shall be entitled to receive any sick benefits from this Lodge by reason of any payments he may make during his sickness or bodily infirmity. MODE OF PROCEDURE FOR AN ABSENT MEMBER TO DRAW BENEFITS. Sec 4. An absent brother claiming benefits under this Article must send or cause to be sent to this I^dge a true statement of his case, complaint and circum- stances, and the cause or origon of his illness or dis- abilitv, attested bv the C. C. and K. of R. and S. ot some 'Lodge near him, with the seal of such Lodge, and given upon his honor as a Knight, or if there be no Lodge near him, the same must be certified by a duly qualified physician, justice of the peace or other magistrate. WHEN BENEFITS WII.L NOT BE PAID. Sec. 5. If a brother's sickness or disability pro- ceed from intemperance or immoral conduct, or be occasioned by any constitutional disease or bodily in- firmity which existed at the time of his initiation . which he intentionally concealed from the Lwlge, he shall not be entitled to receive any benefits. FUNERAI, BENEFITS. Sec. 6. On the death of a brother entitled to bene- fits there shall be appropriated from the funds of the Lodge the sum provided by Grand Lodge constitution and an additional sum of $55.00, if not more than 3 months in arrears, to defray his funeral expenses, and on the death of a brother's wife I50.00 to defray funeral expenses. After defrajnng the necessary expenses out of the said sum any surplus remaining shall be paid to the widow or children of the deceased ; or if he leaves no widow or child, such surplus, if any, shall be paid into the widows' and orphans' fund of the Lodge. IN CASES OF SPECIAI, REUEF. Sec. 7. If a brother of this or any other Lodge of Knights of Pythias, who is in good standing, is in such circumstances as to require special relief, his case shall be referred to the relief committee, which shall consist of the C. C, V. C. and M. of E. SICK MEMBERS CANNOT BECOME IN ARREARS. Sec. 8. A member while sick and receiving bene- fits cannot become in arrears for dues, but the an?ount of his dues shall be deducted from the amount drawn for his benefit. lO DUTIES OF MEMBERS ON LEARNING OF ANOTHER'S SICKNESS. Sec q It shall be the duty of every member, on ascertaining that a brother is sick or in distress, to re- port the same to the Lodge at the next convention thereafter. REPLENISHING THE LODGE FUNDS. SEC. lo. Should the funds of the Lodge become exhausted each member shall make such contributions to relieve a sick or distressed brother as shall be deter- mined on by a vote of two-thirds of the members pres- ent No motion or proposition to tax the members of this Lodge or to appropriate the funds thereof to other than chafttable purposes, or for the ordinary expenses of the Lodge, shall be decided at the same convention at which it is made, nor shall any such motion be law- ful except at a regular con vention . ARTICLE V. FINES AND PENALTIES. Sec I Any brother who is in arrears for dues, fines ard assessments in a sum equal to five month s dues shall not be allowed to vote or take part in any discussion, neither shall he be entitled to receive any benefits from date of such dehnquency until he is square on the books, and no member who has been suspended for any cause shall receive benefits for three months after reinstatement, except |i .00 per week provided by the laws of '.he Grand Lodge. ELEVEN MONTHS IN ARREARS. Sec. 2. Any brother who is eleven months in arrears for dues shall be notified thereof by the K. of II R. S., through the postoffice or in person, and if after one month his account still remains unsettled he shall be declared suspended by the chair. He may, how- ever, be reinstated by paying up I3.00, if within 12 months, and over 12 months $5.00, and shall be accom- panied with doctor's certificate. CREDITS AND DEBITS OF MEMBERS. Sec. 3. All credits for moneys received entered to the accounts of the members of this Lodge shall be applied to the debits first charged and remaining unpaid. PENALTY FOR FAILING TO PERFORM COMMITTEE DUTIES. Sec. 4. Any member accepting an appointment on a committee who fails to perform his duty shall be reprimanded by the C. C. PENALTY FOR MEMBERS ON VISITING COMMITTEES. 3ec. 6. Any member on the visiting committee failing to discharge the duties required of him, or appointing a substitute to do the same, shall be fined, for each neglect, anv sum the Lodge may see fit. PENALTY FOR BEING ABSENT FROM FUNERALS. Sec. 7. Any member neglecting to attend the funeral of a brother, after ha\'ing been duly notified, shall be fined $1.00, unless satisfactory excuse be given acceptable to fiie Lodge. 12 PENALTY FOR OFFICERS FOR BEING ABSENT THREE MEETINGS OR NON-PERFORMANCE OF DUTY. SEC 8. Any officer, except the the P. C, absent- iiiK himself from the Lodge for three successive meet- ings or for non-performance of duty, or misconduct, may have his chair declared vacant by a two-thirds vote of the members present after a resolution to that effect shall have been laid over for one meeting and the said officer shall have been notified thereof. EXCUSES. SEC 9 Excuses for any of the above penalties must be* rendered in open Lodge. Absence from the city sickness of self or family, attendance upon any business by order of a court of competent authority, shall be good excuses. Any of the above fines may be rfemitted by a mojority vote of the members present. FEIGNING SICKNESS OR DISABILITY. Sec io Any member who shall feign himself sick or disabled fraudulently, to obtain benefits from this Lodge, shall be expelled. ARTICLE VI. BALLOTS AND ELECTIONS. Sec I. When ballots are held the ballot box shall be placed upon the altar in full view of the C. C. and V C • the members shall advance singly and deposit their ballots ; the result shall then be inspected by the V. C. and then by the C. C, who shall anuounce the same to the Lodge. 13 DUTIES OF K. OF R. AND S., M. OF F. AND M. AT A. IN ELECTIONS. Sec. 2. At the election of officers the K. of R. and S. shall provide blank ballots, and the M. at A. shall distribute them, and it shall be the duty of the M. of F. to call the roll. I DUTY OF C. C, TELLERS, AND MODE OF COUNTING VOTES FOR THE ELECTION OF OFFICERS. Sec. 3. TheC. C. shall appoint two tellers who shall receive the votes cast in the ballot box. Blank ballots shall not be counted, and ballots for any Knight not regularly nominated shall be counted as blanks. The tellers shall canvass the votes and the K. of R. and S. shall declare the result to the C. C, by whom it shall be announced to the Lodge. If on the first ballot no candidate shall receive a majority of all the votes cast, a second ballot shall be held, and if no can- didate shall have been elected on the second ballot, a third ballot shall be held on the two candidates receiv- ing the highest number of votes on the second ballot. FRAUD IN BALLOTING. Sec. 4. Should it appear that there are ballots fold- ed within each other, such ballots shall be destroyed unless the ballots and votes correspond in number. Should there be more ballots than votes in any case the ballot shall be void and a new one M if such excess could affect the result. ARTICLE VII. COMMITTEES. Sec. I. The Finance Committee shall consist three brothers of the Knight rank ; neither the K. of of I i,, 14 n ««,i inted to any position on a committee unless he has signified his willingness to serve, or at least two bro- thers certify thereto. ARTICLE XI. AMENDMENTS. Sec. I. No part of these By-laws shall be repealed or amended unless a proposition in writing be made at least one meeting previous to the time of its being acted upon and adopted by a two-thirds vote of the members present. Src. 2. No amendment to these By-laws shall be in force until approved as required by law. ARTICLE XII. ACCEPTANCE. Sec. I. These By-laws and Rules of Order shall take effect at the time of their adoption by the Lodge and approval as above, and at that time all By-laws and Rules of Order liOt herein contained shall be re- pealed. The presiding officer having taken the chair, the officers and members shall clothe t'- mselves in the proper insisfnia and take their respecuvt ceats, and at the sound of the gavel at tlu- Chancellor Command- ei s station, there shall be silence. 2. The business shall be proceeded with as pre- scribed in the Order of Business, except in the case of official visitation from tht Supreme or Grand Lodge officers or conmiissioned Representative, when all business must be immediately laid aside, until the cause or purpose of the same is made known : Pro- vided, when the Lodge may be actually engaged in conferring a section of any rank upon a cendidate, then the work nmst be brought to a final completion at the earliest possible moment compatible with pro- per instruction being given. 3. During the reading of the minutes, commun- ications and other papers, and when a member is speaking, silence shall be obser\'ed in the Lodge room. 4. Any member who shall misbehave himself in the conventions of the Lodge, disturb the order of harmony thereof, either by moving from his seat or crossing the hall without the permission of the Chan- cellor Commander, or using abusive, disorderly or pro- fane language, or shall refuse obedience to the presid- ing officer, shall be admonished of his offence from the chair, and if he offend again he shall be excluded ft m the ro'>'n for the evening, and afterward dealt with as T i prescribe. 20 5. When a brother has been called to order for the niatiifestation of tenijwr or improper conduct, he shall not be tiennitted to speak a^ain at that conven- tion, unless by special permission of the Lodge. 6. During an intermission, opening, initiation, aud while a vote is being taken, the doors shall be closed and no one permitted to enter or retire from the Lodge room. PRESIDING OFFICER. 7. The presiding officer shall preserve order and E renounce tlie decision of the Lodge upon all subjects ; e shall decide questions of unler without debate, sub- ject to an appeal to the Lodge by anv member, when the question before the I dge until it is read from the desk of the K. of R. and S. 24. When a question is before the Lodge no mo- tion shall be in order, except it be to proceed to close, the previous question, to lay on the table, to postpone indefinitely, to postpone for a certain time, to divide, to recommit, or to amend, which motions shall sever- ally have precedence in the order herein arranged. The first three shall be decided without debate. 25. On the call of seven members, debate shall cease and a vote be taken on the motion or question under debate. 23 26. On the call of seven members, a majority of the Lodge mav demand the previous question, which shall alwavs be put in this form : "Shall the main question now be put?" and until it is decided, shall preclude all amendments and all further debate. 27. When the reading of any paper or other matter is called for and the same is objected to by any mem- ber, it shall be determined by a vote of the Lodge, witiiout debate. 28. When a question is postponed indefinitely, it shall not be acted upon during that or the next suc- ceeding stated convention. 29. After any question, except one of indefinite postponement, has been decided, any member who voted in the majority may at the same or next regular convention move for reconsideration thereof, but no discussion of the main cjuestion shall be allowed unless reconsidered, but a motion to reconsider cannot be en- tertained. 30. No resolution shall be offered to the Lodge except in writing and signed by the members offering the same. 31. No part of these Rules of Order shall be re- pealed or amended, unless a proposition in writing, stating the change, shall be made at one regular con- vention previous to the time of its being acted upon and adopted by a vote of twc-thirds of the members present, but any one of them, or any part thereof, may be suspended for the time being by a vote of two- thirds of the members present.
