P., in the Chair. // teas Resolved: That this Meeting regards as sacred the principle, tliat the Government of this Colony should be conducted by the Representative of Her Miycsty, through the medium of Ministers possessing the confidence of the people. They cherish this principle, for it involves all they have been taught most to value as Men and Britons. They deprecate the denial of this principle, for tliey regard it as a return to a system of Government in which the executive power, while practically independent of the Government of Great Britain, had yet no sympathy with the people of this country ; a system alike dangerous to the supremacy of Great Britain and the liberties of the people of Canada. That this Meeting, viewing with sorrow and alarm in the 'ate acts of His Excellency the Governor-General, a practical denial of the doctrine that our Gracious Sovereign would, in the choice of her Servants, consult the wishes of Her people, as expressed through their Representatives, do form itself into a Society, to be called the " REFORM ASSOCIATION OF CANADA," for the purpose of securing the practical application of t)ie principle of Responsible Government tp the administration of our local affairs ; and they pledge themselves to enforce, by every constitutional means, the recognition of that principle of Responsible Crovemment, against the present practical renunciation of which they do now solemnly protest. They solenmly protest against the renunciation of this principle, because while it robs the peo^e of Canada of their best birthright, it also skps the foundation of that true-hearted and patriotic zeal for the greatness and integrity of the British Empire, which is never found but in connection with an earnest love of British Liberty. That persons be admitted Members of this Association, on motion, either at a general City, Town, or Township Meeting, or by application, ia writing, to either of the Recording Secretaries, accompanied by the written recommendation of any one Member. That there be a General Committee to forward the objects of this Association, to bo appointed Annually, on the first Monday in January. .,, .. - That out of the General Committee there be appointed three additional Committees of five Members each : Ist Fot Management .;•.,' > * ? :; 2nd. For Finance. • ' 3rd. For Correspondence. " • ' That there be two Recording Secretaries, two Corresponding Secretaries, and one Treasurer, who shall be ex officio Members of the General Committee. That any number of persons in any Town, or Town«hip, uniting together, and declaring, in writing, their approbation of the objects of the Association, as set forth in the foregoing Constitution, and desiring to become Members, shall ipso facio become Members thereof, and shall thereupon proceed to organize themselves, by appointment of Committees and Officers for the Association of such Town, or Township, respectively.
