OaJECTS. 1st. To promote a closer union of the Farm- ers of this Province. 2. To create a gl^ekter desire for the know- ledge of practical and scientific Agiiculturei 8. To devise means for the better develop- ment of our A^rionltural resources, acquiring statistical information thereof, and to secure a proper recognition of our interests in the l-icgis- ]atui*e. 4. To establish County and District Leagues. 5. To increase the comfort and enhance the beimty of our homes, thereby making farm life more acceptable to our families and ourselves. 6. To work in harmony with all existing Agricultural Societies, and kindred institutions, cultivating an honest rivalry for the common good. 7. To foster mutual uhdei'standing and co- operation, by meeting, talking, buying together, and in generally acting for our protection and advancement, as association may require. 8. We propose to avoid Litigatldh as much as possible, by arbitration in the League, striv- ing to secure harmony and good wifl, and make our League perpetual. Faithful adherance to these principles will ensure our moral, iuutual, social and material advancement. ^ \ •ri> / i ^ CO!CSTITUTION. 5 OFFICERS. 1. The Officers shall consist of a President, one Vice-President for each County, a Secre- tary, a Treasurer, and an Executive Committee, consisting of two members from eacn County, who, with the Officers elect, shall form a Board of Directors. 2. The President shall preside at all meetinf^ of the Provincial I^a^ue; in case of his absence a Vice-President shall fill the Chair. 3. The Chairman shall preserve order, and shall put all motions and decide all questions of oi-der, subject to an appeal to the League. 4. The Secretary of the Board shall duly re- cord, in a book kept for that purpose, all minutes, resolutions, decisions, or other pro- ceedings of the I^'\gue, entering therein all accepted reports, orders and resolutions ; and shall notice reports, memorials and other papers submitted, either by their titles, or a brief description of their contents. He shall attend to all correspondence in connection with the Ijeague, and make an annual report of the same. 5. The Treasurer shall pay all orders of the President, countersigned by the Secretary, out of moneys which may come into his hands, and shall submit, at the Annual Meeting, accounts of the receipts and expenditures. 6 The Annual Meeting shall be trailed at such time and place as the Board of Directors may decide upon. No member shall speak more rhan twice, or longer than ten minutes on any ques- tion, without leave from the Chair. Sec. 6. Every member, previous to his speak- ing, shall rise from his seat and respe(itfully address himself to the Chair, and confine him- self to the matter under discussion. . Sec. 7. No motion shall be put or debated unless the sam6 be seconded, after which it shall be stated by the Chair, before debate. Sec. 8. After a resolution is stated by the Chair, it shall be deemed in possession of the League ; but by permission of the League, may be withdrawn at any time before decision or amendment. RULES OF ORDER. Sec. 9. A motion to adjourn the League shall ■)e always in order, except, 1st, when a mem- ber is in possession of the floor; 2nd, while the yeas and nays are being called; 3rd, while the memberf^ are voting; 4th, when it has been de- cided that the previous question shall be tahen ; and a motion to adjourn simply cannot be amended, but a motion to adjourn to a given day may be open to debate. Sec. 10. That no member shall be eligible for the office of President, or Vice-President, for more than one year in succession. Sec. 11. These By-Laws may be added to, or repealed, or amended, by a majority vote of all the member'? present at any general meeting of the Board.
