'< to the City Council," According to law, the annual reports since 1871, have been regularly published yearly, in French and English newspapers in this city. This report of all the receipts and expenses of the Commission has been regularly sent every twelvemonth to the Minister of Public Instruction, to be published in the Journal of Education. Although not obligatory, copies of these reports have been transmitted to the City Council, 4.
