The Society shall consist of members of McGill University, and also of members of other Universities, who, being nominated at one meeting and balloted for at the next, are elected by a three-fourths vote of the members present at such meeting.- Members shall be admitted on signing the constitution and paying the annual subscription. 3. The objects of the Society shall be the encour- agement of Literary and Scientific pursuits, and the promotion of self- culture among its members. V 4. No controverted point in religion shall be discussed by this Society. 5. The officers of the Society shall constitute the General Committee, and shall consist of a President. Z' 4 UNIVERSITY LITERARY SOCIETY, two Vice-Presidents, a Treasurer, a Corresponding Secretary, a Recording Secretary, and six Council- lors. 6. The election of officers shall take place by ballot at the Annual Meeting, which shall be held during the last week in October in each year, unless the General Committee, for reasonable cause, appoint another time. ^ ' In all elections for office or for place on public debates it shall be necessary to secure election that a candidate obtain an absolute majority of the votes cast, and, should this not be effected on the first ballot, successive ballots shall be taken until such majority of votes shall be given to one candidate, who shall then be elected. ,..- v . ^ 7. Members to be eligible for office in the Society shall be nominated in writing, at least four days be- fore the election, such nomination to be signed by at least two members of the Society. The nomination of a member for office renders him eligible, in the event of non-election thereto, for any lower office without particular nomination. 8. The President, or in his absence, the senior officer present, to wit : either one of the Vice-Presi- dents, or a Councillor, in order of seniority, — shall MCGILL COr.LEGE, MONTREAL. 5 preside at all meetino^s of the Society, and shall decide questions of order without discussion. 9. The Treasurer shall collect and account for all moneys due and belonging to the Society. He shall keep a record of the fees paid, and notify members in arrears. ^ When the funds of the Society exceed one hun- ' dred dollars ti^e Treasurer shall open an account in some banking institution, in which all receipts shall be deposited. Every cheque for the payment of money must bear the signature of the President and Treasurer. The Treasurer shall submit a financial statement of the affairs of the Society to the General Commit- tee at least one week before the Annual Meeting. This statement shall be presented to the Society at the Annual Meeting, after having been duly examined by two Auditors, one named by the General Com- mittee, and the other by the Society, at least two weeks before the Annual Meeting. >i 10. The Corresponding Secretary shall conduct the correspondence of the Society, subject to the advice and approval of the General Committee ; no- tify members of the Committee of the time and place of its meetings; keep memoranda of the business 6 UNIVERSITY LITERABY SOCIETY, transacted thereat, and attend to the advertising ordered and required by the Committee. He shall also prepare, and submit under the instructions of the General Committee, their Annual Report. ^ II. The Recording Secretary shall keep a full and correct record of the minutes of the Society, and an accurate roll of the members' names and d?tes of admission. He shall notify readers, essayists and debaters, of their appointment at least two weeks in advance, and shall keep a tabulated list of such ap- pointments. He shall also prepare and post up such announcements as the General Committee may direct. ' 12. All appointments for the exercises of the Society shall be made from the Recording Secre- tary's roll of the members' names. . 13. All officers on vacating office shall deliver up to their successors, all books, papers and correspon- dence belonging to, or connected with the Society. 14. The General Committee may make By-laws for conducting the business of the Society, and shall make the appointments for the ordinary meetings. The General Committee shall have authority to call a special meeting of the Society at any time or for MOOILL COLKEOB, MONTRIAL. ^ 7 any purpose, by giving not less than twenty-four hours notice thereof. ' 15. The ordinary meetings of the Society shall take place every Friday Evening at Eight o'clock, during the College Session, un'ess the General Committee for reasonable cause, see fit to change the evening. Ten members shall constitute a quo- rum. y/ 16. For each ordinary nreetingof the Society, an •essayist, a reader, and at least four debaters shall be appointed, and these appointments shall be an- nounced at the two preceeding ordinary meetings. Any member so appointed, who is unable to take part in the proceeding's, shall notify the Recording Secretary without delay in order that another may be substituted in his place. . Any member appointed and notified who fails to take the part assigned him without giving a satis- factory reason in writing, shall have his name en- tered in the minutes of the meeting as a defaulter. 17. The General Committee may omit, or alter the date of any ordinary meeting for which no ap- pointments have been announced, and may substitute therefor a lecture or any business appertaining to the welfare of the Society. 8 UKIVERSITY UTERARY SOCIETY, 1 8. The Society shall hold public meetings at such times as the General Committee may determine. 19. The Essayist, Reader and Debaters for Public Meetings, shall be elected by ballot by the Society^ at least four weeks before any such public meeting. 20. The debaters so chosen shall select their own subject, and shall report the "same to the Society within a week after their election, subject to the provisions of article four ; and in default thereof^ ' the General Committee shall choose a subject for them. ft 21. Four Stewards shall be appointed by the President one week before each public meting. 22. The President, with the consent of the Com- mittee, shall have power to invite any person^ not a member of the Society, to deliver an address at any public or private meeting. ^ 23. At ordinary and public meetings, the time al- lowed to the Essayist shall be fifteen (15) minutes, to the Reader five (5) minutes, and to each Debater fifteen (15) minutes. At ordinary meetings, after the regular speakers have all spoken in turn, any member of the Society may, with the permission of the Chairman, speak for a period not exceeding ten T.ICOILL COLLEGE, MONTREAL. d (lo) miniites ; after which, five (5) minutes shall be allowed to the leader on the .affirmative side to sum up. The Chairman shall then put the question to the meeting for decision, and the votes of the ma- jority shall carry. *^ 24. The Annual subscription shall be two dollars for graduates and members of the Society not mem- bers of McGill University, and one dollar for under- graduates. . • 25. Any member who is three years in arrears, shall have his name removed from the roll of mem- bership. • 26. No member shall be allowed to vote for the election of officers unless he has paid his subscrip- ■ tion for the ensuing year. ^ 27. Each member shall have the privilege of in- viting a visitor to any ordinary meeting of the So- ciety. , . , 28. The Society may elect persons distinguished as literary men or as patrons of education to be Hon- orary Members. Candidates must be nominated at one meeting and ballotted for at the second subse- quent meeting, a three-fourths vote of the mem- bers present being necessary to secure their election. Honorary Members shall be exempt from all fees. 10 UNIVERSITY LITERARY SOCIETY. 29. Alterations in the Constitution shall be discussed only at the Annual Meeting, and the vote of two-thirds of the members present shall be neces- sary to effect any alteration therein. BY-LA W^S. I. The order of business at ordinary meetings of the Society shall be as follows : — I. — Reading the minutes. 2. — Business arising out of the minutes. 3.— Nominations of members of other Universi- ties as candidates for admission. 4. — Announcements for subsequent meetings. 5. — Reading, Essay and Debate. 6. — New business. II. The President shall have power to call meet- ings of the General Committee at such times as to him may seem proper. He shall be bound to call such meetings on the written request of five mem- bers of the Committee. Five members shall form a quorum. RULES OF ORDER. • I. Any member on rising to speak, shall address the chair, confine himself to the question and avoid personalities. , 2. No speaking shall be in order unless there is a motion before the meeting. 12 UNIVBBSITY LITERARY SOCIETY, 3. All motions, notices of motion, amendments and reports of committees, shall be in writing. 4. All motions and amendments shall be seconded before being discussed. 5. No member shall speak twice on any question, except the mover in reply, or any one in explana- tion. 6. When a member is speaking, no one shall in- terrupt him, except for the purpose of calling him to order. 7. If any member be called to order, he shall immediately take his seat, until the point is settled. 8. When a question is under debate, no motion shall be received, except: — ist, to adjourn; 2nd, the previous question ; 3rd, to postpone ; 4th, to commit ; 5th, to amend. 9. A motion to adjourn simply shall always be in order, except : — ist, when a member is in possession of the floor ; 2nd, when members are voting ; 3rd, when an adjournment was the last preceding motion ; or, 4th, when it has been decided that the previous question shall be put. , 10. When the previous question is moved and seconded, it shall be put in this .^orm : — " Shall the question be now put ? Amotion to reconsider must be made by a member who voted with the majority, either at the same meeting at which the resolution objected to was carried, or by giving one week's notice thereof. 14. Members shall not retire during the meeting without the permission of the Chairman. 15. At the public meetings of the Society, the President, Reader, Essayist and Speakers, shall appear in gowns and robed according to their res- pective collegiate degrees. 16. Speakers in replying shall confine themselves to summing up, and shall not introduce new matter. 17. Article 2 ^amended to read : The Society shall consist of members of either McGill University or of other Universities, who being nonainated at one meeting and ballated for at the next, are elected by a three^fourths vote ,of the members present at such meeting. Members shall be admitted on signing the (qQnstitution and paying sthe anoiual subscriptioin. Si :■ Article 24 amended to read : .i TheAnnual subscription shall be two dollars for graduates and members of the Society not mem- bers of McGill University, and one dollar for undergraduates ; payable on the day of the An- nual meeting and before the election of officers; Article 25 amended to read : When any member is in arrears the Treasurer or any other officer of the Society shall notify him that unless the same be paid within one month a motion will be made that his name be struck from the roll of membership. A motion to that effect shall then be made by such officer^ and such motion to be carried, shall receive a three-fourths vote of the members present at such meeting. - ^ Article 26 amended to read i No member shall be allowed to vote in the election of officers, or, if exception be taken to his right, upon any other business, unless he has paid his subscription for the current year.
