 Gkntlemen,— Having been solicited, both last year 
 and this, to allow my name to be proposed as a candidate 
 for Councillor, I liavc consented to be nominated for the 
 position, and \ deem it my duty, in soliciting the votes of 
 the electors, to send to every one this circular, stating my 
 views on one or two points. 
 
 In regani to the Police force, which is one of the 
 piominent (juestions of the day, I am heartily in sympathy 
 with the choice made of the caretakers of our town. I be- 
 lieve we have two officers of the law who are as lirair, hon- 
 orable and trustworthy as any who have ever trod the soil 
 of our fair Dominion ; and while I am in sympathy with 
 every scheme for retrenchment and economy, I am con- 
 
 l,aw and vinced that at the present juncture, when it is a well-known 
 Order . . ^ 
 
 fact, stated publicly m the newspapers, that a reckless horde 
 
 of ruffian rol)bers have crossed over from the .States and are 
 now operating in Canada, we dare not, in duty to our- 
 selves, our homes and our propeity, dispense with either of 
 Protection, our valuable ofhcers. On this point I strongly believe in 
 protection. 
 
 As the (Irand Trunk Railway have fmally decided to 
 build a Union Station here, and locate refreshment rooms ; 
 also most probably make this their coaling station, I think 
 thef'own it the duty of your representatives to make all necessary 
 inquiries, imd use all adecjuate means, leaving no stone un- 
 turned, to induce the G. T. R. to locate large workshops 
 here. There is quite enough unused and unproductive 
 land belonging lo the town, lying south of the viaduct, near 
 the Queen's wharf, that could be usefully employed as a 
 site for worksho[)s emi)loying 1,000 men. I think the

 actions as these I think it wise and proper for tlic Ct)uneil 
 to use their utmost endeavor to further. 
 
 I am decidedly in favor of im|)roving all the streets as 
 fast as possible. I would boulevard Kidout street and all 
 the side streets, and I would do it by frontage tax, or some 
 other equitable way, with and only by the consent of the 
 ratepayers ; plant shade trees in the boulevards, thus re- 
 lieving the residents of at least half the dust they are now 
 subject to. I am in fwor of not using one load more of 
 gravel on John street, out would have it proi)erly scraped 
 regularly, and the loose stones can.'fiilly gathered up and 
 taken away. Considering there is at least 18 inches of good 
 solid road bed there now, I see no object in still raising the 
 street higher than the sidewalk. Our streets should all be 
 clean, and John street, esi)ecially, should l)e made more 
 presentable and ])assal)le than it is. 
 
 I am fully in accord with the most economical 
 ratepayer in endeavoring to keep down expenses, and so 
 reduce taxation to the lowest possible percentage. 
 
 I am perfectly indc]iendent in politics — therefore will, 
 if elected, support nothing on jtolitical grounds, but will 
 support any and all measures that I believe to be for the 
 advancement of the to\vn, no matter by whom brought for- 
 ward. No favoritism, but even handed justice to all. 
 
 It will not be possible for me, in this busy season, to 
 
 personally call on the electors, but through this circular I 
 
 ask your Votes and Infiuence; and say if my ideas are in 
 
 Request for harmony with yours, and you wish me to represent you 
 
 your support ^j the Council IJoard for 1884, I shall cheerfully do so.
