NICHOLAS STREET, 1855. ^- INTRODUCTION. That Union is Strength is a maxim univeroally felt. It is indispensable to the preservation of all social as well as political institutions. It, more- over, promotes and cberishes those feelings of mutual love and affection which form one of the distinguishing characteristics of our species ; and its prevailing influence gives to our obedience to the precept, " Love the brotherhood ; fear God ; honour the king," a strength and an endurance which cannot easily be shaken. Hence it is that for the attainment of objects of general or public value so many Societies are formed ; but there are none in which the affections of the heart arc so warmly engaged as in those which are formed by the dwellers in a foreign land, or in a remote colony, to keep alive and to cherish the fond remembrance of the country and the scenes and the associations from which they liave become voluntary exiles. Surely the greatness of one's native country, and the value of its laws and civil and religious institutions, must give much additional force to the feelings which prompt such an Union. What wonder, then, that Brittms are found warmly uniting in all coun- tries where they are settled, for a purpose so hallowed ? And if there be one country in which Britons have stronger inducements than in any other to form such an Union, that country is Canada. Here is to be found the double motive of cherishing, in the descendants of Englishmen, Scotchmen, and Irishmen, bom in the colony, their veneration for every thing British, and their attachment to British laws and British rule, and of holding out the hand of welcome, and of brotherly love, and of charity, to those numer- ous and frequently distressed countrymen whom the pressure of a super- abundant population is annually forcing to emigrate to this distant land. It is with such feelings and such views that the St. George's Society of this city has been formed, embracing those who are natives of England, or descendants of natives of England, or descendants of natives of the Uniteii Kingdom, born in British Possessions abroad. MoNTftEAL, December, 1834. CONSTITUTION OF THE IT mmm'^ muwTY OF MONTREAL. REVISED AND AMENDED, Ist AUGUST, 1855. ARTICLE I. The Title of this Society shall be "The St. GEoaoE'a Society or Montreal." ARTICLE XL No person who is not a Native of England, or a descendant of a Native of England, or a descendant of a Native of the United Kingdom, born in the British Possessions abroad, shall be a resident member of this Society. ARTICLE in. No person shall be admitted a member of this Society unless chosen by ballot ; and no one shall be balloted for unless nominated at a previous meeting, (except Honorary Members, who may bo proposed and elected at the same meeting.) No election shall be held unless ten members be pre- sent, and if three negative votes appear against a candidate he shall not b(; elected. I ARTICLE IV. He may also call Special Meetings at his plcasm-e, of all which he shall give timely notice to tlie Secretary. It shall be his duty to preside at tliese meetings, and generally to superintend the concerns of the Society. 2. — In the absence of the President at any meeting, the First Vice-Pres- ident, or, he being al)sent, tlie Second, shall exercise the same authority that would have appcrLninoa to the President, if personally present. 3.— The TftEAstuEU shall liave the custody of all the money, papers, and efFects belonging to the Society, (except the Book of Minutes and other documents directed to remain with the Secretary,) which he shall carefully preserve and keep for their use. His accounts shall be fairly stated, and produced for the inspection of the Conmiittee of Accounts whenever called for, and exhibited on or before the lOtb day of January in every year, signed by a majority of the Committee of Accounts, and countersigned by the President. The Treasurer, on leaving office, shall deliver to his succes- sor, the books, papers, and oilier effects remaining in his hands ; or in the absence of the Treasurer last appointed, the same shall be lodged with the President until he shall be ready to enter on his duties. It shall be the duty of the Treasurer to honour and pay the drafts of the Charitable Com- mittee generally ; but if the party in whose favour the same may be issued bhall have received assistance from the Society within the last preceding • ic mouth, or if the sum of twenty dollars shall have been given to the same person or family within the last year, he shall withhold the payment of such drafts until authorized by a special appropriation by the Society for that object, or by the signatures of all the members of the Charitable Committee and of the President, 4. — The Skcretauv shall keep a fair register of all proceedings, orders, rules, and regulations of the Society, and shall cause the same to be entered in a suitable book provided for that purpose, a duplicate of which shall be lodged with the President. He shall summon the Society to the Quarterly and Annual Meetings, and give notice on any other occasions on which he may be directed so to do by the President, or in his absence by one of the Vice-Presidents. He shall sign such cards of invitation to the anniversary dinner as may be requested of him by any two of the Stewards. The Assistant SEtiiETARV shall aid the Secretary in the execution of his duties, and supply his place when absent. 5. — The Stewards shall make arrangements for the anniversary dinner, and, with the concurrence of tlie Presiilent in the name of the Society, invite such strangers of distinction as may be in the city, and also invite such other persons as a majority of them may choose, the charge of all whom shall be sustained by the Members joining in the dinner. 6. — The Charitable Committee shall meet together at least once in each quarter, and confer Avith the Tieasurer as to the state of the funds, &c. In all cases where a greater sum than live dollars is given at one time, the order upon the Treasurer shall be signed by at least two members of the Committee. 1. — It shall be the duty of the Committee of Accounts to audit those of the Treasurer, and to confer with him respecting delinquents, itc. ; and they shall, with the concurrence of the President and Vice-Presidents, direct the Treasurer to invest, in the joint names of the President, Treasurer, and Secretary, for the time being, in such security as they may jointly approve, such portion of the Charitable Funds as they may deem prudent. 8. — To preserve order, and to expedite the business of the Society, any member who may have proposals to make or observations to offer upon any proposition, shall rise and address tlie President ; and no person shall inter- rupt another while speaking, if tlie sjjeaker be in order. 9. — Any member proposing a person to be admitted into this Society shall, if the candidate be elected, be answerable for the admission fee. 10. — The annual subscription shall be considered due and payable on the 23rd of April in every year ; and if any member shall neglect to pay his subscription for more than one year (unless he be in indigent circumstances, of which the Committee of Accounts shall judge) after he shall have been called upon by the Collector and one of the Committee of Accounts, the U\ 11 ) the stun* fnt of such !ty for that Committee igs, orders, be entered icU shall be c Quarterly ,n which he ^ one of the anniversary wards.
