P. shall direct his name to he erased from the Constitution. If two-thirds, of those voting, aro in favor of reinstating a member who had been found guilty of violating Article 2, he shall be re- stored to membership by re-signing the Constitu- tion, and paying for the first offence, five shillings, and for the second offence, ten shillings, which shall be paid to the P. S. by the meeting suc- c'iodinff the vote, or the member to stand sus- pended till the fine bo paid. The power to rein- Mtate, however, shall not extend qver the term of ope month from the time the offence was proven. Section 8. When the Division vote in favor of reinstatement, and the member neglects to como forward to*- sign the Constitution for one month thereafter, ho may be declared expelled by a two-third vote. S., to record in the Black Book the names, occupationp, and residences of all persons rejected, suspended, or expelled from this Division, with the causes of rejection, suspension, or expulsi;on, and also tho names, &c., of parties reported from other Divisions as rejected, suspended, or expelled. Section 7. Upon tl^ election of any person as member of this Division, the R. S. shall, as soon as practicable, give written notice thereof to the individual so elected, and such election shall stand ^ood for six weeks and no longer, unless the can- didate is unavoidably absent from town, or disiibled by sickness. It shall be the duty of the F. S.,to prefer a charge against such brothers as neglect to pay their dues for twelve months, which shall be referred to a committee of five for investigation. The T., prior to his installation m office, (if required by the Division) shall give a joint and several bond to the Division in the suni of thirty pounds, with two sureties to be approved of by the Division, for the faithf-ul performance ot his duties as T. , „ , • ♦iw. Section 14. The Conductor shall place in the Division room, before the Division opens, a sut- ficient number of Regalia to accominodate the brethren. He shall also keep at all times. Every member, on beipg initiated, ■ shall sign the Constitution and Bye-Laws oi tlie division, and thereby agree to support the same as long as he remains a member. He shall also furnish the F. S. with his place of residence. Section 2. ARTICLE VI. COMMITTEES. Sbction 1. It shall be the duty of tl»e visiting committee to visit their brothers reported sick, within twenty-four hours after receiving such in^ formation, and if they be entitled to benefits, to report the same to the Division, and the Com^ mittee shall continue to render them such benefits as the Conptitution and Bye-Laws require, under a peuaJty of five shillings, for each and every neglect. Section 2. Any brother receiving benefits from this Division who maybe found imposing thereon, by feigning sickness or disability, shall be expelled. Section 6. Any brother who shall, in the Di- vision, make use of any improper language, or re^ fuse to obey the commands of the W. P., when called to order, or use disrespectful expressions, towards the officers or members of the Division, shall be subject to a fine not exceeding five shillings. Section 7. Any brother who shall be guilty ot any inproper conduct, in or out of the Division, or shall bring charges against a brother, which he is unable to prove, or shall knowingly propose un- worthy characters for membership, shall subject himself to a fi e of not less than five shillingf', unless excused by the Division. :!i^i%*i:-- [mm 24 BYE-LIWS OF Section 8. Any brother refusinj? or neglcclinpj to obey the legal summons of the Division, or of any conimiitee appointed by the Division, shall bo liable to a fine not exccedinor five shillings. Section 9. if any brother divulge the nanoo of a brotlier who shall think proper to speak or voto against a candidate for membership, or if any brother shall make public any business whicii should be confined to the Division, he shall bt» subject to a fine of not less than five shillings. Section 10. Any member of this Division who »hall ha guilty of publishing in a Newspaper, Periodical, or in any manner under his control, any advertisement for the sale of intCvtcating liquors, shall be deemed guiity of a violation of our Order, and shall be fined, suspended, or expelled. ARTICLE IX. withdrawing and joining. Section 1. When a brother desires a card of withdrawal, he shall signify the same in open Division or in writing, and if in good standing tho W. P. shall direct the F. S. to furnish such caret upon his paying all dues and demands against hin> on the books of the Division, and seven pence half-penny for said card, unless charges have been preferred against him and are in course of investigation. Section 2. A brother desirous of obtaininir- a Travelling Card, shall be subject to the same re- gulations. Brothers withdrawing or retiring from the Order shall be required to pay the dues for the month in which they make application. Section 4. Brothers adjoining this Division by card shall come under the same regulation as new members. Section 5. When a brother from another Di- vision, or who may have withdrawn from this Division, deposits his card and asks to be admitted to membership, it shall take the same course as a proposition, the adjoining fee to be ten shillings. ARTICLE X. SUSPENDED MEMBERS. Section 1. Members suspended for violation of Article 7, Constitution, on being reinstated, shall pay the amount standing against them at the time of their suspension, together with the whole sum to which they would have been subject, had they not been suspended — nor shall any suspended member be entitled to receive benefits for three months from the time he is reinstated. Section 2. A member suspended for the period of six months or longer, for non-payment of dues, may be admitted on the same terms as a new member. ARTICLE XL BALLOTING. RULES OF ORDfeit RoLB 1. The VV. P. shall not make or second any motion, or resolution, neither shall he take any part in debate while in the Chair. DITTIES AND PRIVILEGES OP W. P. Role 2. It shall bo the duty of the W. P. to preserve order, and to endeavour to conduct all business before the Division to a speedy gmd pro- per result. Rule 3. He shall state every question properly presented to the Division ; and before putting it lo vote, he shall ask, " Is the Division ready for the question ?" Should no member rise to speak, he shall state the question, and after he has com- menced to do so, no member shall be permitted to speak upon it. Rule 4. The W. P. shall have the casting vote in case of a tie, but inordinary shall not vote. He shall announce all votes and decisions. His decisions on points of order shall not be debate- able, unless entertaining doubts on the subject he invite discussion. Rule 5. A motion to amend an amendment, shall be in order, but to amend au amendment to an amendment shall not be entertained. Rule 12. On an amendment to " strike out and insert," the paragraph to be amended shall first be read as it stands, then the words proposed to be struck out and those to be inserted, and finally the paragraph as it would stand if so amended.
