Second or Degree of Fidelity — blue. Third, or Degree of Charity — purple. For officers of Subordinate Lodges, scarlet, trimmed witli lace or fringe. For officers of Degree Lodges, purple ; Grand Lodges, scarlet ; officers and members of the Right Worthy Grand Lodge, scarlet, with a small purple collar or band attached. Rosettes — white ground, blue with scarlet centre and yel- low star or button. Sec. 1. — This body shall be known as the Grand Temple of the Independent Order of Good Templars of Canada, and shall be composed of its Officers and Past Officers, Represen- tatives and Past Representatives, who are contributing membere-of the several Temples subordinate to this Grand Temple, and who have been admitted as required by this Constitution. Sec. 2. — This Grand Temple has jurisdiction over all Temples now existing, or which may hereafter receive and work under Charters granted by this Grand Temple. It is the supreme tribunal of the Order, in its jurisdiction, and without its sanction no Temple can exist. It possesses the sole right and p jwer, in the manner hereinafter provided, of granting or suspending Charters, receiving appeals, and redrestjing giievanr .< arising in Temples ; originating and regulating the means ci its own support ; deciding all ques- tions arising out of tiiis or Subordinate Constitution, By- Laws, and Rules of Order ; and the doing of all other acts necessary to promote the interests of the Order, provided the same are not a violation of the laws of the land, or Con- stitution of the Right Worthy Grand Lodge. ARTICLE II.— Session and Representation. Sec. 1. — The Grand Temple shall hold a regular Annual Session,'commencing on the fourth Tuesday in November, at 10 o'clock, a. m., and shall continue to meet at the same or an earlier hour, from day to day, consecutively (Sundays excepted), until the close of the session. Sec. 2. — Location and Annual Session. — The Chartered location of this Grand Temple shall be the City of Hamilton, CONSTITUTION OP Province of Ontario ; but the Grand Temple sliall on the afternoon of the second day of each Annual S(?ssion, immediately afte]- the approval of the minutes, determine by ballot the place of its next annual Session ; and a majority of the votes shall be necessary for a choice. In case there should be no choice on the first ballot, the Temple sliall proceed immediately to vote again, and the choice shall in such case be confined to the two places having the largest number of votes on the first ballot. Sec. 3. — Poiver of Members. — The business of the Grand Temple shall be transacted by the Officers and Representa- tives thereof, who are elected in the manner hereinafter pro- vided ; nevertheless members who have filled the office of W. C. T., orW. V. T., who are contribu^ng members of Temples subordinate to this Grand Temple, may be admitted as vis- itors to this Grand Temple, and be present at its Session, but none except Representatives shall be permitted to vote on any subject at the Sessions. Sec. i.— Credentials.— To entitle a P. W. C. T. or W. C. T., P. W. v., or W. V. T. to be admitted to, and become members of, the Grand Temple, he or she must produce a certificate under the seal of their respective Temples, signed by the W. C. T. and W. S. thereof, and dated not more than four weeks prior to the session of Grand Temple to which they present themselves, as evidence that he or she has serv- ed a regular term as W. C. T. or W. V. T., or the balance of the term in which the vacancy occurred on account of re- signation or removal by death or otherwise, of a formeo: incumbent (or if a W. C. T. or W. V. T.) that he or she is a contributing member of a Temple subordinate to this Grand Temple at the time of meeting of said Session of Grand Temple. Skc. Sec. 5. — Votes. — Every Temple sliall be entitled to one vote, where the number of members returned in the last Quarterly Report shall be fifty or less, ahd one vote for each additional fifty members. Each representative shall, whenever the votes are taken by Temples, be entitled to cast the number of votes to which the Temple he or she repre- sents is entitled. All questions find votes before this Grand Temple, not otherwise provided for in the Constitution, shall be determined by a majority of the votes of the Representa- tives present. C. — The voting shall be by Yeas and I^Tays, unless otherwise provided for ; and when so taken each Represen- tative shall only be entitled to one vote, and shall be so re- corded ; but always at the request of five Representatives, the vote shall be by Temples, according to section 5 of this -Article. Sec. 7. — Rcjrresentatives and Election. — Every Subordi: nate Temple shall be entitled to one Representative for each vote. The election of Representatives shall be held at the first regular meeting in October in each year, to serve for one year thereafter. The balloting shall be with printed or written ballots, and a majority of all the votes cast shall be necessary to select. Vacancies may be filled at any time in the same manner, to serve the residue of the term. Repre- sentatives elected under this section shall be styled regular Representatives. Sec. 8. — Proxy Bepresentatives. — Each Temple shall have the right to elect for the same term, Proxy Representatives, to act only in the absence of the Regular Representatives. Sec. d.—EU(jihiUty.— Any F. W. C. T. or VV. C. T., P. W V. T. or W. V. T. in good standing in a Temple subordinate to this Grand Temple, shall be eligible as Regular or Proxy Representatives. A Representative may represent five Temples located in the County in which he or she resides or is a member, provided the combined vote of the five Temples does not exceed six ; Representatives representing not more than two Temples to cast the full vote to which the Temples are entitled ; but no one can be elected (or acknowledged) as a regular Representative except from the Temple of which lie or she is a member. Sec. 10. — The actual necessary expenses of Regular Re- presentatives attending the sessions of the Grand Temple, shall be paid by the Temples electing them, unless a majo- rity of the members present object thereto at the time of election. No Temple can be allowed representation in the Grand Temple unless its percentage has been paid. Sec. 11. — Forfeiture. — Violation of the pledge, or loss of standing in a subordinate Temple, shall work a forfeiture of membership in the Grand Temple. Sentmal Se<.'. 2. — When and How Elected. — The election of Grand Officers shall take place on the afternoon of the second day immediately after fixing the place for the succeeding Session. Any member of the Grand Temple shall be eligible, and a majority of the votes cast shall be necessary to a choice. In case no candidate shall receive a majority on the first ballot, the Representatives shall proceed immediately to ballot again, and the balloting shall be confined to the two candidates having the greatest number of votes on the first ballot. ARTICLE IV.— Duties of Officers. Sec. 1. — The G. W. U. T. shall preside at all the Sessions of the Grand Temple, preserve order therein, and enforce a due observance of the Constitution and By-Laws of this Grand Temple. All questions of Order, and all decisions made by him fehall be subject to an appeal from his decision to the Grand Temple, and it shall be his duty to put the question on all such appeals ; he may appoint all Grand Ofiicers jpro tern., and all committees not otherwise provided for ; he shall give the casting vote in all cases of a tie, except at the election of officers ; he shall order the T. to pay all sums of money voted by the Grand Temple ; he may grant dispensations on applicaticn of a Temple to confer Degrees on a member without delay; he shall give such instiiictions, from time to time, in the work of the Order, to the Deputies or the Temples, as may be necessary ; he may summon any one of the Grand Officers and require from him information respecting his office ; he shall personally, or by Deputy, visit each Temple under his jurisdiction, when requii'ed to do so ; he shall, by and with the consent of the Executive Committee, appoint a D. Sao. 2 — The Grand "Worthy Counsellor shall assist the G. W. C. T. in presiding, and in his absence shall fill the chair for him. Sec. S.— The G. W. V. T. shall assist the G. W. C. T. in conducting the business of the Grand Temple; she shall have special charge of the door, and in the absence of the G. \V, C. T. and G. W. C. she shall preside. Sec. 4.— The G. W. S. shall make a just and true record of the proceedings of the Grand Temple at every Session, and transmit, as soon as possible after the close of the Ses- sion, to the Subordinate Temples, printed copies thereof ; he shall keep the accounts between the Grand Temple and Sub- ordinates ; he shall receive all the mo^'es coming to the G. T. , and pay the same over to the Treasurer without de- lay, taking his receipt for the tjame, and on the 30th day of October in each year, shall have all accounts in the books fully balanced, and on the first day of the Session shall present a balance sheet to the G. T. for the use of the mem- bers; he shall issue all necessary notices to the Subordinates and Representatives, and superintend such printing as the G. T. shall direct ; he shall perform such other duties as are hereby provided for, or that may be ordered by the G. T. ; he shall receive such a salary as may be fixed upon at each annual Session of the G, Temple, which salary shall be paid quarterly ; and shall previous to his installation, give bonds to the two officers mentioned in sections 1 and 2 of this Article, officially, in such fomi and penalty and with such sureties as the Grand Temple shall approve for the faithful discharge of his duties ; and at the close of his term shall make a full report of his acts to the G. W T. shall receive and take charge of tlie monies of the Grand Temple ; pay all orders drawn on him by the G. W. C . T. under the seal of the Grand Temple and countersigned by the Grand Worthy Secretaiy ; keep his accounts in such a manner as will exhibit the sources and amt)unt of receipts, and by whom paid, the purposes and amount of disbursements, and to whom paid ; have liis accounts closed up to the 30th day of October in each m 8 CONSTITUTION OF year, and submit them to the Finance Committee at the appointed time, and make a full report to the G. T. at the close of his term of office. He shall within two weeks after mstallation sublmit the names of two responsible persons as sureties, who, after the approval of the Executive, shall, with himself, enter into good and sufficient bonds to the officials mentioned in sections 1 and 2 of this article, after which, he shall be recognized officially as the G. W. Treasurer of tliis Grand Temple. In the event of liis failing to give the necessary security, the office shall be declared vacant, and a successor be immediately appointed. Sec. 6. — The Grand Worthy Chaplain shall attend the Sessions of the Grand Temple, and perform the duties of his office. • Sec. 7. — The Grand Woi-thy Marshal shall mtroduce the Grand officers at thetr installation ; new members at their initiation, assisted by the Grand Worthy Deputy Marshal, conduct the processions of the Grand Temple, he shall, at the opening of the session, see the officers' badges in their proper places, and at the close see that they are collected and put in possession of the G. W. S. Sec. 8. — The Grand Worthy Deputy Marshal shall assist the G. W. M. in the discharge of his duties. Se(!. 9. — The Grand Worthy Guards shall guard the door, and see that none enter or retire but those duly authorized. Se<3. 10. — The County Deputies shall, in the absence of the G. W. C. T., be the head of the Order in their respective localities, whose decisions shall be final, in all questions pertaining to the working and Rules of the Order, unless an appeal be made therefrom to the G. T. ; they may grant dis- pensations to Temples within their respective localities, as per constitution, forwarding the returns at once to the G. W. Sec. 12. — Powers and Duties of Temple Deputies. — It shall be the duty of the Temple Deputy to install the Officers of his Temple ; to see that the quarterly returns are pro- perly made out and percentage paid before he installs the Officers or imparts the password, and shall at once forward the returns and percentage to the G. W. S. All communi- cations for the Temple shall be addressed to the said De- puty. He shall be the organ of the G. W. C. T. in his Temple, and decide all questions of law that may be submit- ted to him by his Temple or the members thereof, subject, however, to an appeal to the County Deputy. He shall report forthwith all cases of violation on the part of his Temple of the Constitution and By-Laws of the Grand Temple, or of disobedience to its lawful command. He shall pubmit to the G. W. C. T. a written quarterlv report, em- liracing the decisions he has made, and such other matters as the Grand Temple may direct. Sec. 13. — All Grand Officers shall, in addition to those specified in this Constitution, perform such other duties as the Grand Temple may enjoin. ARTICLE v.— Offences and Vacancies. Sec. 1. — Any officer of the Grand Temple, wlio shall have violated his or her obligation, shall ]>e depiived of all official honors, and if reinstated, shall not be eligible to any Grand office sooner than two years thereafter. Furthermore, any Grand Officer who shall violate the pledge shall not be eli- gible to a seat in the Grand Temple sooner than five years. Sec. 2. — Any Grand Officer may be removed from office by tlie Grand Temple for misconduct or neglect of duty, but sliall be entitled to a fair trial, and two-thirds of the vote? of the Representatives present sliall be necessary for a re- moval, and no ofHcer shall officiate while under charge. G. W C. T. , who shall act during the interim of the Sessions of the Grand Temple, and perform such duties as may be assigned them : have power to originate laws in all cases of emergency, where there is no constitution to apply, hear and decide upon all cases of appeal or charges against Temples or Officers occurring during the interim, call special sessions of the Grand Temple when important business requires, at such points as shall seem for tlie best interests of the Order, have charge of all property belonging to this G. T. not under the control of special officers, thus becoming the legal trustees of this Grand Temple, in and througli whom this Grand Temple shall sue and be sued, plead and be impleaded in all Courts of law in this Province. All new decisions and important official documents emanating from this Committee must receive the sanction of the majority tliereof before being issued. Of this Committee, G. W. C. T. shall be chaii-man, and sliall direct the G. W. W. S. shall be chairman. Sec. 3. — The Finance Committee shall consist of two members, who shall be elected by ballot, at the Annual Session of this Grand Temple. It shall be the cluty of this committee to audit the books of tht G. W. C. T., G. W. S. and G. W. T., together with all bills, accounts and vouchers for the year, and at the annual session succeeding election to report fully thereon, as early as practicable after the opening of each annual session ; to ascertain and report at the commencement of each annual session the amount re- quired for tlie expenses of the Grand Temple for the ensuing year, and to suggest such measures of Finance as they may deem expedient. ARTICLE VII.— APPEALS. Sec. 1. — In all cases where a member of a Temple has l>een fined, reprimanded, suspended or expelled, or has been deprived of any right, honor, privilege, or benefit, by his or her Temple, he or she may appeal to the County Deputy, by filing with the Secretary of his or her Temple a notice of tlie appeal, with the grounds thereof; and thereupon the Temple shall, without delay, send, under seal, to the D. G. W. C. T. for the County such notice of appeal, together with certified copies of the minutes, charges, evidence, and other books and papers in the possession or under the con- trol of the Temple, relating to the subject and matter of appeal ; and thereupon the D. G. W. C. T. shall hear and determine the appeal. Sec. 2. — The County Deputy shall file his decision, with the grounds tlKU'eof, with the Temple, and deliver a copy to the opposite party. Either party feeling agg^'ieved by his decision, may take an appeal to the Grand Temple, if in session, or if not, then to the Executive Committee, which appeal shall be heard upon the same papers submitted to D. G. W. C. T. It shall be the duty of the D. G. W. C. T. on notice from the appellant, to transmit all .^uch papers to tlie G. W. S. ARTICLE VIII.— PvLVKNiE. Sec. 1. — The Revenue of this Grand Temple shall be raised for the necessary expenses thereof. i 12 C'ONXTITUTION OF Sec. 2.— Such Rerenue shall Le derived from Charter fees, the sale of books, odes, cards and blanks, constitutions, seals and assessments, hereinafter provided : and any Temple found purchasing such property from any other person than the Grand Worthy Secretary shall be liable to a charge. Sec. 4. — At each Annual Session the Finance Committee shall ascertain, as nearlj' as possible, what amount of money wiW be necessary, in addition to what may be received for Charters, &c. , to meet the necessary expenses of the Grand Temple for the current year ; and the amount so estimated shall be assessed upon the Subordinate Temples, fixing it at so much per member. Each Subordinate Temple 8hall,with the quarterly returns of November, February, May and August of each year, in proportion to the number of mem- bers then returned, pay to the County Deputy or Installing Officer, their quarterly assessment, and no Installing OflScer shall communicate the password for th6 quarter until the quarterly returns and the percentage of the G. T. shall be in his hands, and the installing officer shall immediately forward the same to the G. W. S. ARTICLE X.— Subordinate Temples. Sec. 1. — No Subordinate Temple shall be expelled, sus- pended, or deprived of any of the rights and privileges ex- cept as provided in the constitution. Sbc. 2. — Whenever any Subordinate Temple shall violate the Cpnstitution, By-Laws, Rules, or Regulations of this Grand Temple, such Temple shall be liable to trial and punishment as hereinafter provided. Sec. 3. — Before any Temple can be put on trial, a charge shall be preferred in the Grand Temple or Executive Com- mittee, (by the County Deputy, a Subordinate Temple, a member of the Grand Temple, or Subordinate Temple in the same County) duly specifying the nature of the offence. A copy of the charge shall be served upon said Subordinate Temple by the G. W. S., and their answer, together with all papers connected therewith, shall be by the G. W. S. laid before the Grand Temple or Executive Committee to determine and settle the case. Sec. 4. — Upon the suspension or expulsion of a Temple, or surrender or forfeiture of its Charter, the Ofl&cers of the Temple shall sm-render to the Grand Worthy Chief Templar or his Deputy, all books or papers belonging to. such Temple, and the same diall be held subject to the order of the Gr. nd Temple. Sec. 5. — Any Subordinate Temple failing to hold meetings for three months, or to make its returns as required by this Constitution, for nine months, shall be deemed an extinct Temple, and its Charter shall be forfeited. Se«\ C. — Members of a suspended or expelled Temple, or of a Temple where the Charter has been suiTendered or for- feited, who were in good standing at the time of such sus- pension or dissolution, shall upon the recommendation of the D. G. W. C. T. of the County in wliich the Temple was located, receive from the G. 'W. Sbc. 7. — Upon the application of nine or more members of an extinct Temple to the Grand Temple, for the restoration of such Temple to fellowship, accompanied with satisfactory evidence that a fair opportunity has been given to all who were members in good standing at the time the same became extinct to unite in such application, may be restored to fel- lowship in said Temple, together with the Charter and books belonging to said Temple at the time of its extinction, unless such effects shall have been previously disposed of by the Grand Temple. ARTICLE XI. — Privilege of Grakd Temple. Sec. 1. — Tliis Grand Temple may enact, alter or amend such By-Laws as may be necessary to carry into effect the provisions of this Constitution, and of regulating the pro- ceedings of Officers and Conamittees, and providing for the safety and security of the funds and property ; providing the same does not in any way contravene this Constitution. T., while presiding, shall state every question coming before the Grand Temple, before suffering debate thereon ; and immediately before putting it to vote, shall ask, " Is the Grand Temple ready for the question ?" t^iould no member rise to speak, and the Grand Temple indicate their readiness, he shall rise to take their question and after he has risen no member shall be permitted to speak upon it. VIII. When ihe decision of the G. W. Q. T. on points of order is appealed from, he shall state his decision, and the reason therefor from the chair. IX. Every person while speaking shall confine himself to the question under debate, avoid all personal and inde- corous language, as well as any reflection on the Grand Temple or its members. X. Should two or more members rise to speak at the same time, the chair shall decide who shall have the floor. XI. Any member may call for a division of tha ques- tion when the sense will admit of it. XVII. When a question is before the Grand Temple, no naotion shall be received, unless to adjourn, to close, to de- bate, to take the previous question, to lay on the table, to postpone indefinitely, to postpone to a definite time, to refer or to amend. They shall have precedence in the order here- in arranged, the first four of which shall be decided without debate. XVIII. If a motion to adjourn be adopted, and the Grand Temple has not previously resolved on the adjournment to close the session, or meet at a particular period, the effect of the motion shall be to adjourn to next day. XIX. The motion to close the debate may be made by any two members, and shall be put in this form, " shall the debate now close ?" and if adopted, the effect shall be to proceed to take the question on the resolution and amend- ments thereto, according to priority without further debate. XX. The motion to take the previous question may be made by any two members, and shall be put in this form, "Shall the main question be now taken ?" and if adopted the effect shall be to take the question on the original reso- lution, to the exclusion of all debate and all amendments which have not been adopted. XXI. The effect of the motion to lay upon the table, it adopted, shall be to prevent the question being taken up again at the same session without a two-third vote. XXII. No resolution, which has been rejected or indefi- nitely postponed at the regular session, shall be renewed at the same session. XXIII. Members who shall refuse to watch with the sick on the nights which fall to them, as directed in No. 22, of these By-Laws, when notified of the fact by the Committee for the Sick, shall pay a fine of for each nig-ht of refusal* unless they furaish substitutes, or give the Temple good reasons as will cause tiiem to be excused. FINES,— HOW TO BE SETTLED. 0. All fines thus imposed, if not settled at the time, shall be charged by the W. F. S. to the officer or member from I -LAWS. •>1 whom due, and shall stand against said officer or member as regular dues, and must be liquidated to entitle him or her to the password, and the privilege of voting. EXCUSES. 7. Sickness or absence from the place on necessary busi- ness shall be the only reasons which can be accepted by the W. C. T. for the non-payment of fines. No other excuse shall be accepted, except by a regular motion and vote of the Temple. TATTLING MEMBERS. 8. Any member of this Temple who shall be guQty of di- vulging the name of another, who may speak or vote against a candidate for initiation, or if any member make public any of the business or transactions of this Temple, said mem- ber shall be fined, suspended, or expelled, as the Temple may direct ; and, if fined, the fine shall not be less than dollars 9. Any member of this Temple who shall reply to, or no- tice any question regarding the business, passwords, signs or other private work of the Order, from any one not a mem- ber in good standing, which are calculated to expose matters which should be confined to this Temple, shall be considered unworthy of membership, and may be expelled by vote of the Temple. Any member who shall in the Temple use profane or objectionable and improper language, or refuse to obey the command of the Chair when called to order, or make disre- spectful expressions towards the officers or members of this Temple, shall be subject to a fine for each offonce fnot ex- ceeding dollars, or expulsion, as tlie Temple may direct. shall CONDUCT. 11. FEES AND DUES. i' INITIATION. 12. The initiation fee of this Temple shall be, for each male not less than 50 cents, and for each female not less than 25 cents. DUES. 13. To meet the expenses of this Temple, members shall pay respectively into the general fund as follows ; Males, cents ; Females cents, as quarterly dues, payablt in advance at the commencement of each quarter. The duties of the Finance Committee are to examine and Audit bills and accoimts presented to this Temple for payment, and at the close of the term examine the accounts of the W. F. S. and W. T., and report the state of the finances to the Temple. CARE OF THE SICK — DUTIES QF 22. The Committee on Care of the Sick shall consist of three brothers and three sisters. It shall be the duty of this Committee to visit all members reported sick, within twenty-four hours thereafter, and to render the brother or sister, from time to time, such assistance within their power as shall appear to them called for,^ and if watchers are re- quired, they shall notify two members for each night, calling upon them in the order in which they stand upon the roll of the Temple. Fines for non-compUance with the pro- visions of this section are to be strictly enforced. Sec. No. 5. ROOM COMMITTEE — DUTIES OF. 23. This Committee shall see that the room is in order, and the refcaUa always in readiness for meetings of the Temple and perform such other duties as the Temple may require. MISCELLANEOUS SECTIONS. ' AGE OF CANDIDATES. 24. No person shall be admitted to membership in this Temple who is under the age of fourteen years. DEGREE MEETINGS. 25. The Degree Meetings of this Temple shall be held every in the month, after the adjournment of the Temple, initiation to be suspended for the evening. Notice must be given by the W. C. T. , the week previous to the holding of the Degree Temple. 26. Suspended members shall, in all cases, present them- selves for reinstatement within fom* weeks after the time has expired for which they are suspended (failing in this they shall be declared expelled) ; and when re-instated they shall pay the whole sum due £rom them up to that time. 84 m-LAWS. u m 27. C. T. shall order the name erased as hereinafter provided. 29. Whenever any member of a Temple shall give notice of withdrawal, the W. C. T. shall, in all cases, permit it to lie upon the table for two weeks, at the end of 'Which time if no charge is preferred against the member, and he is clear upon the books, and has hot in the meantime cancelled his notice of withdrawal, his name shall be ordered erased. At any time previous to the member's name having been order- ed erased, he is responsible to the Temple for any act com- mitted before the reception of such notice. A Inember giving such notice may at the next meeting of the Temple, before his name has been ordered erased, withdraw his notice, in which case he shall not be regarded as having left the Order at all. A member whose name has been ordered erased can be re- stored to membersliip only by being proposed and initiated. 30. The amount of the bond of the Treasurer of this Temple shall be One Hundred Dollars, but this amount may at any time be increased by a vote of the Temple.^ 31. I DUTIES AND PRIVILEGES OF W. C. T. 1. It shall be the duty of the W. C. T. to preserve order, anal endeavour to conduct all business before the Temple to a speed> and proper result. 2. He shall state every question properly presented tc f.l Temple ; and before putting it to vote shall ask, " Is the '^ ' ready for the question?" T. shall have a casting vote in case of ^ in ordinary cases he shall not vote. He shall announc < j^es and decisions. He may speak to points of order, in preference to other meiiibers of the Temple, rising from his seat for that purpose ; and decide questions of order, subject to an appeal to the Temple by any member. On such an appeal no member shall speak more than once. 5. When an appeal is made from the decision of the W. C. T;. he shall put the question thus : " Shall the decision of the chair be sustained ?" 6. It shall be the duty of the presiding officer, and the privil- ege of any member of the Temple, to cull a member to order who violates an established rule of order. 7. — MoTiOKd — A motion must be seconded and repeated from the Chair or read aloud before it is debated. A motion shall be reduced to writing if any member require it. 8. Any member having made a motion, may withdrj^w it, with leave of its seconder, before it is debated, but not afterwards without leave of the Temple, 9. A motion to amend an amendment, shall be in order, but to amend an amendment to an amendment shall not be entertained. 10. An amendment destroying or altering the intention of a motion shall be in order, but an amendment relating to a differ- ent subject shall not t*e in order. 11. On an anlendment to "strike out and insert "the para^ graph to be amended shall first be read as it stands, then the woids proposed to be struck out and to be inserted, and finally the paragraph as it would stand if so amended . 12. Debate. — When a member speaks or offers a motion, he or she shall rise and respectfully address the W. C. When a member is called to order, he shall take his seat until the point is determined. 15. No member shall speak more than twice, nor longer than iive minutes each time, on any question, without leave of the Temple, which leave shall be granted or refused without debate. 17. While a member is spealcing no one shall interrupt except for the purpose of calling him to order, or asking of the presiding officer leave to explain or call the previous question. A member allowed "to explain" shall only have a right to explain an actual misunderstanding of language, and shall be strictly pro- hibited from going into debate on the merits of the case. 18. For any member in speakins; to imt>each the motives of a fellow-member, or to treat such with personal disrespect, shall be deemed a violation of order, which may incur the censure of the presiding officer or the Temple. 19. if any member feels personally aggrieved by a decision of the Chair he or she may appeal from such decision. 20. Any conversation by whispering or otherwise which is calculated to disturb a member while speaking, or hinder tlic transaction of business shall be deemed a violation of order and if persisted in, shall incur censure. 21. Privileged Questions — When a question is l>eforo the Temple, the only motion in order shall be, Ist. to adjourn ; 2nd. the previous question ; .'Ird. to lay on the table ; 4th to postpone indctinitely ; 5th. to postpone to a definite period ; 6th. to refer; 7th. to divide, ii the sense will admit of it ; 8th. to amend, to take precedence as herein arranged. 22. When the previous question is moved and seconded, it shall only be pub in this fonn : "Shall the main question now be put without further delay ?" It shall not be in order to re- consider the agreement to take the previous question. 23. When a motion is postponed indefinitely, it shall not come up again during the session. 24. C. T. or not submitted by him to the Temple* 27. The reading of any paper, called for, relating to the sub- ject under debate, shall always be in order. 28. Taking Vote — When the presiding officer has commenced taking a vote, no further debate or remark will be admitted un- less a mistake has be^n made, in ."^hich case the mistake may be rectifled, and the presiding officer shall re-commenoe taking the vote. 29. When the decision of any question is doubted the presid' ing officer shall direct the Marshall to count the vote in the af- tirmative and negative and report the same to him. 30. The yeas and nays on any question before the Temple may 1)6 called for by two members and upon the assent of one-third of the members present, shall be so taken. They may be called for at any time before a permanent decision of the vote by the Chair. 31. In taking the yeas and nays, and after the roll is called the result shall be read aloud, to rectify mistakes, if any, after which the W. S. shall hand the vote to the VV. C. T. who shall announce same. 32. In voting by yeas and nays all present in regular standing in the Temple must vote unless excused by the Temple ; but no member shall vote who was not in the room at the time the question was put. A motion for excuse shall be put without debate. 33. Filling Blanks— When a blank is to be filled by the names of persons, a vote shall be taken on the names in the order of their nominations ; but when a blank is to be filled by any sums of money or time proposed, the question shall be first put on the largest sum and the most remote; time. 34. Reconsideration and Appeal— A ciuestioa may be re- considered any time during the session or the first regular session held thereafter, but a motion for reconsideration being once made and decided in the negative shall not be renewed before the next regular session. 35.
