The President of the Society shall be the Lord Bishop ot the Diocese, or Bishop administering the Diocese, — and the Vice Presidents shall consist of the Chairmen of the different District Associations, hereinafter provided for, and such other persons as shall be nominated at the Greneral Annual Meeting ; of the Society. ARTICLE rv. The Treasurer or Joint Treasurers, the Secretary, Auditors and other necessary (Mcers <^ the Societjr, shaU be appointed by the Central Board. The Secretary shall be allowed a salary ' B 10 and travelling expenses, under the direction of the Central Board, and may appoint an Assistant Secretary, subject to the approval of the Central Board, provided that such appointment shall entail no additional burthen upon the Society. The appointments of Treasurer and Secretary shall not be for any specified period, but they may be removed at the pleasure of die Central Board. ABTICLB V. The Treasurer, or Joint Treasurers, shall have the custody of all the monies, deeds, bonds, &c., and other property of the Socie^, and shall submit his or their accounts to the Quarterly Meetings of the Central Board, and shall pay no money without the autibority of a rosolntion of tiie Central Board, certified by the Secretary. ARTICLE VI. The Secretary shall keep the minutes of all the proceedings of the Society, as well as of the Central Board, and shall have the custody of, and be accountable for the safe keeping of the same, and he diall be sulgect to the direction and control of the Central Board in all his duties and proceedings. ABTiGLE vn. The Society shall meet annua% on the first Wednesday in July, alternately at Montreal and Quebec, whereof not less than fifteen days notice shall be given by the Secretary, in at least one of the leading newspapers in Quebec and Montreal. A Special Meeting of the Society may be called by the President or two of the Vice Presidents at any time, by a written order to the Secretary, who shall notify the same as above. ARTICLE vm. The sanction of the Lord Bishop of the Diocese shall be necessaxy for the completion of aU important acts of the Society, and especially for the revocation or alteration of the standing rules, and for making any addition to them. ARTICLE DC. A subscription of 25s. per annum, shall constitute a member of the Society, and a contributiou of £12 10 a life member. Contributors may state the special objects to which they wish their contributions to be applied. ARTICLE X. Of the Central Board. There j^iall be a Central Board for the management of the general business of the Society, consisting of the President, the Vice Frendents, and a Committee of not less than twelve ^- i '' 4 11 Clei^ymen, and not less than twelve Laymen, who shall be chosen annually at the General Meeting of the Society; they shall be permitted to have a Secretary and Assistant Secretary (if required,) and a Treasurer or Joint Treasurers ; the Board shall meet once a quarter, alternately at Quebec and Montreal ; Special Meetings may be called by the Prendent, or in his absence, by two of the Vice Presidents ;->and not less than eleven members present at any meeting shall form a quorum. The Central Board shall have authority to make such By-Laws as may be deemed necessary for the regulation of its own affairs, provided that none of them be contrair to, or inconsistent with, the spirit of the Constitution of the Society. ARTICLE XI. Of District Associatiotis. In connection and correspondence with the Central Board, there shall be formed so many District Associations as shall be determined upon et the first meeting of that Board; to be com- posed of the Clergy, and all other members of the Society resident within the bounds of such Districts, — ^a contribution of 5s. per annum, constituting membership of such District Asso- ciations. The Senior Clergyman holding a Pastoral charge within such bounds shall be, ex officio. Chairman of such Asso- ciation — ^they may have a Secretary and Treasurer, and shall meet at such places as they may themselves determine; at one of which meetings the officers shtdl he appointed and a report of the proceedings for the year read. The District Association i shall have authority to make By-Laws for the regulation of their own affairs, provided such By-Laws be not contrary to, or inconsis- tent with, the Constitution of this Society. They shall report annually to the Central Board, at least one month before the Annual General Meeting of the Society, a statement of their proceedings, and a detailed account of all the monies received and expended by them during the year. ARTICLE ZII. Of the Stdt' Committees of the Society. For the more effectually carrying out the designs of this Society, the Clergymen and Church Wardens in every Parish and Missionary Station, within the Diocese, shall be a Sub- Committee of the Society, in correspondence with the District Association, within whose bounds such Pariah or Missionary Station is situated. This Committee shall meet as often, and at such periods, as they themselves shall decide to be most convenient, inviting the co-operation of all the Parishioners, in their deliberations and designs. Tliey shall collect 8ubscription§ 12 and donations from the members of the Church, in such manner as they shall deem most effective, and endeavour, bj every means in their power, to augment the resources of the Society. One Sermon, at least, diall be preached during the year, in favour of tiie olgects of the Institution, on the Sun^y next succeeding the Annual Public Meeting of such Parochial Association. All monies raised by them shtdl be transmitted to the Treasurer of the District Association. ▲BTiCLB xm. One-fourth of all monies paid into the hands of the Treasurer of the District Associations, respectively, shall be transmitted to the Treasurer of the General Society, to be at the disposal of the Central Board, and the remaining three-fourths of all such collections shall, when required, be expended within the Parish or District in which they have been made, for such ol^ects only as are specified in the Constitution of the Society — ^the allotment to he made at the Quarterly Meetings of the District Branch Association. All monies not required to be expended for local purposes, and remaining unappropriated at the General Annual Meeting of the District Association, shall be forthwith transmitted to the Central Board : it being understood that nothing contained in this article shall interfere with any existing arrangement personally between any Clergyman and his people. ARTiCLB xrv. Of the Lay Committee of the Church Society. This Committee shall consist of such Members as the Cen- tral Board shall appoint at their first meeting, and the Committee so chosen shall elect a Chairman. The first meeting of the Committee shall be on a day named by the Central Board, and the Committee shall then take measures for framing, and sub- mitting to the Society^ for their consideration, and approval, a Constitution regulating the future composition, members, appoint- ment, and proceedings of the Committee; — ^Which Constitution, with such modifications as the Society may then or afterwards determine upon, shall govern the Committee in future. The proceedings of the lay Committee shall be subject to the sanction of the Bishop of the Diocese. The clerical and other members of the Central Board, may attend at any of the General Meet- ings of the Committee, and may propose and discuss matters therein, but shall have no vote; and the Committee shall report their proceedings to the Central Board at their stated meetings. The otgects of this Committee shall be: First — The procuring an adequate and permanent support for the future Bishop or Bishops within the limits of the Diocese, and a fund for the endowment of a Cathedral or Cathedrals— \J r\ 13 \J f\ and Buch institutions as the Bishop or Bishops may consider it necessary for the good of the Church to attach to it Second — A permanent and adequate support for such num- ber of Arch Deacons as the Civil and Ecclesiastical authorities may consider expedient. Third — The placing the Clergymen, now resident and doing duty in the Province, upon a just footing as regards the suffi- ciency and permanency of their incomes. Fourth — The providing for the permanent and adequate support of an increased number of Clergymen, so that, with the least possible delay, the members of the Church in every por- tion of the Diocese, may have the means of access to a Church within a practicable distance. Fifth — The building in every place where it may be required, a Church of stone or brick, upon a well-considered pUm as to dimensions, external form, and internal arrangement, keeping in view the probability of its requiring enlargement. Sixth — The building in a good situation, convenient to the Church, a comfortable Parsonage of brick or stone, upon an uniform plan, which should be carefully considered with refer- ence to size and internal arrangement, and should admit of additions being made, with the sanction of the Bishop. Seventh — The insuring such Churches or Parsonages against losses by fire. ARTICLE XT. All meetings of the Society and of the Committees shall be opened and closed with the prayers used by the two Societies in England, adapted to our situation, under the direction of the Bishop. No alteration or amendment in the Constitution of the Society shall be made, unless such alteration or amendment shall first be communicated to the Secretary, to be submitted to a Special Meeting of the Society, at least one month before a General Annual Meeting, and adopted at such General Annual Meeting, and provided further that such alterations or amend- ments bis sanctioned by the Lord Bishop, as provided in article 8th of this Constitution. ARTICLE XVL . Whereas, some members of the Church, who are not un- mindful of the great spiritual wants of their own neighbourhood, stiU feel constrained, in pious gratitude for the blessings they ei^joy, to allot something, however small, from the means with which a Gracious Providence has blessed them, towards the spread of the Glorious Gospel among the nations which still sit in dark- ness; the Society wiU gladly receive and forward to the Society for the Propagation of the Gospel, the Church Missionary So- 14 ciety, or the London Society for Promoting Christianity among the Jews, whatever 8ums may be given for the conversion and instruction of the Heathen, to which ol^ect such sums will be strictly confined by the East India Committee of that Society. ^^M^^MMMM^M^^^W^^^^^M^^'W Piasrr to tie tiseH at sU JWrrtftios of the AocfetS) AND ITS SEVERAL ASSOCIATIONS. V r & I) REPORT OF THE CENTRAL BOARD or Cl^e €f)Vivtb Jbottetp of tf}t BioMt of (Bn^tt4 Being assembled in the good providence of God, to celebrate the first Anniversarj of the Church Sociefy of this Diocese, the Central Board would congratulate the members generally, on the measure of success which has been realized; and woidd call upon all, to bless the Gracious Hand of Him, which has hitherto led us, and to seek by renewed activity and energy, that the great objects contemplated may, under the Divine blessing, be fully attained. The Society was organized in July of last year, when a pub- lic meeting was held in the City of Montreal, on the 7th of that month — ^presided over by the Lord Bishop of the Diocese. The Clergy were present to the number of fifty-one. Resolutions were proposed and adopted, and a sub-Committee appointed to draft a Constitution in conformity with the Resolutions. The Constitution thus proposed and adopted at a Special General Meeting of the Sociely, was printed and extensively circulated. The Society comprehends the entire Diocese; and by means of its District Associations, and Parochial Committees, and by lowering the amount, subscribed annually, to constitute membership, in each respectively, it designs, and is adapted to gather all the Members of the Church, rich and poor, within it ; and thus afford to all, in their several spheres, a grand object for the free and full exercise of enlarged Christian beneficence; and very many have already enrolled themselves. The clergy have, with- out any exception, it is believed, connected themselves with the Society. Many of the most influential of the laity, have in a substantial manner, declared their adhesion. And in our more rural Parishes and Missions the good work of ingathering mem- bens has commenced; though we cannot say it has more than 16 commenced; but the interest excited, and success attained, augurs well for the future prosperity of the Society among our poorer members. It is also pleasing to remark, that a few friends in England have manifested a peculiar interest in our proceedings, and have allied themselves with us, in ** this work and labour of love." The contributions have in many instances been liberal and encouraging, as a reference to our accompanying list will abun- dantly testify. Amongst others, we would particularize that of the Right Bev. the President, of £25 per annum, with a parcel of land, about 500 acres, appropriated towards the endowment of Lennoxville College; also of that munificent friend of the Church Mi^or Christie, who, having already erected two Churches, at his sole expense, now presents us with £25 annually — and a donation of 1,200 acres of land; the Baron deLongueuil, 500 acres and 2 village lots, for the Parish Church at St. Johns; Miss Grant, 100 acres; the Hon. Geo. MofTatt, 200 acres, with a donation of £25. Mis. Geddes, 50 acres; the Hon. S. Gerrard, a donation of £50 — ^£25 to the Montreal District Association. J. B. Forsyth, Esq., 200 acres; Migor Gen. Whilst it is with much satisfaction we report these munificent contributions for the important purposes contemplated by the Society, it must be confessed, that, arising chiefly from the extraordinary depression of the Commercial interests, the whole amount contributed hitherto has fallen short of what might have been expected. In the cities of Quebec and Montreal, it has been considered desirable, because of the prevailing embarrassments, to postpone for a season, active operations in collecting subscrip- tions; and but comparatively little has been therefore attempt- ed in those places. Similar distress pervading the country gen- erally, will account for the small progress yet made, compared with what we trust soon to witness. However, under the heavy difficulties with which the Society has had to contend during this first year of its establishment, more especially the distressed con- dition of the Commercial and Agricultural interests, the Central €'X 'H 17 '■ II Board have satisfaction in presenting the gross amount of con< tributions : — Life Members, 16, £200 Donations, 429 15 Annual Subscriptions, 330 8 9 £960 3 9 Acres of Land, 5400. In offering this statement, it is to be remarked that no report has been received from the Missisquoi District Association, of the amount collected; and also that there are three District Associations yet unformed. By the Report from the Treasurer of the Society, we find he has a balance in hand of £223 8^ — there is also the sum of £50 in the Quebec Bank, to be transmitted to the Treasurers. Many other contributions are ready to be paid, on being applied for. A grant was made at the last meeting of the Central Board, on the application of Rev. N. Guerout, of £20 Currency, in order to release the Church land of Riviere du Loup (en haut) from the claims of the Seignior. The Officers of the Society consist of the Lord Bishop of Montreal, the original founder of the Institution, and who is ex-offlcio President, and to whom the Society is under special obligation for the interest he has uniformly manifested in its pro- ceedings, and the effective assistance he rendered in the formation of the respective District Associations. The Office of Secretary has hitherto been fulfilled by the Rev. W. Dawes who acted in that capacity, on the day of the origi- nal meeting, when the Society was constituted. Effijrts were made, in our earlier proceedings, to procure a well qualified gen- tleman to take the office with a salary, confining his attention exclusively to the business of the Society; but it was afterwards considered desirable to postpone the appointment of a paid Secre- tary until the funds shoidd be sufficiently increased to sustain the expenditure. Charles Geddes, Esq. kindly undertook the office of Trea- surer. 19 The Honorable A. W. Cochran, of Quebec, and Frederick Griffin, Esq. of Montreal, have consented to the appointment of Honorary Counsel of the Society. In accordance with a Reso< lution passed at the Public Meeting on 7th July last, the Lord Bishop issued an Episcopal Address* to the Members of the Church in this Diocese, earnestly and affectionately inviting them to a zealous co-operation with the designs of the Society. Tliis address was printed, and has been extensively distributed. It is a gratifying circumstance connected with this valuable docu- ment, that it. 'effects are to be traced beyond the limits of this Diocese. It was reprinted in England by his Lordship's sons, and assisted them in their laudable endeavours to promote the objects of the Society in procuring contributions — they have transmitted the sum of £74 as the fruit of their labours. In conformity with the XL Article of the Constitution, the Central Board, at their first regular quarterly meeting, wltich took place on 21st July, 1842, proceeded to the apportioning of the Diocese into nine Districts; in each of which, a District Associa- tion, in connection with the Society, was to be formed. The arrangements then determined on having proved inconvenient in some particulars, an alteration was made at the suggestion of the President, at a Meeting of the Central Board, on the 2l8t April last. The Districts are thus arranged: L That part of the District of Montreal which lies westward of Yaudreuil, lie J^sus and Terrebonne, including also Yamaska and the County of Beauharnois. II. The remainder of the District on the north side of the River St. Lawrence. III. That portion of the District, which is included between the Rivers St. Lawrence and Richelieu, and bounded on the South by the line 45, to include also Christieville and Christie Manor — County Beauharnois excluded. lY. During the winter, the Lord Bishop, in making his usual Trien- nial Visitation of the Parishes and Missionary Stations through a large section of the Diocese, embraced the occasion to assist in the formation of the District Associations. His Lordship presi- ded at the organization of all the District Associations, which are as yet formed. It should also be mentioned, that at an early meeting of the Central Board, a sub-Committee was appointed to prepare rules and regulations, to assist in the formation and proceeding of the respective Associations of the Society. And while, we trust, there is, in our statement, nothing to discourage the most ardent friends of this good cause — there is, we believe, much to animate the hopes of all interested in its success, to renewed activity and energy. It is indeed a great work, in which the Society is engaged, whether we regard the present wants of the Church, or what may be its future great necessities. May all mark the claims it has upon them. Bbbthbbk Beloved in the Lobd, It having pleased the Chief Shepherd to set me in that office, within the limits of the jurisdiction assigned to me, which was established in the pri- mitive days of Christianitjr, for the government of the Churches and the administration of their affairs, Ihave oeen requested byyor " feech you, breth- ren, to look at the field which is before you : the utter sp; ritual destitution, after all that has been done from home, of many tracts of country, and the imperfectly supplied condition of almost all ; the frightful consequences to be f i ^ I A_ A 4S nntioipated from the continuance of such a famine of the Word of the Lord, and the responsibility contracted by all who can contribute to relieve it( the sadl^ necessitous condition of a large proportion of our Clergy, and the multiplied evils resultino; from the insuttici^ncy of provision for their maintenance; the absence of all provision of a permanent kind, for training a respectable and learned body of Clergy in the country, or supporting, prospectively, any thing approaching to an adequate Church Estabushment; the aiscouragements and uifRoulties attaching to the profession which with> hold many parents from turning the attention of their children to the blea- sed office of the Ministry, — the picture, altognther is one which should surely move you, according a» God hath enrichedyou, to lay by in store for the exigencies of his Church, and to be ready to give and glad to diatrilnUt for won an object Brethren beloved in the Lord, — (I address you all thus — for after the example of the Church in her public addresses, I assume you all to be sincere believers in the Son of God,) — our plan is put before you for the alleviation of these evils, and the gradual attainment of better things.— In the Diocese of Toronto the example has been given before we gave movement to onr operations here, ne who now occupy the Protestant Episcopate of Canadd, are appointed, each within the limits now separately assigned to him, to follow up the work of the first Bishop of Quebec, who mav be said to have kid the foundation of our Ecclesiastical Establishment, and of his successor who enlarged it: the memory of both is consecrated in the hearts of Churchmen: we trust, (I may venture to say for my brother of Toronto as well as for myself,) we trust, although in all humility and, looking at osrselves alone, in much weakness and fear, that, long after we shall have been gathered to our fathers, the labours which thev left to us, and which we shall soon pass on to other hands, will manifest tnelr fruit to the glory of God, the credit of the Church, and the spiritual benefit of her children. Stand forward, then, beloved brethren, and second me in my endeavours within this Diocese: — the season is precious which is now open for laying the foundation of an important future in the moral and religious character of our population: — the aspect of our local affairs is encouragin|^, with reference to our unity of action in religious matters, for, up to this day we enjoy a happy exemption from all public agitation of controversies among ourselves: — the signs of the times abroad, are striking and stirring in their character, and appear to indicate an approaching crisis in the his- torv of the Church of Gtxl, calling upon every believer to stand prepared, and to be found at his post, doing the work of the Lord. L Thst in order to forward the objects of the Church Society of the Diocese of Quebec, it is expedient to proceed to the formation uf a Branch . Association for the District of II. That it be denominated the III. That a permanent Soontary be nominated, and that Mr. be requested to accent the office. IV. That a Committee of twelve members bo iMnually elected tooonduct the business of the Association, in con|unotiont whh the whole of the Clersy of the District, who shall be perarMnent Memtwrs thereof— and that five do constitute a Qnorom. y. That a Quarterly Meeting of the Committee be held, the time and place of Meeting to be determined by the Committee. VI. That ail Annual Meeting of the Association do take place on the VII.
