J. C. Oabvet, Rural Dean of Con- ception Bay, seconded by the Rev. E. Com pate amongst us^ and the government of the Church, under the rule of its Bishops*, frono time to time elected by the Synod, according to such constitutional re* gulatioDS as may be agreed to at its lawful meetings. Beyond these general remarks upon this subject, your Committee feel that it would bo perhaps impro* per for them to venture at t'nis present time. They leel thomselvcs however impelled to tender their hearty welcome to tho Clergy who have come toge« ther in such largo numbers to debate upon this im- portant business, and no less to those of tho Laity who are in attendance from the Out^harbors as De> legates to the meeting now in session, regretting only that tho number of Lay iieprescntativcs resident in the Out.harbors is so few, and giving utterance to tho earnest hope that, should a Synod now be successtuUy inaugurated, as is very much to bo hoped may be tuO case, a larger attendanco of such Representatives may be obtained in future. With regard to the general fundi) oi the Society, they i'fjoice to bo able to make a favorablo report. Kcturns havo been received from all the Missions which last year wore in connection with the Church Society, one only excepted. Tiiey submit to tho tneetiufr, in the first place, an account of the collec- tions in St. John's, as affording the chief source of income from which the Society's votes are made from year to year. Mire, Esq , by whose kind e£forts an additional amount of about X120 has been obtained to secure the services of the Rev. Mr. Ma- ther, who was in consequence appointed to tho Cathedral in December last. With reference to the dlminiiihed sam received from St. Thomas', the Secretary has been desired to state that a considerable collection has been made during tho past year, by which the enlargement of the building used as a Sunday School has been effected. For the diminished collection from St. Mary's, no parti- cular reason has been given. Vour Committeo observe, however, in revising the list, that nearly one third of the whole sum is contributed by two per- sons only. — The sealers collection, increased last year from £76 59. Od, to XlOO 5s. Od., has this year reach od a total of XI 19 ISs. lid. Of this amount X72 125. 6d. has been paid by men belonging to St. Johns, and X47 Is. 5d. by men from neighboring out- harbors. Of the former sum the whole has been added to the funds of this Society, and of the latter amount XIO 13s. Gd. has been paid to the Treasurer, who has consequently received from this source altogether a not amount of X86 O5. Od., applicable to the general pu! poses of this Society. It was not of course to be expected that, with an increased number of claims, and with sources of income that bare been stationary, tho capital fund would continue to accumulate as in previous years. It is evident therefore that, except by greater exertion on the part of the Clergy, for some years no great addition can be expected to the income of the fund, during which having reference to the list of Clergy, it ia rather to be expected that the number of Widows will be increased, a prospect which is by no means 80 encouraging as could bo desired with the small amount of annual surplus at this time existing. Since the last Annual Meeting the Committee have adopted the rule of granting pensions of X4C each to Widovra who have children under the age mentioned in the 10th standing rule, and to all others £35 only. BOOK DEPOSITORY. The Depot continues under the care of Mrs. RoUSB, Bt 296, Water Street, St. John's, and is at present iu a very prosperous condition. During the last year, the sale of Books amounted to £397 .I7s. 9d. a larger sale than in any previous year. Your Com* roittee are assured that no exertion will be spared to keep the Depot in this satisfactory condition, on the part ot those in charge, and strongly recommend all memldrs of our Church to have rccoario to it for all kinds of religious and useful Books. THEOLOGICAL COLLEGE ENDOWMENT FUND, Some additions have been made to this fund since the accounts given in the last Report, raising the total amount received to somewhat more than £1,000 stg., in the English 3 per cent consols, and yielding there- fore an annual income not exceeding £200 stg. It will be seen from this statement that the College, for the support of which the original grant from S. P. O. of X300 stg. per annum was always found insufficient, has not yet become independent of extraneous assist- ance. Subscriptions may still be paid towards this fund through the bands of the Bishop or any of the Clergy. It will be remembered that in the last Report information was given of a suggestion having been received by the Bishop from S. P. G. that the conti- nuance of the Epi;jcopate iu tUia Colony mu^t depend 4 ,i-j ■v. 24 on some provisioQ being mado for tho endowment of the See, and that a vote of no lens a aum than £2,000 8tg. had been passed by the Venerable Society, vub- ject to the condition that an additional £8,000 etg. be raised in five years from January, 1371. Nothing has ai yet been done tovrarda meeting the call thus mado, of which the importance can scarcely be orer CBtimatod. It is however hoped that some active measures may be shortly taken towards raising the required amount. A Hundred Pounds sterling has already been contributed by an Officer in Bermuda aa a foundation for the fund, to which another like sum has been added, and, with a few amallcr Eubscriptions, paid to a separate account in the Commercial Bank under the name of the *' Bishopric Endowment Fund." Further additions may be made to this account by any who may bo desirous of contributing, either through the Bishops or Clergy, or by payment direct to the Commercial Bank, if this should be preferred. Many anch payments it is hoped may be made before another meeting. The Coadjutor Bishop last year accomplished a Missionary Voyage in the Church Ship " Star," com- mencing with a call at St. Peter'e, and including visits to St. Qeorgo's Bay, for the purpose of introducing Bev. Mr. Hall as the future Missionary, proceeding thence some distance along the coast cf Lahrador. and viniting also White Bay, Green Bay, and many places in the Northern Missions, specially those least accessible to their Clergy, so that while the circuit of the Diocese was completed in its course, his Lordship was able to give special attention to those parts which from necessity receive least frequent visits from the Clergy scattered along our coasts. His Lord* ■hip will D.y. shortly sail again for the purpose of a vi&itation of the Western Missions, for which the regular time has this year again come round. ^•. Lockwaid II M ear. i * i II siANDiNci iu;les or THE ■ Clergy Widows' and Orphans' Fund. 1 — The Newfoundland Cnuncii Society's Spe* cial Fund, for astiiaticg tlio VVidowt) and Orplians of deceased Cior^yinca of the Diocoae of Newfoundland, shall conblat of all luonios paid to the Treasurer of tliO Society for that object. 2 — The Committee of the Ghurcfi Society shall nave the uiuuagemeut of the Fund. 3. — Every Hundred Pounds of available surplus eball bo invested by the Committee as opportunities occur. Smaller sums shall bo deposited every quarter in the Savings' Bank. 4.— All Clergymen in the Diocese holding the Bishop's license may secure the benefit of this Fund by contributing within six months from the time of obtaining their License from the Bishop as follows : — (1) Unmarried Clergymen and Widowers without a child, one pound (<£1) per annum: (2) Married Clergymen (and such as shall afterwards become married,) and Widowers with a child, two pounds (£2) per annum. 5. — Annual subscriptions shall bo payable in advance on the 1st day of January ia each j^car:— pro\idod »/ !hat Clergymen on colrj ehall for that jcar paj onlj a rateable proportion o( iho annual labsoription np to tho first day ot January followinf^. Thirty dsyit graco aliall be allowed, but every Cler^^yman, nef;lcctin(; to inako payment within that time, ihall (orieit hiM claim opon the Fund to be recovered onlj upon payment of arrearp, with ten percent, thereon, before tho follow- log firat day cf January. 6. — Any Clergyman neglecting to subscribe accord* in to Rule 4, or to pay his annual subscription within tho tiroo limited by Rule 6, may, if the Committee see fit to admit or re admit him, secure tho benefit of tho Fund by the payment of two pounds ten shillingn (£1 10) if married or a widower with a child*, and one pound ten shillion^a (XI 10) if unmarried or a widower without a child, from the day on which tho last annual subscription be paid was due, or from the dato of his being licensed by the Bishop, and fronx the date of such admission, or re-admission, ho shall oome under the operation of Rulo 4. 7. — Every Clergyman securing tho benefit of thJg Fund will be required to make a yearly collection for the same in his Miflsion, and to forward tho amount with his own annual subscription, to tho Treasurer. 8. — The Widow of every Clergyman who shall havo paid his annual subscription. and forwarded an annual collection, till his death, or till incapacitated by men* tal or bodily infirmity, shall be entitled to receive a yearly Pension of thirty poouds (X30) currency, during widowhood. 9.— If tho Fund should at any time permit, tho Committeo may increase the amount of Pension to any sum not exceeding £50; such an addition, however, being subject to be withdrawn wholly or in part, shonld the state of the Fund not warrant its continu* ance. I \i H •.sis 10 — ii tho Widow die or marry ngain, the Pcneion bliall be paid to Trustees for the benefit of such Child* reD of the doceased husband, as may be, If boys, ua* dor pUtcen, if girls, under eighteen years of ago. 11. — The Tru=«tces named by a deceased Clergymen, in tho event of the death or raarrioge of his Widow, uliall be recogB!z2d by tho Committee in paying the Teneion for the benefit of the child or children; but if the Trustees so named are unwillinc^ or unable to act, the ilishop of tho Diocese shall act as Trustee in tho application of the Tension. 12. — If the wife die before her husband, his child or children shall receive the Pension, so long as there is a claimant under Rule ten. 13. — The Pensions Hhal] be paid half yearly by tho Bishop's order on the Treasurer on the first of Janu- ary and first of July. The first payment to bo calcu- lated for tho interval from the husband's death to tho day of payment. 12 — If a Clergyman, having joined tho fund after tho 24lh June, 1863, removes from the Diocese after havino; served less than fourteen years, his connection with tho fund shall cease, and he shall be entitled to receive back half the amount of the annual supscrip- lions he has paid If he removes after having served lourtecn years and less than twenty-one years, ho Mhall bo allowed to remain in connection with the Fund by paying an annual subset iptiou of six pounds, or nino pOQudd if residing within tiie tropics; or he may re- ceive back half his annual subscriptions, upon which his connection with tho Fund shall cease. All Ciertryiuen iu cODneciiou with the Fund previoua to tho 24ib June, 1863, to bo gororned by the origioal Rule 14 thereof. 15. — A. yearly statemeut of the Treasurer's accounts with this Fund shall be published with the Soeietj*a Report. 16.- N^one of the above Rules shall be altered, or lepcalod, except at a general meeting of tho Church Society, and after a full years notice to the members of the proposed change. *^ The following is tho original Rale 14, governing Clergymen iu connection with the Fund before Juno 24, 1863. 14. — If a clergyman remDves, with the Bishop's consent, from the Diocese, after officiating in it not less than seven years, he shall be allowed his claim up* on the Fund, on the payment of an annual subscription of three pounds (£3); or, if he desire it, may receive back half the amount he has paid; which repayment fihall release the Fuad from all bis claims upon it."
