AVHEREAS, the large and growing interests of the Real Estate Proprietors and Tax-payers in the City of Montreal require combined action, with some equitable way for raising funds to protect their general interests ; And, whereas, the prevailing tendency of Municipal Bodies is towards increased and excessive taxation, without regard to judicious expenditure ; And, whereas, every Property-holder and Tax-payer should take an active personal interest in the selection of fit and proper representatives to Municipal Offices, irrespective of party or politics ; And, whereas, a wise and judicious economy in the expendi- ture of the City Revenues should be promoted and encouraged ; And, whereas, it is but just that the expense of carrj'ing out the measures proposed should be borne by each member in proportion to the Taxes levied on him by the City assessment list ; We, the undersigned, do agree to form ourselves into an Association, to promote economy in the administration of the affairs of our Municipality ; ' To suggest and procure such necessary reforms in, and amendments to, the General and Municipal Laws and Ordinances as will tend to the accomplishment of the above objects ; To oppose the introduction and passage of such laws and measures as tend to deftrt them j And generally to propose and carry out such measures as the Association may deem proper and necessary in relation thereto, the funds for defraying the expenses of which (should the annual subscription of the members prove insufficient) shall be raised by an assessment levied pro-ra/a on each member of the Association in the manner hereinafter provided ; And ice agree to adopt the following Rules and Regi-lations, to be in force as soon as the names of Thirty Subscribers have been affixed thereto, and to be bound by such Rules and Regula- tions until altered or amended as therein specified. Duties of Secrt' tary. who shall prcMde at all meetings of the Committee or Association: a temporary Chairman to bo appointed at each meeting, in his absence. 5.— The Executive Committee shall appoint a Se- cretary and Treasurer ; and the odices of Secretary and Treasurer may be vested in the same person, at the op- tion of the Committee. 6.— It shall be tiie duly of the Secretary to attend all meetings of the Committee, note their resolutions, and minute them in the Books of their proceedings ; to con- duct the official correspondence of the Association, and keep a regular account of its financial concerns, to keep an alphabetical list of the Members, and their places of residence ; issue notices for meetings, and submit to the Committee a monthly statement of the receipts and dis- bursements, and pay over to the Treasurer the monies received by him. 7.— The Treasurer shall have charge of and receive all monies paid into the Association ; shall deposit the same as required by the Committee, and shall not dis- burse any monies except on being authorized so to do by the Executive Committee. II. — The Executive Committee shall meet weekly, on a stated day, to transact business, five of whom shall form a quorum. 12. — The order of business, at all general meetings, shall be as follows : — ist : Minutes of last meeting. 2nd : Reports and communications. 3rd : Reports of Execu- tive Committee. 4th : Unfinished business. 5th : Mis- cellaneous business. 13. — No subject shall be discussed at a special meeting beyond that specified in the notice for which it was called. 14. — Each member of this Association shall pay an annual subscription of Ten Dollars, in advance, as a fund for working expenses, and no assessment shall be levied until sucii fund shall have been exhausted. 15. — No Officer of this Association shall receive any compensation for services, except the Secretary, whose salary shall be fixed by the Executive Committee. 16. — No Officer, Member of the Executive Committee, or Member of this Association is puthorized to contract or create any debt, or in any manner whatever make this Association responsible for any pecuniary obligation. All Property-holders and Tax-payers shall be eligible for Membership; and any Property-holder or Tax-payer whose name shall be approved by the Execu- tive Committee on application of any Member, shall on signmg the Rules and Regulations and on payment of the annual subscription of Ten dollars, become a Member of this Association. 18.
