Number of Members. n.— The Halifax Club shall consist of not more than two hundred members, exclusive of honorary, supernu'.nerary and privileged members. Politics, Religion. III. — Politics and religious questions of every description shrJl be excluded from the objects of the Club. Candidates. IV. — Each Candidate for admission shall be proposed by one member and seconded 6 1)V another. Rules of Ballot. V. — The ballot for members shall take place on the first Wednesday in each month, to commence at One and to end at Four o'clock, P. M. A list, dated and signed by the Secretary, containing the name of each Candidate to be balloted for, with those of the proposer and seconder, shall be put up in a conspicuous place in the Readinrr and Coffee Rooms at least seven days before the day of ballot. During the hours of ballot, a notice to the effect that the ballot is going on shall be affixed to each of these lists, with a particular request that members will attend. The ballot boxes shall be examined and secured previous to use, by the Secretary and one uiember of the Committee ; and after the l»allot is over the boxes shall not le I'oinoved until they have heen opened and examined by the Secretary in the presence of at l<;ast two members of the Committee. The result of the ballot as regards each Candidate shall be immediately entered opposite their names respectively on the list, and si mess, and to audit the accounts. Expulsion of Members. ' XVI. — Any infraction of the Rules and Ilegulations of the Club shall be taken immediate cognizance of by the Committee ; and in case the conduct of any member shall, in the opniion of the Conunittee, or of any thirty members of the Club, who shall certify the same to them in writinir, be injurious to the character and interests of the Club, the Committee shall be era- powered to recommend such member to resign ; and if the member so recommended refuse to resign, then the Committee shall be authorized to suspend him from the privileges of the Club, until his conduct shall have been investigated and decided upon by a Special General Meeting to be u convener] for tliat purpose upon a requisi- tion of tliii'ty members, as provided by rule XX ; and wlienever any circumstance shall occur likely to endano-er the welfare and ju^ood order of the Club, or whenever the Committee shall think it expedient to submit the conduct of any member to the judgment of a General Meetinir, the Com- mittee shall summon a Special General Meeting, giving fourteen days notice there- of ; and in the event of it being voted at that meeting, consisting of at least fifty members, by two-thirds of the persons present — to be decided by ballot, — that the name of any member should be remov- ed from the Club, then in that case the subscription of such member for the current year shall be returned, and he shall cease to belong to the Club. Such decision to be final. 1 Retirement of Members. XVII. — Any member whose dues are all paid shall he at liberty to withdraw from the Club, on his written application to that sf-' 16 effect, sent in to the Committee. The Committee are authorized in their discre- tion to re-admit to the Club on such pecuniary terms as thev may consider right, such full members as may have resigned their membership from any cause and wish to rejoin the institution. Retiring to Forfeit all Rights. XVIII. — Any member who shall with- draw, resign, or be expelled, or shall cease to be a member of the Club, shall forfeit ipso facto, all right or claim thereon, or in or to its property or funds ; and any mem- ber who shall be expelled shall forever thereafter be ineligible to be re-admitted a member of the Club. General Meetings. XIX. — There shall be two General Meet- ings of the Club regularly every year, one on the second Thui-sday of February, for the purpose of electing the Committee for u tlie .suceoorlini^ year, and rccoiviiiof from the Coiniiiittce a report and abstract of the accounts and general concerns of the Club for tlie past year, together with an estimate of tlie receipts and dislnirseinents of the curi-ent year ; which report and estimate shall be printed for the use of the members, and one copy put in eacli of the public rooms of the Club at least seven days before the first General M(ieting. At this meeting members shall be at liberty to bring Forward any subject having reference to the manairement and concerns of the Club. The other regular General Meeting sliall be held on the foui'teenth day after the foimer, for the purpose of deciding on such propositions as may have been sub- mitted at the first meeting. The chair shall be taken at all annual and special General Meetings at 3 o'clock, p. M. precisely. The accounts of the Club shall be audited by an auditor not a member of the Committee. w Extraordinary Meetings, XX. — The Committee shall have power at all times to convene an extraordinary meeting of the Club, on living fourteen days notice, to be posted during that period in the public rooms of the Club, specifying the object of such meeting, in the form of a resolution, to be signed by not less than six members of the Committee ; and at such extraordinary meetings no subject shall be discussed beyond that specified in the notice. The Committee shall also call an extraordinary meeting at any time, on a like notice, and under similar restrictions, on the written requisition of thirty mem- bers not being of the Committee, who must state distinctly their object. New Rules, How Made, ha, XXI. — If any new Eule or alteration of an old one be duly proposed at the first regular Annual Meeting, and approved of and confirmed at the second regular Annual p 18 Meeting that day fortnight, by two-thirds of the members then present, whatever the numbers may be, the same shall be considered as adopted by the Club ; but with this exception, no new Rule or alteration of an old Rule shall ever be made without the sanction of an absolute major- ity of two-thirds of the members present at a special General Meeting, and forty members at least voting on the occasion, and twenty-eight days notice being given ; nor unless the proposed new rule or alteration of an old one has been posted up in tlie usual place in the public rooms twenty-eight days previous to the day of meeting. 1. House Hours. XXII. — The Club shall be open every day for the reception of members at seven o'clock in the forenoon in the summer, and at eight o'clock in the forenoon in the winter, and shall be closed and the liirhts extinguished at one o'clock, A. M., except on Saturdays, when the house shall be closed 19 at half-past eleven o'clock, r. M., and no member shall be admitted into the Club House, after these hours, under any pre- tence whatever, unless specially authorized by the Committee. Strangers, Their Admission, &c. XXIII. — Each member shall be allowed to bring a stranger to dine with him, under such regulations as may be made by the Committee, the dinner to be charsred at rates to be regulated by the (committee ; it being expressly understood that the bill is to be discharged by the member. Tlie Committee are also empowered to regulate the admission of strangers in company with members, at other times, and they shall decide what rooms thev are to be admitted to. The Committee liave the power to suspend this rule during such periods as they may think necessary, for the conven- ience of the Club, notice of such suspension being posted up in the coffee-room at least one week previously. No persons residing 20 within the limits of the County of Halifax, shall be eligible to be introduced as stranf^ers or the guests of members. Payment of Club Bills. XXIV. — All members are to pay theii* bills for every expense they incur in the Club before they leave the house, the servants having positive orders not to open accounts with any individual. I No Gratuities. XXV. — No member shall mve any money or gratuity to any of the servants of the establishment, or permit any stran- ger to do so. No Provisions to be Sent Out. XXVI. — No provisions cooked in the Club House, or wines or other liquors, are to be sent out of the house, on any pretence whatever. 21 Not to take away Papers, &c. XXVII. — No iiieiiiber shall take or per- mit to be taken from the Chib, on any pretence wlmtever, or sliall injure or destroy any newspaper, pamplilet, or other article, the pi-operty of the Club. Complaints. XXVIII. — All complaints respectini,^ Breakfasts, Dinners, &c., stated on the back of the bill, and signed by the membei- so complaining, must be specially noticed by the Connnittee at their next meetino- • and all complaints respecting the servants or domestic arrangements of the Club must be stated by letter signed by the member complaining, which letter addressed to the Secretary must be laid by him before the Committee, at their next weekly meet- 22 Address of Members.
