 Name. 
 
 I — This Association shall be known as 
 the Halifax Club. 
 
 Number of Members. 
 
 n.— The Halifax Club shall consist of 
 not more than two hundred members, 
 exclusive of honorary, supernu'.nerary and 
 privileged members. 
 
 Politics, Religion. 
 
 III. — Politics and religious questions of 
 every description shrJl be excluded from 
 the objects of the Club. 
 
 Candidates. 
 
 IV. — Each Candidate for admission shall 
 be proposed by one member and seconded

 Rules of Ballot. 
 
 V. — The ballot for members shall take 
 place on the first Wednesday in each 
 month, to commence at One and to end at 
 Four o'clock, P. M. A list, dated and signed 
 by the Secretary, containing the name of 
 each Candidate to be balloted for, with 
 those of the proposer and seconder, shall 
 be put up in a conspicuous place in the 
 Readinrr and Coffee Rooms at least seven 
 days before the day of ballot. During the 
 hours of ballot, a notice to the effect that 
 the ballot is going on shall be affixed to 
 each of these lists, with a particular request 
 that members will attend. The ballot 
 boxes shall be examined and secured 
 previous to use, by the Secretary and one 
 uiember of the Committee ; and after the 
 
l»allot is over the boxes shall not le 
 I'oinoved until they have heen opened and 
 examined by the Secretary in the presence 
 of at l<;ast two members of the Committee. 
 The result of the ballot as regards each 
 Candidate shall be immediately entered 
 opposite their names respectively on the 
 list, and si<jjned by the Scrutineers. Each 
 Candidate must have at least thirty votes 
 to constitute his election, and one black 
 ball in live shall exclude. In the event of 
 anv Candidate not having the required 
 number of votes his name will be placed at 
 the top of the list for next ballot. Any 
 Candidate who shall have been twice black 
 balled, will not be eligible to be again 
 pi'oposed. 
 
 New Members. 
 
 YL-^On the admission of each new 
 member the Secretaiy shall notify the same 
 to him, and furnish him with a printed 
 copy of the rules. He shall also request 
 him to remit the amount of his entrance 
 fee and subscription to the Treasurer or to 
 the Secretary at the Club House. 
 
Entrance and Subscription. 
 
 VII. — The entrance money, payable on 
 admission to the Cluh, sliall be eii^dity 
 Dollars, and the annual subscription Tliirty 
 Dollars. But members elected after the 
 montli of January, in any year, are only 
 recpiired to pay pro rata for the remainder 
 of the year in which they may be elected. 
 All subscriptions shall be payable on the 
 first day of January in each year, after 
 which day no notice of withdrawal shall 
 exempt the retirinn^ member from the pay- 
 ment of the curi'ent year's subscription. 
 
 New Members to Pay before Voting. 
 
 VIII. — No new member shall be admitted 
 to ballot for a Candidate or vote on any 
 occasion whatever, or to enjoy any of the 
 privileges of the Club, until he shall have 
 paid his admission fee and subscription. 
 
 Failure to Pay on Entrance. 
 
 IX. — Should a new member not pay his 
 admission fee and first year's subscription

 When Members not Allowed to Vote. 
 
 X. — From and after the first day of 
 February in each year, no d' omber of the 
 Club shall bo allowed to vote at a ballot, 
 or to act as a member of the Connnittee, 
 until he shall have paid his subscription 
 for the current year. 
 
 Failure in Payment of Subscription. 
 
 XI. — The name of every member who 
 shall not have paid his subscription 
 within one month after the same became 
 due shall then be put up in the public 
 room, notice of which shall be sent to him

 or his agent by tbo. Secretary, and if the 
 subscription be not paid on or before the 
 last day of the third niontli, after the same 
 fell due, tlie defaulter shall cease to be a 
 member of the Club, and his name shall be 
 erased from the books by the Committee ; 
 but he may be re-admitted on assisfninir 
 to the Committee reasons which they may 
 deem satisfactory for his failure of pay- 
 ment. 
 
 Supernumerary Members. 
 
 XII. — Any member leaving the Province 
 may, on written application to the Com- 
 mittee and on payment of an annual 
 suhscription of five dollars, but not other- 
 wise become a Supernumerary Member 
 and during his absence be exempt from 
 the annual subscription. He shall be 
 liable, however, to the payment of his 
 annual subscription for the year in which 
 he departs from the Province, and for that 
 in which he returns to it less the five 
 dollars so paid as above, provided on such

return he shall remain ^vitliin the Province 
 for more than one montli ; and if he shall 
 remain that space of time only, he shall be 
 entitled to the privileges of the Chib for 
 that period. No mcndjer's name shall be 
 retained or placed on the Supernumerary 
 List until payment of the current year's 
 subscription of five dollars. 
 
 Committee of Management. 
 
 XITI. — The general concerns of the Club 
 shall be managed by a Connnittee of 
 fifteen members. The Committee shall be 
 elected by ballot, of whom one-third shall 
 go out annually by rotation, the vacancies 
 to be filled up at the General Meeting ; but 
 the five retiring members may be re-elected, 
 and the Committee may fill any vacancy 
 that may occur in their body by resigna- 
 tion or otherwise during the year; such 
 appointment to be in force until tlie next 
 annual meeting. Wlienever tliere are 
 three vacancies in tlie Committee in the 
 current year, notice shall be posted in the

 Club, and such vacancies shall be filled up 
 by ballot on the day for the election of 
 membei's next, after fourteen days from 
 such notice. A Ti'easurer shall be elected 
 at the Annual General Meetini^, who shall

 The Ti'easurei" elect will be required, before 
 entering on the duties of his office, to 
 ])!ovid(' security to the amount of Four 
 Tliousand Dollars. 
 
 May Make Rules, etc. 
 
 Xiy. — The Connnittee shall, at its first 
 meeting after each annual election, or as 
 soon thereafter as they may consider con- 
 venient, appoint from its own body as 
 many Sub-Couunittees as may be required 
 to superintend the several departments of 
 the Club ; and shall make from time to 
 time such Regulations (consistent with 
 these General Rules) as they shall think 
 necessary for the well-being of the Club.

 To Meet Weekly. 
 
 XV. — The Committee (tliree of wliom

 Expulsion of Members. ' 
 
 XVI. — Any infraction of the Rules and 
 Ilegulations of the Club shall be taken 
 immediate cognizance of by the Committee ; 
 and in case the conduct of any member 
 shall, in the opniion of the Conunittee, or 
 of any thirty members of the Club, who 
 shall certify the same to them in writinir, 
 be injurious to the character and interests 
 of the Club, the Committee shall be era- 
 powered to recommend such member to 
 resign ; and if the member so recommended 
 refuse to resign, then the Committee shall 
 be authorized to suspend him from the 
 privileges of the Club, until his conduct 
 shall have been investigated and decided 
 upon by a Special General Meeting to be

 convener] for tliat purpose upon a requisi- 
 tion of tliii'ty members, as provided by 
 rule XX ; and wlienever any circumstance 
 shall occur likely to endano-er the welfare 
 and ju^ood order of the Club, or whenever 
 the Committee shall think it expedient to 
 submit the conduct of any member to the 
 judgment of a General Meetinir, the Com- 
 mittee shall summon a Special General 
 Meeting, giving fourteen days notice there- 
 of ; and in the event of it being voted at 
 that meeting, consisting of at least fifty 
 members, by two-thirds of the persons 
 present — to be decided by ballot, — that 
 the name of any member should be remov- 
 ed from the Club, then in that case the 
 subscription of such member for the current 
 year shall be returned, and he shall cease 
 to belong to the Club. Such decision 
 to be final.

 Retirement of Members. 
 
 XVII. — Any member whose dues are all 
 paid shall he at liberty to withdraw from 
 the Club, on his written application to that

 effect, sent in to the Committee. The 
 Committee are authorized in their discre- 
 tion to re-admit to the Club on such 
 pecuniary terms as thev may consider right, 
 such full members as may have resigned 
 their membership from any cause and wish 
 to rejoin the institution. 
 
 Retiring to Forfeit all Rights. 
 
 XVIII. — Any member who shall with- 
 draw, resign, or be expelled, or shall cease 
 to be a member of the Club, shall forfeit 
 ipso facto, all right or claim thereon, or in 
 or to its property or funds ; and any mem- 
 ber who shall be expelled shall forever 
 thereafter be ineligible to be re-admitted a 
 member of the Club. 
 
 General Meetings. 
 
 XIX. — There shall be two General Meet- 
 ings of the Club regularly every year, one 
 on the second Thui-sday of February, for 
 the purpose of electing the Committee for

 accounts and general concerns of the Club

 rooms of the Club at least seven days 
 before the first General M(ieting. At this 
 meeting members shall be at liberty to 
 bring Forward any subject having reference 
 to the manairement and concerns of the 
 Club. The other regular General Meeting 
 sliall be held on the foui'teenth day after 
 the foimer, for the purpose of deciding on 
 such propositions as may have been sub- 
 mitted at the first meeting. The chair shall 
 be taken at all annual and special General 
 Meetings at 3 o'clock, p. M. precisely. 
 The accounts of the Club shall be audited 
 by an auditor not a member of the 
 Committee.

 Extraordinary Meetings, 
 
 XX. — The Committee shall have power 
 at all times to convene an extraordinary 
 meeting of the Club, on living fourteen 
 days notice, to be posted during that period 
 in the public rooms of the Club, specifying 
 the object of such meeting, in the form of 
 a resolution, to be signed by not less than 
 six members of the Committee ; and at such 
 extraordinary meetings no subject shall be 
 discussed beyond that specified in the 
 notice. The Committee shall also call an 
 extraordinary meeting at any time, on a 
 like notice, and under similar restrictions, 
 on the written requisition of thirty mem- 
 bers not being of the Committee, who must 
 state distinctly their object. 
 
 New Rules, How Made, ha, 
 
 XXI. — If any new Eule or alteration of 
 an old one be duly proposed at the first 
 regular Annual Meeting, and approved of 
 and confirmed at the second regular Annual

 Meeting that day fortnight, by two-thirds 
 of the members then present, whatever the 
 numbers may be, the same shall be 
 considered as adopted by the Club ; but 
 with this exception, no new Rule or 
 alteration of an old Rule shall ever be made 
 without the sanction of an absolute major- 
 ity of two-thirds of the members present 
 at a special General Meeting, and forty 
 members at least voting on the occasion, 
 and twenty-eight days notice being given ; 
 nor unless the proposed new rule or 
 alteration of an old one has been posted up 
 in tlie usual place in the public rooms 
 twenty-eight days previous to the day of 
 meeting.

 House Hours. 
 
 XXII. — The Club shall be open every 
 day for the reception of members at seven 
 o'clock in the forenoon in the summer, and 
 at eight o'clock in the forenoon in the 
 winter, and shall be closed and the liirhts 
 extinguished at one o'clock, A. M., except on 
 Saturdays, when the house shall be closed

 at half-past eleven o'clock, r. M., and no 
 member shall be admitted into the Club 
 House, after these hours, under any pre- 
 tence whatever, unless specially authorized 
 by the Committee. 
 
 Strangers, Their Admission, &c. 
 
 XXIII. — Each member shall be allowed 
 to bring a stranger to dine with him, under 
 such regulations as may be made by the 
 Committee, the dinner to be charsred at 
 rates to be regulated by the (committee ; it 
 being expressly understood that the bill is 
 to be discharged by the member. Tlie 
 Committee are also empowered to regulate 
 the admission of strangers in company with 
 members, at other times, and they shall 
 decide what rooms thev are to be admitted 
 to. The Committee liave the power to 
 suspend this rule during such periods as 
 they may think necessary, for the conven- 
 ience of the Club, notice of such suspension 
 being posted up in the coffee-room at least 
 one week previously. No persons residing

 within the limits of the County of Halifax, 
 shall be eligible to be introduced as 
 stranf^ers or the guests of members. 
 
 Payment of Club Bills. 
 
 XXIV. — All members are to pay theii* 
 bills for every expense they incur in the 
 Club before they leave the house, the 
 servants having positive orders not to open 
 accounts with any individual.

 No Gratuities. 
 
 XXV. — No member shall mve any 
 money or gratuity to any of the servants 
 of the establishment, or permit any stran- 
 ger to do so. 
 
 No Provisions to be Sent Out. 
 
 XXVI. — No provisions cooked in the 
 Club House, or wines or other liquors, are 
 to be sent out of the house, on any pretence 
 whatever.

 Not to take away Papers, &c. 
 
 XXVII. — No iiieiiiber shall take or per- 
 mit to be taken from the Chib, on any 
 pretence wlmtever, or sliall injure or 
 destroy any newspaper, pamplilet, or other 
 article, the pi-operty of the Club. 
 
 Complaints. 
 
 XXVIII. — All complaints respectini,^ 
 Breakfasts, Dinners, &c., stated on the back 
 of the bill, and signed by the membei- so 
 complaining, must be specially noticed by 
 the Connnittee at their next meetino- • and 
 all complaints respecting the servants or 
 domestic arrangements of the Club must 
 be stated by letter signed by the member 
 complaining, which letter addressed to the 
 Secretary must be laid by him before the 
 Committee, at their next weekly meet-

 Address of Members.

 appointments under the Imperial Govern- 
 ment who may be stationed in Nova Scotia 
 for an indefinite period ; Members of the 
 Provincial Government whose ordinary 
 residence other than official is outside the 
 County of Halifax, and other eligible 
 persons who shall satisfy the Committee

 Officers in Her Majesty's Navy may be 
 admitted to the Club as " Privile^^ed Mem- 
 bers" under this rule, subject to a (piarterly 
 subscription of Eight Dollars each, or semi- 
 annual, or annual subscription as above 
 mentioned, and also to the constitution and 
 regulations of the Club generally. Persons, 
 not officers of the garrison, who satisfy the 
 Connnittee that their residence in this 
 Province will not exceed three months,

 may be admitted to the Club on the same 
 terms as officers in H. M. Navy. 
 
 Persons residing outside the limits of the 
 County of Halifax may be admitted as 
 Privileged Members under this rule. And 
 when their permanent residence is within 
 the Province of Nova Scotia shall as 
 regards their subscriptions be subject to 
 the provisions of rule VII 
 
 Privileged Members desiring to retire 
 from the Club will be expected to give 
 notice thereof in writing, to the Secretary 
 previous to the expiration of tlie period for 
 which they have subscribed ; any Privileged 
 Member failing so to do, or who shall 
 frequent the Club after that period, will be 
 liable for the subscription for the ensuing 
 period. 
 
 All Ordinary Members of the "St. James Club," 
 Montreal; " Stadacona Club," Quebec; "Toronto 
 Clul)," Toronto; "Montreal Clab," Montreal; and 
 "Hamilton Club," Hamilton; who shall be duly 
 certiHed as such, and whose usual place of residence 
 i.s without the Province of Nova Scotia, shall be 
 eligil)le for election r.s Privileged Members of this 
 Club, subject to the provisions of tins lulo.

 Their Election. 
 
 XXXI r. — Each Candidate as a Privil- 
 eged Member must be so designated in the 
 book and also on the lists of Candidates for 
 election posted in the public rooms, and no 
 Candidate to be a Privileged Member shall 
 be placed on said list unless his name shall 
 have been submitted for the approval of 
 the Committee one week before the day of 
 
 ft/ 
 
 ballot. Candidates for Privilegfed Member- 
 ship being officers of Her Majesty's Army 
 or Navy may be elected by the Committee. 
 
 Honorary Members. 
 
 XXXIII. — The Committee shall have 
 the power to admit as " Honorary Mem- 
 bers" the Lieut.-Governor of the Province, 
 the General commanding the Troops in 
 this Garrison, and the Admiral commanding 
 the Fleet on this station, such Honorary 
 Members to pay no entrance fee or sub- 
 scription ; and they may also admit to the 
 privileges of the Club, for such periods as 
 
they may from time to time think lit, any 
 strangers of distinguished rank and posi- 
 tion visiting this city to whom it may 
 seem proper to offer such a compliment, 
 but the resohifcion to admit them nmst be 
 agreed to by a majority of the Committee. 
 
 Fourteen Days Privilege. 
 
 XXXIV. — Any member wishing to in- 
 troduce a friend temporarily visiting 
 Halifax, and not residing in the Province, 
 as an Honorary Member of the Club, must 
 send in a written application for permission 
 to do so, stating ilie name and profession 
 oF such friend, to the Committee at their 
 weekly meeting, for their sanction ; or he 
 must obtain by request, the signatures of 
 five members of the Committee, or the 
 Active Counnittee for the month, to his 
 application as approving of it. The 
 application thus signed must then be 
 handed to the Seci'etary who will notify 
 the person named therein that he has been

 admitted to the Club for fourteen days, 
 and this privilege may be extended, with 
 the consent of the Committee, for the 
 further period of one month on payment of, 
 five dollars, but it shall not be extended to 
 more than one friend to each member at 
 one time. Every member to whom this 
 permission may be accorded, will be held 
 responsible for the eligibility of his 
 nominee, as well as for his observance of 
 all the rules of the Club. 
 
 Commissioned Officers of H. M. Navy 
 visiting this port, and Officers of the Army 
 on joining the Staff or Regiments stationed 
 in this gari'ison, or on returning from 
 gene?, al leave of absence, may be admitted 
 by the Committee under this rule, for 
 fourteen days : or if tliey signify their 
 wish to become privileged members and 
 have been duly proposed and seconded, 
 until they can be balloted for ; but any 
 Officer, before taking advantage of tiiis 
 last proviso, will be required to pay to the 
 Secretary or Treasurer his subscription in 
 advance, which however, will be returned

 to him in the event of the ballot proving 
 adverse. The name of every Honorary 
 Member, with that of his proposer, will be 
 entered in a book provided for that pur- 
 pose on the day of his admission ; but the 
 period for wliich the privileges of the Club 
 may be granted him will be reckoned from 
 his firsfc entry to the Club House to partake 
 of them. If, however, any Honorary 
 Member shall fail to avail himself of the 
 permission within the fourteen days, it 
 will then be cancelled. No person shall be 
 eligible to be proposed as an Honoi-ary 
 Member after having been in Halifax 
 fourteen days, nor for more than twice in 
 any one year. 
 
 Rules to be Printed- &c. 
 
 XXXY. — These i-ules and regulations 
 shall be printed, and a copy of them, 
 together with a list of the "^ Committee, 
 shall be delivered to every member of the 
 Club, or transmitted to his address, and 
 thenceforth become binding upon every

 and on such terms as the Committee 
 may direct. 
 
 Billiard Room. 
 
 The following regulations will be in force 
 in this Room : — 
 
 1st. — The Game of Pool shall have choice 
 of tables, and take precedence over Billiards 
 and Pyramids, and may be played in conse- 
 cutive games.

 Wty or one hundred points. Precedence

 a game of 50 or 100 points. " 
 
 The charges will be as follows :— 
 
 POOL-Five cents per ball-Stars to pay

 twenty-five cents for a game of 
 300 points, or two consecutive 
 games of 50.

 Players are particularly requested im- 
 mediately after play to obtain their 
 clieques and deposit them in the box. 
 
 The Marker is instructed on the conclu- 
 sion of each game, to present to the loser a 
 cheque for the amount of the game, 
 tou^ether with the box in which the same 
 is to be deposited. 
 
 Cards. 
 
 Tlie price of new Cards will be tifty 
 cents per pack, second-hand Cards twenty 
 cents. 
 
 The Cards will be the property of the 
 Club, (except when sold at second-hand to 
 members to be tiiken out of the house), and 
 shall be taken charge of by the Hall Porter 
 immediately after the party using them 
 shall have retired from the room, or after 
 the table has been broken up. 
 
 New Cards only shall be called for in 
 the afternoon, and may remain on the table 
 for the use of the members purchasing,

 • lay to the same gentlemen. Second-hand 
 Cards may be called for in the evening. 
 
 Smoking, 
 
 Smoking will be permitted in all the 
 rooms except the Morning Room, Coffee 
 Room and Private Dining Room, unless the 
 last IS engaged for dinner, in which case 
 smoking is permitted at the option of the 
 party occupying the room. 
 
 Entrance Hall. 
 
 No stranger will be admitted to view 
 the House, unless accompanied by a mem- 
 ber, and then only between the hours of 
 ten and twelve in the foi-enoon. 
 
 No large boxes or articles of baggage 
 belonging to a member will be admitted 
 into the hall, and bags or portmanteaus 
 sent b- members wishing to dress, will be 
 conveyed lo the Dressing-Room.

 Any portmanteau, bag or baggage of any 
 kind must he taken away immediately 
 after use, and not allowed to remain in :he 
 Club for future use. No serv^ant of the 
 Club will be employed by any membei to 
 clean clothes, boots o • shoes, or to assist 
 him in dressino-. 
 
 No member, except on special dut}', lor 
 servant of a member, will be allowed to go 
 down into the basement story of :he 
 House, apportioned for the use of the 
 servants of the Club, nor will any such 
 servant be allowed to ^o into anv other 
 room than the Dressing Boom, and then 
 only to assist his master in dressing. 
 
 Hall Porter. 
 
 He shall enter in his book once a day the 
 name of every member coming into the 
 House, and will see that members intro- 
 ducins: stranofcrs write their name and

 address, with that of the introducer, in the 
 book kept for that purpose. 
 
 Strancrers calling to see members of the 
 Club will be shewn by him into the 
 Reception Hall or other room set apart by 
 the Committee for that purpose, and inti- 
 niation of their arrival immediately sent by 
 hnn to the member inquired for, if in the 
 House. If a letter for an absent member 
 be called for by any other member who 
 m^y wish to forward it, the latter will be 
 required to pay the postage (if anv), and to 
 sign an acknowledgement in the Porter's 
 book of his having received the letter, in 
 case of future question. 
 
 General Servants Regulations. 
 
 No officer or servant will receive, under 
 penalty of dismissal, any present whatever 
 from the members, guests or tradesmen of 
 the Club, and a.iy tradesman detected in 
 giving such, will be forthwith discontinued 
 and never dealt with ao-ain

 Servants while on duty will not talk to 
 each other, except on matters connected 
 with their business ; and no servant is 
 permitted to address an individual member 
 in the house on matters either personal or 
 relative to the concerns of the Club, all 
 communications of the latter kind to be 
 made to the Secretary for the information 
 of the Committee. 
 
 If any money or articles supposed to be 
 the property of members, should be found 
 by the servants in the Club House, they 
 will be delivered to the House Steward. 
 
 No application for i^einstatement of a 
 servant, who may have been dismissed on 
 the representation of a member, will be 
 read or taken into consideration, unless it 
 come through and be recommended by the 
 member by whose representation he or vshe 
 "Was dismissed. 
 
 Servants will be held responsible for 
 breakaoje and loss of and damage to the 
 property of the Club. 
 
 No servant of the Club shall be sent out 
 of the House on any errand or pretence

 Miscellaneous. 
 
 No pamphlet, advertisement or notice of 
 any kind will be laid on the tables or put 
 "P in he Club by a member, without the 
 consen of the Active Connnittee. Any 
 pamphlet which it may be wished to make 
 known to the Club, shall be sent to the 
 committee for approval. 
 ■ The local daily papers are on no account 
 to be taken out of the Morning Room 
 •lunng tlie day or evening of publication 
 nor any other papers for one day after they 
 are laid on tlie table.

 members in the Billiard, Smoking and

 The foregoing Regulations may be alter- 
 ed by a majority of the General Committee 
 at any meeting, notice of such alteration 
 having been given at the previous meeting, 
 and communicated to each member of the 
 Committee, toi^etlier with the date of the
