That every Military Officer who wishes to join the Institution, on the payment of one day's pay of his actual rank, at the time, each year for three years, on entrance, and an Annual Subscription ol Six Dollars, payable on the. Ist January and 1st July, shall be entitled permanently to all the advantages of this Institution. Any subscriber who wishes to join the Institution before the termination of the half year, shall pay at the usual rate of Two Shillings and Six Pence permonth, instead oi the usual hall-yearly Sub- scription of Three Dollar;^, until the termination of the half year, commencing from the first of each month. This In- stitution shall also be open to the admission of Officers of the Navy, and to Officers of the Naval and Military Depart- ments, and Widows of Officers resident in the Garrison, ^abscribing as above ; the Institution being restricted to Officers holding His Majesty's Commission ; but persona serving His Majesty in the several Departments of the Navy and Army, in situations on equal footing with Commis- sioned Officers, shall, under the following restrictions, be competent to belong to the Institution, viz : — They shall ohTy be considered Members so long as they, actually hold such situations, and shall be elected by ballot, agreeably to the 11th Fundamental Law. n. That no Subscriber shall have power to tiansfer, by 9ale, or^ift, his share in the Library. IV. That the Committee shall be summoned to meet the first Thtirsday ol'fevery month, in the Library Room, or at Any other plade they shall appoint, to transact the business of the Society. Any three of them, of which the Treasurer, Li- brarian, or Secretary, shall be one, shall be deemed competent to act, if no more be assembled; and the Proceedings of the Committee, so far as is found useful and necessaty chall be recorded by the Member presiding, in r Book kept lor that purpose. V. That a General Meeting of the Subscribers shall be held every Twelve Months, on the second Tuesday m January, at which time, the Committee for the ensuing twelve months is to be appointed, and the old Committee are to give over their accounts and funds to the newly elected Members. VL No Fundamental Laws shall be suspended, rppealed, or annulled, nor a new one carried into Pirce, without being approved by the majority of a General Meeting, summoned 'by the Committee for that express purpose ; the question being made public in the Library Room, eight da^s before the Meeting. That ifany Book is presented to the Sub-Fabrarian, torn or defaced (by drawing or writing upon it,) or other- wise mateiially injured, he is to refuse delivering another Book to that Suhb.?riber, until he has complied with the terms of the 8th Fundamental Law. VI. If any Subscriber shall designedly tear, or pull off, the paper cover of a Library Book, th-it Subscriber shall Jor(eit and pay One Shilling ; and the offender be denied any more Books, until the forfeiture is paid. VII. The foifeiiures shall be received by the Sub-Libra- lian, and paid by him into the handd of the Treasurer. '' VIII. The ladies of families of Subscribers are allowed to subscribe, and are entitled, separately, to all the privileges o.» Subscribi-rs, upon paying one half yearly Subscription, and observing the rules 'and laws of the Society, without bemg required to pay original deposit. The Newspapers are to be laid on the Librnry Table for one fortnight after their arrival, at the t'xj)iratn)n of which time, they are lobe filed, in order that the Sub- scribers may be enabled to refer to them ; and they are not to be laken out of the Room during the reading hours. 10 XIU. Th6 Admiral, Captains, and Ward Room Oflicera ofthe Squadron on Uiis Station, shall have free admiation to the Lilirary, to peruse any oi the Books during the houri the Rooms are open. XIV. A Subscriber Is permitted to have out of the Library, for his own use, either two volumea of one work, or one volume of two separate works, it being tUo intention ofthe Committee, that m jre than two volumes should not, at one time be in a subscriber's possesiion, except when, on a special application, their consent shall have beeii ubtain*^ ed, or in the case herealter specified ; but one number of a Review, Magazine, or o^her Periodical Work or Pamphlet may be issued in addition to the two volumes before men- tioned], as also any Maps, &.c. bound separate i'rom the work to «;hich they belong. — In this latter case, should more than one Subscriber be reading ihe same work, the Maps may be retailed tliroughout by the person who first began it. Magazines, Pamphlets, 6ic. when bound up to be con- sidered as a volume. The whole of a Novel, in any language, is to be issued at once, without affecting the Sulxscriber's right to on« volume of another work ; but no Subscriber can be allowed to take out two sets of Novels at one time, or to return apart and retain the remainder of the set in his hands. XY, Any Member who shall take any Bonk, Pamptilei, or Newspapei out of the Library, contrary to the regula- tions, shall be subject to a fine of Twenty Shillings for the first offence, and in case of a repetition shall be expelled from the Society, and his name inserted in the Records of the Library, XVI. With reference to No. XI. of the Fundamental LaWw, the name of any Candidate for admission to the Library, as a Subscriber, is to be exhibited in the Room for at least ten days before the meeting of any Committee by which he is to be ballotted : his name being supported by that of the Subscriber proposing him, and seconded by another. XVH.
