Fort Amherst Lv/ht, at the entrance of St. John's— X light was first established ut this station in 1><13; in 1850 a now House, Lantern and apparatus were erected. The Light burns at aa elevation of li4feet, is produced by a double argand burner placed in the focus of an annular lens of the fourth order, and in favorable weather can be seen 10 nautical miles. When Cape Spear is enveloped in fog a heavy piece of ordnance is also discharged at this Fort every hour during daylight, to assist vessels in making the harbor. It is situated in lat. 47*.33'.54'' N. and long. 52*.4(y.l3''' W. John Sheppard, Keeper; Thomas Moore, Assistant. St. Johns — Two red lights are exhibited every night from sunset until sunrise, intended as leading marks for vessels enter- ing the narrows. The lower Light on the roof of the Custom House — the other 400 yards in the rear, on a white post, within a few yards of the N.E. angle of the Congregational Church, and 180 feet above the level of the sea. Those Lights will be readily distinguisiied from any other Lights in the town ; and keeping them in a line bearing N.W. -J W., will lead in the largest vessel clear of all danger. To serve as leading marks also during the day, the pediment of tlie Custom House has been painted white ; this is to be kept in line with the upper lantern, also painted white. It is a fixed white Light, has 17 argand burners and rellector.s — elevated above the level of the sea 314 feet- situated in lat. 4()°..->7'.4" N., and in long. r)3°.31'.45" W. JIarhor Grace Bench Beacon and Liyht — First exhibited 11th September, 1850 ; stands on the point of Beach at the entrance of Harbor Grace. Sailing into Harbor Grace with a fair or leading wind, bring the Beach Beacon to bear W. or W. by S., find by keeping the Light or Building a little on the starboard bow it will bring you clear of the Bar, on which at low water there is not more than 8 feet of water. It is situated in lat. 47°. AV.-ld' N., and in long. 53°.12'.33'' W., elevation above the sea level 40 feet; in clear weather it may be seen at a distance of 11 nautijal miles. George Brown, Keeper. Green Island Lifjht at the entrance of Catnlina Harbor, Trinity 2?r7//— Situate in lat. 4S°.30'.1G" N., long. 53°.2'.40" W. This is a fixed white light, burns at an elevation of 92 feet above high Avater, and in favorable weather will be seen from E.N.E. sea- ward, to S.AV., 15 nautical miles. Vessels bound Northward by keeping this Light oi)en with the North Head of Oatalina until Bonavista Light opens with Cape LeJean, will give the Flower Iiocks an ample berth — or when coming from the Northward and bound lor Oatulina, by giving the N. Head a moderate berth, you will clear the Brandies liocks by steering for Green Island Light. It w^as first exhibited in 1857. Peter Woods, Keeper ; Peter Martin, Assistant. It stands close to the old Beacon, which has been cut down. The Light House is in lat, 4L)^.39'.30" N., long, 53°.4',30" W,, and was first exhibited in 1856. Michael J. The light is a cato-dioptric first class Ilolophotal revolving T^hite Light, shewing a flash every twenty seconds. It is elevat- ed, 443 feet above high water, and can be seen in clear weather 80 nautical miles, and a lesser distance according to the state of the atmosphere. When the southern end of the Island bears N.N.E., the Light will not be visible when nearer the Island than 8 miles. It was first exhibited in 1858. John Ryan, Keeper ; Michael Ryan, Assistant. Cape St. Marges Light — Was put into requisition on the 20th September, 1860 ; it is a revolving cato-dioptric Light of the firist" order, producing alternately every minute a brilliant red and a white light, burning at an elevation of ,300 feet above the level of the sea, and will be seen in a favorable state of the atmos- phere 26 nautical miles from a vessel's deck ; situated in 46''.49. SO' N. lat., 54°.11'.34" W. long. The tower is of brick, and on each side of which stands the dwellings of the keej)er and assist- ant, the sides of which are painted white, roofs red. It is a powerful flashing white Light, and attains its greatest brilliancy every ten seconds. It bunrs at an elevation of 408 feet above the level of the sea, and in clear weather may be seen at a distance of 35 miles, and be visible in every direction from North round East and South, to W.N.W. Ferryland Head Light is situated in lat. 47°.00'.5h/' N., and long. /)2^.61'.07" W. The tower is of red brick ; the keepers dwelling, detached from the tower, is painted white and the roof red. No. 1, 1873. lielloram, Fortune Bay — A fixed white Light is exhibited nightly at this place from sunset to sunrise, at an elevation of 35 feet above the level of the sea, and in clear weather should be visible seven miles. The building is a wooden tower, painted white, and is situated in lat. 47°.29' North, and r)6°.27M5" West long. The apparatus is dioptric, of the 8th order, with a single argand burner, and illuminates an arc of the horizon of 270°. In entering the harbor the light must bo kept on the port hand. The wldte Light has an eleva- tion of 11 metres, and is visiljlo (5 miles. The red Light is elevated 10 metres, visible 3 miles distant. The line connecting these two Lights indicates the Middle Channel. The position of the red Light has also been so determined that as soon as it is seen on the left of Cape Eagle, vessels com- ing from Columbier in beating into the N.K. entrance will have nothing to fear from the shoals of Cape Rouge. When a number of Newspapers are addressed to the same office, put them up in one parcel. When a number of circulars are posted, tie them up in a bundle, with the addresses all in one direction. Address letters, papers, &c., in a legible and complete man- ner, always giving the name of the Post Office ; and if there be more than one Post Office of that name, the name of the district in which situated. In case of letters going abroad, the name of the country, as well as of tho town and city, should be given in full. Letters, for example, iudended for London, England, if simply addressed " London" would be forwarded to London, Canada West, and thus be delayed. Letters, Papers or Parcels for Outporls should have the name of tlie District, the Post or Way Office, distinctly written as part of the address. The i)ubhe, by sending to the Post- master General, clear and correct information respecting faulty arrangements, may materially benefit the service. It must be remembered, however, that changes in machinery so cxtcnsiv« and intricate as that of the Post Office, must be made cautiously and with much previous consideration. Time is generally required to carry out any material cliangc in postal arrangements ; for oven when decided upon, old con- tracts, requiring notice of termination, may have to be got rid of, and tenders of new contracts invited by public advertise- juents, before the decision can take effect. New Post Offices are established by the Department wherever it is asccrrained that a sufficient number of inhabitants can be accommodated, and a sufficient amount of postal revenue col- lected to warrant such a measure. When a m?w Post Office is required, a petition sliould bo addressed to the Postmaster General, signed by as many of the inhabitants as can conveni- ently subscribe the same. The petition should state the name of the settlement and district in which it is desired the office should bo established ; the distance from the neighboring offices ; whether at the sight of the proposed Post Office tfiere is a village : the number of mills, stores, taverns, and houses thereat; the extent of the settlement to be served and the probable cost of tlie mail ; together with atiy other facts which may form any ground for the accommodation applied for.
