Twice before, however, has one appeared, and not without some degree of success. The author of the first one has again ventured to appear in a "Work of the same chp ^cter. From his intimate knowledge of the Colony, and some of its requirements, he has had unusual facilities for compiling a correct woi'k of tl' ind named ; and would observe, that his list is not limited to that of the City proper, but embraces most occupiers of land in the Country Districts, and a majority of business-men and others on the mainland. In the course of the many years elapsed since the last publica- tion thero have been many changes to record. Tlie Colony of Vancouver Island, that was long prosperous under the sway of Governor, now Sir James Douglas, who in connection therewith controlled the legislation of llic then Cc^ony of British Columbia — has twice since then altered its position. Unity of action in Council and execution under tlie then system, arising from the interests of the Executive being on the one hand bound up in the prosperity of the freer and the older community, and on the other hand, identilied witli the advancement of the mainland in all material development ; unity of action rendered the com' munity, as a whole, prosperous. Hudson Bay Company, to wliom the Colony is in many respects indebted, had not yet withdrawn from the prominent position it at one time held. A struggle of more jr less intensity was carried on between a population daily increasing and a Corpora- tion yet unaccustomed to competition. The representatives of the people increased gradually from six, which formed the House of AssemV)Iy, wlicn the Colony was proclaimed in Nov. 1859 ; to ten in the next House, elected in 1800 ; to fifteen in the popular branch of the Legislature, from and after 1st June, 18G:i. This, the last House of Asscml)ly, was put an end to by the Proclamation of last year, uniting the Colonies under the name of British Columbia. During the administration of Governor Douglas the practically united Colonies were almost continuously prosperous, their early beginning rapid. And not the Island alone, for the mainland was already remarkable for its system of roi,''s and their durable character. But just then political {agitation had gained a certain head, and become to a certain extent a habit, not of the people but of a class who aspired to rule them. Through the efforts of this party, and but a small and noisy party they wei-o, the latter part of the rule of Governor Douglas was subjected to mucli, as it afterwards proved, unmerited oblo(iuy. A man, who from his high position with the Hudson Bay Company must needs bo suspected of partisanship, was triumphantly, when too late, proved guiltless. Personal contumely had even been resorted to. By the machinations of a class of politicians, at least they took the credit or the onus of it ; by their mr.chinations a change was brought about, not of Governors alone but a more radical change. In the spring of 1804, Vancouver Island and British Columbia became for every purpose not only legally but actually separate. The unity of action, which all lovers of the two de;icndencics desired to see strengtliencd and intensified, was for the time defeated and counteracted. Retrogression insensibly occurred. AVith the two Governors, divergence in the public opinion of the two Colonies crept in and increased. Of this, the Bute Inlet massacre afforded one test. An offer of service to assist British Columbia by a large number of individuals, tendered through Governor Kennedy, as the result of a public meeting, was rejected. Tlio popularity of the latter also increased on the discovery of the Leech River mines ; to aid in the discovery of which, and in exploration generally, His Excellency had the tact and the foresight to oiler $2 for cvci-y one subscribed by the community. Further, a system of differential duties was carried out, by which the amounts levied ad valorem on goods, was calculated not on that at the place of purchase, but at the place of last shipment. The short-sightedness which dictated this measure prevented its being seen that had the quantity of merchandize received and transhi})ped at Victoria been doubled or trebled, the duties received on the mainland would probal)ly have far exceeded the fruits of such one-sided legislation. As an old resident hero justly remarked, a Civil List of !?200,<)()0 we could manage to meet, though at a very eaily date tho effects of separation began to be felt. l>ut Governor Kennedy and his Colonial Secretary prepared a bu(y ^t of $l87,()fM) (if the author's memory is good) ; and when this was discu.-sed in tlie House of Assembly, and tho amounts cut down, the Secretary brought forward a supplemental estimate of about precisely the amount so cut off! Vancouver Island having to pay all her own ofTicials, a separate Staff, and with diminished resources in every way from which to draw the funds, as first, her own private business had diminished, times had altered ; and again, her Executive could no longer divert for her benefit a portion of revenues from tho sister Colony to Avhich she was fully entitled as part of a prosperous whole. The Island prayed for economy. Tho administration of Governor Kennedy was marked by a thorough discussion of tlie question of Crown Lands, which, we believe, it was the object of his oflicial life to pass to the Colony and get the latter to meet the whole Civil List. An exhaus- tive report api)cared from the Committee of the House of Assembly, appointed to examine the matter, but no results fol- lowed ; and in Vancouver Island the Crown Lands are yet what their name imports. "While displaying considerable administrative ability. Governor Kennedy, it was soon evident, was not friendly to popular institutions. Depression, serious depression, gradually set in. Her fiegislaturo, it may almost be said, in a fit of despair at tho turn things were taking, prayed the Homo Government, prayed earnestly, and prayed repeatedly for Union of tho Colonies, to stop the ruin Avhicli all saw api)roaching. Relief came so suddenly as to be unexpected. Governor PeymoHr, of the mainland, enjoyed great influence at home. Several letters written by him, in February, 186G (and March, 1SG5), from a foreign Capital, where ho \, ..s temporarily residing, produced a certain ciTcct on the authorities in Downing street. Coupled with tho urgent prayer of the Colonists for Union, they brought about the singular result : 1. Of causing the prayer of the petitioners to be granted with a celerity unexampled in British Legislation. 2. The clause which stood in tho 13111 of Union (of itself likely to be unpalatable to the petitioners), ordered to be printed by the House of Commons, Uth Juno, 1866, leav- ing the r>ill for approval of the Vancouver Legislature ; was struck out. 3. Governor Seymour himself, who had animadverted to freely, not to say unfairly, on the feelings and resources of the Island Colonists, was sent out as Governor. Tho feelings of the inhabitants of Vancouver might then have been expressed shortly as one of bafiled anger and extreme dis- "* appointment. The first session of (ho now Legislative Counfil was hold at New Westminster. By a largo majority Victoria was voted the Cajjital. On Ircsh relbrenco to the Council by the Governor, at their second session, and after recent despatches from Down- ing Street, a fresh UMJority of nine decided by vote tlio Ca))ital question in favor of Victoria. It is to bo hoped the sittings of the Council will be altered in conformity. It fieems a marvel to the author that so much Blrcss should have been laid on the situation of the Capital. It is, of course, well that the Legislature .should not bo out of roach of ascer- taining the popular wish. In the present instance, the decision of t/ie matter may affect beneficially the general good. It came none too soon, the old feeling of restlessness was beginning to •work. A meeting was hold in S'cptendjcr, having for its object to liastcn Confederation with the Uritish Provinces of North America, and certain stops wore soon token by some of tho leaders of the movement. It will barely be necessary to say that a meeting, and a great deal of persistent advocacy in favor of Annexation to tho United States, had some year before, ignorainiously failed. This brings us to the present time : as a summing up, it may be said, one good result has at last been finally brought about by these changes, costly as they have been. Legislation will now be ONE, and will display a breadth of feeling for the good of the united communities, before impossible. We arc, in short, where we ought to have ttood in 18G4 ; wh.re wc were, in fact, before Governor Douglas resigned, minvs our Assembly, minus our cheap Government. We have a uniformity in our method of revenue, probably a considerable advantage, on the whole. We have to struggle back to our old vantage ground if we cannot even introduce full responsible Government. Already the es- timates for this year arc at a much lower figure than last. But a country tliat can export its half million sterling of gold to a population of C,000 — produce with a handful of miners 5,000 tons of coal a-month — and as a common occurrence, imports and distributes yearly its hu;f million sterling of merchandise, and last, not least, with a climate, which, it would be a mere truism to say, cannot be surpassed; has no cause for serious depression at temporary mismanagement and misrule. Its motto has ever been and probably will be, nil desferaxdum.
