July 20, 1895. r # • Of the numerous Patriotic and Hereditary Societies existing at this time, this is probably the most widely dispersed in us personnel, its insignia lieing known from the Pacific Ocean to the Dardanelles— and from Alaska to the Cape of Good Hope. For the first time in many years we hold our Annual Meeting in another room than that of the "Old Senate Chaml^er of the United States"— and through the courfjsy of the Pennsylvania Society of the Sons of the Revolution our Society returns to its birthplace, this sacred edifice, whence our progenitors drew the inspiration which crowned their efforts with victory in the ' 'Second Wat for Independence. STUIvL, Treasurer. 8 The Historian, Mr. Cyrus Kingsbury Remington, then read his report, as follows: Of those deceased since our last meetitig, the first to be noticed is Charles Sutherland, Brigadier General United States Army, and a Vice President of this Society. He was the son of the Honorable Joel Barlow Sutherland, the first President of this Society, elected January 9, 1S54, and retired November 24, 1861. The subject of this sketch was born in this city in 1830. His chosen pro- fession was that of medicine. He received the appointment of Assistant Surgeon in August, 1852, and attained by his skill the promotions of Captain, Major, Lieut. -Colonel, and Colonel during the short term of twenty-four years. He served in New Mexico and Texas until 1861, when he left that State with the artillery and infantry for New York, where he reported to the Surgeon General for duty. From that time until the clo.se of the War he held important positions of trust, beii.g sent on expeditions to Fort Pickens, Santa Ro.sa Island, &c. He was Medical Purvc or under General Halleck, participated in the bombardment of Fort Pickens, Wilson's Camp and at the siege and surrender of Vicksburg, July 4. 1863. Having served his country faithfully he was retired in 1894. The services of his father was in the "Junior Artilleri-sts," as Lieut. -Colonel of a Rifle Regiment, 1S12-1815, Alexander James Dallas was born in the District of Columbia and was appointed a midshipman, U. S. Navy, in 1S46. Served as aid to Commodore Matthew E. Pc .y, U. S. Navy, during the Mexican War, also in the Marine Corps and U. S. Coast Survey. His death occurred in Washington, D. C, the home of his youth, on the 20th of July, 1.S95. John Ludlow Viven, was born in New York on March 5, 1833, he enlisted in September, iSfii, and served until the clo.se of the War, 1865, when he received a commission as Second Lieutenant, Twelfth U. S. Infantry; Captain in 1S71 ; Brv't Captain, H67 ; for faithful and meritorious services during the War. He was stationed at various times at Fort Craig, New Mexico, and in Arizona Territory ; was A. D. C. to General Carlton, Wa.shington, D. C. ; also in the expeditions against the hostile Indians, 1869-1881. He held -runnnands at Fort Yuma, California ; Nez Perce and Bannock Campaigns, Foots' Apache, Thomas, Sully, and at Plattsburg Barracks. # • 9 • 9 Mr. Henrj' Howard Houston was a gentleman whom you all knew well. He was noted for his philanth'-opy, and, fortunately, nad the means to carry out his views. He died June -o, 1895, Mr. James Mifflin died November 24, 1895. A member of one of the oldest families in this State. He was patriotic and showed it in many ways, especially in carrying out the views of the Societies with which he was connected. On motion of Doctor George H. Hurgin, it was ordered that tlie obituary notices be spread upon the minutes. A communication wus received from the Trustees of the University of Penn.sylvania inviting the Society to be present at the ceremonies to be held in the Academy of Music in this City, commemorative of George Washington, on the twenty-second day of February. Captain Bellas read a communication from the Miami Battlefield Associa- tion in reference to the purchase of that historic ground by the National Govern- ment. On motion referred to the Board of Direction with power to act. Captain Bellas read a report and submitted five amendments to the Consti- tution of the General Society, referred by it to this Society as follows : PROPOSED AMENDMENTS. (To be ratified by the State Societies and approved finally at next meeting of the General Society, June 19, iS()6.) To amend Article H by striking out the words "number and," in the ninth line. To amend Article IV by .striking out the second paragraph, l)eginniug with the words "such meetings" and ending with the words "borne by the State t • i I 11 Societies," and substituting there^br the following: "Such meetings shall consist of the officers of the General Society, each of whom shall be entitled to one vote and a representation not exceeding five (5) delegates from each State Society, (one of whom shall be the delegate to the Executive Committee of the General Society), which representation from each State Society shall be entitled to five (5) votes." To amend Article VI by adding at the end of the second paragraph the words, " Provided always, That such representation shall be limited to the descendant of either a brother or sister of the participant in the war, in right of whose services application for membership is made." To amend Article VIII by adding after the words "period of conflict " in the twelfth line, the following : " The reverse of said insignia to bear in the centre of the cross, a wreath of oak leaves in gold, one-half inch in diameter and in conformity with the design submitted to the General Society." To amend Article IX by substituting for the first paragraph, the following: " The seal of the Society shall be two and one-half inches in diameter and shall consist of an eagle displayed in the centre of the seal, holding in his tzlons the American flag of the period (of fifteen stars), with rays of a rising sun above, and wreaths of oak and laurel (emblematic of the valor and victory of our soldiers and sailors), with trophies of cannon, musket, sword and anchor, below. The motto of the Society, 'For our Country's Rights,' to be placed above the sun's rays in small Roman capital letters, and the whole to be encircled with a ribbou one- fourth of an inch wide, bearing in plain Roman capital letters, the legend, 'General Society of the War of 1812. Founded 1814.' The seal to be in con- formity with the design submitted to the General Society." All of which were severally agreed to, and on motion of Vice-President John Biddle Porter were adopted unan'mously as a whole. Dr. George H. Burgin mov I that the date on the Seal of this Society be changed in conformity to the recommendation of the Board of Direction. Agreed to. The President made a statement in regard to the death of a former Presi- dent of this Society — Mr. Thomas B. Darrah, and also called at' ution to a description of the fraine of the Charter of this Society prepared by Mr. Andrew J. Present, 19 members. The minutes of the meeting of February 18, 1896, were read and approved. REPORT OF BOARD OF DIRECTION. Gkntlrmen' : — Your Board of Direction has the honoi to submit its report for the year ending February iS, 1897. Meetings of the Board have been held as required by the Constitution, in addition to which three special meetings were called making four in all for the year. In respon.se to an invitation from the Trustees of the University of Penn- sylvania, a large number of the resident members of the Society attended the ceremonies conducted in the Academy of Music, commemorative of George Wash- ington, on the 22nd of February, 1896. The Select and Common Councils of this City having placed the ^ jblic ceremonies to be conducted on the Fourth of July in the State House Yard, in charge of this Society, a meeting of the Society was held on that day. Invitations were sent to the officials of the State and Municipal Governments : members of the Patriotic and Hereditary Societies, as well as to the officers of the Army and Navy resident in this vicinity. The opening address was delivered by George Horace Burgin, M. D., Chairman of the Executive Committee, and an oration by Mr. Henry Douglas Hughes, Assistant Secretary. The Declaration of Indepen- dence was read bv the Honorable Robert Adams, M. C. 16 t o • • The United German Singing Societies of this city numbering several hundred voices, assisted by a large number of children from the Public Schools rendered classical and patriotic airs, accompanied by instrumental music under the leadership of Victor M. Herbert. The ceremonies of an imposing and inter- esting nature were opened with an invocation and closed with a benediction pronounced by the Rev. Horace Edwin Hayden, Chaplain of the Society. Three receptions were held during the vear, at the United Service Club House in this city: Commemorative of the Declaration of War with Great Britain in 1812; the Declaration of Peace, 18 15, and the anniversary of the receipt in this city of the news of peace. 18 15, re.spectively. These receptions have served a useful purpose in bringing the members together in agreeable intercourse, and have been largely attended by the members and their guests, including the officers of the General Society. Nominations .or officers to serve this Society for the ensuing year, filed with the Secretary prior to the first day of January, 1897, are respectfully submitted. Gknti.emen— As Historian I make the following report of liie deaths, of members of the Society, the past year- DAVin Blair, a veteran aged about 99 years, of Charity P. O., Ohio. He served in the mMitia of that State, and was the youngest of four brothers who took up arms in 18 12. A few only survive of those gallant souls, although our records still show a goodly number living; perhaps no record of their decease has reached the Society. Henry G. G. Rupp, a member elected in 1894; died October 16, 1896. We learn that he was an earnest worker in all pertaining to the interests of the Society, and his loss will be greatly felt. A descendant of a gallant soldier and patriot. Edwin Ada.,is Damon, who died November 16, 1890, was another one wiio delighted in the work of, and all that tended to the advancement of the Society's interest. Mrs. Margaret A. Morris." "Brigadier General Henry Morris, a veteran of the V/ar of 18 12, and the second oldest resident of Port Chester, died at half-past three o'clock, on Friday morning. May 8, 1896, at his home, 145 Horton Avenue, Port Chester. "Uncle Harry Morris," as he was familiarly called, was born in the old Fourth Ward of New York City, on March 29, 1801, and consequently was in his ninety-sixth year at the time of his death. Fired with patriotism, when a mere boy of twelve, he enlisted in Captain Breath's company of the New York Militia, and served in that command as druram-^r boy through the War of 18 12, until peace with England was declared." G. Rupp and Mr. Edwin Adams Damon, both resideJits of Philadelphia, Pa., hereby takes occasion in its Annual Meeting on the eighteenth day of February. A. D. 1897, to express its sorrow, as well as full appreciation of not only the loss the Society has sustained in the premature deaths of the.se niemlwrs— most upright and promising in their lives— but also of the interest and zest which they had ever manifested in the welfare and prosperity of the Sociery, its aims and purpo.ses, and in the hope which they had given by their past efforts, in being of future value in carrying on the work of the Society. ''Resolved, That the Secretary be directed to enter these resolutions on the minutes, and transmit a copy thereof to the respective families of thci--.: d».cea.ied members." Unanimously adopted. It was moved and .seconded that if it was found that ihe bill is still in Congress for the increase of the pensions of the remaining patriots, that this Society present a memorial to Congress to ure:e its action in its present session, and that a form of the memorial be presented to a committee. Unanimously adopted. It was moved and seconded that tiie resolutions adopted at the former Annual Meeting be added to the present ones. It was suggested by the President that the Society should erect a tablet or memorial to the memory of some distingui.shed person connected with the history of our country, in one of our old churches or buildings of interest. Joel R. It was moved and seconded that the Secretary be instructed to send to every member of this Society, and to the Secretary of the General Societies, ar.d to the Secretary of the State Societies, a list of the officers elected. Unanimously carried. Colonel Porter moved that the Board of Direction of the Society be requested to carry out more forcibly the powers given them under Section 7, of the Rules, page 30. It was moved and seconded that the Secretary inform the incoming Board that they shall take definite action under their powers provided in the Seventh Rule of the organizatior., as far as the expulsion of members for non-payment of dues is concerned.
